The Department of Homeland Security (DHS) encourages the maritime public to report information concerning suspicious activity to the local Federal Bureau of Investigation Joint Terrorism Task Force (JTTF) Office, http://www.fbi.gov/about-us/investigate/terrorism/terrorism_jttfs, or to other appropriate authorities. The U.S. Coast Guard reminds the maritime industry that they may also report information concerning suspicious activity to the www.AmericasWaterwayWatch.org, the National Response Center (NRC) 1-800-424-8802 or 1-877-24WATCH.
The U. S. Coast Guard is responsible for placing and maintaining all aids to navigation. Buoys are set to mark project depths taking into consideration the prevailing river stages and obstructions. Buoy positions on the Inland Electronic Navigation Chart (IENC) are approximate, and subject to change depending on prevailing river stages and obstructions. Buoys should always be given as wide a berth in passing as possible, consistent with the length and width of the vessel or tow and the width of the bend or crossing. Buoys should always be used with caution. They may be carried off position by high water, accumulation of drift, ice, or sunk by collision or other causes. In those circumstances buoy marks will remain on the IENC and indicate the last known position of the buoy. Presence of a buoy mark on the IENC does not necessarily mean a buoy will be physically on position. When buoys are missing they will be replaced as soon as possible.
At times, throughout our area or responsibility, multiple U.S. Government Agencies conduct GPS testing. These tests vary in duration, affected range from the test site and potential impact to the maritime user as they may affect systems that rely on GPS such as E-911, AIS and DSC. More information is available at the U.S. Coast Guard Navigation Center Website, https://www.navcen.uscg.gov. During these periods, GPS usersare encouraged to report any GPS outages that they may experience, to the Navigation Information Service (NIS) by calling (703) 313-5900 or byusing the NAVCEN Website to submit a GPS problem report.
The following area is in the low water watch phase IAW the Western Rivers WAP Annex: Grafton Zone (Mile 9.9 – Mile 0.0).Mariners should exercise caution, minimize their wake and be experienced in low water conditions.
Multiple L/D’s on the Arkansas River, have varying states of availability and operations. Closures of locks will occur as local conditions warrant. Mariners are encouraged to contact the respective lock masters, for additional information regarding L/D closures or restrictions.
Commencing 7:00 a.m., August 4, 2020 and continuing until 9:00 p.m., August 7, 2020, the 15th Annual Missouri River 340, will be held between approximate Miles 367.0 and 29.0. Mariners are urged to transit the area with caution during the event period.

ARKANSAS RIVER - COVID-19/L/D RESTRICTIONS
LOWER MISSISSIPPI RIVER/ARKANSAS RIVER/RED RIVER - CHANNEL CONDITION/SAFETY ADVISORY
Due to the ongoing COVID-19 concerns, mariners are required to follow the below procedure for crew change out at all Arkansas River L/D’s in the USACE Little Rock and Tulsa Districts: Industry shall contact the lock 4-hours in advance of anticipated crew change. The number and namesof the crew will be provided along with delivery of supplies. No industry personnel shall be allowed inside USACE control houses or buildings duringcrew changes, except in the case of medical emergency. Crew changes will still be allowed on the lock wall but industry must go directly from the vehicle to the motor vessel. Industry personnel will be required to use their own facilities while navigating through the lock. The physical exchange of trip tickets from crew members to lock staff members will still not be allowed and must be communicated by some other means priorto transiting the lock. Questions of requests for additional information, concerning this notice, should be directed to USACE Little Rock District Office at (501) 324-5739 or at [email protected].
The COTP Lower Mississippi River has issued a Safety Advisory, due to higher than expected channel shoaling and sediment buildup. Mariners areadvised to transit these rivers with caution, due to the hazardous conditions associated with missing or off station aids to navigation. Fleet operators should regularly check their fleets and immediately report barge breakaways to the U.S. Coast Guard Sector Lower Mississippi River via VHF-FM Channel 16 or at (866) 777-2744, for further information or to report areas of concern.

On August 1, 2020, from 9:30 p.m. until 10:30 p.m., the Fort Armstrong Folk Festival Fireworks display will be held between approximate Miles 46.0 and 44.0, Kittanning, PA. This is a barge based event. The COTP Pittsburgh has closed the river for this event.
