    About This Sourcebook

    Direct supervision management in jails is a focus of National Institute of Corrections (NIC)resource development and training because of its advantages for managing inmate behavior. In adirect supervision housing unit, correctional officers can interact constantly with inmates to managetheir behavior. In contrast, officers in intermittent or remote surveillance jails have more difficultyidentifying problem situations before they develop, because they are not in direct contact withinmates.

    This resource has been developed for local officials, jail practitioners, and others interested inthe direct supervision concept of jail design and management. It is the result of survey researchconducted over the past 10 years.

    As a directory, the sourcebook will help readers locate direct supervision facilities that they maywish to study, contact, or visit. As a data source, the document provides basic information on thedesign, bedspace, and other aspects of the facilities listed.

    What Is Direct Supervision?

    The term “direct supervision” has been used loosely to describe a variety of jail designs andmanagement styles. Usually, jails described as operating with direct supervision share the basicelement of a correctional officer having some non-barrier, face-to-face contact with the jail inmatesunder his/her care.

    NIC’s own definition has two precise elements. For purposes of this document, a podular directsupervision housing unit is described as follows:

    # The housing unit design is podular. Inmates’ cells are arranged around a commonarea, usually called a “dayroom.” There is no secure control booth for the supervisingofficer, and there are no physical barriers between the officer and the inmates. The officermay have a desk or table for paperwork, but it is in the open dayroom area.

    # The inmate management style is direct supervision. An officer is stationed in thepod with the inmates throughout the officer’s duty shift. The officer moves about the pod andinteracts with the inmates to manage their behavior.

    Figure 1, facing page, illustrates the basic definition of direct supervision pods as contrasted withlinear design and remote surveillance housing units. This figure was included in the questionnairepacket received by agency respondents.

    Within this definition, if the officer is responsible for observing two or more housing units(pods) at the same time, supervision is not direct. If the officer moves between the housing unit anda physically separate viewing area, this also is not considered direct supervision for purposes of thisdirectory.

    Some jails included in this directory do not meet the strict “podular” design requirement withinthis definition. Instead, they have adapted a non-podular physical layout in ways that allow staff toengage in direct, face-to-face management of inmates.

    # In some jails, the physical plant was modified to allow a different method of managinginmates. For example, cell doors may have been removed from a linear-style housing unitand an officer station placed within the unit’s open space.

    # Some jails designed for podular remote surveillance have been modified by adding an officerstation on the unit.

    # Dormitory housing is another architectural option that can be managed by one or moreofficers stationed on the unit to create a direct supervision environment.

    Reliability of DataThe information presented for each jail is drawn from questionnaires completed by jail staff

    and is, therefore, self-reported. Descriptions reflect the information provided by facilitypersonnel, as interpreted by project staff and, in some cases, as supplemented by additional

    information retrieved from agency web sites. The level of detail provided may not becomparable for all facilities. NIC staff did not visit any of these jails for purposes ofdeveloping this directory. By publishing this directory NIC is in no way certifying or

    evaluating them as direct supervision jails or otherwise.

    Research for the Third Edition

    This 2006 sourcebook updates directories NIC published in 1995 and 2001 to provide access toinformation on direct supervision jails. Agencies and jails listed in the 2001 edition were invited toreview and provide corrections to their facility profiles, and additional research identified manyother new direct supervision jails.

    1995 Edition: 199 direct supervision jails listed

    2001 Edition: 293 jails listed — 94 new entries

    2006 Edition: 349 jails listed — 90 new entries

    The growing number of listed jails suggests that direct supervision continues to be adopted asa design style and management philosophy in large and small jurisdictions across the United States.

    NIC cannot claim to verify that all currently valid direct supervision jails have been included inthis directory. In fact, some probable direct supervision facilities were invited to provide informationbut did not do so within the time frame of the research.

    The project staff and the NIC Jails Division would like to thank the agency staff who respondedto our request for reviews and information about new jail facilities. We appreciate your help andyour willingness to share with your colleagues in other locations.

    Information Included About Each Jail

    The published profile of each jail includes the following basic information about the jail’soperating authority and its physical plant:

    # The facility’s name,

    # Its operating authority (such as a county sheriff’s office, a city corrections department, or aregional jail authority),

    # Contact information, including a web site link if located,

    # The year the jail opened,

    # The operating status, including construction status if applicable, and

    # The elevation. (Within this directory, low-rise = one to two stories; mid-rise = three to fourstories; high-rise = five or more stories).

    The physical design of each facility is an important aspect of direct supervision jails. Thisdirectory distinguishes between three categories of jails:

    # Podular/direct supervision jails — Includes jails that are designed, built, and operatedas podular direct supervision facilities or in which direct supervision is the predominantinmate management style.

    # Jails converted to direct supervision — Includes jails that were not designed fordirect supervision but, through physical plant and/or operational changes, use directsupervision in a major portion of the facility. A brief description of the conversion methodis provided when available.

    # Jails with a combination of design styles — Includes jails that are not predominantlydirect supervision in design or management but have an addition or section of inmatehousing that uses direct supervision. Profiles of these facilities indicate what populations arehoused in direct supervision units when this information is available.

    Details are also reported about inmate housing, with emphasis on direct supervision units:

    # The largest direct supervision pod size, and the maximum number of inmates supervised bya single correctional officer in direct supervision,

    # The number of beds designated for disciplinary or high-security housing in a predominantlydirect supervision facility,

    # A description of any dormitory-style, direct supervision housing, and

    # A summary of any non-direct supervision housing in the facility, in predominantly directsupervision jails.
