Program Introduction:
DEWAE the Innovations Support Program is the initiative of Ministry of Communications and
Information Technology (MCIT), Islamic Republic of Afghanistan and is being implemented byAfghanistan Information Management Services (AIMS) towards ICT Sector Development Project in order
to expand connectivity, mainstream use of mobile applications across the Government and develop the
capacity of the IT sector to facilitate improved delivery of public services across Afghanistan. To achieve
its objectives, the ICTDP plans to implement a number of project components, including the ICT Skills
Development Project, ICT Parks Project and the DEWAE (Innovations Support Program).
The central theme of the DEWAE is development of ICT and mobile technology Innovations in the
country. Among other things, this is expected to address problems and challenges faced in delivering
government services efficiently and effectively and developing innovative ways for the government to
reach its constituents and deliver services to them, using ICT and mobile technologies as enabling tools.
It is expected that the development of innovative ICT and mobile technology based solutions to addressvarious governance and public service challenges will help strengthen a culture of Innovation in the
country and be an effective catalyst for sustained development of the country’s ICT industry sector.
The overall objective of the DEWAE is to develop an ICT Innovation culture in the country that will
produce innovations in mobile and related technologies and their use in the government in order to
enhance its efficiency and effectiveness; and promote innovations and adoption of ICT and mobile
technologies in the Afghan society at large, thereby accelerating development of ICT sector in the
country.
The DEWAE Program operates under Strategic policy, oversight and challenge decisions of Strategic
Executive Board (SEB), the member of SEB are AIMS, MCIT, MoHE, MAIL, MRRD, MoE, MoPH and Kabul
University.
The Afghanistan Information Management Services (AIMS) as the implementing partner of the DEWAE
Program for the Ministry of Communications and Information Technology (MCIT), Islamic Republic of
Afghanistan under the DEWAE program will give monetary awards to Afghan individuals, students and
local ICT companies for their innovative Ideas, Solutions and Practice Awards under M-Technology
Awards, Practice Awards under M-Governance Awards, Young ICT innovator Awards and Technologists
Awards under Student Awards and IT Champion Awards under IT Champion Awards and will disburse US
$ 5 Million in 20 rounds, 187 Awards starting from US $ 2,000 to US $ 80,000 in two phases: Phase 1 will
for two years (2013-2014) and Phase two will run for another two-years (2015-2016) through 5 batches
of Awarding with an approximate value of each batch US $ 1 Million through 4 rounds of awards of
which each round will consist of the following types of awards,

The duration a Challenge posted is determined by type. The following are standard posting periods for
each challenge type:

Challenge postings can be extended from 30 days beyond subject to situation and importance of
challenges and number of responses.
During the posting period Solvers may have questions for the Seeker about the Challenge. If the DEWAEImplementing Organization (AIMS) cannot answer the question, they will be forwarded to the Challenge
Owner. The IPM will then convey the answers back to the Solvers, after one week of the posting of
challenges, AIMS will arrange E-mail, face to face meeting, Mobile calls session for question and answers
as well.

Step 4: Solution Evaluation / Award / Transfer
Evaluation of Idea, Solution, Practice, Young ICT Innovator, Technologist and IT champion Proposals are
the most exciting, important and time-consuming part of working of DEWAE program. While you are
trying to determine the value of the Proposal based on its technical or Business merit, you are also
trying to determine its novelty, strategic value, intellectual property standing and cost of integration.
DEWAE provides an evaluation spreadsheet to assist in the process.
Evaluation periods are dependent on the Challenge type:
1- M-Technology Awards
Type 1 Idea: 15-45 days
Type 2 Solution: 15-45 days Type 3 Practice: 15-45 days
2- M-Governance Awards
Type 1 Practice: 15-45 days
3- Student Awards
Type 1 Young ICT Innovator: 15-45 days
Type 2 Technologists: 15-45 days
4- IT Champion Awards
Type 1 IT Champion: 15-45 days
Challenge evaluation periods can be extended for additional 30 days due to high volume of proposals
submissions.
Evaluation and Prioritization of Challenges
Challenges should be proposed by the agencies and others and submitted to AIMS for evaluation by the
Expert Group. For this purpose, the Expert Group will establish a Challenge Evaluation Committee (CEC).
The CEC will examine challenge proposals that have been submitted to AIMS every six months and
decide on the ones that score the basic minimum marks using the Challenge Evaluation Matrix given
below. The evaluation factors for awards are also given in the tables below. The weight to be assigned to
the three categories of awards would be however different as shown in Tables below.

