1. Introduction
1.1 About Archifest
This year marks the 10th anniversary of Archifest, an annual festival of ideas and celebration of local
architecture, public spaces and city organised by the Singapore Institute of Architects (SIA). To
celebrate this milestone year, SIA is collaborating with the Singapore Institute of Landscape
Architects (SILA) to curate a two-weeks festival that promotes the significance of architecture and
landscape in today’s built environment. Taking place at various venues across Singapore over the
years, the festival is a platform for local and regional communities of creative individuals, thinkers
and enthusiasts of the built environment to engage each other and the public in imagining a city of
the future through initiating change in the present.
Archifest 2016 will feature key events such as conversations between creative professionals, pop-up
Architecture studio by local architecture students, exhibition of award winning buildings &
landscapes, selection of films about architecture, mass wellness activities at the pavilion & a lineup
of independently organised fringe events.
1.2 The theme: “EXHALE”
Archifest celebrates the city we love in all its varied forms and elements. The landmark 10th edition
of the festival invites participants to step back and take stock. This year, SIA and SILA will collaborate
to broaden the discussion on design, culture and our built environment.
This year’s theme, ‘Exhale’, challenges the rapidity and density of activities that define our pace of
life. When we exhale completely and let our breath rediscover its own rhythm, we enable ourselves
to inhabit the city refreshed. Archifest 2016 seeks to weigh in on the state of Singapore’s built
environment and to breathe new life into it.
2
1.3 Pavilion Vision
The Archifest Pavilion is envisioned to be the physical manifestation of the spirit of Archifest this
year - Exhale. It is imagined to be a temporary, outdoor recreational venue which reinvents our
experience of a public space in Singapore, providing a comfortable, unique and multi-sensorial
experience of the city to be enjoyed by everyone.
2. Design Brief
The Archifest Pavilion is to be designed to achieve the Vision outlined in Section 1.3 - (Pavilion
Vision), address the items outlined in this section and be realised as outlined in Section 5
(Realisation).
2.1 Site
The chosen site for this year’s Archifest Pavilion is Raffles Place, a public green/space governed by
NParks which is highly accessible to people from all over Singapore as it is situated at the station
exits of two major MRT lines – North-South line & East-West line. It comprises of eight different
plots of elevated green which surround the two MRT train exits. The elevated green plots are
grouped as Zoysia Crescent, Zoysia Green, Zoysia Lawn, with footpaths cutting across the plots which
lead to the adjacent business district. Only Zoysia Lawn is selected to be used for the Pavilion while
Zoysia Crescent and Zoysia Green can be proposed for other usages during Archifest. (Refer to Figure
1.0)
Raffles Place’s central location, public’s impression, media representation & significance in the
context of its hectic surrounding make it an ideal site in response to the theme “Exhale” for Archifest
Pavilion 2016.
*Design proposals are to take the sculpture at Zoysia Lawn ZL2 into consideration.

2.2 Issues
a) Spaces to “Exhale”
The Pavilion should serve as experiential urban respite and offer opportunities for users to reflect
and view the surrounding in a different light.
b) Reimagining “Public Spaces” through landscape
The Pavilion should be a place of enjoyment for a broad cross section of society and provide a spatial
platform for innovative programming. Its landscape should form a synergy with the pavilion and
complement the theme.
c) Specificity of the site
The Pavilion should react to the site’s pace of lives of the working class, address macro issues such as
Singapore’s climate, local culture and also site-specific conditions such as the site’s history and
accessibility in the proposal.
d) Visual Communication & Connections
The Pavilion should also serve as an intriguing urban art-piece that creates visual communication &
connections that bring out the theme for passers-by and people viewing from the adjacent blocks.
e) Zero-waste
The Pavilion should be designed with minimal waste and minimal damage to the environment.
Designers are encouraged to use smart techniques including recycled materials, innovative
technology, energy efficiency and reduced wastage in the overall design. Proposals should also
consider the after-life of the Pavilion and the re-use of the materials once the Festival is over.
5

programmatic and technical requirements:
i) Weather proof area for exhibition integrated as part of pavilion

6
proposal should show indicative solutions with reasonable estimates. LEW drawings and
submission will however be required during development stage of the Pavilion and to be
provided by the appointed architect / builder.