GenOn Power Midwest L.P., at the Cheswick Generating Station, has reported the installation of 7 Temporary Special Lighted Buoys located outside of the navigation channel between approximate Miles 15.5 and 14.7, Allegheny County, Cheswick, Pennsylvania. On August 5 and 6, 2020, from 7:30 a.m. until 5:30 p.m., each day, divers will be performing underwater inspection in the vicinity of Mile 319.6, W.D.Mayo L/D 14. Delays of up to 4-hours or longer may be experienced. Mariners are asked to check with the W.D. Mayo L/D 14, for the latest information. Commencing August 10, 2020 and continuing until August 19, 2020, from 6:00 a.m. until 6:30 p.m., each day, intermittent closures of up to 3-hours may be experienced at the David D. Terry L/D 6, as maintenance crews prepare the work sites for the August 19 through August 29, 2020, pull test closure. Mariners are advised to use caution when transiting the lock. Commencing 6:00 a.m., August 19, 2020 and continuing until 6:30 p.m., August 29, 2020, the David D. Terry L/D in the vicinity of Mile 108.1, will be closed to navigation for testing. Due to unknowns associated with these tests, adjustment to the schedule may be required. Shoaling has been reported in the vicinity of Mile 86.0, inside the long wall channel approach to L/D 5. Mariners are urged to exercise caution in the area.
Rob Roy Drawbridge; The bridge will be in the closed-to-navigation position for repairs from 7:00 a.m. until Noon, each day, on the following dates: Thru August 4, 2020, August 11, 2020 thru August 18, 2020, August 25, 2020 thru September 1, 2020, September 8, 2020 thru September 15, 2020, September 22, 2020 thru September 29, 2020, October 6, 2020 thru October 13, 2020, October 20, 2020 thru October 27, 2020. Shoaling has been reported in the vicinity of Mile 50.2, Joe Hardin L/D 3. When the tail water falls below elevation 163.0 feet, it is recommended that both up-bound and down-bound tows favor the short wall in the downstream approach. Continuing until approximately August 15, 2020, Amherst Madison will conduct dredge operations between approximate Miles 9.0 and 0.0. Work willcommence at the river mouth and proceed up-stream ending at Mile 9.0. The contractors floating plant will consist of the M/V BUS BROWN and theM/V FLORENCE T., 2 barge mounted cranes and 6 material barges. Work will be conducted from 6:00 a.m., until midnight, Monday through Saturday. The M/V FLORENCE T., will be utilized to transport material barges from the dredge site to the disposal area between approximate Miles 321.0 and 322.0, RDB, Ohio River. During nonworking hours, the contractors floating plant will be moored at the worksite and lighted accordingly. The M/V BUS BROWN and the M/V FLORENCE T., will monitor VHF-FM Channel 13. The M/V BUS BROWN, operating in the vicinity of the dredge site,should be contacted for passing arrangements. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

State Route 13 Bridge Replacement; Substructure construction is ongoing both sides of the river. The floating plant may at times be moored at edge of navigation channel. A minimum of 250 feet of horizontal clearance will be maintained at all times. Mariners may contact onsite workboat M/V FALCON via VHF-FM Channel 13 or 16, or at (870) 377-1889, for more information.
A nun buoy has been reported not properly marking the channel, mid-channel, in the vicinity of Mile 74.8. Mariners are urged to exercise caution in the area.
A grounded barge has been reported in the vicinity of Mile 74.1, RDB. Mariners are urged to exercise caution in the area.
Continuing until 6:00 a.m., August 3, 2020, the Barkley L/D in the vicinity of Mile 30.6 will be closed for maintenance. Mariners may contact Barkley L/D via VHF-FM Channel 14 or via phone at (270) 362-4226, for additional information.
The COTP Ohio Valley has issued a Safety Advisory, due to drawdown conditions occurring within the Olmsted L/D pool between approximate Miles 30.6 and 0.0. Mariners are reminded to check vessel drafts and river forecasts regularly to avoid unintentional groundings. Mariners should consider placing red flag barges in a protected area within the tow. Mariners are urged to transit the area with caution.
Louisville and Nashville Railroad Drawbridge; The bridge will have a tender onsite who will open the bridge on demand on Mondays through Thursdays, from 6:00 a.m. until 4:00 p.m. At all other times, the bridge will be unattended and left in the open-to-navigation position. During thoseperiods, the bridge shall initiate the closing sequence for an approaching train by broadcasting the closure via VHF-FM Channel 16, 10-minutes prior to closure and immediately prior to closing. If no mariners respond to the broadcast, the operator of the bridge may begin the closing sequence. For additional information mariners may contact the bridge tender via VHF-FM Channel 13 or 16 or CSX at (800) 232-0144 and reference the bridgeat CSX Mile 132.6, Ohio River.
Joliet Harbor Bridges; Due to ongoing bridge work mariners are required to provide 1-hour advance notice when requesting drawspan openings.
