Navajo Nation Demographic Analysis

Introduction This analysis of the Navajo Nation was undertaken by the Arizona Rural Policy Institute (ARPI) in

the W.A. Franke College of Business at Northern Arizona University for the planning

department of the Navajo Nation. The ARPI has produced the Demographic Profile for Navajo

Nation with the latest information available from the 2010 Census and the 2010 American

Community Survey (5-year estimates). This document is provided to Arizona tribes as a product

of the EDA Technical Assistance Grant provided to the ARPI at Northern Arizona University.

Although the American Community Survey (ACS) produces population, demographic and

housing unit estimates, it is the Census Bureau's Population Estimates Program that produces

and disseminates the official estimates of the population for the nation, states, counties, cities

and towns and estimates of housing units for states and counties. Therefore, this report

incorporates two major data sources. First, the official 2010 Census, primarily from the SF1 data

report to produce data on the population, age, race and ethnicity relative to Navajo Nation. The

second data source is the American Community Survey, 5-year estimate data for the period

2006 to 2010 and is annotated in the document as ACS 2010 (5-year estimates). The 2010 ACS

5-year estimates are based on data collected between January 2006 and December 2010. The

data were used to analyze household income, poverty rates, employment, language use and

household characteristics for Navajo Nation. Only the 5-year estimates are used as the data was

provided for small geographic areas, representing the average characteristics over the 5-year

period.

The analysis of demographics for the Navajo Nation first examines the 2010 Census and then

the American Community Survey where data is available. Demographic characteristics for the

Navajo Nation are outlined in three state partitions for Arizona, New Mexico and Utah.

Comparisons between the state partitions serve to provide further levels of comparison when

examining demographic characteristics of the tribe.

Appendix A contains official Census 2010 data and Appendix B contains American Community

Survey data (5-Year Estimates) and Appendix C contains the margin of error estimates to be

used to calculate the estimates for the American Community Survey data.

Population The population of the Navajo Nation saw a slight decrease in population (-3.9%) on tribal lands

in 2010 when compared to 2000. New Mexico tribal lands saw the largest decrease in

population (-5.7%), followed closely by Utah (-5.0%). Arizona, which has the largest tribal

population of the three states, saw a more modest decrease of -2.7 percent. This decrease in

tribal members, however, may not truly reflect the actual change in the tribal population

between the census periods. The SF1 census is considered the official count, and accounts for

only the population within the exterior boundaries of the tribal lands or nation.

Gender Differences in population between females (50.9%) and males (49.1%) on the Navajo Nation are

slight. Female gender ratios on the Navajo Nation are higher in all states. Females (51.0%)

comprise a slightly larger proportion of the population among New Mexico tribal members than

either of the other states Arizona (50.8%) and Utah (50.1%).

Age The Navajo Nation is dominated by those under 18 years of age. The under-18 age population

accounts for one third (33%) percent of all tribal members. The Utah portion of the Navajo

Nation has the largest percentage of the population under age 18 (36%), followed by Arizona

(34%) and new Mexico (32%). The fact that one-third of tribal members are younger than 18

years of age carries with it important policy implications. The large portion of younger tribal

members influences the provision of health and educational services as well as poverty and

workforce issues as well.

On the other hand, the tribe has fewer members who are 65 years or older as a proportion of

the total population. This age group, those who have retired and are out of the workforce,

account for one-tenth (10.0%) of tribal members. Overall the Utah portion of the Navajo Nation

has fewer members over 65 (9%) and more members under 18 years. The Navajo Nation has a

similar age profile to other Arizona tribes, with large percentages of tribal members under age

18. Overall,, those age 18 to 64 years account for 57 percent of tribal members, just lower

than the portion of the Arizona State population (60.7%). The large number of tribal young

persons will have an effect on the development of the tribal workforce in the future. See Table

3, and Figure 2.

A population pyramid, also called an age structure diagram, is a graphical illustration that shows

the distribution of various age groups in a population (typically that of a country or region of

the world), which forms the shape of a pyramid when the population is growing.

The population pyramids below (Figures 3, 4,and 5) illustrate the difference between male and

female 5-year age cohorts for the Arizona, New Mexico and Utah portions of the Navajo Nation.

At the top of the age pyramid there are generally more females than males, which is true for

the overall population as women tend to live longer than men. Both males and females in the

20-25 age cohorts are missing from the count. The age pyramid provides an illustrated

snapshot of the age structure of tribal members at the time of the 2010 census.

Population Under 19 Years Children under 19 years of age account for 37.4 percent of all tribal members. There are

85,316 males and 88,351 female tribal members, and of these 38.4 percent are males are under

age 19 and 36.3 percent are females under age 19. There are generally equal numbers of males

(28.3%) and females (28.2%) under age 5; sex ratios are also similar for those between 5 and 10

and 11 to 17 years of age. See Table 4.

