Problem descriptions
Poor coverage in uplink
Poor coverage in downlink
Handover problems due to poor coverage
this is additional KPI which allows the confirmation of the final indication of the cells with poor coverage
due tu technical ANATOM constrains could not be included in final poor coverage indicator

High rate of HO attempts due to low RxLEV or long distance
If the coverage is well planed and the handover relations are optimised the main part of the handovers should be invoked due to power budget reason.
If a lot of so-called emergency handovers due to low RXLEV or long distance are performed something might be wrong with the coverage.
HO problem due to poor coverage is indicated as existing if the rate of HO attempts due to level or distance in relation to all HO attempts is high and at the same time the HO_IND_REJ_RATE_C1 is high

High rate of HO indication rejection rate due to empty NB list
If the cell suffers from poor coverage it may have many rejected HO indications due to empty NB list.
HO problem due to poor coverage is indicated as existing if the rate of HO indications rejected due to empty NB list in relation to all HO attempts is high and at the same time the rate of HO attempts due to level or distance in relation to all HO attempts is high
