SUBJECT: 2020 Pavement Preservation Program Projects Multiple Job and FAP Numbers Various Counties Tier 1 Categorical Exclusion
After appropriate environmental review, it has been determined that the subject jobs are a Tier 1 Categorical Exclusion as described by the ARDOT/FHWA Programmatic Agreement on Categorical Exclusion Documentation and Processing. Public hearings will not be offered for these projects.
The purpose of these projects is to preserve and rehabilitate the highways. A table listing the projects, their locations, and type of work involved is attached, along with cultural resources clearances. No endangered species will be affected by the proposed projects. No Section 404 permits will be required.
The projects will not involve relocations, prime farmlands, wetlands, underground storage tanks, hazardous materials, any environmental justice issues, or cultural resources. These projects have been determined to generate minimal air quality impacts for Clean Air Act criteria pollutants and have not been linked with any special mobile source air toxic concerns.

A records check at the Arkansas Archeological Survey shows no sites in or near the right-of-way (ROW). No cultural indicators were found on the 1827 and 1840 General Land Office plats in or near the project. The 1936 Jefferson County road maps show several structures along the routes. No recorded historic structures are shown on the AHPP structure database in or near the ROW. The project will require no new ROW. All work will be within the existing ROW and the extremely limited scope of the project does not have the potential to affect any undisturbed land surfaces or potential historic properties. This project is subject to the 1999 MOA and falls under the exempted Work Category “Resurfacing.” The project is not considered an undertaking and requires no further work or Section 106 review.

Job Number 020650 Hwy. 54 North & South (Dumas) (S) Route 65, Section 17 Desha County
The above referenced project involves milling and inlay with addition of fog shoulders on a section of Hwy. 65 in Desha County. An examination of the Arkansas Archeological Survey’s (AAS) records was conducted for previously recorded archeological sites. No recorded sites are located within the proposed project area. A records check at the Arkansas Historic Preservation Program (AHPP) for properties listed in or eligible for the National Register revealed none for the roadway. The Dumas and Winchester topographical maps were examined for cemeteries, potentially historic structures, and landforms conducive to hold archeological sites. The 1841 General Land Office (GLO) plat for Township 9 South, Range 4 West showed that the road from Arkansas Post to Ecore Rouge crossed the project area. The 1936 Desha County road map showed several structures near the project area. The quad map showed no cemeteries. There will be no excavation. All work will be on existing roadway. The project will consist of resurfacing the existing roadway. It does not have the potential to affect any undisturbed land surfaces or potential cultural resources. This project is subject to the 1999 MOA and falls under the exempted work category “Resurfacing”. This project is not considered an undertaking and requires no further work or Section 106 review.

Construction techniques will consist of mill and inlay of existing travel surfaces. All work will take place on existing travel surfaces and no new or temporary right-of-way (ROW) or temporary construction easements will be used. Due to the lack of potential impacts to intact ground during all construction activity, the project methodology consisted of only an archival review of relevant maps and the online databases at the Arkansas Archeological Survey (ARAS) and at the Arkansas Historic Preservation Program (AHPP) (Table 1).

Archeological Clearance ARDOT Job Number 020651 Page 2 of 2 The records check at the ARAS identified numerous previously recorded sites around the highway corridor, but none located within 50 meters of the project limits. None of the sites will be impacted by the proposed mill and inlay project. The records check of the AHPP database noted JE0580 – Vontunglen’s Store – was located on the west side of the highway. It was determined to be ineligible for nomination to the NRHP and has been destroyed. JE0910 – a cattle dipping vat – is located about 31 meters east of the highway ROW and has been determined to be ineligible for inclusion to the NRHP. Neither of these properties have been identified as historic. They will not be affected by a rehabilitation project focused solely on existing paved travel surfaces such as the one proposed here. The relevant 1827 GLO plats showed no traces, paths, roads, fields, or structures in or near the highway alignment. The 1936 Jefferson County highway map shows several roads and structures in and along the proposed project. Many of these were likely destroyed during significant widening of the highway from a two-lane to a five-lane route. Again, if any of the structures or roads noted on the 1936 map still exist intact outside of the existing ROW, they would not be impacted by a rehabilitation project focused solely on existing paved travel surfaces such as the one proposed here. There are no known cultural resources associated with this project at this time and the project has no potential to impact previously undocumented sites or properties. This project is subject to the 1999 MOA and falls under the exempted Work Category “Resurfacing.” The project is not considered an undertaking and requires no further work or Section 106 review.

No cultural indicators were found on the 1825 and 1835 General Land Office plats in or near the project. The 1936 Chicot and Desha County road maps show several structures along the route. The Mississippi, Ouachita, & Red River Railroad is recorded as just to the northeast of the Desha L.M. 0.0, but no recorded historic structures are shown on the AHPP structure database in the ROW. The project will require no new ROW. All work will be within the existing ROW and the extremely limited scope of the project does not have the potential to affect any undisturbed land surfaces or potential historic properties. This project is subject to the 1999 MOA and falls under the exempted Work Category “Resurfacing.” The project is not considered an undertaking and requires no further work or Section 106 review.

Due to the lack of potential impacts to intact ground during all construction activity, the project methodology consisted of only an archival review of relevant maps and the online databases at the Arkansas Archeological Survey (ARAS) and at the Arkansas Historic Preservation Program (AHPP) (Table 1). Bridges M0982 and M0983 are considered exceptions to the project and will not be resurfaced or otherwise altered in any way.

A records check of the Arkansas Archeological Survey’s database shows five sites (3GE0310, 3CY0307, 3CY0172, 3CY0106, and 3CY0105) near the right-of-way (ROW). This project proposes to overlay an existing 10.83 miles of road surface with asphalt pavement on Highway 18, between the intersection with Highway 181 and the intersection with Highway 61 in Mississippi County. A records check at the Arkansas Archeological Survey shows no sites in the right-of-way (ROW), with two sites near the ROW. No recorded historic structures are shown on the AHPP structure database in the ROW with one eligible structure near the ROW and one historic district at the eastern terminus in Blytheville. These sites, structures, and historic district will not be impacted as all work will remain within the ROW. No cultural indicators were found on the 1848 and 1849 General Land Office plats in or near the project. The 1936 Mississippi County road maps show numerous structures along the route. The project will require no new ROW.
