SECTION – I : INTRODUCTION

1.0 OBJECTIVES AND SCOPE OF CONSULTANCY ASSIGNMENT

1.1 Objectives

Tamilnadu Water Investment Company Limited (TWIC) has undertaken the

Upgradation of Water Supply, Sewerage and Storm Water Drainage system for

Nanded-Waghala City Municipal Corporation (NWCMC). In the process TWIC has

appointed M/s TCE Consulting Engineers Limited to review and update the Master

Plan for Water Supply, Sewerage and Drainage Works and prepare the Bill of

Quantities , Detailed Technical Specifications and Bid Documents.

This report in particular contains the Detailed Design of Sewage collection System,

BOQ and Cost Estimate for the Proposed Sewerage System for the South Nanded

area.

2.0 BACKGROUND

2.1 Nanded is a Politically and Historically a Major City in Maharashtra. Nanded is

developed on banks of Godavari River, having Longitudes 77.7o to 78.15

o East and

Latitude 18.15o to 19.55

o North and at an Average Altitude of 360 mtrs above mean

sea level. It is about 550 kms from the State Capital Mumbai, having Municipal

Corporation, Established on 26’th March 1997. The river Godavari divides the town

in North and South areas. The North area of Nanded is a developed part while the

South area is practically undeveloped area.

Nanded earlier known as 'Nandigram' is located to the southeastern part of

Maharashtra State. Nanded is situated 650 kms away from Mumbai and 270 kms from

Hyderabad. It is well connected by railway and roads with Mumbai, Hyderabad and

even Amritsar

Nanded has a uniqueness of its own due to its historical, social and political

importance. It is the second largest city in Marthawada after Aurangabad. Latur and

Parbhani districts are to the west of Nanded district while Yavatmal district lies in the

north. The state of Andhra Pradesh lies to the east and Karnataka state to the south.

Nanded district is amongst the large districts in the state having 15 Talukas.

2.2 Climate �

The climate of Nanded is very hot in summer and quite cold in winter. Nanded

receives an average rainfall of 897.8 mm per year. In summer, Nanded attends

maximum temperature of about 45deg.C and in winter it falls even low as 6 deg. C.

The climate of the district is generally hot and dry except the southwest monsoon

season.

2.3 It was in Nanded, that Shri Guru Gobind Singhji the last Guru of Sikh Religion

declared the consecration of the Guru Granth Sahib as the last Guru of Sikh Religion

and left his heavenly abode. The tercentenary of Gurta – Gaddi is going to be

celebrated in the year 2008 in the month of October. For this 25-30 lakhs pilgrims are

expected to participate. The Government of Maharashtra and NWCMC are planning

and implementing the various infrastructural works not only to meet the necessary

requirements for the event to take place in the near future but also for the future

growth of the city.

2.4 As a part of the Infrastructure Development Project the Upgradation of Water

Supply, Sewerage and Storm Water Drainage system for Nanded-Waghala City

Municipal Corporation (NWCMC) is taken on priority.

3.0 SCOPE OF SERVICES

3.1 Review and Updating of Master Plan

• Review of available documents/data and study Existing System.

• Update the Master Plan for Water Supply, Sewerage and Drainage Works.

3.2 PHASE – I (Water Supply Components for which DPR already available with MJP)

• Revision of DPR (DPR available with MJP)

4.0 PROJECT AREA, POPULATION AND FLOWS

Nanded Municipal Corporation is divided into 2 parts, North Nanded (Area 31.14 sq.

km) situated on the North of Godavari river and South Nanded (Area 20.42 sq. km)

situated on the South of Godavari river. This report in particular deals with the

Sewerage System for Southern area of the city.

The South nanded comprises Waghala, CIDCO Township area, Asarjan, Fattejangpur,

Kavatha, Vasarni, Rahimpur and Asadvan areas. There are 7 municipal wards in south

area. Out of these 7 wards, the ward nos. 61,62,63 and 64 are in CIDCO township and

the ward nos. 59,60 and 65 are other wards. The CIDCO area is already provided with

the sewage collection system and sewage treatment plant of 6 Mld capacity. The Total

Ward wise area and projected populations are as follows.