I-80 Bridge; Due to bridge maintenance there will be a barge and work tug located near the main channel. The M/V MARY ANN will be monitoring VHF-FM Channel 16.
Continuing until October 4, 2020, from 6:00 a.m. until 6:00 p.m., each day, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed for maintenance. The L/D will be able to pass traffic from 6:00 p.m. until 6:00 a.m., each day, with a 70-foot width restriction and no ability to pull unpowered barges.
Continuing until October 30, 2020, the Marseilles L/D in the vicinity of Mile 244.6, will be closed for maintenance.
Continuing until October 30, 2020, the Starved Rock L/D in the vicinity of Mile 231.0, will be closed for maintenance.
Continuing until further notice, the M/V LaSALLE is conducting dredging operations between approximate Miles 213.7 and 212.4, LDB, Hennepin Power. Work will be conducted from 7:00 a.m. until 5:00 p.m., each day. Dredged material will be placed in the vicinity of Mile 214.7, RDB. The M/VLaSALLE will monitor VHF-FM Channel 13, 14 or 82 and requests 30-minutes advance notice of passage, for passing arrangements. Murray Baker Bridge; Vertical clearance is reduced to approximately 62.5 feet above normal pool stage, due to containment system. During periods of high water containment system will be raised flush with low steel of the bridge.
Continuing until October 1, 2020, the Peoria L/D in the vicinity of Mile 157.7, will be closed for maintenance.
Pekin Railroad Drawbridge; Continuing until further notice, the bridge will be unattended and left in the open-to-navigation position. The bridge shall initiate the closing sequence for an approaching train by broadcasting the closure on VHF-FM Channel 16, 10-minutes prior to closure and immediately prior to closing. If no mariners respond to the broadcast, the operator of the bridge may begin the closing sequence. Shoaling has been reported in the vicinity of Mile 147.7. The navigation channel has been reduced to approximately 175 feet. Mariners are urged to exercise caution in the area.
Shoaling has been reported between approximate Miles 117.2 and 116.8, RDB. Mariners are urged transit the area with caution.
The Dredge Barry J., has completed dredging operations between approximate Miles 115.5 and 115.0.
Continuing until October 13, 2020, the LaGrange L/D in the vicinity of Mile 80.2, will be closed for maintenance.
Charleston and Southside Bridge; A work platform will extend approximately 4 feet, below low steel and reduce the vertical clearance to 65 feet, above normal pool. The platform will be at various locations daily, from 7:00 a.m. until 7:00 p.m. At night the platform will be parked tight against the pier and raised up to the bottom of low steel. Mariners are urged to transit the bridge with caution.
Continuing until approximately November 18, 2020, the J.F. Brennan Company will conduct debris removal, capping and stone placement in the vicinity of Mile 42.4, LDB, Mile 42.3, LDB, Mile 38.5, RDB, Mile 34.2, RDB and Mile 33.8, RDB, Nitro, West Virginia. The contractors floating plant will consist of the M/V BRENNAN 1, 4 barges, a tug and a push boat. Work will be conducted Monday through Saturday, from 6:00 a.m. until 6:00 p.m. During nonworking hours, the contractors floating plant will be moored at the work site(s) and lighted accordingly. The M/V BRENNAN 1 will monitor VHF-FM Channel 13 or 16. Mariners may contact Brennan Dispatch at (608) 784-7173, for additional information. Mariners are urged to transit the area(s) at their slowest safe speed to minimize their wake and proceed with caution.
Continuing until August 11, 2020, from 7:00 a.m. until 7:00 p.m., each day, the Jerry F. Costello L/D in the vicinity of Mile 0.8, will be closed for repair. The L/D will be available to pass traffic from 7:00 p.m. until 7:00 a.m., daily. Recreational boaters should avoid the area between the L/D and the up-stream boat ramp, unless approaching the L/D between 7:00 p.m. and 7:00 a.m. Mariners should be alert for and abide by any special instructions that may be issued by the lockmaster.
On August 29 and 30, 2020, from 8:00 a.m. until 5:00 p.m., each day, the Lake of the Ozarks Shootout will be held in the vicinity of Mile 34.5. The COTP Upper Mississippi River has issued a Safety Zone closing the river for this event.
The M/V MARGARET D., has completed dredging operations in the vicinity of Mile 12.1.
Shoaling has been reported between approximate Miles 838.0 and 837.0. Water depths in the area have been reported as 9 feet at minimum pool. Mariners are urged to exercise caution in the area.

