**** ORDER:

Government of Andhra Pradesh has established the Swachha Andhra Corporation in lines with the Swachha Bharat Mission and for making huge efforts in achieving total sanitation by eliminating open defecation, eradicating manual scavenging, ensuring hygienic solid and liquid Waste Management, and supporting information, education and communication and capacity building activities to maintain the cleanliness and hygiene in urban and rural areas of the State. This will be possible due to a combination of political will, administrative acumen, operational excellence, and citizen support.

2. Government as part of this, has decided to organize awards program, expanding on lines of Swachh Survekshan evolution and awards will be given away at a public function on October 2, 2017. The objectives of the Swachha Andhra Awards and categories under which the awards will be given are as follows:

a) Objectives of Swaccha Andhra Awards: The main objects of Swachha Andhra Awards are as follows:

1. To recognize, inspire and celebrate excellence in sanitation management across different categories in urban and rural local bodies.

2. To showcase innovative, inspiring and sustainable models. 3. To honor individuals and institutions from government and non-government

agencies associated with sanitation improvement. 4. Identification of best practices ,innovation sand indigenization and transfer of

technology.

b) Categories for Swachha Andhra Awards:

The Swachha Andhra Awards include 11 categories & 41 sub-categories in respect of Districts and 11 categories & 44 sub-categories at State level Awards will be given to ULBs, temples, bus stations, resident welfare associations, tourist spots, schools and others.

In order to identify the parties under various categories and Subcategories at various levels from Tribal Hamlet to Municipal Corporations in the state, for the Swachha Andhra Awards 2017, Government has decided the District and State Level Committees with the following composition and Award Categories and Sub-Categories:

4. Government also decided to fix the timeline for Swachha Andhra Awards 2017 asfollows:

• On August 28, 2017, notification for the Swachh Andhra Awardsshouldbe issued through newspaper advertisements, social media and e-mails to all ULBs and all GPs and also through teleconference with officials and non-officials.

• Last date for submission of nominations September 8,2017. • Third party will be deployed to carryout physical verification of the facts

mentioned nominations.Third party shall record photographs and videos during physical verification.

• The third party will submit their reports onare before 15thSeptember, 2017.

• OnSeptember,20th, District level committee will finalize the district level awards (only one award for each sub- category)

• For each nomination, the third party report shall be enclosed. • Each district will send the list of awardees category wise to their respective

departments at State level and HODs (Principal Secretary / Commissioner / MD) will receive 13 nominations at state level and the HODs have to finalize one award from the all 13 nominations that they have received.

• The state level awards will be announced and distributed on 2nd October 2017 to all the winners under different categories.

5. The Managing Director, Swachha Andhra Corporation, Vijayawada, shall take immediate further necessary action, accordingly.

Now that Urban Andhra Pradesh is Open Defecation Free, the state is on course to create towns that embrace Total Sanitation. The Swachh AP Awards will help ULBs prepare for the next round of the Swachh Survekshan – several AP towns were among the top contenders, but none reached the top spot. The Swachh AP Awards go beyond the 2018 Swachh Survekshan Awards and will judge ULBs on a variety of criteria, including solid waste management, faecal waste and wastewater management, the availability and cleanliness of toilet facilities, environmental sustainability, capacity-building, and IEC activities. After a first, “self-assessment,” round, ULBs will be visited by teams conducting on-site verification of first-round responses. One award will be awarded per district, and one of the 13 district winners will be selected as the

2. overall winner of the Swachh AP Awards. Resident Welfare Associations

Resident Welfare Associations play a critical role in promoting the sanitation 19-24

and wellbeing of the communities in which they operate. This award

recognizes these efforts accordingly. The award for Swachh RWA is based off

the results of a self-reported questionnaire highlighting the RWA’s efforts in

four major categories, including solid waste management, sanitation,

environmental sustainability, and IEBC/Capacity Building. The applicants are

requested to send in resources outlined as a means of validation, and top

RWAs may be visited by judges in order to verify results.

3 Park 25-31

Parks provide many benefits to Andhra residents by acting as a space for

community gatherings and by having a positive environmental impact. The

Swachh Park award strives to recognize the park that provides the cleanest

space in a sustainable manner. The award is determined based off of a

selfreported questionnaire that assesses the status of solid waste

management, sanitation, environmental sustainability, IEBC and capacity

building efforts of the park. The applicants are requested to send in resources

outlined as a means of validation, and top parks may be visited by judges in

order to verify results.