Median Age The median age (point that splits the population where 50% are above and 50% are below) for

the Navajo Nation tribal members is 28 years, with males and females aged 27 and 30 years

respectively. The median age of tribal members is lower than the state of Arizona (36 years),

emphasizing once again the younger age profile of the Navajo Nation. See Figure 6.

Race Not surprisingly, the majority of the Navajo Nation tribal members identify themselves as

American Indian or Alaska Native alone (96%), while the remaining 4 percent are split between

white alone (2%), and multi-race persons (2%). This stands in strong contrast to Arizona, for

example, which is 73 percent white alone. See Table 6.

Ethnicity In terms of ethnicity, the vast majority of Navajo Nation tribal members (98%) self-identify as

not Hispanic or Latino; only two percent self-identify as Hispanic or Latino. This is much

different from the State of Arizona which was almost one-third Hispanic or Latino (29.6%) in the

2010 Census. See Table 7 and Figure 7.

Households In 2010, there were 49,946 households on the Navajo Nation, with an average household size

of 3.5 persons and an average family size of 4.1 persons as well. The average household size

of the Navajo Nation (3.4 persons) is larger than the State of Arizona (2.6 persons) as is the

average family size for tribal members (4.1 persons) compared to the state of Arizona (3.2

persons). Household size data for Navajo Nation is similar across all three states. See Figure 8.

The next portion of this analysis concerns households and their structure. The Census defines a

“household” as a person or group of people who occupy a housing unit. The “householder” is a

person in whose name the housing unit is owned, being bought, or rented. A “family

household” consists of a householder and one or more people living together in the same

household who are related to the householder by birth, marriage, or adoption — it may also

include people unrelated to the householder. If the householder is married and living with

his/her spouse, then the household is designated a “married-couple household.” The remaining

types of family households not maintained by a married couple are designated by the sex of the

householder. A “nonfamily household” consists of a person living alone or a householder who

shares the home with nonrelatives only; for example, with roommates or an unmarried partner.

Family households (76%) dominate on the Navajo Nation, although traditional married couple

families are in the minority (39%), which is lower than the State of Arizona overall (48%).

Households headed by a female (single moms) account for one-fourth (26%) of all Navajo

Nation households. Two-thirds (65%) of all households are either married couple families (39%)

or households headed by single mothers (26%). Other household structures include non-family

households (24%), the majority of whom are unmarried partner households (9%). See Table 8

and Figure 9.

Unmarried partner households (9%) occur at a higher rate on the Navajo Nation than in the State of Arizona (8%). Households with a member over age 65 account for one-fifth (22%) of all households, occurring at a lower rate than the State of Arizona (26%). Finally, tribal households are more likely to be headed by a single mother with their own children under age 18 (12%), a higher rate than the State of Arizona overall (7%).

In terms of household characteristics 29 percent of all households are headed by a

householder, lower than the State of Arizona (37%). Spouse headed households comprise a

small minority of Navajo Nation households (11%), less than the State of Arizona (18%).

Children are found in one-fourth of all households (23%), lower than the State of Arizona (29%);

findings are comparable for Navajo Nation populations in all three states. See Table 9 and

Figure 10.

Family households dominate among Navajo Nation tribal members (76%), compared to 66

percent for the State of Arizona overall. Non-family households account for one-fourth (24%) of

tribal member households, less than the State of Arizona (34%). Husband and wife families

account for half (52%) of households, less than the State of Arizona where households are 73%

as likely to consist of husbands and wives. Households on the Navajo Nation (26%) are two

twice as likely as the State of Arizona (12%) to be headed by a single mother. Households on

the Navajo Nation are more likely (49%) to have children under the age of 18 living in the

household, than the State of Arizona generally (34%). Households headed by single mothers

are comparable for Navajo Nation populations in the three states. See Table 10 and Figure 11.

(8.6%) than they are, for example, in the State of Arizona (2.3%). There are few differences

between the proportions of children by age living with grandparents, when comparing the

Presence of Multigenerational Households Households on the Navajo Nation are three times more likely to be multi-generational (14.7%),

than they are, for example, in State of Arizona overall (4.9%). The Census defines

multi-generational families as family households consisting of more than two generations, such

as a householder living with his/her children and grandchildren. Multi-generational family

households may be more likely to reside in areas where new immigrants live with their

relatives, in areas where housing shortages or high costs force families to double up their living

arrangements, or in areas that have relatively high rates of out-of-wedlock childbearing. The

data show that multi-generational households on the Navajo Nation are more common in New

Mexico and less common in Utah; Arizona is right at the average. See Figure 13.

