Citizens' growing policy count is the result of a distressed property market still plagued by out-of-control litigation, but it is not caused by independent insurance agents. As Kyle Ulrich points out, "without agents, Citizens would have a lot more policies than it currently has." Citizens Board Chair Floats "Direct-to-Consumer"Model Again

Earlier this year, FAIA President & CEO Kyle Ulrich blogged about a proposal fromCitizens Board of Governor's Chairman Carlos Beruff, who stated that Citizens shouldconsider a "direct-to-consumer" model where agents would no longer write business withthe corporation. In the most recent Citizens meeting, Beruff brought the same suggestionto the table.
