All cooperative banks to come under RBI supervision AGENCY NEW DELHI, JUN 24 The government on Wednesday said that all urban cooperative banks and multi-state cooperative banks will come under the supervision of the Reserve Bank of India, a develop- ment aimed at providing comfort to depositors and prevent repeat of PMC Bank like scams. The President of India will promulgate an ordinance to this ef- fect, Information and Broadcasting Minister Prakash Javadekar told re- porters after the meeting of the Union Cabinet. There are 1,482 urban coopera- tive banks and 58 multi-state cooper- ative banks having about 8.6 crore depositors with total savings deposit of about Rs 4.85 lakh crore. The very fact that India’s Lt. Gen. Harinder Singh, commander of 14 Corps, held 11-plus hours ofdiscussions on Monday with his Chinese counter-

part, Maj. Gen. Liu Lin, commander of the South Xin-jiang military region, and that these “disengagement”talks will continue, to press for the withdrawal of Chi-nese military forces from the Finger area around Pan-gong Tso lake as well as from the Galwan Valley, thesite of the deadly June 15-16 clash between the twoamies, seems to be a clear indication that the People’sLiberation Army continues to remain in control of Indi-an territory. After all, if there were no Chinese forceson Indian soil now, what would be the need for thesetalks anyway, and why would we demand that the Chi-nese withdraw and go back to the status quo that pre-vailed before May 2? What then is the “breakthrough”that we are looking for in this dialogue at Moldo? This also raises some fundamental questions aboutPrime Minister Narendra Modi’s stunning assertion totop Opposition leaders at Friday’s all-party meetingthat “neither has anyone intruded into Indian territorynor has anyone captured any (Indian) military posts”.Not surprisingly, senior Opposition leaders were drivento ask if that was indeed the case, what was the ongo-ing India-China military conflict in Ladakh all about. And even if one accepts the far-fetched “clarification”by the Prime Minister’s Office the next day that MrModi had been referring only to the Galwan Valley, why are we – several days later – still demanding thatthe PLA withdraw from Galwan? It does not even begin to make sense. And no matterhow much the PMO may talk about “mischievous in-terpretations” and the BJP, its pliant allies and Modibhakts in general try to spin the PM’s remarks, hisclear-cut claim – which was quickly and gratefully ac-knowledged by the Chinese – are still hard to explainaway. It’s in this context that we should see former PrimeMinister Manmohan Singh’s sage counsel to his suc-cessor on Monday to be “mindful of the implication ofhis words on the nation’s strategic interests” and that“disinformation” can never be a substitute for diploma-cy and decisive leadership. The BJP and its current president J.P. Nadda were ofcourse quick to hit back at Dr Singh, calling his state-ment a “mere word play”, and tried to change the nar-rative, as is its wont, by referring to an alleged 600Chinese incursions under the watch of both UPA gov-ernments, and claimed it had “abjectly surrenderedhundreds of sq km of India’s land”, but the ruling par-ty’s discomfiture was palpable.

Literature & CultureAnother hindu girl in Pakistan

forcibly converted, marriedIn another shocking inci-

dent, a minor Hindu girlhas been abducted from

Pakistan's Sindh province, converted to Islam and mar-ried off to her kidnapper.

The minor named Re-shaman from Jacobabad inSindh who was kidnappedand converted to Islam, wasmarried off to her abductorWazir Hussain on June 18.

However, the girl hassubmitted an affidavit claim-ing to be 19-years-old andhaving converted to Islam onher own free will.

Abduction and forcedconversions of Hindu minorgirls is rampant in Pakistanand has exposed the tallclaims by the Imran Khangovernment of security andsafety of minorities in thecountry.

According to the affi-davit, Reshaman's new Mus-lim name is Basheeran.

There have bee been nu-merous cases of forced con-versions involving Christianand Hindu girls, mostly mi-nors, across Pakistan whoare then married to Muslimmen in Pakistan.

Even police and politi-cians ignored their griev-ances and left the minorities

to live a miserable life.According to a Human

Rights Commission of Pak-istan (HRCP) report, at least1,000 non-Muslim girls haveforcibly converted to Islamin the country annually. Many of these girls belongto the Hindu community inSindh, where about eightmillion Hindus live.

Pakistan is a signatory tothe Universal Declaration ofHuman Rights which statesthat the right to freedom ofreligion includes the right tochange one's religion andthat no one shall be subjectto coercion to change theirreligion.

