Enclosed are two Letters which have been mailed to the diplomaticand consular employees . of "Polish People's Republic" and whichhave not been yet sent to you since you have been just moving toYour new apartment.

At the same time, we would like kindly ask you to send us copie sof these threatening letters directed to Mr. Jerzy Kosinski,Mr. Eugene . Kusielewicz, the widow of late Alexander Janta andother persons, which have been manufactured by your disinformationsection. These copies are necessary for our research work.

By this occasion', we like to inform you that we are preparinga memorandum on the subject of tactical mistakes sysematically

. commited by your disinformation section and about the insuffitientprofessional education of the employees of that section in New:fork posts arid at the consulate in Chicago as well. This memo-randum shall be send ta the highest-responsible official of theMSW in Warsaw, immediately after its final complection.

Hanff advised that'he has made many contacts amongthe "Polonia" since he organized "Wolna Polska", .and theseindividuals have contributed articles to his publication and-•in some instances, details of their experiences with the PolishSecurity Service. (PSS), while others have advised him of theirassociation with representatives from Poland assigned to theUnited States, all of which aids -in his 'publication.

Hanff advised that he also directed about 230 lettersto ' United States based Soviet employees, which letters bore nothreats, but merely suggested that these individuals Might betired of the Soviet rule and desirous of cooperatins with the

'author. Hanff advised all the letters he sent to the Sovietemployees were on the letterhead of "Free Cossackia", a newpublication he is publishing..

Hanff produced his translation from Eussian intoEnglish of letter illustrated on Page 11,'which he . directedto th08e individuals shown. on Par.;e'l . 1 2 through 25. HanffcOmmented that he intends to continue his letter writing, hopingto convince even just one individual.

Hanff advised that Mroczl:owski was born .in Poland, came to the United States several years ago, and isdefinitely anti-coMmunist. Hanif advised that "Po Prostu" isa monthly publication designed to appeal to Polish youth and.the articles printed therein are designed to be informativeand relate to historical, as well as current Polish events.Hanff mentioned that as far as he knows, "Po Prostu" has been.very well received among the "Polonia" but more important, tendsto disrupt the Polish Government employees who have "smoothed

Hanff furnished the following information concerninghis background in written form set forth hereafter:

"My father, Paul von Hanff, was a construction engineerof profession,. born in Russia but of Kurland Barons . ' decent, workedfor the US Military Intelligence during the war against the SovietUnion in 1919-1921 He followed after General Budennyj's Red Armywith the Army Drama Theater (my mother was a Professional actressat the same Theater) and passed the information through the USIntelligence to. the fighting Polish Army, •which at that time didnot have its own information sources in the Soviet Union. Later,

• he was apprehended by the GPU (former name of the political police,now KGB) and put away in the Kresty Prison near .St. Petersburg.After the Peace of Brest, he was exchanged for the prisoners heldby the Polish Army, and Came to Poland. Instead of immigratingto the USA, he had chbosen to work for an american contractor,U.LEN .ec. Co., who actually was constructing new sewerage systemfor the City of Czestochowa.. In the year 1921, thanks to theRed Cross, my mother (together with grandmother and my brother)has been released from the Soviet Union and the family reunitedthin in Czestochowa,. Poland.

"I was born in Czestochowa, Poland, on November 2, 1926.Since 1928 I have been living in Warsaw, Poland. From 1932 to1939, I was a student at the Grammar School #101, the only schoolIn Warsaw,' that was designated for the children of protestantreligion.. From 1939 to 1943 I attended High School . in Wilno, Poland,The City of Wino has been occupied: 10-9 by —the Soviets. 1939-19L1Cby Lithuanians, 1910-1941 again by the Soviets, and 1941-1943 bythe Germans. By the time I had finished High School I have alreadyhad good knowledge of Russian, German, and Lithuanian ' languages.

'Year 1943 was the most significant one in my life...I came to Berlin, Germany, where I worked for a while, then Ihave obtained an Alien Passport stating that I am a resident ofBerlin, which was very important at that time, giving me the rightof freedom to travel within Germany and incorporated countries."

"I came back to Warsaw and there I have met my old school friendsand I have been introduced to the -people from the Polish UndergrondMovement. I started to act for the Intelligence Service. I wentback to Berlin and there I studied day-time .at the Higher School.of Foreign LanguaRes (Seminary for Interpreters of . Russian) andat the School of Military Interpreters in the evening. I havespent some weekends in Hamburg, Leipzig and Dresden fulfillingsmall intelligence assignements received from Warsaw.