Household Income

The median household income for the Navajo Nation is $27,389, which is approximately half

that of the State of Arizona ($51,310) overall. One-third (32%) of all households on the Navajo

Nation have incomes of less the $15,000 when compared to the State of Arizona (17%). Tribal

members have the same proportion of incomes between $15,000 and $35,000 (28%), a rate

that is slightly higher than the State of Arizona (22%). Only small percentages (13%) of tribal

members have incomes in excess of $75,000. Few differences appear in the data on

household income for Navajo Nation populations across the three states. See Table 12 and

Figure 14.

Supplemental Income

Households on the Navajo Nation are about as likely (26%) to have Social Security income as

are residents of the State of Arizona generally (29%). Tribal members are twice as likely (22%)

to receive SMAP assistance than are residents of the State of Arizona (10%). Navajo Nation

tribal members in Utah are less likely than the other two states to receive Social Security

income, whereas those in New Mexico are less likely to receive Food Stamps or SNAP

assistance. See Table 13 and Figure 15.

Poverty Poverty rates on the Navajo Nation Reservation (38%) are more than twice as high as poverty

rates in the State of Arizona (15%). Almost half (44%) of all children under 18 years of age are

considered to be living in poverty, while one-third (34%) of tribal members between 18 and 64

also live in poverty. Almost one-third (29%) of persons living in families on the Navajo Nation

live in poverty, twice the rate of families living in poverty in the State of Arizona (13%), for

example. More than one-third of all persons over age 65 (39%) also live in poverty, five times

higher that the State of Arizona (8%) for this age group. Poverty rates are consistent for Navajo

Nation tribal members residing in all three states. See Table 15 and Figure 16.

Households in Poverty The Census Bureau uses a set of money income thresholds that vary by family size and

composition to determine who is poor. If a family’s income is less than a family’s threshold,

then that family and every individual in it, is considered poor. Further the ratio of income to

poverty can be used to measure the degree or depth of poverty. The ratio of income to poverty

compares a person’s income with their poverty threshold, and expresses the comparison as a

fraction. For example, a poverty ratio of 1.0 (income at 100% of poverty level) means a person

is living right at the poverty line; a ratio of 0.5 (income at 50% of poverty level) would mean

that a person is living in a household making only half the income designated as the poverty

threshold. The Census Bureau describes those with family incomes below one half of their

poverty threshold as being “severely poor.” People with incomes at or above their threshold

but below 125 percent of their threshold are classified as “near poor.”

More than one-third (38%) of the Navajo Nation tribal members are classified as “severely

poor,” with poverty ratios that ranges from below 0.5 to .99. These rates are more than twice

as high as those of the State of Arizona (15%). A further 29 percent of tribal members are

classified as above the poverty line with poverty ratios between 1 and 2. The data indicates that

more than one-third (38%) of households are below the poverty line, while the remaining 62

percent are located above the poverty line. Again, data are consistent for tribal members

across the three states. See Table 16 and Figure 17.

Fertility The birth rate for women between the ages of 15 and 50 years for the Navajo Nation is 5.7 percent, slightly lower than the State of Arizona (6.2%). The birth rate for unmarried mothers on the Navajo Nation Reservation (3.8%) is also slightly lower than the State of Arizona overall (4.3%). ACS Margin of Error Estimates The ACS estimates are based on data from a sample of housing units and people in the population, not the full populations. For this reason, ACS estimates have a degree of uncertainty associated with them, called sampling error. In general, the larger the sample, the smaller the level of sampling error. The ACS calculates standard errors for each estimate produced and publishes the 90 percent confidence level margins of error (the Census Bureau standard). You can be 90 percent confident that the interval within the margin of error from the estimate includes the true value. Users can add and subtract the margin of error value from the estimate to find the top and bottom of the range within which the ACS is 90 percent confident in their estimate lies.

Understanding margin of error A term you will often come across in survey research is "within the margin of error." Most people hear the term frequently during election season when results from polls are reported. Many surveys and polls collect data from a representative sample of a population to make determinations about a larger population. Results would be somewhat different each time the survey is administered to a different representative sample. The margin of error accounts for these differences by calculating an upper and lower boundary the true result would likely fall between if every member of population was surveyed. For example, in the case of the Navajo Nation the ACS has established that the median household income (the point at which 50% of households are above and 50 % of households are below) is $26,232. The estimates also indicate that the margin of error of plus or minus (±) $988 percent at a 90 percent confidence interval. The margin of error tells us that if the same survey were administered to the Navajo Nation members again, it is highly probable that the median income would be $25,244 and $27,220 or the median household income ($25,232) ± $988.