The ward wise population distribution for entire south Nanded is given in Table – 1.

CIDCO area is already covered with Sewerage System, hence not considered in this

DPR. The details for the other areas considered under this DPR are given in Table – 2.

SECTION – II : SYSTEM DESIGN PARAMETERS

1.0 GENERAL

1.1 For the wastewater collection system design, in general, the parameters and guidelines

of CPHEEO’s “Manual of Sewerage and Sewage Treatment” modified suitably for

the project purpose, shall be adopted. The System Design Parameters, finalised after

discussions with TamilNadu Water Investment Company (TWIC ) and Nanded-

Waghala City Municipal Corporation (NWCMC), proposed for the design of the

proposed sewerage system are as follows.

2.0 DESIGN BASIS

The wastewater system is designed for the expected wastewater flows in the design

year based on the projected population. Wastewater generated is calculated assuming

135 lpcd water supply rate and waste generated is assumed to be 80 % of the water

supplied. Similarly design flow is calculated by projecting present population for

design year by using population projection figures and applying assumed lpcd rate for

projected population.

The design parameters recommended for adoption sewers are defined in the following

sections.

2.1 Design Year

It is envisaged that a sizeable quantum of Implementation of the Project would

required to be achieved in 2008. Hence the project horizons are decided as follows.

• Initial Stage : 2008

• Intermittent Stage : 2023

• Ultimate Stage : 2038

Hence the ultimate design year to be considered for the Project is 2038.

2.2 Per Capita Water Supply and Wastewater Generated

The net water supply at consumer’s end will be 135 lpcd. Thus, after considering a

return factor of 80% the per capita wastewater generation would be 108 lpcd.

2.3 Infiltration

Since, city is situated on the banks of perennial river Godavari and the ground water

table found to be at 3-5 m below ground level, for the design purpose infiltration is

considered as 10% of the average flow.

2.4 Design Flows

Design flows are essentially peak dry weather flows. Peak dry weather flows would

comprise peak domestic wastewater flow plus Infiltration.

2.6 Peak Factors

The peak factors with respect to contributing population for domestic wastewater are

furnished below. The peak factors are applied to the projected population for the

design year considering an average per capita wastewater flow based on allocation.

The details of peak factor considered as indicated in Table II.1.

3.0 COLLECTION SYSTEM

3.1 Design Formula

Manning’s formula is adopted for design of gravity sewers.

Vf = Velocity when pipe flows full in mps

N = Manning’s roughness coefficient when pipe flows full

R = Hydraulic radius in m.

S = Slope of Hydraulic gradient

A = Cross sectional area of pipe in sq.m.

3.2 Coefficient of Roughness

As pipes deteriorate with age, a roughness coefficient is considered for the design

period assuming fair condition in sewers.

The roughness coefficient N is considered same for all diameters when flowing full

and are adopted for new RCC pipes is 0.013

3.3 Design Capacity of Sewers

Sewers are designed to carry estimated peak flows generated in the design year. As

far as possible, they will be designed to run 80% full at ultimate peak flow as per the

CPHEEO Manual. This is to ensure proper ventilation and to prevent septicity.

3.4 Self Cleansing Velocities

To ensure that deposition of suspended solids does not take place, self-cleansing

velocities using Shield’s formula will be considered in the design of sewers.

The above formula indicates that velocity required to transport material in sewers is

mainly dependent on the particle size and specific weight and only slightly dependent

on conduit shape and depth of flow.

When considering typical values of particle size and specific gravity, minimum partial

flow velocities of 0.6 mps at present peak flows and 0.8 mps at ultimate peak flows

are considered desirable, provided the depth of sewers do not necessitate provision of

too many pumping stations.

Maximum velocity of 3.0 mps is considered adequate to prevent scouring, where

topography permits steep slopes.