Shoaling has been reported in the vicinity of Mile 757.7, RDB. Mariners are urged to exercise caution in the area.
Shoaling has been reported in the vicinity of Mile 720.0, inside the can buoy line. Mariners are urged to exercise caution in the area.
Salvage operations to recover a sunken barge in the vicinity of Mile 661.8, have been postponed.
Multiple buoys have been reported missing between approximate Miles 652.0 and 651.0. Mariners are urged to exercise caution in the area.
Continuing until approximately July 31, 2020, the USACE M/V UNCLE BLUE and associated barges are conducting operations between approximate Miles 620.0 and 619.0, RDB. The M/V UNCLE BLUE will monitor VHF-FM Channel 13 or 88 or via phone at (985) 803-2108. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed with caution, after passing arrangements have been made.
The COTP Lower Mississippi River has issued a low water Safety advisory between approximate Miles 597.0 and 594.0. The USACE maintained depth and width may not be available on all buoy lines. Additionally, high flow rates may impede up-bound transits of vessels with lower power. One-way traffic is recommended with no meeting, passing or overtaking, with an experienced wheelman in the wheelhouse. Vessels are advised to determine amongst themselves, the order in which to transit. The COTP with the concurrence of the Lower Mississippi River Committee recommends the below limits for transiting the area:Up-bound tows; Transit during night time hours only or during day time hours only when; Down-bound queue has been cleared and Transiting up-bound would not impede down-bound traffic in the vicinity.Down-bound tows; Transit during daylight hours only or during nighttime hours only when; Up-bound queue has been cleared and Transiting down-bound would not impede down-bound traffic in the vicinity.Mariners are requested to report areas of shoaling, hazardous conditions or missing aids to navigation to U.S. Coast Guard Sector Lower Mississippi River via VHF-FM Channel 16 or via phone at (866) 777-2784.
The most recent USACE survey shows significant shoaling between approximate Miles 596.5 and 595.0, inside the can buoy line. It is recommend that mariners favor the nun buoy line and exercise caution in the area.
Continuing until approximately July 31, 2020, the Dredge HURLEY will be conducting dredging operations between approximate Mile 596.0 and 595.0, Victoria Bend. Channel closures will be required to facilitate this operation. The queue for Victoria Bend passage, will be coordinated by an on-scene contact pilot onboard the Dredge HURLEY. Channel 82 or via telephone at (901) 785-3947 or (901) 277-8390, to have your vessel placed in the queue. When the channel is opened, marinersare requested to transit the area with an experienced wheelman in the wheelhouse, transit the area at their slowest safe speed to minimize their wake and to proceed with caution after passing arrangements have been made. An assist vessel, the M/V BEVERELY ANNE is on-scene and will monitor VHF-FM Channel 13 or 16. The Dredge HURLEY will monitor VHF-FM Channel 13, 16 or 82.
Bendway channel buoys previously established between approximate Miles 595.8 and 594.0, Victoria Bend, have been reported missing. The navigation channel in the area at its narrowest width is approximately 750 feet. Mariners are urged to exercise caution in the area.
Two loaded rock barges have been reported sunk in the vicinity of Mile 593.5, Victoria Bend, approximately 20 feet off the center of the navigation channel, towards the RDB. The position of the barges are 33-54-35.6N 091-01-32.8W and 33-54-35.6N 091-01-31.9W. There is approximately 30 feet over the top of the barges at 14.5 feet on the Arkansas City Gauge. Salvage operations pend. Mariners are urged to exercise caution in the area.
Continuing until approximately September 15, 2020, the USACE Contract Vessel OSCAR WALTERS will conduct revetment operations between approximate Miles 445.0 and 444.0, LDB, Marshall Browns Point Dikes. Work will be conducted from 6:00 a.m. until 6:00 p.m., 7-days a week. The floating plant will consist of the M/V OSCAR WALTERS and multiple barges. Mariners are requested to transit between approximate Miles 446.0 and 443.0, as far off the LDB, as is safe, not meet or pass, transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made. The M/V OSCAR WALTERS will monitor VHF-FM Channels 13 or 16, or at (318) 452-5448.
Shoaling has been reported in the vicinity of Mile 427.0, inside the navigation channel. Mariners are urged to exercise caution in the area.
