Implementation of JDPs
and Operational Plans
What is a JDP?
• The Joint Deployment Plan (JDP) is aimed to implement a
Specific Control and Inspection Programme (SCIP) of the
Commission.
• A JDP is a legal and operational instrument for the
coordination of the control activities of the Member
States.
• It encompasses:
– the pooling of means
– the planning
– the tasking
– the risk management strategy and
– the analysis of the output.

Support the EU in the
Regional Fisheries Management Organisations
and within the SFPA
The assistance given by EFCA to EU regarding RFMOs
(namely NAFO, NEAFC, ICCAT and GFCM) permits:
• To facilitate compliance of the EU with their
commitments at international level: inspection presence,
formation of inspectors, notifications of inspections and
inspectors, presentation of reports, etc.
• To support the EU Delegation in the meetings of the
RFMOs
• To facilitate cooperation with the organisations:
organisation of Seminars, formation for inspectors, etc.
• Envisaged support to DG MARE and DG DEVCO.

EFCA’s mission
The European Fisheries Control Agency’s objective is to organise operational coordination
of fisheries control and inspection activities by the Member States and to assist them to
cooperate so as to comply with the rules of the Common Fisheries Policy in order to ensure
its effective and uniform application
to cooperate with the European Border and Coast Guard Agency, tosupport the national authorities carrying out coast guard functions by:- Sharing, fusing and analyzing information in ship reporting
systems;
- Providing, surveillance and communication services;
- Building capacity;
- Enhancing the exchange of information;
- Sharing capacity.

2017: Moving from “ME” to “US”• To cooperate with FRONTEX and EMSA each within its mandate, to
support the national authorities carrying out coast guard functions as
set out in Article 7a of this Regulation, by providing services,
information, equipment and training as well as by coordinating
multipurpose operations strengthened during the inception phase
offered with the pilot project :
-the tripartite working arrangement is agreed between the 3 agencies;
A significant capacity increase with the additional resources including
chartered assets (Chartered OPV, Maritime Patrol Aircraft, etc.);
• Ambitions for improving compliance though additional efforts in
standardization, the risk management strategy and the target
allocation;
• Harmonisation encompassing the support to the regional groups of
MS;
• The Mediterranean Sea is a priority;
• Support to the EU in the international dimension of the EU

- EUCG functions are imbedded into the operational activities

structure ) to take on board these new challenges/tasks.