3.5 Minimum Size and Gradient of Sewers

The minimum size of sewers in the system will be 150 mm dia. The gradients adopted

for the sewers are in concurrence with the CPHEEO manual. However in Nanded

south zone terrain in general is having steep slope and highly undulating. To

accommodate the undulations and to ensure the minimum velocities and depths

different slopes have been adopted wherever required. The minimum gradient of

sewers would generally be as per design requirement to fulfil the velocity criteria.

3.6 Depth of Cover

To facilitate connection of house sewers and future lateral sewers to the manholes of

street sewer and to provide protection to sewers from external loads, the normal

practice is to provide a minimum depth of cover of 1.0 to 1.2 meter over the top of

pipe at the start of the laterals/branch sewers. However as the area is highly

undulating and still under development and future roads and housing pattern is not

certain, in most of the cases the initial minimum Depth of Invert of sewers in the

Manholes is considered as 2.5m. This will facilitate the connection of house

properties located up to a distance of 100m from the manhole depending on the

location and ground/road slope.

3.7 Pipe Material

3.7.1 Gravity Sewers

As per Amendment no.2 (April 1991) of IS 458:1988, Class NP3/NP2 of RCC pipes

are suggested for pipes more than or equal to 400 mm dia. These pipes are capable of

withstanding medium to heavy-duty traffic with appropriate bedding. It is

recommended to use NP4 class of pipes for diameter up to 250 mm and NP3 class of

pipes for diameter more than 300 mm. All the pipes will be laid on appropriate

bedding considering the prevalent black cotton soil in the Nanded. The joint for the

RCC pipes shall be Rubber Sealing Ring type.

3.7.2 Rising Main

Considering the soil conditions and the longevity of rising main it is proposed to

provide DI class K 9 pipes with fittings of DI class K 12.

3.8 Bedding For Sewers

The type of bedding (Granular Bedding, Plain Cement Concrete, Reinforced Cement

Concrete and Reinforced Concrete Arch) depends on the weight of soil above the pipe

based on width of trench, depth at which the sewer pipe is laid and the class of

superimposed load considered based on the traffic condition.

For RCC NP3/NP4 pipes, the appropriate bedding shall be provided based on the

bedding factor calculated considering load due to backfill, the superimposed (live)

load and the three edge bearing strength of RCC pipes. The bedding factors will be

determined as mentioned below.

i) Bedding Factor = W/Ss, Where W is Total load in KN/m, and Ss is

supporting strength of pipe in KN/m

ii) Where Total load is sum of overburden load Wc, wheel load Wsc and

water load Ww (Wc, Wsc and Ww are calculated as per CPHEEO

Manual for Sewerage and sewage treatment)

iii) Supporting strength is EBD/Impact factor, where EBD is Three Edge

Bearing Strength of pipe considered as per IS 458 table and the impact

factor considered as 1.5.

The type of bedding to be used, depending on the bedding factor shall be as indicated

in Table II.2.

(Note : ‘p’ is the ratio of the area of transverse reinforcement to the area of concrete

cradle at the pipe invert above the centre line of the reinforcement.)

However considering the soil characteristics of the black cotton soil it is proposed to

stabilise the soil and provide the bedding as follows.

(a) Soil Stabilization Treatment to the trenches below the Rubble Stone Soling by

boring 75 mm dia holes by Hand Augur, at 750mm center to centre in single

line or in pairs depending on the width of trench, along the length of the trench

up to a maximum depth of 3.0m and filling the bored holes with course sand,

ramming, watering etc complete.

(b) 300mm thick rubble stone soling of dry trap/granite/quartzite/gneiss, in 15

cm thick layers, including handpacking, ramming and compacting so as to

have minimum voids, over a cleaned and levelled subgrade of excavated

trench, the size of the rubble shall be 100mm to 150mm in height with the

length & width shall not be exeeding 2 times the height, including providing &

filling voids with trap metals of suitable size and sand, ramming, watering,

compactign etc. complete.

