ROXBY DOWNS…A series of youth crimes - rapes, car theft, van- dalism and drug overdoses – has prompted local police to call for greater parental vigilance. Local police are calling on parents to take a greater role in protecting their children’s safety following a horrifying increase in youth crimes during the past month. “It boils down to one thing – do you know where your kids are at night,” Sgt Richard Hobbs asked The Monitor last week. In the past month, police have re- sponded to a series of youth-related incidents including: Illegal use of a vehicle by a 12- year-old boy and a 13-year-old girl, both from Roxby Downs. A suspected Ecstasy drug-over- dose by a teenaged Roxby Downs boy. More than $13,000 of vandal- ism on public property, believed to be linked to increased num- bers of youths in the Lion’s Park and Richardson Place in the early hours of the morning. Additionally, a 20-year-old Roxby Downs man has been charged with indecent assault and assault with intent to rape involving two differ- ent teenaged girls on separate oc- casions. These charges came as the result of an investigation where, in an unre- lated incident, an 18-year-old Roxby Downs man was charged with unlawful sexual intercourse with a third teenaged girl. “Some of the things that have come out of these investigations are just frightening,” Sgt Hobbs said. “Alcohol is always a big issue, but now we’re seeing a lot more of the party drugs coming into town. “Young people drinking in public spaces has become much more vis- ible and you just have to wonder how much interest parents are tak- ing in where their children are and what state they’re coming home in. “We can lock these kids up, we can report them, but we can’t fix the problems – that’s got to come from home.” Sgt Hobbs stressed that, while the numbers of youth involved in dan- gerous or unlawful activities in Roxby Downs was only a small per- centage of the youth community, the age of offenders was decreasing and the seriousness of incidents was on the rise. Community health nurse and Com- munity Board mentor Kathy Wooldridge has echoed the con- cerns of local police. “We talked a lot about these issues earlier this year within the Commu- nity Board forums and I think a lot of it is parenting education,” she said. “Where are the parenting skills? “I think parents have to take a big- ger interest in their children and give them some support and knowl- edge in how to say ‘no’ to things. “But maybe we, as adults, have got to look at the kind of role models we are, otherwise, we’re setting our kids up to be victims. “Where are these kids getting their drugs and their alcohol? It’s got to be coming from adults. “As a community we have to ask what we want our town to be and how are we going to make it possi- ble? “If you know something is wrong with a child don’t hesitate to report it – you can report it anonymously – but you can protect that child. “The more people that do it, the more support and services the lo- cal community will have. “People have to stand up and be counted because these kids need that protection.” To report child abuse anonymously - telephone the Children, Youth and Family Services hotline on 131478. ROXBY DOWNS…Local resi-dents and visitors alike can logonto the internet in a café atmos-phere now, with the introductionof public broadband internet ac-cess at the Roxby Downs VisitorInformation Centre.The new service comes in responseto requests from residents and vis-iting tourists, Roxby Downs Cul-tural Precinct Director LaurenceDuggan told The Monitor lastweek.“We’re constantly being asked byvisitors and tourists about internet

access, especially when other localservices like the library are closed,”Mr Duggan said.“We rang around to talk to otherVICs around the state and came upwith these public internet and emailkiosks.“The response has been excellent,”he said.“And we’re still getting a lot of tour-ists through for this time of year, to-gether with local youth, the serviceis really getting a workout.”The internet kiosks cost $2 for everyfive minutes of access.