Despite these many cas-es of forced conversions, thecountry till now has turneddown two bills. The billstabled in 2016 and 2019 de-manded that the minimumage for changing one's reli-gion be set to 18 years, jailterms be sanctioned for any-one guilty of coercion, and a21-day period in a safehouse be mandated for theperson seeking conversion toensure that the decision hasbeen taken out of the freewill.

While rejecting the billin 2016, former Sindh gover-

nor Saeeduzzaman Siddiqui, said: 'When Hazrat Ali [thefourth caliph in Sunni sect, and the first Imam for theShia] can convert to Islam ata young age [9 years], whycan't Hindu girls?'

This kind of resistancehas also been seen during at-tempts to eradicate childmarriage in Pakistan. TheCouncil of Islamic Ideologycited Prophet Muhammad'smarriage to six-year-oldAisha, as narrated in hadiths(compilations of theprophet's sayings).

Though the country wasfinally able to pass legisla-tion against child marriagein 2019, the courts still allowforced conversions and mar-riage of underage girls likein Sindh where the ChildMarriages Restraint Act hasbeen in place since 2013.

According to Dawn, theSindh government attemptedto outlaw forced conversionsand marriages twice. Thoughthe bill was unanimouslypassed by the Sindh Assem-bly, religious parties object-ed to an age limit for conver-sions and threatened to be-siege the assembly if the billreceived the approval of thegovernor.

Mating influences females'life history, ageing

Arecent research provides insightinto how males influence theirmates' health, growth and fertility.

The study by led by University of Otago, was published in the American sciencejournal PNAS. The animal researchshows that mating with sterile males earlyin life increases female growth and subse-quent reproductive output, but reduces fe-male lifespan.

Lead author Dr Michael Garratt fromthe Department of Anatomy says the find-ings may have implications for animalbreeding, IVF and for understanding howdifferent aspects of reproduction influ-ence maternal health.

Their results show that infertile malemice caused females they were pairedwith to grow bigger and to live shorterlives. When those females mated with afertile mice later in life they producedmore offspring.

Together with colleagues from theDepartment of Anatomy and UNSW Syd-ney, Dr Garratt aimed to determine whichcomponents of interactions with males in-fluence female life-history and ageing.

"It is evident that males influencetheir mates' lifespan, growth and health.Until now, most of these effects werethought to be due to the effects of preg-nancy, giving birth and caring for theyoung after birth," Dr Garratt explains.

"This research is significant becauseit provides evidence that there are long-term consequences of social interactionsbetween males and females, regardless ofpregnancy and lactation that cause effectswhich permeate across the entire life-cy-

cle. "Previously we knew that these ef-fects occur in some insects, but it was notknown whether such phenomena wouldextend to mammals, which live for years, rather than months. It could have impor-tant implications for artificial insemina-tion in livestock and possibly even forhuman IVF."

Professor Rob Brooks from theUNSW Sydney says one of the most sur-prising results from the research was thefact that mating with sterile males early inlife increased later reproductive outputamong female mice, while mating withfertile males over the same period had theopposite effect.

"This suggests there are differing re-sponses to specific aspects of mating andfertilisation which can push and pull sub-sequent reproductive output in differentdirections," Professor Brooks says.

"What we do not know is whether hu-man mating behaviour prepares womenfor later reproduction in the kind of unex-pected ways that our study of miceshows.

We do know that some pregnancycomplications like pre-eclampsia are af-fected by the amount of pregnancy-freesex that the parents had before conceiv-ing."

Dr Garratt explains there are impor-tant differences in the way mice and hu-mans respond to mating. For example, mice go through pseudo pregnancy aftermating with sterile mice, while humansdo not, so there is a clear physiologicalresponse to mating in mice that may notbe translatable to humans.

Continuing social dis-tancing, and other pre-cautionary measures

like the use of face masks, and handwashing, could pos-sibly help in avoiding theneed for future lockdown, according to a modellingstudy performed by theBarcelona Institute for Glob-al Health (ISGlobal), an in-stitution supported by the "laCaixa" Foundation.

The findings, publishedin Nature Human Behaviour, also show that, in countriesthat have not yet reached thepeak of active cases, lock-downs must remain in placefor at least 60 days and de-confinement must be gradualin order to decrease the riskof second waves.

Several countries thatinitially imposed strict lock-down measures to limit thespread of SARS-CoV-2 arein the process of lifting them. However, how and when toease the restrictions is a diffi-cult decision - a delicate bal-ance between the need to re-activate the economy and therisk of a second wave of in-fections that could over-whelm healthcare systems.