(c) Blinding layer of 75mm thick over rubble soling, of in situ cement concrete in

1:4:8 with 20 mm downgraded trap/granite/quartzite/gneiss metal including

bailing out water, formwork, compacting and curing complete.

(d) Plain Cement Concrete (PCC) bedding of, M-15/ 1:2:4 concrete having trap /

granite / quartzite metal, including form work, dewatering, compacting

roughening them if special finish is to be provided finishing if required and

curing etc. complete.

4.0 MANHOLES

4.1 Ordinary Manhole

Manholes are provided at all junctions, change of sewer size, gradient and direction.

The spacing and sizes of manholes adopted shall be generally in line with the

recommendations of CPHEEO Manual for Sewerage and sewage treatment. In general

to facilitate the house connections and cleaning and maintenance the Manhole spacing

shall be kept at 30m or less. The clear opening at the top in case of ordinary manholes

will be kept as 560 mm. The manhole frame and cover shall be of Steel Fibre

Reinforced Concrete (SFRC) capable of withstanding heavy-duty loads class AA,

conforming to the relevant IS codes.

The street manholes shall be circular in shape with concentric cone depending on the

depth and diameter of sewers. Based on the sewer diameters CPHEEO Manual for

Sewerage and sewage treatment recommends the internal diameter of the manhole

should not be less than Internal diameter of largest sewer plus 150mm of benching on

both sides. However, from practical considerations the benching width for sewer

diameter greater than 450mm shall be kept as 250-300mm on both sides. The internal

diameters of manholes for varying depths as recommended by CPHEEO Manual for

Sewerage and sewage treatment shall be as follows.

(a) For depths above 0.9m and up to 1.65m : 900mm diameter

(b) For depths above 1.65m and up to 2.3m : 1200mm diameter

(c) For depths above 2.3m and up to 9.0m : 1500mm diameter

(d) For depths above 9.0m and up to 14.0m : 1800mm diameter.

Since the soil is Black cotton soil, it is proposed to construct all the Manholes in RCC

M20 with manhole frame and cover of Steel Fibre Reinforced Concrete (SFRC)

capable of withstanding heavy-duty loads class AA, conforming to the relevant IS

codes.

4.1 Scraper Manhole

For sewers of 450 mm diameter and above, CPHEEO Manual for Sewerage and

sewage treatment recommends to provide Scraper Manholes at major junctions at a

spacing of 110-120m centre to centre in addition to ordinary manholes. This spacing

can be increased up to 150m on the straight sewers. The sizes of the Scraper Manhole

will depend on the size of sewer on which it is constructed. The scraper manhole will

have larger opening of 900 mm x 1200 mm at the top to facilitate lowering of buckets

for cleaning and maintenance of sewers.

4.2 Provision for future connections of lateral sewers

Since the Manholes are proposed to be constructed in RCC, it will be difficult to make

openings in the wall for future lateral connections. In order to enable such connections

of lateral sewers in future, it is proposed to provide at least 2 uPVC Class 6 pipes with

both ends plugged.

4.3 Vent Shafts

Vent shafts are not required where intercepting traps are not provided. However, to

provide for escape of air to take care of exigencies of full flow and to avoid septicity

of wastewater especially in larger diameter and outfall sewers, vent shafts are

recommended to be provided along straight stretches of sewers at a spacing of

approximately 500m. All vent shafts used in this contract shall be RCC type. Pre cast

RCC Vent shafts of total 9.1m height, projecting 7.85m above ground, shall be

provided at the start of sewers and along sewers at critical junctions.

5.0 Sewage Pumping Stations

Sewage Pumping Stations are provided to lift the sewage so as to discharge in to

another gravity sewer or for treatment/disposal of the sewage.

5.1 Civil Structures

The capacities of the SPS are designed based on the present and ultimate design peak

flows. The civil structures are proposed to be constructed for the ultimate design year

peak flow.

5.2 Pumps and related accessories

The Pumps, Electro-Mechanical Units and other related accessories are designed for

intermediate design flows.