"In 1944 I had received interpreter's diplomas in Russianarid Polish, when I graduated from the above-mentioned Higher Schoolof Foreign Lanuages. Then; I have had a proposal to take thepost of an. interpreter f:n rank of Lieutenant at the MinisteriumOf Air Forces in Berlin, but following an advice from Warsaw I hadrefused and went back to Warsaw. At the age of 17 I have beenentrusted the post of a Deputy Chief of the Propaganda Departmentof District Governor of Warsaw, supervising the printing shopsand the Cenzor's Of fice. Short l Y thereafter, I 1-lve been --,-rr,,stedfor stolen 'blanks and forms from the Governor's Office.

"No connections or links to the Polish Underground havebeen discovered despite the torturing I received during interrogationand as a result. of that . investigation I have been sent to the Army,in order to have the honorable chance to die. Few months later.In Romania, I tried to escape from the Army, have been captured.tortured and sentenced by the IV Army Military Court. The strictconfinement sentence has. been changed to the service in a specialbatallion #500 (and later #550), and I have been sent to the EastFront.

"In 1945 I have been captured by the Soviets.in Latvia.The very next day I have been employed by the Military Intelligenceof. 811th ArMy Corps of the Red Army. I was- evaluating captureddocuments, interrogating the German POW's, and operating loud-speaker over the front line. .Three months later, I . was transferred"

."into the hands of the NEVD and sent to Moscow for-inprisbnmentin the concentration camp. The var was over, but not for me.In the Camos I refused to work, I have been many times transferredfrom one camc to another, many times I have been tortured and

'after my att7oted escape I have been sent to the Prison #2,Butyrid, Mow. I have been there for almost a year. But thistime was not wasted one. Together; in my cell, there has beenover 20 Weli-nown scientists of various professions. We haveheld regular 2ourses in medicine, biology, culture law, andhistory. 1e called it: 'The Academy. of Butyrid'. The time spentin.that 'Academy' was a subject . of a. book written by one of myfriends; Henryk Eiger, Dipl. Eng., now living in Stockholm. Afterbeing given the sentence of . 7 years in a prisoner camp, I have beentransferred to Perm (Ural Mountains), where I have worked foralmost 2 years as an Assistant to MD in the prisoner camo's hospital.I had worked 16 hours'a day, and thanks to that job I have survived.

" In 1948 the Soviets turned me over to the Polish regimeauthorities which released me. Back in Warsaw, I began studyingat.the'Acadey for Political Sciences (ii), wori,:ing at tne . sametime, until the Academy was resolved by the Government. -I becamea drop-put from further studies because of the knowledge that asa fromer prisoner of NEVD and as a person who never would be a'member of the communist party, even after receiving a degree,I could not have any position of importance. This also explainsthe causes and reasons for my subsequent changing of jobs.

authorities have made some kind of apologizing in respect to myinprisonment in the year 1950 and in the spring of 1957 grantedMR a passport valid for multiple traveling to the Western Germanyin sort of a private business activity and promissing the rightto emmigrate whenever I wish, including my wife and son. Hanff stated that he firmly believes that he is notviolating any of the laws of the United States with his publi-cations, or his directing letters to various employees of the

•Soviet and/or Satellite establishments in this country. Hanffcommented that he has also sent his publication "Wolna Polska"to several United States senators and congressmen,— along withhis personal letter explaining his reasons for such actionsand several of their reply he reprinted in "Wolna.Polska".He also directs his publication to the proper authorities atthe United Nations and even offered to speak before the UnitedNations to alert those officials as to his future actions.

Hanff stated that he would cooperate fully with allUnited States Government agencies and any information of valuehe receives which could assist such agencies in their respectiveresponsibilities, such data would be immediately given to them.

He advised that in the near future he intends to addto his publications "Free Rumania" and "Free Bulgaria", Utin4ngthe same format as previous publications, as well as directingletters to those respective officials.

• On February 27, 1976, Hanff furnished the New YorkOffice of the FBI four typewritten copies, in the English language.of letters he had mailed to various individuals and/or.organizations,copies of which are set forth below. The letter,. Page 36, wasmailed to 600 ambassadors of various countries and to United Statessenators and congressmen, Page 37 was sent to 30 news services,Page 38 was sent to 110 United Nations Missions, and Page 39*wassent to 80 Pekao Trading Corporation representatives in theUnited States.