4 School

In order to improve the health, wellbeing and learning outcomes of Andhra’s 32-38

students, improving the cleanliness of schools should be considered a critical

priority. The Swachh School award will recognize a school that may serve as

an example to others based off of the strides that it has made in solid waste

management, sanitation, environmental sustainability, IEBC and capacity

building for sanitation and hygiene. The applicants are requested to send in

resources outlined as a means of validation in addition to filling out a

selfreported questionnaire, and top facilities may be visited by judges in order

to verify results.

5 Hospital/Healthcare Facilities 39-47

In order for hospitals and healthcare facilities to provide a safe environment

for patients, it is essential that these facilities maintain a high standard of

cleanliness and hygiene. The Swachh Hospital award will be presented to the

hospital that best embodies these standards. The award will be given based

off of results of a self-reported questionnaire that assesses the solid waste

management, sanitation, IEBC, environmental quality, infection control and

biomedical waste management practices of the competing facilities. The

applicants are requested to send in resources outlined as a means of

validation, and top facilities may be visited by judges in order to verify results.

6. Industrial Associate Local Authority (IALA) 48-55

As Andhra Pradesh looks to develop the industrial sector, several “Industrial Associated Local Authorities” have been created across the state. While these areas are strictly zoned for industrial purposes, they are home to significant transient populations (workers, truck drivers, daily laborers, etc.), produce large amounts of solid waste, and generate high volumes of wastewater. Fortunately, many of these zones are new, giving Andhra Pradesh the opportunity to develop industrial areas that can be models of 21st century sanitation. These self-assessment questions constitute the first section of these awards – IALAs will be judged on several criteria, including solid waste management, faecal waste and wastewater management, environmental sustainability, and IEC campaigns. IALAs that progress past the first round will receive field visits and have their responses verified by on-site inspection.

7 Bus Stand Facilities 56-61

Bus terminals are highly trafficked areas used by both residents and the floating population. The cleanliness and hygiene of these terminals is important to promoting the health and wellbeing of those who pass through. The Swachh Bus Terminal award will be given to the terminal that embodies the best practices of solid waste management, sanitation, environmental sustainability, IEBC, infrastructure and safety. The applicants are requested to send in resources outlined as a means of validation, and top terminals may be visited by judges in order to verify results.

8 Place of Worship 62-67

Places of worship are some of the most significant spiritual centres for residents from across Andhra Pradesh. Since places of worship are so commonly frequented, improving the cleanliness of these places is critical to improving overall sanitation and wellbeing of the community. The Swachh Place of Worship award will be given to a holy site that has the best solid waste management, sanitation, capacity building, IEBC and environmental sustainability practices, as determined by a self-reported survey. The applicants are requested to send in resources outlined as a means of validation, and top terminals may be visited by judges in order to verify results.

9 Tourism Area 68-75

Tourist locations provide entertainment and important revenue streams for

the state of Andhra Pradesh. Therefore, it is important that these areas are

kept clean and well preserved. The Swachh Tourist Location award will be

presented to the tourist location that has the best solid waste management,

sanitation, environmental sustainability and IEBC/Capacity building practices,

as determined by a self-reported survey. The applicants are requested to send

in resources outlined as a means of validation, and top locations may be

visited by judges in order to verify results

10 Public Toilet 76-81 Public toilets serve a critical function in keeping urban Andhra Pradesh free of open defecation. Though the vast majority of families have IHHTs, and those that don’t have IHHTs rely on community toilets, public toilets serve a necessary function near markets, bus terminals, train stations, and other areas home to large floating populations. Without clean and functional public toilets, these large floating populations could easily revert to open defecation, undoing the progress that has been made across the state. In the first, self assessment, portion of the Swachh AP Awards, public toilets will be judged primarily on their general cleanliness, the presence of proper infrastructure, and the availability of soap, water, and other sanitation products. In the second round, public toilets that rated highly will be visited by teams for field verification before district-wide and state-wide winners are chosen.

11 Community Toilet 82-88

Though the Government of Andhra Pradesh has done an excellent job constructing individual household toilets, some neighbourhoods and locales face space constraints limiting the amount of IHHTs that can be constructed. Households in these areas rely on community toilets. It is crucial that these communities’ toilets should meet service level standards. Toilets should be clean, soap and water should be readily available, and men and women should have separate facilities. Community Toilets will be judged on a variety of self-assessment criteria – these responses will then be verified in a second round of on-site inspections.

In the absence of these documents, calculate the total waste generation on the basis of per capita benchmark (500 gram per capita per day X city population [Population as per 2011 census x10% growth]). To verify collection of waste -

Records of waste collected from the city on a daily basis. This should include records of various waste streams from the weigh bridges or record of number of trips to processing/disposal site through various vehicles from the last quarter.