The pump configuration in general will be as follows.

(a) ½ of Average Flow = 2 Nos.

(b) 1 Average Flow = 2 Nos.

(c) Peak Flow = 1 No.

6.0 Sewage Treatment Plant

The object of sewage treatment is to stabilise decomposable organic matter present in

the sewage so as to produce an effluent and sludge, which can be disposed off in the

environment without causing health hazards or nuisance.

The degree of treatment will be as per the regulations stipulated by the Maharashtra

Pollution Control Board. The treated effluent parameters shall be considered for the

disposal in the natural water body.

Selection of suitable process for the sewage treatment is governed by factors like raw

sewage characteristics, capacity of plant, availability of land, required effluent quality,

proven technology and reliability of process, intended disposal method or reusing the

treated effluent, capital cost, O&M requirement and other local factors.

In general for the treatment of domestic sewage for the intended disposal and reuse

the process involves –

• Preliminary Treatment i.e. Screening and Grit Removal

• Primary Treatment i.e. Primary Sedimentation and primary sludge disposal

• Secondary Treatment i.e. Aerobic Biological Treatment followed by

secondary sedimentation, digestion and/or drying of sludge and treated

wastewater disposal if no reuse is intended.

A Conventional Activated Sludge System is a mechanised process and requires

Primary Settling, Aeration Facility, Secondary Settling, Anaerobic Digestion, Sludge

Dewatering Arrangement and a Gas Holding Tank or Arrangement for Burning the

Gas.

Considering the above aspects, and since Activated Sludge treatment Process (ASP) is

a proven technology and widely used, it is recommended to adopt the same for the

Nanded STP.

SECTION – III : HYDRAULIC DESIGN

1.0 Design Details of Sewerage System

1.1 Flow calculation

For designing of lateral, interceptor as well as out fall sewer, the peak flows at the

Initial Stage design year 2008, Intermittent stage year 2023 and ultimate stage design

year 2038 are calculated. For calculating wastewater generated at end of each stage

design year the ward wise population was distributed over a total length of sewer

lines. Lpcd rate of 108 is assumed (80% of water supplied = 135 lpcd). Peak Flows

are arrived by formula Peak Flow = (Ave. Flow X Peak Factor) + 0.1 X Ave. Flow)]

considering 10% of average flow for infiltration.

Design of lateral, branch sewers, interceptors, trunk sewers and outfall sewer is made

for the ultimate peak flow of the year 2038 and Checked for the velocity for 2008

Peak flows.

1.2 Design assumptions

All design assumptions are given in section II – System Design Parameters; of this

report. All lateral are of 150 mm dia in the initial stretch. After junction point of 150

mm dia pipes, 200 mm dia lateral is provided in order to avoid clogging problem in

future. All branch sewers and interceptors are 200mm dia and above. Self cleansing

velocity is checked in designing of intercepting sewer but since in the initial stage

flow is very less self cleansing velocity does not get generated. Design sheets are

given in attached tables. It is clear from the design sheets that, in the initial stretches

of some of the laterals, branch and interceptor sewers, for the immediate flows of the

design year 2008, the velocities are found as low as 0.34 m/s. Hence such sewers will

require frequent cleaning and flushing.

1.3 Salient Features of Collection System

1.3.1 Since the southern area of Nanded is situated on the South of Godawari the general

topography of this area is sloping towards north of city to the river. The highest

ground level is approximately at 405 m elevation at southern tip of the town falling to

353 m elevation near the river. The sewerage system is designed in such a way that

maximum advantage is taken of natural topography and most of the network flows

under gravity upto Sewage Pumping Station located near Vasrani Village and near to

the river bank. On the western side a small hillock has levels from 364 m elevation

falling to 355m level near river bank. An Intermediate Sewage Pumping Station needs

to be provided for carrying the flow further by gravity. The details are given in the

“Detailed Layout Of Sewage Collection System For South Nanded.”

