1. In compliance with Presidential Proclamation 494 which declares the Year 2013 as the

National Year of the Rice (NYR) by President Benigno C. Aquino III, this Office enjoins everyone

to take part in realizing the national goal to achieve rice sufficiency in 2013.

2. In the implementation of agricultural programs such as the Gulayan sa Paaralan, School

Administrators shall encourage the school children to recite the "Panatang Makapalay" after the "Panatang Makabayan" every flag ceremony.

3. Recitation of the rice pledge will help the internalization of the students' and teachers' role

in saving rice and their role in the Rice Sufficiency Program of the President. Attached is a copy

of Presidential Proclamation No. 494 and the "Panatang Makapalay".

4. Immediate dissemination of this Memorandum is desired.
