The purpose of this workshop is to refine the scope of issues to be taken up during Phase 3 of the Smart Inverter Working Group (SIWG). Phase 3 will consider development of additional advanced inverter functionality beyond the seven autonomous functions developed in Phase 1 and the communications protocols developed in Phase 2, and will also consider development of the foundational technical requirements surrounding operational protocols or transactional models that are needed to enable the provision of DER grid services. The workshop agenda will entail:

1) Brief review of Phase 1 functions and Phase 2 communications protocols, and of related CPUC proceedings such as DRP, IDSR, Rule 21, and CAISO stakeholder initiatives such as ESDER and DERP

2) Discussion and taxonomy of envisioned DER-provided grid services in an envisioned future distribution marketplace

3) Discussion of possible operational protocols or transaction models that could enable the provision of grid services, and what should be scoped into Phase 3 of the SIWG

4) Further categorization of additional inverter functionality to be developed over the course of SIWG Phase 3

This two-day workshop will be broken into four half-day sessions in which a number of specific topics at issue in the open Rule 21 interconnection rulemaking will be discussed:

1) A follow-up to the September 22, 2015 workshop on Rule 21 treatment of energy storage load, and other revisions to streamline or improve Rule 21 for non-exporting, behind-the-meter storage

2) Potential modifications to the Rule 21 definition of “Non-Exporting,” and a consideration of further Screen I options that can be elected to ensure non-export

3) Expansion of the current Rule 21 Pre-Application Report to provide greater visibility into the types of upgrades and associated costs that projects may trigger

4) Publication of a distribution interconnection equipment unit cost guide in order to give insight into the component costs of typical distribution upgrades and utility facilities required to interconnect generation and storage to the utility grid

Discussions will be informed by straw proposals from various parties that were submitted to the R.11-09-011 service list.

The California Public Utilities Commission’s Safety and Enforcement Division will host a two-day public workshop in R. 15-05-006 to discuss the Draft Fire Map 1 Review & Development Report (Fire Map 1 Report) and Alternate Proposals (if any). The Fire Map 1 Report is being developed by the California Department of Forestry and Fire Protection (CAL FIRE) and its team of independent experts. The purpose of the Fire Map 1 is to develop a statewide fire-threat map that depicts the physical and environmental conditions associated with an elevated potential for utility-associated wildfires, and ultimately to assist in the development of stronger fire-safety standards. It is possible that Commissioners and/or their advisors may be present. However, even if a quorum of Commissioners were to be present, no voting would occur.

(Alive), (TCP 24307), by the California Public Utilities Commission’s Safety and Enforcement Division (SED) on May 6, 2015. On July 17, 2015, SED moved to close this proceeding because Citation No. UCSD-722 was rescinded. SED explained that it was rescinding Citation No. UCSD-722 because of an ongoing open investigation of Alive. Alive did not respond to this motion.