1.3.2 The South Nanded area is under development and many roads are proposed roads.

The minimum road width in the area is considered as 4 m, which will facilitate

construction of sewers adequately.

1.3.3 As reported in the Soil Strata Report (Annexure to this report), predominantly, the soil

of Nanded is Black Cotton type. The black cotton soil is having typical Expansive and

Shrinkage Characteristics. Due to this characteristic it settles unevenly and induces

the differential swelling pressure on the pipes resulting in the failure of joints and

disturbance in the pipe alignment. It is particularly so in this case as all the streets are

yet to be formed and the sewers will be directly subject to unsettled soil overburden.

In light of this as a preventive measure it is proposed to stabilise the soil by providing

remedial measures such as boring sand piles, providing rubble soling and PCC

bedding and sand boxing through out the length of the sewers.

The Rubble Soling, PCC bedding and Sand Boxing will be provided through out the

length of the sewers. However the sand piling will be provided in those stretches

where the black cotton soil is encountered even below the depth of rubble soling.

1.3.4 Total length of sewer lines proposed for collection system is around 51.3 km. These

also include the sewer lines for the areas, which are yet to be fully developed.

Diameters of sewer lines are ranging from 150mm to 1600mm. The diameter wise

lengths of pipelines are depicted in the following table

2.0 Design Capacities of Sewage Pumping Stations

The design capacities of lift station and terminal sewage pumping stations are as

follows.

2.1 Lift Station.

This is proposed to be constructed for the Ultimate Peak Design Flow of 17 Mld.

2.2 Terminal Sewage Pumping Station

The Civil Structures are proposed to be constructed for Ultimate Peak Design Flow of

163 Mld. The Pumps, Electro-mechanical Units and other related accessories are

proposed to be constructed/erected for the Intermediate Flows of 62 Mld.

3.0 Design Capacity of Sewage Treatment Plant

The Sewage Treatment Plant will be constructed for the Intermediate Average Flow

of 2023. The Total Average Flow is 34.37 Mld. Already one 6 Mld capacity STP is

existing and under operation. Hence the proposed new STP will be for the balance

flow of 28.37 Mld i.e. say 30 Mld capacity.

1.0 COST ESTIMATES:

1.1 Basis of Cost Estimate

(a) Collection System (RCC NP3/NP4 pipes) :

MJP SOR for Year 2005-06 and escalation applied at the rate of 6 % per

annum.

(b) Rising Main (DI pipes) :

MJP SOR for Year 2005-06 and escalation applied at the rate of 6 % per

annum

(c) Sewage Pumping Station Civil Works :

Based on the TCE experience for similar works, the cost of civil works

Intermediate SPS works out to Rs. 5 Lakh/Mld and for Terminal SPS it

works out to Rs. 3 Lakhs/Mld.

(d) Sewage Pumping Station Electro-Mechanical Works :

Based on the TCE experience for similar works, the cost of Electro-

Mechanical Works for Intermediate SPS works out to Rs. 20000 per KW and

for Terminal SPS it works out to Rs. 25000 per KW.

(e) Sewage Treatment Plant :

Cost of proposed Sewage Treatment Plant (STP) is arrived on Mld basis.

Based on MJP SOR, Cost for 30 Mld Activated Sludge Process STP is Rs. 6.1

Crore, which works out to Rs. 20.36 lakhs per Mld. However as per TCE

experience in Similar Projects (Nagpur Sewerage Project, JBIC funded

Bangalore Water Supply and Sewerage Project and STPs for Delhi Jal Board)

the cost of STP with Activated Sludge Process (ASP) works out to Rs. 47 to

50 Lakhs/Mld. Hence a value of Rs. 47 lakhs per Mld is adopted as the basis

of cost estimates for the STP.

1.2 The Total Estimated Cost for the Construction of Sewage Collection System,

Intermediate Sewage Pumping Station with Rising Main, Terminal Sewage Pumping

Station with Rising Main and Sewage Treatment Plant for South Nanded Area is

Rs. 49.55 Crores.
