    Not until now have we been facedwith the situation wherein the gov-ernment allows someone to charge fortransmitting a program over an FCC-licensed station. Because there are sofew good television channels, this willinevitably mean that in many casessome of the channels which would beotherwise broadcasting free programswould be broadcasting1 deliberatelyscrambled pictures — which viewerswould have to pay to unscramble.

    Figure what could be collefcted in aweek of programming and it will stag-ger the imagination. If sixty millionset owners averaged paying the tele-vision concerns seven dollars a weekeventually that would add up to atake approaching two billion dollar;a month! It would be the biggest busi-ness in the country.

    Pay television advocates say if thesystem is not good the public will notsupport it. That _ not necessarily true.The public can be "cleaned" and is"taken" in many ways. The questionis whether to allow pay television toutilise the public's channels for closedtran«n_slon, for the purpose of en-abling some to profit thereby.
