Before the formation of Dr. G.M.Dimitrov's Committee, Dr. Dochev.wrote to him and asked for an interview, hoping that an underdtanding• would be reached to combine their efforts. However, Dr. Dimitrovreplied that his aim wns to fight not only Conatunists but also

• Pascista.- Since he considered Dochev a Fascist, an interview wouldbe superfluous.

Dochey-offered his services to the Anericans in Austria, andworked, for them both In Austria and Germany for over two years,in 1947 and 1948. During this period he was able to send several'men back into Bulgaria: for intelligence purposes. Also he carriedon correspondence with people in Bulgaria by way of Bulgariansworking on the Danube boats.

• Dochev still has in his possession an identification card . autho-rizing him to travel with locked brief cases or suitcases withU.S.A„markings, ttc. I saw the card personally. It was issued byHeadquarters European Command H.Q.Economic . SurVey Unit, A.P.O. 757, .U.S.Army, , Munich, June 23, 1948 in the nano of Dr. Ivan Dotscheff(German spelling of his name which has also been used in hisCanadian passport).. While waiting for a U.S. visa, the Britishoffered him one for Canada, and since someone had told him thatprobably the U.S. would not give him . a visa because Dr. G.M.Dimitrovhad turned in a report against him, he decided to accept the British

.Dr. Vochev is going to become a Canadian citizen but says that hisheart is not here but in Bulgaria. When the right time comes, hewants to go back, at the head of a group of men about 500 strong,to enter the' country illegally, deploy his men throughout the landand :organize a general revolt in preparation for the coming of the'outside- world fordes against Communism. He claims that he is mutat:.:better .known in Bulgaria both in the villages and towns than Dr.d.M.Pimitrov ever was and that he would be willing to bet that in.case:or's vote he would win the majority without any trouble.'However, he would like to go back only when the time is ripe for

Dr. Dochev thinks that either Dr. G.M.Dimitrov or someone in hisemploy has reported falsely to the U.S. authorities as follows:

1. • That the Legion was a Fascist organization while Dochev wasits head.

2. That the Legion carried out anti-Jewish activities while infact it was the Ratntftsi which did that. The leader of theRetnitsi, Prof. Rantarjiev, was admitted'to the U.S.

4..That he had supplied a Salted photograph.of Dochev in Germanmniforin'while actually Dochev has never had anything to do with

• the Germans.

Dochev is very anxious to be allowed to come to the United States- occasionally to speed up the organization of the Bulgarians. He; would promisa to carry out to the letter any conditions whichthe U.S. authorities might deem fit to require.

My personal opinion. (if it is in order to offer it) is that hisdossier ought to . be checked and that, if no other reasons existagainst him, he should be allowed to come in on short visits sincehe could be extremely valuable, especially as he would be willingto follow instructions.

The paper' is edited by a committee, but Dochex does most of thework free of charge. He has a mailing list of about 1000, but only200 arepaid rahscriptions. Because of the lack of fund*, it now

appears only once a month.•

Dochev offered to print the Nees Letter of the American'BuigarianLeague in his paper against payment of what it costs the 'Leaguenow, but his offer was turned down. He says that he needs 1000paid' subscriptions in order to break even and improvethe paper.His paper could . do an excellent job to counteract 1 BulgarianCommunist preasOpy
