INTAODUCTION
This publication presents the current approval status ofeach of the forty-four colleges and universities in NorthCarolina that offer programs leading to initial and advanced-level teacher certification.
Programs leading to certification of professional schoolpersonnel may exist at the 4, 5, 6, and 7 year levels.
Certification at the 4th year level represents the equivalentof a four-year planned program of study that culminates withthe Bachelor's degree. The 5th year level requires the
completion of an approved program, culminating with a Master'sdegree. The 6th year level equates to a 60 semester hourplanned graduate program for which the Master's degree is
prerequisite for completion. At the 7th year level, the
docto:^al degree is required along with the completion of anapproved program.
Under the "Approved Program Approach," institutionsrequesting approval are required to document their compliancewith State standards for teacher education programs. Full
approval for a seven-year period is granted by the State Boardof Education when all standards are judged to be met. Approvalof a shorter duration indicates either a provisional approvalduring which time institutions must address recommendationsrelative to compliance with specific standards. Once approvedby the State Board of Education, institutions may recommendtheir graduates for certification.
Temporary Authorization is granted by the Division ofProgram Approval for the establishment of new certificationprograms. Once operational, the new program is reviewed by anon-site visitation team for approval action.
Prospective teachers wishing to prepare for teaching in aspecified field or grade level are referred to institutionsoffering approved programs. Inquiries regarding teachereducation program requirements should be addressed directly tothe institution under consideration.

Pursuant to G.S. 115C-284(c),115C-296, and 115C-315(d), the State Board of Educationhas designated the National Teacher Examinations (NTE) as the standard examinations requiredas proTequisite to initial certification (North Carolina Administrative Procedures Code211.1707). .1707 STANDARD EXAMINATIONS(a) Pursuant to G.S. 115C-296 ' State Board of Education herewith designates

NORTH CAROLINA RECIPROCITY PLANS
Programs of teacher education in out-of-state institutions are recognizedto the extent that they are equivalent to North Carolina's standards and guide-
lines. The State recognizes four teacher education and certification reciprocityapproaches as outlined below.
I. RECIPROCITY RASED ON ACCREDITATION BY THE NATIONAL COUNCIL FOR ACCREDITATION
OF TEACHER EDUCATION (NCATE)
A graduate of an institution outside of North Carolina accredited by NCATEat the time of graduation is eligible for a North Carolina certificate.
II. RECIPROCITY RASED ON INTERSTATE AGREEMENTS
A plan hat been developed whereby states with similar standards for teachershave contracted to issue certificates on a reciprocity basis. North Carolina

1V. RECIPROCITY BASED ON PROGRAMS NOT ACCREDITED BY NCATE OR APPROVED THROUGHTHE INTERSTATE AGREEMENT OR THE NASDTEC PLAN
Aomori' of applicants prepared by out-of-state institutions that areaccredited by their state board of education or a regional accreditingagency but not by NCATE or recognised through any other reciprocityprocedure will be issued a Provisional Class A Certificate provided thefollowing conditions have been met:
A. The applicant shall be a graduate 4,r an accredited senior college.
B. Reciprocal relations shall be concerned only with certification ofclassroom teachers at the bachelor's degree level.
C. The reciprocity certificate shall be restricted to the areas andlevels in which the applinant holds, or is qualified to hold, anout-of-state certificate.
D. The reciprocity certificate (Provisional) shall be valid for one year.After the completion of a year of successful teaching experience inNorth Carolina, the provisional linitatiow will be removed.
E. The reciprocity certificate shall be subject to the renewal require-mentsof North Carolina.
7. The applicant must hold, or be qualified to hold, the highest gradecurrant certificate in the state in which the teacher education programat the bachelor's degree level was completed.
NORTH CAROLINA CERTIFICATION PROCEDURES
1. Secure and complete an application for North Carolina certification.
2. Have preparing institution(s) complete recommendation form(s).
3. File copy of out-of-state certificate, if issued. If out-of-state certificatehas not been issued, the application will be processed using transcripts andrecommendations only.
4. Secure complete documentation of all college transcripts and verificationof all teaching experience outside of the North Carolina public schools.