OLYMPIC DAM…WMC Resources is seeking ap-proval to build a rail link to Olympic Dam to trans-port uranium to both Adelaide and Darwin.WMC Resources is currently seeking approvals fromthe SA, NT and Federal Governments for a trial trans-port period of three months, starting early next year.During the proposed trial period, shipping contain-ers filled with drums of uranium will be trucked – asnormal – to Adelaide, where they will then be trans-ported by rail to the Port of Darwin.However, in the long-term, WMC Resources is in-vestigating the viability of a railway service all theway to Olympic Dam, or to an ‘inter-modal’ facilityat Pimba.“An inter-modal facility would allow containers tobe taken off a truck and put onto a train,” WMCspokesman Richard Yeeles told The Monitor lastweek. “What we’re looking for is more flexibility inour shipping arrangements as production at OD ex-pands in future years.“Since we started production in 1988 we’ve only usedthe port of Adelaide and to date we’ve shipped outabout 2000 containers of uranium without any inci-dents. The Uranium Oxide concentrate is currentlyput into steel drums at Olympic Dam and then intoshipping containers – it does not leave the containertill it gets to the port of destination.”If the plan is approved, and a decision made aboutthe type of rail facility utilised, Mr Yeeles antici-pates much of the freight being trucked to OlympicDam will be transferred to the rail system.“We would then be taking a lot of trucks of the roadbetween Adelaide and OD or Adelaide and Pimba.“The options are being actively studied within WMC– we’d like to be moving on this soon,” he said.There are no current plans to transport copper – Ol-ympic Dam’s primary product - by train due to theproducts’ different packaging requirements.Olympic Dam copper is transported in bundles, whilethe uranium oxide concentrate is transported in drumsinside shipping containers.However, Dave Sweeney - national anti-nuclear cam-paigner for the Australian Conservation Foundation- says the plan is bad news for tourism, the environ-ment and the city of Darwin.“We’re not happy with the uranium being truckedthrough Adelaide or railed through Darwin - we don’tthink it should be going out full-stop,” Mr Sweeneytold The Monitor last week.“We think there are a lot of gaps in information aboutthe current proposal - it’s obviously a very long dis-tance and there’s a concern about the emergencyservice...ability for response over that distance shouldthere be an incident or a derailment.“We also believe the presence of this material on therail undermines the ability to promote the train as amajor tourism destination if it’s seen as a hazardousproduct freightline.”Mr Sweeney said the ACF is also investigating in-digenous landowners’ reactions to the proposal.

Lo-cal police have warnedparents to be aware ofregistration require-ments before buyingtheir children motorisedscooters, mini-motorcy-cles and quad-motorcy-cles this Christmas.Police throughout thestate are reporting thatparents are investing inexpensive poweredscooters and skate-boards, min-motorcy-cles and quad-motorcy-cles without realising thevehicles cannot be reg-

istered for road use.In fact, these vehiclescannot be ridden on anyroad, footpath or road-realted area - includingcar parks.“We know that these ve-hicles are available forsale in Roxby Downs butit’s a lot of money tospend when you can’tride the bike on Christ-mas Day,” Sgt RichardHobbs told The Monitor.“We know there’s a lotof parents spending a lotof money thinking their

R O X B YD O W N S …R o x b yDowns po-lice are in-vestigatinga motor ve-hicle colli-sion which oc-curred on Saturday,December 11, on Olym-pic Way between theSouthern Lease Gateand Eagle Freeway inthe early hours of themorning. As a result ofthe accident the solemale occupant, a malefrom the Northern Terri-tory was taken to theRoxby Downs Hospitaland treated for minor in-juries.

Police have cautionedsmokers to be vigilantabout discarded ciga-rettes following a fire inthe Roxby Downs Arbo-retum on Tuesday, De-cember 7. The fire ap-pears to have beenstarted from a discardedcigarette.

Police attended a distur-bance at the Single Per-sons Quarters in RoxbyDowns on Sunday, De-cember 5, during whichdamage was caused tothe room and its con-tents.

As a result a CrimeScene Investigator at-tended from PortAugusta and, the follow-ing day, a 41-year-oldAndamooka woman wasarrested for seriouscriminal trespass,threaten harm, damagingproperty and throwing amissile. She was refusedbail and taken to PortAugusta to appear incourt.

Police received a reporton December 5, 2004, ofan assault.

A report was taken onDecember 1, 2004, in re-lation to a car that hadbeen stolen fromAndamooka on Novem-ber 26 and then recov-ered in Port Augusta.

A complaint was re-ceived by police on No-vember 29, 2004, in re-lation to an assault. In-vestigations have re-sulted in a 27-year-oldRoxby Downs man be-ing charged with assault.

