This final BP Replication Assessment Report covers the entire replication period

of the constructed wetland in Alaminos City of the BP model in Udonthani City, Thailand under the auspices of the Democratic Local Governance in South East Asia (DELGOSEA).

The report summarizes the various activities undertaken from the start of the

project replication up its current implementation status as well as highlights certain milestones indicative of its success and sustainability.

Essentially, this report was culled from all the project documents: logframe, transfer concept, and monthly monitoring reports and passed upon by the

project coaches and by the local Project Management Team. Eight guide questions provided by the Delgosea National Coordinating Office:

1. How do you evaluate the overall progress, starting from the

beginning of the action/project until end of May 2012? Provide a picture comparing pre-situation with the situation in May 2012.

Before the project: Prior to the replication of the project, the local government of Alaminos City and the people of the city in general were unaware of the

possible ill effects of indiscriminately discharging wastewater emanating from households and commercial establishments into its canals which naturally gets

absorbed in the areas it passes en route to the Alaminos River. These untreated waste water that reaches the Alaminos river eventually empties into the Lucap beachfront, the gateway to the Hundred Islands National Park.

Not densely populated and relatively less urbanized, the city as well as its

people of Alaminos were not aware of the possible ill-effects of untreated waste

water being into their canals. Neither were they aware that without building

capital-intensive wastewater treatment facilities, wastewater from households and commercial establishments can be treated naturally by coursing them through a series of ponds where the combined action of plants, bacteria and the

sun would cleanse the wastewater of its toxins, metallic content and other hazardous components.

Hence, the LGU decided to replicate the constructed wetland project from among the menu of projects it was presented by DELGOSEA.

After the project: In the final dialogue with the community stakeholders, there

was unanimity among the participants on the following:

� The important contribution of the CW in protecting the city’s environment particularly in not polluting its river as well as its ground water;

� The importance of endemic plants found everywhere as natural cost effective purifier of polluted water;

� The CW’s contribution in preventing diseases arising from indiscriminate dumping of wastewater in the city’s canals and waterways;

� The CWs’ contribution in not polluting their agricultural lands, and in protecting the sea surrounding the Hundred Islands National Park – a city

and a national treasure; and � The participation of all stakeholders, particularly the private sector, will

ensure the success of any project of the city government.

2. What have been the main achievements or project replication? Refer to the objectives and results.

There are two project objectives: 1) Improvement of environmental governance by way of reducing water pollution to the creeks and rivers that ultimately drain

in the waters surrounding the Hundred Islands National Park, and 2) Upliftment of the living conditions of the community particularly marginal farmers as a

result of the improvement of water quality for agricultural use. Following is the achievement status of said objectives:

attraction) been surveyed to determine the

geographic areas where these wastewaters come from.

The current CW replication project being undertaken is only

a pilot project for what would be a total of 4 CW projects in the city to comprehensively cover

the sources of wastewater.

The pilot project in Barangay Poblacion in Palali was chosen for two reasons: a) it will

capture the wastewater from two (2) big markets as well as

other commercial establishments in the downtown

area.

To complement the

effectiveness of this project, the city government has tightened

the enforcement of its local ordinances on sanitation, i.e., use of wastewater treatment

facility at household and commercial establishments and

solid waste management.

Expected Result 1

Reduction in the level of water pollution coming from households and business

establishments by at least 90%

Actual reduction in the level of water pollution cannot yet be ascertained as the CW is not

yet operational. However, the city government is optimistic

that pollution will be reduced by 90% once the CW is operational by the end of the year.

of the following activities are

significant to consider:

a. Environmental scanning 100% completion of all the six

activities outlined in the logical framework of the project: barangay consultations, profiling

of population and households, inventory of business

establishments, GIS mapping and topographic survey of the project site, baseline water

quality monitoring and soil analysis

b. Project Site Identification Right Choice of Pilot Project Site – For the LGU and the

community stakeholders the remaining components of the CW project, the pilot project

should succeed. This means that the pilot CW has to have an

impact on reducing polluted waste water. Barangay Poblacion is the best choice as

the pilot area for the CW since it will capture the wastewater

from two big city markets and the other commercial

establishments located in the downtown area.