Continuing until approximately October 1, 2020, tows are to enter the lock wall at a DEAD SLOW speed, tows will be restricted to a length no more than 1,100 feet and will line up along the floating guidewall before proceeding into the lock’s chamber. Two line-handlers (with life vests) and bumpers are required when approaching and exiting the lock. Vessels must be moored by the bow and stern to the floating timber-heads. Continuing until approximately October 1, 2020, the Old River L/D, in the vicinity of Mile 304.0, will be subject to intermittent delays to navigation (upto 12-hours), for repairs. On August 1, 2020, from 8:00 a.m. until 6:00 p.m., the 10,000 Lake Wake Surf Open will be held between approximate Miles 856.0 and 855.0. Mariners are urged to exercise caution transiting the area during this event.
Omaha Railroad Drawbridge; Repairs to the right descending sheerfence will occur from 7:00 a.m. until 5:00 p.m., Monday through Friday. During non-working hours the marine plant will be moored outside of the navigation channel, below the bridge on the LDB. Mariners may contact the M/V BARBARA B., 30-minutes prior to transiting the area on VHF-FM Channel 13, 14 or 16, for passing arrangements.
Continuing until further notice, dredging operations are being conducted in the vicinity of Mile 837.5, mid-channel. Mariners are requested to contact Tim Hundha, OS Marine at (651) 301-0495, 30-minutes prior to transiting the area.
The following aids to navigation discrepancies have been reported between approximate Miles 826.2 and 763.4: A nun buoy has been reported missing in the vicinity of Mile 826.2. A can buoy has been reported missing in the vicinity of Mile 818.9. A nun buoy has been reported missing in the vicinity of Mile 818.2. A can buoy has been reported not properly marking the channel, mid-channel and partially submerged, in the vicinity of Mile 763.4.Mariners are urged to exercise caution in these areas.

Continuing until approximately August 11, 2020, from 7:00 a.m. until 7:00 p.m., Monday through Thursday, the M/V FOUNTAIN CITY and the M/V McNAMARA are conducting an aid to navigation removal operation in the vicinity of Mile 820.5, Boulanger Bend Tow Head Light. The M/V FOUNTAIN CITY and the M/V McNAMARA will monitor VHF-FM Channel 13 or 80 and requests 30-minutes advance notice of passage, to move vessels so as not to impede safe navigation. A disposal site, if needed, will be in the vicinity of Mile 823.8, Pine Bend. Mariners are urged to exercise caution in the area.

On August 15, 2020, from 5:30 a.m. until 4:30 p.m., the Floatzilla, will be held between approximate Miles 491.1 and 479.8. The COTP Upper Mississippi River has established a Safety Zone closing the river from Mile 491.1 to Mile 479.8, to facilitate this event.
Continuing until further notice, the Lake Davenport Sailing Club Saturday sailing regatta will be held each Saturday, from 9:00 a.m. until 8:00 p.m., between approximate Miles 486.0 and 484.0. Mariners are urged to exercise caution in the area during the event periods.
Continuing until further notice, the Lake Davenport Sailing Club Series, a sailboat race, will be held each Sunday, from noon until 5:00 p.m. and each Wednesday, from 5:00 p.m. until 8:00 p.m. Mariners are urged to exercise caution in the area during the event periods.
I-74 Replacement Bridge; Superstructure work is ongoing in the main channel. At times horizontal clearance may be reduced to 350 feet. Centennial Highway Bridge; Bridge inspection utilizing a snooper truck will occur during daylight hours, Monday through Friday, July 20-31, 2020. Snooper truck will move up and out of the way for navigation. Mariners are advised to transit the bridge with caution.
Continuing until approximately July 30, 2020, the M/V WELLS or the M/V LYON are conducting dredging/strike removal operations between approximate Miles 469.5 and 469.2. Work will be conducted from 6:00 a.m. until 6:00 p.m., each day. The M/V WELLS or the M/V LYON will monitorVHF-FM Channel 13, 14, 16 or 79 and requests 30-minutes advance notice of passage. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.
Continuing until approximately October 1, 2020, electrical and structural repairs are being conducted on the I-20 Bridge, in the vicinity of Mile 437.7. Work will be conducted daily, during daylight hours. Air draft of the navigation span will be reduced by approximately 2 feet, due to the presence of scaffolding, for the duration of the project. At times the air draft maybe further reduced by as much as 7 feet, during specific working hours. U.S. Coast Guard Sector Lower Mississippi River will notify concerned vessel traffic via Broadcast Notice to Mariners to warn of specific times of reduced air draft. Mariners are urged to transit the area with caution and contact the standby vessel at lease 30-minutes prior to arrival in the area or approximately 1 mile away from the operation, whichever is greater, to make transit arrangements. The river will be closed from 2:00 a.m. until 10:00 a.m. and again between 2:00 p.m. until 10:00 p.m., each day. The Dredge GOETZ will monitor VHF-FM Channel 16, for additional information.
