Royal Asiatic Society of Sri Lanka - Library Rules and Regulations

(With effect from 1st January 2018)

General

o Opening Hours: Library is open from 9.00 am to 5.00 pm, Sunday to Thursday. Closed on Fridays,

Saturdays and Public Holidays.

o Using the library is allowed to;

Members of the Society

Non Members who have obtained one of the following reader passes;

One day reader pass(Local) - Rs. 100/=

One day reader pass(Foreign) - Rs. 500/=

Two weeks reader pass(Local) - Rs. 500/=

Two weeks reader pass(Foreign) - Rs. 1000/=

Requesting books

o Readers cannot enter the library.

o Readers are required to fill a slip available at the counter with the details of the books and journals

they want to refer/ borrow from the Library catalogue and handover the Staff Librarian.

Library Collections - Library books are of four (4) categories.

o Reference Collection – Readers can refer the Reference Collection, denoted by a ‘R ‘ on the cover

or ‘Reference Only’ in the book.

The Reference collection comprises of the following;

Books printed before 1970

Publications above the value of Rs. 5000/=, acquired recently

Books which are out of print at present, decided by the Library Committee

All journals excluding the New Series of the RASSL journal (from 1950)

All Annual Reports, Administration Reports, Sessional Papers and other reports published

by state organizations

All Manuscripts, Encyclopedias, Dictionaries and Bibliographies and similar publications

Any other publications decided by the Library Committee to be included in the Reference

Collection

o Loan Collections

o Lending Collection – This collection comprises of;

Books that are not categorized under the Reference and Loan Collections

o E-book collection – The Library maintains an e-book collection, which is available for readers via

RASSL computers.

Lending of books (Extract from Article 55 and 56 of the RASSL Constitution)

o 55. Every Resident Member shall be entitled to borrow two books at a time from

the Library except such books as are reserved for reference only.

o 56. (a) Books or Journals borrowed should be returned to the Library within thirty

days. A member could borrow the same book or journal for a further period of thirty days

provided no other member has applied for the same book or Journal.

(b) A member who has retained a book or journal for more than thirty days without prior

authority will be liable to a fine of Rs. 1/= per day per publication, for any additional days the

books etc. have been retained by the member.

(c) A member who has failed to return the publications borrowed for a continuous period of

three months would be notified in writing by the Librarian to return the books along with the

fines due on them.

(d) If, even after such notice, the publications are still not returned by the member, the

Librarian should bring the matter to the notice of the Council without delay for appropriate

action.

(e) The Council shall, at its very next meeting, after such information is received, inquire into

the circumstances of such delay and, if no satisfactory explanation is tendered, take action to

suspend the defaulting members for a specific period.

(f) If such member still fails to return the books etc., any action deemed fit, including expulsion

from membership may be taken. However, if the publications are returned by this time, he

shall yet be liable to a penalty that would be decided by the Council.

Copying facilities - Following copying facilities are available at the library.

o Photocopy

Photocopies are provided from books and journals not older than 50 years.

Charges for 1 A 4 page – Rs. 5/= single side and Rs. 6/= double side.

o Scanning

Scanned copies are provided from books and journals older than 50 years.

Charge for a scanned copy - Rs. 20/= as a A4 page (or single image) and Rs. 30/= for a

printout.

o Photographing

Readers can bring their own camera and copy materials from books and journals, by paying

following amounts (subject to copyright law).

Members - Rs. 100/= per day, a maximum of 2 books.

Non-Members - Rs. 250/= per day, a maximum of 2 books.

Members are requested to sign the Readers’ Attendance Register kept at the Counter [This set of Rules and Regulations recommended by the Library Committee was approved by RASSL
