PREFACE

One of the priorities guiding the selection of documents for this Clear-

inghouse is the "kinds of preparation programs which enable school personnel

to serve the special educational needs of all the people, such as ghetto chil-

dren and bilingual students." Since the Clearinghouse has processed several

hundred document", in this area the decision was made to present a bibliography

in five parts: (1) Individualized Instruction, (2) The Disadvantaged, (3) Urban

Society, (4) Ethnic Groups: Negroes, Spanish Speaking, American Indians, and

Eskimos, (5) Some Selected Topics. The following citations represent the efforts

of the Clearinghouse to acquire and process documents on urban society from

July 1, 1968 to December 1969.

'IRe descriptors (ERIC index terms) included in each citation indicate the

topics covered it each document. Abstracts of the documents can be locates in

the appropriate volumes in Research in Education identified by the "ED" (ERIC

Document) numbers in the citations. Inclusive ED numbers for those abstracts

Included in the issue are printed on the covers of monthly issues of RIE as

well as those of semi-annual and annual indexes.

This bibliography on meeting special educational needs may be updated by

checking recent issues of RIC and Current Index to Journals in Education. Both

RIE and CIJE utilize the same descriptors. This bibliography may also be expanded

by checking the entries of other ERIC Clearinghouses in those publications, for

example, entries of the ERIC Clearinghouses on the Disadvantaged, Exceptional

Children, or Rural Education and Small Schools. All documents processed by

a particular clearinghouse are blocked together in RIE according to the alpha-

betical order of the clearinghouse names, beginning with the ERIC Clearing-

house on Adult Education (AC) and ending with the ERIC Clearinghouse on

Vocational and Technical Education (VT). You can find the blocks of documents

processed by each clearinghouse by noting clearinghouse code letters and

numbers located near "ED" numbers. HUD" is the letter code for the Clearing-

house on the Disadvantaged; "SP" (school personnel) designates documents

processed by the ERIC Clearinghouse on Teacher Education.

In addition to using the ERIC Thesaurus, RIE, CIJE, and various ERIC

indexes, you will find it helpful to be placed on the mailing list of the

ERIC clearinghouses which are likely to abstract and index as well as develop

publications pertinent to your needs and interests. The newsletters are pro-

vided on a complimentary basis on request to the individual clearinghouses.

A listing of clearinghouses appears in RIE and CIJE.

Users who become efficient in using ERIC searching tools and techniques

can develop their own specialized bibliographies. The indexing system can .

refine your search to the point that you read only entries that meet your

specifications. In mare, cases reading abstracts is adequate for your needs;

in other cases you may wish to use the information which ERIC provides to

secure documents from either the original publishers or from the ERIC Document

Reproduction Service. (See Ordering Information.)

This Clearinghouse has produced a three-part package on ERIC to z..nable you

ti capitalize on searching techniques noted above. A six-minute sound-slide

presentation is available from the Clearinghouse on a free-loan basis for a

week; a limited number of a set of instructional sheets is also available

from the Clearinghouse upon request; and a semi-programmed booklet entitled

How To Conduct a Search Through ERIC (ED 036 499) is available from EDRS for

$0.2S In microfiche and for $1.40 in hardcopy

ABOUT ERIC

The Educational Resources Information Center (ERIC) forms a nationwideinformation system established by the U.S. Office of Education, leDigned toserve and advance American education. Its basic objective is to provide ideasand information on significant current documents (e.g., research reports,articles, theoretical papers, program descriptions, published or unpublishedconference papers, newsletters, and curriculum guides or studies) and to pub-licize the availability of such documents. Central ERIC is the term given tothe function of the U.S. Office of Education, which provides policy, coordi-.-Ation, training, funds, and general services to the 20 clearinghouses in theinformation system. Each clearinghouse focuses its activities on a separatesubject-matter area; acquires, evaluates, abstracts, and indexes documents;processes many significant documents into the ERIC system; and publicizesavailable ideas and information to the education community through its ownpublications, those of Central ERIC, and other educational media.

The ERIC Clearinghouse on Teacher Education, established June 20, 1968,is sponsored by three professional groups--Lhe American Association of Collegesfor Teacher Education (fiscal agent); the Association of Teacher Educators, anational affiliate of the National Education Association, and National Commis-sion on Teacher Education and Professional Standards )e. Scope of Clearinghouse Activities

Users of this guide are encouraged to send to the ERIC Clearinghouse onreacher Education documents related to its scope, a statement of which follows:

The Clearinghouse is responsible for research reports, curricu-lum descriptions, theoretical papers, addresses, and other mate-rials relative to the preparation of school personnel (nursery,elementary, secondary, and supporting school personnel); thepreparation and devetIpment of teacher educators; and the pro-fession of teaching. The scope i'cludes recruitment, selection,lifelong personal and professional devetopmer.t, and teacherplacement as well as the profession of teac;&ng. While the majorinterest of the Clearinghouse is professional preparation andpractice in America, it also is interested in internationalaspects of the field.

The scope also euides the Clearinghouse's Advisory and Policy Counciland staff in decision - making relative to the commissioning of monographs,bibliographies, and directories. The scope is a flexible guide in the ideaand information needs of those concerned with pre- and inservice preparationof school personnel and the profession of teaching.

ORDERING INFORMATION

Documents cannot be ordered without an "ED" or order number. The "ED"number is listed with each citation. Once the reader has the "ED" number,he must order the document directly prom the ERIC Document ReproductionService (EDRS), 4936 Fairmont Avenue, Bethesda, Md. 20014,

To determine the cost of a document, the reader should look at "EDRS Price"or "Publisher's Price" in the citation. Information such as "EDRS Price:MF-$0.25; HC-$0.65" means that the document may be obtained from EDRS inmicrofiche (MF) for 25 cents or in "hard copy" for 65 cents. A microficheis a 4 by 6-inch form containing images of the pages of the documents, asmany as 60 pages per fiche, each image representing a standard-sited sheetof paper. Microfiche readers, available from many manufacturers, are requiredto enlarge the images for reading purposes. Hardcopy prints are black andwhite 6 by 9-inch pages.

Payment to EDRS must accompany orders totaling less than $5. A specialhandling charge of 50 eenta must be added to all orders. Applicable localstate sales tax should be added to orders or a tax exemption certificateshould be submitted.
