ABOUT THE CITY
Panipat, a historic city in Haryana (India), is situated on National Highway (NH-44). It is 90 km north of Delhi and
169 km south of Chandigarh. The three pivotal battles fought near the city in 1526, 1556 and 1761 were all turning
points in the history of India. Popularly known as the “City of Weavers”, it is one of the largest export-centres of
handloom products in the country. Being “the global centre for recycling textiles”, it is also known as the “cast-off
capital” of the world.
Panipat has many amazing tourist spots. The Devi temple, dedicated to Goddess Durga, is very prominent in the
city and attracts a large number of tourists. The eminent old structure at Panipat is a holy tomb or shrine or "dargah" (mausoleum) of
Muslim Saint Shaikh Sharafuddeen Bu Ali Qalandar. The city also derives its popularity from the names of Maulana 'Hali', a world
famous Urdu poet and Khawaja Ahmed Abbas, the well-known writer of Inqualab. Some other tourist attractions of the city are the battle
grounds where the three renowned battles of Panipat were fought. Panipat is equally famous for so many National Level Projects like NFL,
IOCL, NTPC and many more.
ABOUT THE COLLEGEE
I.B. (PG) College is one of the prestigious institutions of Higher Education in the historical city of
Panipat. It was established in 1956. Since inception, it has witnessed a remarkable progress on
many fronts. At present, it has the strength of more than 2500 students. The college is affiliated to
Kurukshetra University, Kurukshetra and is recognised by UGC. It has congenial atmosphere to
enable students to realise their full potential. Various courses, both at UG and PG levels are
offered, mainly in the streams of Arts, Science and Commerce. Our emphasis is on all round
development of our students. We assist them to grow individually, socially and mentally by organising co-curricular activities on regular
basis. Highly qualified and dynamic faculty members have a passion for teaching and they not only fulfil the academic needs of students,
but also sensitize them towards social issues so that they may add to the betterment of society. Every year, our students bring laurels to the
college by clinching University positions. The college has the honour to own a sprawling campus with well-ventilated classrooms, fully-
equipped science labs, computer labs and spacious AC seminar hall. In the pursuit for excellence, the college is constantly upgrading its
infrastructure and in the same direction, construction of a new and modern science block is in full swing. The college is proud of notable
alumni, who have distinguished themselves in different fields of academics, corporate and administration. We leave no stone unturned
to assure that every student becomes capable of playing a vital role in building sound base of a progressive society.
ABOUT THE CONFERENCE
In a Democracy, the poor will have more power than the rich, because there are more of them, the will of the majority is
supreme. -Aristotle Despite being a land of diversities, India is the largest Democracy in the world. For the proper functioning, the
powers are distributed among the legislature, executive and judiciary and they are running smoothly. Moreover,
India has been successfully conducting regular elections since last so many years. Citizens enjoy autonomy and if
unsatisfied, they can protest Government’s decisions. Many important changes have taken place in the country
which has paved the way for success and India is one of the fastest growing economies of the world.
In the words of Abraham Lincoln, “Democracy is a government in which everyone has a share.” It means the poor
and uneducated people are the backbone of Indian democracy as they form a large proportion of voters. Their
misconception is that whomsoever they will choose by casting their votes will work for their betterment. But their
expectations remain unrealised as “Actual Power” is vested with the rich people who manipulate laws according to their selfish motives.
India has been categorized as a “Flawed Democracy” with its rank falling to 53rd from 51st in the previous year, according to 2020 Global
Democracy Index released by The Economist Intelligence Unit (EIU). There are certain serious challenges that are being faced by Indian
Democracy like Corruption, Inequality and Illiteracy. The reality is worrisome and is far away from what has been said by Aristotle as
mentioned above. Moreover, the ongoing situation of pandemic has put Indian Democracy under threat.
The separation of powers has suffered a lot, with legislative and judicial accountability under threat. Although, the states were capable of
dealing with the pandemic, Powers were concentrated in the hands of Central Government and states were not granted enough freedom.
Not only this, Conduct of Elections is really difficult in this challenging situation of Covid-19 and Precautionary norms like social
distancing and avoidance of crowded gatherings will certainly hamper the smooth conduct of elections. All these issues need immediate
attention.
This conference has been planned to bring together experts, members from teaching fraternity, research scholars and students of Political
Science (the future leaders) from different regions to discuss various aspects of Democracy. They will be able to share their experiences
with people from a wide range of backgrounds which will help them to learn new perspectives. It will provide a platform to the participants
to interact freely and to find out the solutions to the problems that are the reasons of “Flawed Democracy”.
ABOUT THE DEPARTMENT
Political Science is a social science which deals with systems of governance and the analysis of political activities, political thoughts and
political behaviour. Study of the subject opens up multiple opportunities for Political Science graduates. Students can choose from diverse
fields available like Civil Services, Law, Journalism, Print & Electronic Media, Entrepreneurship, Teaching and Research etc. for
advancing their careers. The Department of Political Science has presently more than 500 students enrolled in the general course.
Department conducts classes according to the syllabus provided by Kurukshetra University, Kurukshetra. Informative lectures along with
ample study materials are provided by the faculty members to the students, which help the Department to maintain a consistent record of
academic success over the years. The Department regularly organizes various activities like Group Discussions and Oral Presentations on
current affairs through which the students can get a broader perspective of the latest Socio-Political Developments.

GUIDELINES FOR DELEGATES All Abstracts/Research Papers submitted must be original. They should not be published or under consideration
elsewhere. All Authors and Co-authors must write their designations along with the institutional affiliation and contact details. All Authors and Co-authors must register separately, and at least one has to present the paper. E-Certificates will be
given only to the registered delegates. The Abstract should begin with Title, then short Abstract and a list of Keywords. The Abstracts/Research Papers should be typed in MS Word, 12 font size, Times New Roman and 1.5 line spacing. The Abstract should be limited upto 300 words only and the full length paper should be of 2500-3000 words. The Plagiarism must not exceed the limit of 20% including References/ Works Cited. The Organizing Committee reserves the right to accept or reject the final paper at their discretion.