"The problem is that as-sessing this risk is difficult, given the lack of reliable in-formation on the actual num-ber of people infected or theextent of immunity devel-oped among the population",explained Xavier Rodo, headof ISGlobal's Climate and

Health programme. In thisstudy, Rodo's team presentsprojections based on a modelthat divides the populationinto seven groups: suscepti-ble, quarantined, exposed, infectious not detected, re-ported infectious and con-fined, recovered, and death. It also allows to simulateboth the degree of populationconfinement and the differ-ent post-confinement strate-

gies. "Our model is differentbecause it considers the re-turn of confined people tothe susceptible population toestimate the effect of decon-finement, and it includespeople's behaviours and riskperception as modulatingfactors", explained XavierRodo.

"This model can be par-ticularly useful for countrieswhere the peak of cases has

not yet been reached, suchas those in the Southernhemisphere.

It would allow us toevaluate control policies andminimise the number of cas-es and fatalities caused bythe virus" explained co-au-thor and ISGlobal researcherLeonardo Lopez.

The use of face masks, hand hygiene, and 'shelter inplace' mandates have al-

ready demonstrated benefits. The aim of this study was toquantitatively evaluate theirrelevance as containmentstrategies.

The results clearly showthat the length of the firstconfinement will affect thetiming and magnitude ofsubsequent waves and thatgradual deconfinementstrategies always result in alower number of infections

and deaths, when comparedto a very fast deconfinementprocess.

In Spain, where the de-confinement was fast forhalf of the population andgradual for the rest, individ-ual behaviour will be keyfor reducing or avoiding asecond wave.

"If we manage to reducethe transmission rate by 30per cent through the use offace masks, hand hygieneand social distancing, wecan considerably reduce themagnitude of the next wave.Reducing transmission rateby 50 per cent could avoid itcompletely", says Rodo.

The results show that, even in countries that do nothave the resources to testand trace all cases and con-tacts, social empowermentthrough the use of masks, hand hygiene, and socialdistancing, is key to stop-ping viral transmission.

Simulations also showthat loss of immunity to thevirus will have significanteffects on the spacing be-tween epidemic waves - ifimmunity has a long dura-tion (one year instead of afew months), then the timebetween the epidemic waveswill double.

The model consideredtotal lockdowns and useddata available until May 25,but did not take into accounta possible effect of tempera-tures on viral transmission.

Social distancing only key toavoid second corona wave

China’s PLA is not aprofessional army.It is a uniformed

group of thugs whichserve the Chinese Com-munist Party. The pre-meditated ambush of thebraves of 16 Bihar at theGalwan Valley last weekwas planned to make itappear like a reckless In-dian Army action,“valiantly” defended bythe innocent Chinese. The casualties on the In-dian side were to be awarning to all who daredchallenge China. The cal-culation, purely arith-metical in nature, was tooutnumber and swarmthe Indians. The resultantfatalities were a signal tothe world that India was

the aggressor and hadbreached an honourableagreement, interfering inthe “peaceful disengage-ment” process. The PLAobviously didn’t visualisecasualties on the Chineseside, given that the ad-vantage of surprise laywith them. But they did-n’t factor in the fero-ciousness of the joint In-dian counterattack by 16Bihar and 3 MediumRegiment, which leftthem gasping and led tothe death and capture ofseveral of their officersand soldiers.

What were 300 sol-diers doing on a Hi-malayan ledge like goonson the Shanghai water-front? It’s obvious the

Chinese have no conceptabout the Himalayan ter-rain, where most casual-ties occur due to the envi-ronment rather than ene-my action. The PLA’soverall behaviour hasbeen so poor that it does-n’t befit a modern armyor a great power.

This action has onlyexposed its severe char-acter and tactical flaws.Despite grandstanding onpropaganda videos, thePLA’s professionalism orlack of it of was on fulldisplay in a much-report-ed incident in South Su-dan in 2016. When armedmilitias and drunk sol-diers of the South Sudanarmy stormed a UnitedNations camp guarded by

the Chinese army, the sol-diers just fled, vanishedinto thin air without giv-ing even a basic fight. Many female aid workerswere sexually harassedand a few civilians killed. The PLA just knows howto target unarmed peopleand cannot face armed re-sistance of any sort.

Which nation or mili-tary hides its casualties? One that doesn’t haveany honour, one that isoutdone or one that fearsthe outcome of casualtiesit has suffered. I findshades of all three in thePLA. It is dishonourableto carry out a premeditat-ed ambush after an agree-ment to disengage hasbeen reached.
