The transnational dimension of the project is ensured by involving union organisations from 5 "old" members (Denmark, Portugal, Spain, Italy and Greece) 2 members from the 2nd recent enlargement (2004) (Cyprus, Malta) which have cooperated in DIALOGO.S project and will communicate their experience to 2 recent member(Bulgaria, Romania) partners.

Beyond the 9 employees union organization, the consortium includes one University (Brunel) with expertise on the forecasting method to be implemented, a Vocational Training Center experienced in producing multinational training programs and the Federation of Greek industries as representative of the employer's organizations.

Short summary of the project and expected results :

To promote the role of social dialogue in the banking sector, strengthen the link between old and new members and make European social dialogue, a force for innovation and change, DIALOGO.S+ builds on the successful implementation of a previous project DIALOGO.S by using new tools (forecasting & roadmaps), in a sector who changes dramatically everyday and is highly affected by the new economy and the information technologies. To achieve its goals the following actions will be implemented:-A methodology that views road mapping as a knowledge creation process. This involves the key phases of foresight analysis (identification of prevalent visions) and gap analysis to developing a roadmap for technology-enhanced professional training. The model of the road mapping process as a knowledge creation exercise is developed by Brunnel University and will be applied to mine knowledge and expectations from employees in 9 countries.-The training program to be developed from the input of employees and best practices identified will be presented through workshops in union members of participant countries (Romania, Bulgaria, Cyprus, Denmark, Malta, Portugal, Spain, Italy and Greece) to coach their unions on best practices for social dialogue.-The organization of a "European Social Dialogue in the banking sector Conference" to promote European social dialogue, as a force for innovation through change;-Policy briefs to be presented on European initiatives to enhance the quality of European legislation and ensure it suits the needs of all actors involved, new members with limited experience and equal opportunities in principle.

For the effective implementation of the project a joint secretariat will be formed.

This Secretariat will report directly to the project manager and will be in charge mainly of:

- Managing the delivery and the follow-up of administrative and financial documents, and thus reduce the delays during the project and respect the deadlines fixed,

- Being a permanent contact point for the Co-ordinator and all the partners regarding their participation in the project, responding to any relevant requests and maintaining a high level of communication within the consortium,

- Easing the co-ordinator of administrative tasks and notifying the consortium of due dates,

- Preparing and animating the official meetings.

- The communication strategy aims at keeping all the partners fully informed about the project status, the planning and all other issues, which are important to the partners in order to obtain maximum transparency and increase the synergy.

Interactive management meeting and technical meetings take an important role in the communication strategy. All information (like minutes of meeting, task reports, relevant publications) will be communicated to the Project manager, who will also be responsible for channeling this information to all partners.Working language will be English and all deliverables will be written in English and sent to all the partners including the Commission.To ensure an efficient management, the consortium will use an interactive web site developed by the applicant dedicated to the coordination of European projects.The European Commission's representatives will be able to access on-line the official documents through this web site and will be thus able to follow more easily the project Progress.

Identify trend and changes to come in the sector from the employers and the employee’s point of view.

Roadmap industrial relations practices from the banking sector of 9 countries

Promote knowledge from the above through training material

Train participants (opinion leaders) through workshops

Develop enduring communication and social dialogue tools which will facilitate the participation of underrepresented groups

Dissemination is a very important part of the project, as it will strengthen the role of the unions in the social dialogue processes. The project partners acknowledge that it is crucial to inform as many unions and companies as possible about effective methods of collective bargaining given that this is a big step towards making Europe a successful knowledge-based economy respecting its citizens in the forthcoming years.

Dissemination of results is sought to commence at the very early stages of the project seeking to make use of the early deliverables (reports, roadmap, best practices etc.). The objective is exposition to a wide audience of policy-making authorities and the best utilization of the project’s contents. Existing mechanisms will be exploited like union’s newsletters, press releases and scientific publications on social affairs. Also new mechanisms will be used like a web page to be created specifically for the project with its own newsletter and intranet.

The dissemination strategy for the project will serve the following objectives:Wide publicizing of information through the internet so that it is available to all interested parties Publication of leaflets, best practice guidelines and studies that will make more unions to believe in their effectiveness and hence to turn to for helpPreparation of an information campaign, with articles and interviews in public administrationTransfer of the project results to other sectors Workshops on the successful application of the developed toolsConclusion Public conference

The dissemination strategy will help in: (i)Informing unions on more efficient approaches to collective bargaining, (ii)Raising awareness of their strengths and weakness by accessing the empirical results of the project,(iii)Engaging them in using the new methods in the short term,(iv)Increasing the belief of EU companies that protections of the European vested interests play indeed a meaningful role in deliver stronger, lasting growth, (v)Creating multiplicative effects by informing about the results of the project those involved with policy making issues in the field.(vi)Raising public awareness.

MONITORING AND EVALUATION OF ACTIVITIES

The Project Coordinator shall assume overall responsibility for liaison between the Parties and the Commission concerning the Project, and for the administration issues of the

implementation.

The project builds upon the developed infrastructure, know-how, results and reputation gained through activities of all its members-partners. A scientific team will be formed consisting of experts on the subject and will act as a consultant on project meetings.

WorkDevelop the web application for the completion of the forecasting survey on line from Bank employees in each countryInform bank employees in participants countries about the survey and ask for inputCollect and analyse data from the survey from all participant countries.The aim of the roadmap to be created is to map out the expected and desired future for Bank employees in the form of prevalent visions in the community at large. The roadmap will assess the maturity of current status, identify current and emerging trends and capture desired future states, and perform a gap analysis of what is expected and how the change can be smooth. A roadmap is a tool for collaborative strategic planning, that enable us to make strategies and take actions towards the desired future, with special emphasis on anticipating changes in Technologies and new business opportunities. It is a time based plan that defines were we are, where we want to go and how to get there.
