1. INTRODUCTION

The purpose of this Strategy is to outline the final design for three public artworks that form an integral part of SGCH’s affordable housing project at 11 Gibbons St, Redfern.
The report builds on the earlier concept art strategy approved as part of the SSD Development Application 7749. It provides details of the final design, materials, finishes, construction methodology, ownership and ongoing maintenance methodology and associated budgeting arrangements to satisfy Condition B31 of SSD 7749 dated 10 September 2019 which requires: Prior to issue of the relevant Construction Certificate, a detailed Public Art Strategy shall be submitted to the Planning Secretary. The Strategy must incorporate the recommendations of the Integration of Aboriginal Values into Development Design Report submitted with the EIS (dated 23 August 2018), and contain the final design, materials, finishes, construction methodology, ownership, and ongoing maintenance methodology and associated budgeting arrangements.
The art related recommendations of Artefact’s Integration of Aboriginal Values into Development Design Report includes: • the concept designs developed by Joe Hurst, an experienced Aboriginal artist from
Boomalli Aboriginal Artists Cooperative, be considered for incorporation into the design of the development
• an explanatory panel/artist statement be including in the foyer of the new development
• SGCH provides a project update on the inclusion of designs to Metro LALC Housing/Cultural Heritage sub-committee.
Joe Hurst has been commissioned to design three integrated building artworks which are the subject of this report. An explanatory panel/artist statement will be included in the foyer.
SGCH met with the Metropolitan Local Aboriginal Land Council Housing/Cultural Heritage subcommittee on 20 November 2019 as a key stakeholder to provide a project update and discuss the planned artwork.

2. OVERVIEW & APPROACH

SGCH, Joe Hurst & DKO Architects have been integral in defining the themes, location and design for the art works following engagement with the Metropolitan Local Aboriginal Land Council and NSW Government Architect’s Design Excellence Process.
DESGN OBJECTIVES
Our design objectives for the public art for this project are to incorporate:
– A response to local Aboriginal culture and heritage that is integral to the built form
– Architectural/built design elements where people are interacting with the building that are visible and welcoming, with the objective of achieving connectivity with the community
– To be robust, durable and easy to maintain
THEMES & DESIGN CONCEPT
Three integrated works are proposed based on the history of this area as a meeting place. The design reflects the waterways and gathering activities of the past.
The artworks are intended to be a visible acknowledgment of the area’s Aboriginal history as well as SGCH’s future within the local community, providing great places for everyone.

4. ARTIST - JOE HURST

SGCH is working with Joe Hurst, a multi- disciplined artist who works in design, construction, sculptures and painting.
Joe is a long time member of Boomalli Aboriginal Artists Co-operative.
Boomalli Aboriginal Artists Co-operative's primary goal is to promote Aboriginal Artists whose language groups exist within the NSW state boundaries. Boomalli has a current membership base of 50 Artists.

All artworks have been designed as part of the building fabric using durable materials that will not require extensive maintenance.
SGCH will own, manage and maintain the building and associated artworks. Any maintenance costs have been incorporated in SGCH’s operational budget.
In addition to the artists design fees, the following costs have been budgeted for the fabrication, installation and maintenance of the building artwork.
