The Directorate General of Civil Aviation (DGCA) is the Indian governmental regulatory body for civil aviation under the Ministry of Civil Aviation. This directorate investigates aviation accidents and incidents.

“Endeavour to promote safe and efficient Air Transport through regulation and proactive safety oversight system”.

This Civil Aviation Requirements stipulates the general requirements, procedures and practices to be adhered

to by organizations seeking DGCA approval for manufacture, maintenance, modification,

repair, inspection, processing, testing, storage and distribution of civil aircraft, aircraft

components, items of equipment, aircraft goods and Training School.

Approved Organizations (AO)

Organization/s engaged in any one or more of the activities mentioned above shall

perform so only after the grant of Certificate of Approval and such organizations be

called as Approved Organizations (AO) meeting the requirements of this Series of the

CAR.

The approval when granted will apply to the whole organization having an Accountable Manager acceptable to DGCA.

An organization, which is located within the territories of India, will be granted approval when it is in compliance with this series of the CAR.

This CAR is applicable to all organizations engaged in manufacture, maintenance,

processing, testing, storage and distribution of civil aircraft, aircraft components, items of

equipment, aircraft goods and Training School and specifies the standards to be

followed by these organizations.

An organization may seek approval in any one or more of the following categories: -

“A”- Manufacturers

“B”- Workshop Process and Inspection

“C”- Aircraft Maintenance Organization

“D”- Test Laboratories

E - Fuel Lubricants and Special products

“Storage, compounding, blending and distribution of aviation fuels, lubricants and petroleum products, including Fuelling/ Defueling of aircraft”.

“F”- Stores and Distribution

“G”- Training Schools

A duly qualified and experienced person shall be nominated to function as Quality Control Manager who shall be approved by DGCA. Dy. QCM (s) who also requires to be approved by DGCA may assist the QCM. QCM / Dy.QCM(s) shall be responsible to ensure that the organization is in compliance with CAR requirements. The QCM must be directly responsible to the Accountable Manager.

Aircraft rule 25a prescribes the procedures of fuelling of aircraft.

It provides guidance to aircraft operators, oil companies & other concerned authorities to minimize the hazards arising out of fuelling operations.

Refuellers design should be approved by explosives dept. Fuel quality should be as per approved specifications.

All statutory rules as agreed by DGCA shall be followed.

Fuelling zone – area extending 6M Radially from the aircraft fuelling point, venting point and fuelling equipment.

No leaking or defective fuelling equipment shall be used for fuelling.

Supervision of fuelling:

Fuelling of an aircraft shall be done under the supervision of a person nominated by the airline operator and carried out by authorized oil co. Representative.

The approved person shall not move from the place of fuelling leaving the aircraft and fuelling vehicles unattended.

Fuelling conditions:

Airlines shall provide instructions regarding correct procedure like type of fuel, fuelling pressure,

Flow rate, special precautions, etc., Depending

On particular type of aircraft.

Fuelling place:

Open place, 15 meters. Away from nearest building

Refueling shall be carried out on a level surface, Refuellers Brakes are applied and wheel chocks are placed before Starting of fuelling operations.

Approach to an aircraft:

Placing and withdrawal of Refuellers shall be under supervision and guidance.

Maintain speed of 5 km while approaching the aircraft.

Refueling equipment shall never be reversed towards the aircraft.

Positioning of fuelling equipment:

Ensure clear exit all around the equipment for quick removal in case of emergency.

Ensure that accidental spillage from the aircraft air vent does not fall on the fuelling equipment.

Refuellers should not cause obstruction to evacuation of passengers in case of emergency.

Fuel quantity delivery:

Airlines should specify exact quantity of fuel to be delivered.

Oil co. Representative shall issue delivery receipt (FDN) indicating quantity refueled and density of fuel supplied.

Approval of fuel sample and starting of fuelling:

Fuelling to be started only after samples (free from water and

contaminants.) Have been approved and clearance given by airline representative.

Fuel should be checked by approved water detecting devices.

Special precautions to be taken in the fuelling zone:

Smoking, use of naked lights are forbidden.

No smoking signs shall be displayed within 15 meters. From

fuelling equipment.

Safety shoes should be worn by the crew.

Ground power units should be 6 meters. Away from aircraft

filling / venting points and from fuelling equipment.

Safety precautions against static electric discharge : bonding and earthing

Ensure bonding between aircraft and Refuellers.

Fuel valve shall not be opened before bonding connections are made.

After fuelling, close the fuel valve first, remove fuelling nozzle and finally remove bonding connection.

Safety precautions against fire hazard:

Should not start fuelling when undercarriage assembly of aircraft are abnormally heated during landing or taxying.

Fire extinguishers of approved type shall be readily available.

Fire extinguishers to be placed before commencement of fuelling.

Persons should be trained for operating the fire extinguishers.

Safety from electrical storms / heavy rain:

Fuelling shall be suspended during severe lightning.

Over wing fuelling shall not be carried out during electrical storms / heavy storm / rain.

Maintenance of refueling vehicle & equipments:

Should be subjected to regular inspection and maintenance.

Vehicles should be fitted with spark arrestors and flame traps.

Servicing and maintenance of aircraft during fuelling:

Maintenance work / running of main engines which may create source of ignition shall not be carried out while fuelling in progress.

Fuelling with passengers aboard and during embarkation and

disembarkation:

Fixed wing aircraft with seating capacity of less than 20 shall not be permitted to be refueled with passengers on board.

Passengers route should be free of fuel vapors'.

Fuel spillage:

Engines of vehicles within 6 M. Of spillage shall not be started till area is cleared.

Movement of persons and vehicles in the affected area shall be avoided.

Before re-commencing the fuelling, clean the spilled fuel.

Fuel must not be washed into sewers or drains.

Helicopter fuelling

Should not be allowed with passengers remaining inside because of close proximity of fuel tanks.

Training:

All personnel connected with fuelling are adequately trained by their employers and should be conversant with safe operating procedures & fire fighting.