This phase of the project has been the major source of delay

of the project owing to the difficulty in looking for landowners willing to lease their

land for the purpose. The Land deal for the pilot project site has

only been inked in March 2012.

c. Design & Construction of Pilot CW

Design of the CW has been

approved for implementation after undergoing review and revisions by the Project

Management Team.

have already been put in

place to ensure the continued and efficient operation of the project.

3. What have been the main benefits for the people so far (e.g., socio-economic/and or environmental impact of replication0? And

how did this impact the living condition of the people? Please refer to the overall objective.

Economic Benefits: The economic benefits, as a result of the CW project, are expected to come

from two areas: increased agricultural productivity and increased tourism activities.

Increased Agricultural Productivity - The assumption here is that much improved quality of water for agricultural use will improve harvest of agricultural

produce. Whether the 10% increase in production yield will be achieved is still to be validated when the CW becomes fully operational.

Increased Tourism Activities - The Hundred Islands National Park is a unique national heritage to the city of Alaminos. As such, preserving it in terms of

keeping its waters pristine and pollution-free is expected to increase tourist arrivals in the city, along with its ancillary benefits. In the May 2012 tourism

briefing given us by the office of the City Mayor, tourist arrivals have markedly increase by more than 20% versus previous year figures. This is not however

directly attributable to the impact of the CW project. Increased Economic Activities in the CW. The CW is envisioned to be a park

where people converge to relax, exercise or as educational destination for students. There will be ambulant vendors, souvenir shops, and small

restaurants to cater to the needs of these people. Social Benefit:

A very notable effect of the CW project is that it has renewed the active

participation of the local stakeholders in the community. Non-government organizations, including religious-based organizations from different sects, have rallied behind the project. Private business have also thrown their support

behind the project volunteering their business establishments as venues for Information and Campaign activities.

The CW is envisioned to be a natural park where people can relax, exercise and enjoy nature at its best. It can serve as a place for educational tours.

Environmental Benefits:

True to its being an environmental project, the CW project has already resulted in concrete measures:

1. 100% installation of water treatments facilities in households and

commercial establishments; and 2. Strict implementation of the local ordinance on solid waste management

which implementation greatly complements the CW project;

4. What impacts (e.g. in terms of capacity) could you observe on behalf of the pilot city taking part in this project on transnational best practice exchange?

At this stage of the project, much of the impact of the project has primarily

been from the direction of the BP model to the replicating city of Alaminos. The actual exchange visit made by the local officials of the replicating city to the city

of Udonthani City in Thailand has inspired and increased the resolve of the LGU to push through with the replication to its successful completion as well as sustainable operation.

With the assistance however of the League of Cities of the Philippines and the

League of Municipalities of the Philippines, we are expecting a number of cities and municipalities in the Philippines to take on this project to address their respective waste water pollution concerns.

5. Did the city cooperate with third bodies (e.g. LGAs, business, or academe) which supported the replication process?

The city of Alaminos has always approached the replication process in a multi-stakeholder manner. At the national level, where relevant policy concerns are

resolved, the project has consulted with the appropriate national government agencies.

To help Alaminos market the project to other LGUs in the Philippines, it has enlisted the support of three local government associations (ULAP, LCP, LMP).

At the LGU level, all community stakeholders are being regularly consulted and engaged. So far, the responses of the local stakeholders have been remarkable.

6. How has the knowledge been shared with other cities or even replicated to other cities?

The project is still to be completed so knowledge sharing to would-be replicant LGUs cannot yet be undertaken. The city government, however, committed to

finish the construction phase of the CW on or before the end of 2012. Once the CW becomes operational, the city government can:

� share its experience with other members of One Pangasinan Alliance (OPAL) as promised by the city officials at the start of the project; and

� endorse to the League of Cities (LCP) for possible replication in other member cities.

7. How will the city continue replicating the best practice? What are the planned activities until end of 2012?

The city government should revise its timetable regarding the construction phase of the CW and strictly follow it so that it can be completed on or before

the end of the current year (2012). In the meantime, the city agriculture office can start collecting the various types of plants e.g. filtering wetland

grass/plants, mosquito repellant plants, all-weather flower plants, etc. which are endemic in the city to serve purifiers of polluted water. The city should also engage more frequently the participation of stakeholders who have already

operation of the CW park. The city will continue replicating the best practice by providing resources for the

construction of the other 3 CWs. The city will also share its experience with other members of One Pangasinan Alliance (OPAL) as promised by the city

DELGOSEA Constructed Wetland Project for possible replication in other member cities.
