e-JALANIDHI

• Online registration of executants.

• Online apply of application form by the farmer for the execution of bore well/Shallow tube well.

• Online Issue of Go Ahead Letter by AAO.

• Online entering of measurement data given by the AAE.

• Bill is being generated from the system by calculating the measuring values with the previously stored values.

• Finally AAE will submit the system generated bill, Go Ahead Letter and supporting documents to the APICOL cell of Bank (Axis Bank).

• Bank will verify the documents submitted by AAE and release the subsidy within ¾ days through RTGS/NEFT to the beneficiary.

Farm Mechanization

• Affecting the efficiency of the Govt. machinery.

• Beneficiary runs after the officer to get the subsidy money.

Online system overcomes the problem • The Monitoring system became easy to track .

• Online system starts from Issue of permit to release of subsidy.

• The system helps in expediting the entire process effectively, efficiently in a transparentmanner benefitting all the stake holders ( Farmers, Dealers, Govt. Functionaries etc ).

Process flow

• Online registration of vendors , monitoring of delivery system of implements / machinery

• To maintain transparency by verifying the identity of the beneficiary. (voter id)

• Quick disposal of subsidy amount to the beneficiary.

Our System executes the following operation• Online target set to Deputy Director of Agriculture (DDAs) by the Directorate.

• DDAs set target to Block.

• Online registration of vendors with m/c details & area of operation.

• Online application received by the AAOs(block HQ).

• Use of Randomization process / Lottery for getting permit .

• Permits generated at AAO level

• Supply details information by the vendors.

• Physical verification by the AAEs or AAOs(side circle).

• Upload the joint photograph of AAE, beneficiary and implements online.

• Dealer gets SCA( Subsidy claim application)

• Bank verify the documents ( Permit, SCA, Invoice)

• Release the subsidy through RTGS/NEFT.

• SMS alert & SMTP mail service

The Reengineered Process

• Farmer goes to the AAO(HQ) with the application.

• The Permit window opens once ( Duration 3days) in a month

• AAO enters the farmers’ data on the portal.

• System undertakes a lottery process after a single click by the admin.

• Keeping view on the target ( implement wise) random process generates the permit

• The vendor would contact the respective beneficiary & sales the machine

• In case of power tillers, combines and higher HP(above 10HP) riding type transplanters.

• Staggered subsidy : Power tiller – 1st installment of Rs 40,000/- will be released to the dealer after 1st verification.

• 2nd installment of Rs.25,000/- or the admissible amount will be released to the farmer after 2nd verification.

• The remaining amount of Rs.10,000/- or the admissible amount will be released to the farmer after 3rd verification within 1 year.

• Self propelled track and wheel type- The subsidy i.e . 50% of the cost limited to Rs.6.00 lakh will be released in three installments in three years in the ratio of 3:2:1.

• Tractor mounted combine Harvester the subsidy i.e. 50% of the cost limited to Rs.5.00 lakh will be released in three installments in three years in the ratio 2:2:1.

• Higher HP(Above 10 HP) Riding Type Transplanters – In case of Riding Type Transplanter, the subsidy is released on installment basis i.e 75% of the cost limited to Rs.5.00 lakh paid in three installments in three years in the ratio of 2:2:1 after verification.

• After the machineries / equipments are supplied to the beneficiaries , verification of the supplied farm machineries/equipments will be done either by the concerned Assistant Agriculture Engineer (AAE) or AAO.

• Submission of subsidy claim by the vendor.

• Released of subsidy by the approved bank.

Role of Vendor: Registered Vendor supplies the machine physically. Fill up the Machine Details online and simultaneously SMS will be alerted to the concerned Asst. Agril. Engineer for

verification.

Role of AAE/AAO: AAE/AAO will visit the farmer field for verification . After verification , He upload a joint photograph of that machine with the beneficiary & himself. Simultaneously SCA form is displayed on vendor page. The vendor will submit SCA, Permit & invoice copy directly to the designated bank for getting subsidy amount.

• Role of BANK: BOI will follow 2-step verification for release of subsidy.

• In Step -1 Bank will scrutinize all the documents physically by checking with online system.

• In Step -2 Bank verifies the scrutiny document again related to the financial part and then finally release the subsidy to

the Farmer/Vendor through RTGS / NEFT only.

Project Cost

- The project cost should be within one crore .

- The size / capacity of the project should be such that the net annual income

• In self finance cases, the nodal officer evaluates the project cost and prepare its evaluation copy

• Place the evaluation copy before the District Level Committee (DLC)

• Collector selects the evaluated amount for released of subsidy.

• CPCO License is provided for general disinfestations services to commercial installations like production and ware-houses, areas like fmcg, Pharma, electronics, food processing, Corporate houses, Rice mills, Sophisticated server rooms and work stations etc. This module is for online application and renewal of license.

EMPANELMENT OF PESTICIDES & MICRONUTRIENTS

• Selection of price for different pesticides, micronutrient, bio fertilizer , Bio-pesticide etc., required under ongoing schemes of department of agriculture and also provide quality brand of different products to the farmer at lesser price. The complete process for selecting product with SLTC price follows

• Dept. approves the manufacturer / distributors online .

IMS( Small Implements)

This system enables to monitor the supply chain of the small implements ( manualbullock drawn) from the Manufacture’s level to the Farmer’s level.

• Fund allotted to agriculture district (97 AAE) by Directorate for different small implements.

• AAE distributes implements to block and place Indent to the supplier. The suppliers are Govt. Agencies. (OSIC, OAIC, OFMRDC)

• Online receipt of implements by the AAOs at Block level to be supplied by the agencies.

• AAO sales the implements to the farmers in the subsidized value after verification of deposit receipt of farmers’ share in a designated bank. .

• System maintains funds management category wise.

• Distributor gets the payment from bank through RTGS/NEFT

e-PEST SURVEILLANCE AND PEST MANGEMENT

• This module enables to collect the pest and diseases data from 97 agriculture district ( DAO/PPO office) once ( Wednesday 10Am to Thursday 12am) in a week .

• The Plant protection officer collects the information of pest and diseases affected to the crops of the farmers’ up to village level .

• The data includes total area affected along with the higher, moderate and lower intensity of pest attack and the total area treated etc,.

• As per the pest intensity the advice have been taken online from the OUAT ( State Agriculture University) experts to render immediate services to farmer in regional language.

• Farmer can see the advisory on AGRISNET portal.

• A3P for pulse data entry are being undertaken and reports are being generated accordingly.

Progress of seed treatment campaign under CMs package data have been collected and reports are being generated.
