White Plains Business Improvement DistrictFounded in 1998, the White Plains

Business Improvement District(WPBID)was formed to improve the

general business climate and appearanceof downtown White Plains. The WPBID ismanaged by theWhite Plains DowntownDistrict Management Association, a 501(c) 3 not-for-profit corporation. TheWPBIDencompasses approximately 20 blocks, 300businesses and 5.8 million square feet ofcommercial and retail space. The WPBIDoperates three major programs: streetcleaning and beautification, special eventsandmarketing and business promotion.

Street cleaning and beautificationThe WPBID has a four-man Clean Team,

clad in highly visible T-shirts, hats andcoats, who work seven days a week, 52weeks a year to ensure that the down-town’s litter baskets are emptied and loosetrash on the sidewalk is removed. In 2015the WPBID’s Clean Team helped to remove519 pounds of trash bags per week, fromthe BID’s 99 trash receptacles. The teamalso removes gum from the downtownsidewalks andworks closelywith the city’sDepartment of Public Works to keep thedowntown clean.

TheWPBID also plants and maintains 36large street planters with a dazzling arrayof flowers including canna pretoria, nico-tiana saratoga, coleus, angelonia, impo-moea, and scaevola. These plantings, cou-pled with many more done by the City of

White Plains, broughtsignificant beauty to our main

downtown corridors.

Special eventsEvery year the WPBID animates the

streets of White Plains with a variety ofevents that bring people downtown to en-joy music, dancing, art, food and, most ofall, each other. The WPBID’s special eventshelp to create an identity, character and im-age for downtownWhite Plains, which lastslong after the last act has performed. In theprocess, event patrons come away with astronger affinity for the downtown’s manyshops, restaurants andservices. In 2015, theWPBIDmanagedand/or participated in ninespecial events,whichbrought 46,375 peopleto downtownWhite Plains.

card program helps generate traffic todowntown shops and restaurants. ShopWhite Plains cardholders are providedwiththe ability to obtain discounts on goodsand services purchasedwithin the BID. Theprogram is free to participatingmerchants.

The WPBID further promotes shoppingat BID retailers and restaurants throughits newsletter, website and social media.Every two years the WPBID updates itscolorful downtown restaurant guide and

distributes over 5,000 copies to area resi-dents, employers, community organiza-tions, hotels and government agencies. InNovember, the WPBID organizes and pro-motes the city’s Small Business Saturdayevent, which occurs annually the first Sat-urday after Thanksgiving.

The WBID has begun promoting the cityand its retail spaces at the InternationalCouncil of Shopping Centers’ New YorkDeal Making conference, which is held an-nually in December at the Jacob Javits Cen-ter Convention Center in NYC. The WPBIDtakes a booth at the conference and dis-tributesmaterials to the retailers, develop-ers, brokers and intermediaries attendingthe conference.

Other activitiesLast year the BID kicked-off its Art in

Vacant Spaces Program in an effort to ap-prove the appearance of a select numberof downtown storefronts. The goal of theproject was to improve these empty spac-es with artwork, thereby creating a morepleasing environment for those who live,work and shop downtown. The programwas a partnership among the PurchaseCollege School of the Arts, undergraduatesenior level students from Professor War-ren Lehrer’s Community Design class, poetJudith Sloan (co-director of EarSay, a non-profit dedicated to bridging gaps betweenpeople through collaborative arts) andWP-BID property owners.

W hite Plains can best be de-scribed as an urban centerwith suburban comfort. It is a

diverse and lively city with great residen-tial neighborhoods surrounding a vibranturban core. The 2014 resident population isestimated at just over 58,000. Third quar-ter 2014 employment data from the NYSDepartment of Labor shows that there are2,393 businesses employing over 39,000workers in the downtown area. Eighty fivepercent of all downtown employment isconcentrated in the retail trade, financeand insurance, professional services,health services, educational services andpublic administration. This is not surprisinggiven themalls, department stores, restau-rants, hotels, retail stores and governmentbuildings that are located downtown. Asthe county seat, White Plains is home tonumerous federal, state and county offic-es and courts. The city’s health institutionsare second to none, with such prestigiousinstitutions as White Plains Hospital, NYPresbyterianHospital, Burke RehabilitationCenter and theHospital for Special SurgerycallingWhite Plains home.

White Plains is a business center. Thereare over 6.2 million square feet of officespace in the city, 21% of the entire supplyof office space in Westchester County.Heineken USA, Bunge, VHB Engineering,OrthoNet, Alliance Bernstein, Reader Di-gest and a host of other financial, insurance

and legal firms have a presence in WhitePlains. With Class A rents in the mid-$30-per-sq.-ft. range, the city is attracting

interest frommajor firms paying twice thatfor space in NYC. During the last year, bothThe Readers Digest andHeinekenUSA havemoved personnel fromManhattan toWhitePlains.

White Plains is well managed. The city’sbond rating is AA1, and White Plains hasbeen able to stay under the state’s prop-erty tax cap for municipalities each of thelast five years without having to borrow topay for current costs, pensions or tax cer-tioraris. When compared with other mid-sized American cities, the White Plainscrime rate, for both violent crimes andproperty crimes, is extremely low. Thecity’s fiscal prudence, low crime rate, supe-rior quality of life, recreational and culturalamenities, economy and housing are allfactors that lead toWhite Plains being con-sistently ranked as one of the best placesto live by Forbes,MoneyMagazine,Movotoand Livability. Livability’s 2016 ranking of2,000 mid-sized cities in the United Statesplaces White Plains at 57th in its annualranking of the top 100 Best Places to Live.Any city in the top 100 ranks in the top 5%

of all similarly sized U.S. cities.There are an abundance of parks and

open space in White Plains. With 23 parksand playgrounds, White Plains is knownas the “City in a Park.” The city’s Depart-ment of Parks and Recreation provides ap-proximately 535 different recreational, cul-tural and sports programs and activities,special events and services. White Plain’sschools are well-regarded with numerousacademic and extracurricular activities forstudents of all ages and abilities. The cityalso operates Ebersole Ice Rink, locatedat Delfino Park, which provides numeroushockey, learn-to-skate, figure skating andrecreational programs.

White Plains is a transit hub with twoMetro North Stations, a County Bus TransitCenter and regional bus hub, and a 10-min-ute drive to Westchester County Airport.TheWhite PlainsMetro North station is thesecond-busiest station in the Metro Northsystem, as a destination stop, and it’s thebusiest station inWestchester County.

The schools in White Plains are well-regarded with diverse public and privateschools that offer numerous academic andextracurricular activities and programs.Over 47% of White Plains residents have a

bachelor’s degree or higher as comparedwith 33.7% for NYS and 35% for NYC.

White Plains is growing. Between 2005and 2015, 822 multifamily residential hous-ing unitswere constructed. TheU.S. Censusreports the city’s population growing from56,853 in 2010 to 58,035 in 2014, an increase