Securing Responses to Challenges
Wide and targeted communication with the potential innovators is essential for securing responses to
challenges. DEWAE will institute an effective mechanism for communication with the stake holders of
the DEWAE including participating Ministries and government departments, ICT firms and associations,
non-Governmental organizations, potential innovators and other beneficiaries.

DEWAE website (www.dewae.mcit.gov.af or www.aims.org.af/dewae) is enabling uploading of
challenges and responses, and DEWAE Program Facebook, Twitter and LinkedIn by name of DEWAE will
enable blogging, discussion and chat rooms. The website will also serve as the platform for the
communication and networking for potential innovators and investors. The website will be linked with
major social networking sites such as Facebook, Twitter, LinkedIn, and major international search
engines. The site will also be federated with all major government websites.
Electronic media will be supplemented by communication between the DEWAE and the general public,
present and potential innovators and investors though traditional channels such as newspapers,
brochures and direct mail communication. In general, AIMS will take such actions as needed to
maximize responses from potential innovators to its challenges and other activities.
Challenges Posting and Communications
Selected Challenges will be posted on the websites of the DEWAE Program. The agencies of the
government will be asked to post the challenges and provide prominent links on their respective
websites. All major ICT and Telecom companies as well as associations like NICTAA will be requested to
post the Challenges on their respective websites and circulate the award announcements among all its
members. The announcement of all challenges, awards and prizes will also be sent to all the foreign
missions in Afghanistan through the Ministry of Foreign Affairs (MOFA), International Organizations and
NGOs and as well as
The details of the Challenges will be provided electronically through websites, emails or personally to
potential respondents who may visit the offices of AIMS.

Database of Potential Innovators
Database of ICT experts, ICT associations, and telecom companies, professionals within the government,
academia, firms and other potential innovators will be maintained on DEWAE Program Website. Using
its website and social media platforms, the database should enable experts and potential innovators
register to self-register and provide their details and interests. DEWAE’s Web platform is designed to
automatically send all award announcements and other important updates to all the registered
members on the ISP website, with an opt-out option for users.
Participating Rules
The following rules for participation in the competition will be communicated to all the potential
innovators and will also be posted on the ISP website. AIMS, with support of the SEB, will ensure that
the participation rules are strictly enforced.
No individual, firm or organization that has been involved in the establishment of a challenge
will be eligible to participate in the competition for an award for that challenge.
Officers of the AIMS or their close family members (i.e., spouse, sons, daughters, father and
mother) will not participate in any award competition of the ISP.

Members of the Expert Group, SEB, and Panel of Judges and none of their close family members
will participate in any competition for any award of the ISP.
Only one solution will be submitted by an individual or an organization for one challenge
competition. However, an individual or a firm or an organization may respond to more than one
challenge at the same time.
The participants will respond to the challenges in the format and in the manner specified in the
official invitation to respond as posted on the website of the ISP or in the advertisements that
ISP will issue for each category of awards.
As will be stated in the invitation for the Ideation challenges, participants may be required to
give up their intellectual property (IP) rights on the content including software applications and
any other intellectual product that they may submit as a part of the response to any Ideation
challenge. It is expected that winners of the other awards will recognize the support of the ISP
and Government of Afghanistan.
Participants will not submit any content that is offensive, has been plagiarized and has on it IP
rights of a third party. The submissions that include content of forgoing nature will be rejected
and not included in the competition.
The participants whose submissions have been rejected for any reason will be intimated the
reason for rejection within one week of receipt of their submissions and will be given a week’s
time to resubmit their responses if they so wish.
The names of all participants whose entries for each category of awards have been accepted willbe displayed on the ISP website.
The participants can send their responses electronically via the website of the ISP or by email as
attachment, personally or via mail service. The manner in which the responses can be submitted
will be explained in details in the ISP website and in the advertisements that will be issued by ISP
for each award category.
The participants whose submissions have been accepted for any category of awards can
withdraw their submission until the date of withdrawal mentioned against each award
competition.
All intending participants would be required to register at the ISP website their name and other
personal and professional details, and choose a user name and a password to complete theirregistration. Registration of organizations, companies and NGOs can be done by the manager of
the organization concerned.
Proposal Drafting and Submissions
Detailed proposal will be submitted to AIMS in response to the Challenges. The proposal will provide all
the information required by the ISP as described in the announcement of the challenge to enable the
AIMS and judges to make an informed decision. The draft proposals for the three types of awards in each
category will be different. The format for response proposals for each award will be provided to the

potential participants and guidance and clarifications will be provided to them by the AIMS staff.

Selection of Winners
The process for the selection of winners shall be transparent, objective and impartial. There will be a
two stage process for selection of winners. The Challenges that are opened for competition following
the processes and guidelines mentioned in the previous sections of the manual will receive responses
for potential innovators. The AIMS staff will provide all the guidance in the preparation of the response
submissions and provide the potential respondents all the information that may be needed on the
procedures to be followed and formats in which the responses can be developed and submitted to
ensure that a maximum number of well-developed responses are received. The staff of AIMS will not,however, get involved in the technicality of the solution being offered. The selection process should not
only be fair but should be perceived as fair by participants and all other stake holders.
In general, the selection process for a challenge will include the following steps:
Announcement of challenge
Receipt of responses
Preliminary evaluation by AIMS staff to ensure compliance with challenge requirements
Short-listing of submissions by AIMS assisted by Expert Group, if AIMS determines it is needed,
especially if there is a large number of submissions
Selection of the panel of judges
Review of submissions by panel of judges
Section of winner(s) for each category by the panel of judges
Approval of selection by SEB and Dy. Minister Technical of Ministry of Communication & IT(as
Chairman of PICU for ICTDP of MCIT)

Eligibility and Compliance Assessment
The received responses will be evaluated by AMS to ensure that the submitted responses comply with a
challenge’s eligibility and participation rules. The responses that clear this evaluation will continue
through the selection process.
Selection Process by Panel of Judges
For each award, a Panel of Judges would be constituted. Submissions that clear the eligibility and
compliance review will be submitted to the Panel of Judges. The minimum qualifications for each judge
and the composition of the panel are described in the previous sections of this Manual. The Panel of
Judges for different categories of awards shall be jointly selected by the Expert Group and the PDICTDP
and the selection will be reviewed by the SEB and the World Bank. The final approval of the Panel of
Judges would be obtained from the Chairman of PICU (Dy. Minister Technical, MCIT).
AIMS and Expert Group shall have no role in the final selection of winners. Panel of Judges will formally
requests assistance from the Expert Group with respect to a technical issue. The AIMS Staff members
will support the Panel of Judges with organization and facilitation of the deliberations and provision of
any administrative assistance that may be sought. The Panel of Judges shall be guided by the following
evaluation criteria for the three awards.

The Panel of Judges will award scores on each factor included and calculate the weighted factor score of
each Competitor. The Competitor with the highest total weighted factor score shall be the winner. In
case the individual Judges fail to reach consensus on any particular factor score of a Competitor, the
individual scores given by each Judge would be added and divided by the number of Judges to arrive atthe factor score.
Solution Transfer
For Idea, Solution and Practice, DEWAE notifies winning and non-winning solver. For Winning Solver,
DEWAE Operations completes Solver verification process, pays the award to the winning Solvers,
completes and transfers documentation to the Seeker for each solution awarded. If IP Rights are
involved, ownership is transferred to the Seeker.
The Solver verification process and solution transfer is dependent on the timely response from the
Solvers. The process typically takes 2-4 weeks from when the winners are selected before solutions are
transferred to the Seeker.

Once your Challenges have been closed, you will be contracted by DEWAE members to participate in a
brief Challenge Closeout Interview. The interview wills disuses the Challenge Process and the value of
the solutions you received.

STEP 6: Post Award Activates
Post Award Support and Monitoring
AIMS staff, working with the Ministries and Departments, MCIT, the Awardees and the Challengers, will
monitor the implementation of the solution either by the Awardees or by the Participating Ministries. In
the case of Practice awards, the release of the award funds will not be as a single, lump-sum paymentbut progressive installments linked to the progress made by the awardees in satisfying pre-established
milestones for development of their solutions. Milestones and timing of installment payments will be
clearly defined in the Contracts of the Awardees. DG-ICT and the PMO of ICTDP will monitor the
Deliverables and based on progress reports submitted by AIMS, Payments will be released after
approval by the Chairman of PICU. In the case of Ideation and Detailed Solution Awards, the AIMS staff
will work closely with the recipient of awards, the participating Ministries and MCIT to further develop
and promote the relevant Innovations of the awardees and their adoption in the country. Working with
relevant institutions of the government, donor and financial institutions within the country, industry
associations like NICTAA, private sector companies, telecom companies and Non-Governmental
organizations, AIMS will assist the awardees in locating partners to support their Innovations projects
technically and financially.
AIMS will place the term in condition for the Awardees to take the responsibility of all applications
following necessary areas:

2. Maintenance (Bugs Fixing)
3. Upgrade