Takeover talks andpromises of profitsOLYMPIC DAM...In the midst of rumours of atakeover bid by Swiss-based mining companyXstrata, WMC Resources has upgraded its 2004profit outlook for its Olympic Dam operations.‘On current performance, prices and exchange rates,we expect a record 2004 profit,’ WMC CEO AndrewMichelmore told shareholders last week.The announcement coincides with the upgrade of2004 earnings outlook to around $1.3 billion, a stepup from the current analyst consensus estimates ofaround $1.1 billion.The upgrade of full year 2004 estimated earnings toaround $1.3 billion reflects strong overall perform-ance and some additional one-off items.These include a series of tax credits and the conclu-sion of the Olympic Dam Solvent Extraction Plantinsurance claim which, in addition to insurance pay-ments relating to WMC’s Kalgoorlie smelter acidplant, totals $45 million before tax.‘Underlying our estimated $1.3 billion profit for2004 is a business that will generate about $1.0 bil-lion of cash (net of capital expenditure) this year,”Mr Michelmore said.‘After implementing these initiatives, the companywill remain well positioned to fund current opera-tions and exploration activities as well as take ad-vantage of business development opportunities.”Swiss-based Xstrata announced its intention to makea conditional takeover offer for WMC ResourcesLtd (WMC) last month.This takeover offer has not been endorsed by theWMC Board, in fact, the Board has urged share-holders to “take no action in response to Xstrata’sadvertisements, announcements or documents”.Shareholders were informed by mail that “the WMCBoard believes that Xstrata’s proposed offer of $6.35per share is highly conditional and fails to recog-nise the current and prospective value of WMC’s’assets and the strategic benefits to Xstrata or otherpotential acquirers”.“In addition, since the offer of Xstrata’s conditionalproposal on 28th October, WMC share price hasbeen trading substantially in excess of the offerprice.”

ROXBY DOWNS…Roxby Downs GP DevinderGrewal has renewed his call for cooperation in rela-tion to general admitting privileges at the RoxbyDowns hospital.“I am very strong and clear that all medical practi-tioners serving the community should be treated inexactly the same manner,” he told The Monitor lastweek.“The privileges and the responsibilities should beidentical. This would serve the interest and well-be-ing of not only the community but also encouragethe team approach between all medical practition-ers, the hospital staff and the administration.”The issue was highlighted last month when RoxbyDowns GP Simon Lockwood was denied admittingprivileges by the management board of the RoxbyDowns Health Services.The issue is still being discussed by both the PortAugusta Hospital and Regional Health ServicesBoard and, locally, the Outback Health AdvisoryBoard.Dr Grewal has declared his intent to work “in coop-eration with all parties”.Dr Lockwood told The Monitor he expects an offi-cial response from the Hospital Board this monthafter protesting the decision to deny his request forgeneral admitting privileges.

Ardill – he’d done thereally hard work of get-ting commitments fromparents to enrol in theschool, then I came onstream with the buildingand hiring of staff.“It’s been really satisfy-ing to watch the schoolgrow – our school hasbeen dedicated to the for-mation of the characterof the young people whogo there but also towardsmaking our town be-come home for morepeople, rather thansomewhere to live onyour way to somewhereelse.“Starting the playgroupwas a lot of fun, and a lotof people helped it be-come viable and it’s agreat base of support forpeople who come totown.“I think the most pre-cious thing for me hasbeen the friendships Imade which I want towork hard at maintain-ing.“I encourage anyonewho’s new to Roxby toreach out for friendship– even though people

come and go it’s worththe risk, some of thosefriendships will sustainyou through the rest ofyour life.“We had an alcoholicsanonymous group in theregion for a little while,and I’d love to see some-one take that back upagain.“Then there was my timeworking with theWoomera communityand the people at theDetention Centre.“That was an educationin human nature and tosee the way ordinarypeople – both detaineesand staff – would rise tothe challenge of the in-tentionally-degradingenvironment and still re-tain their dignity andtreat people with respectand kindness – I foundthat really inspiring.“People shouldn’t haveto be put into that kindof environment andtested to those limits.”Fr Jim will, once again,follow in the footsteps ofFr Steve Ardill who isleaving the Port Pirieparish.

PIMBA…After a quarter of a cen-tury, Pimba resident Claire Ridley,68, is still enjoying being a part ofSpud’s Roadhouse.Claire has been a part of Spud’s for25 years – since the outback iconwas still owned by ‘Spud’ himself.While, today, Claire is Spud’scook, she has also cleaned rooms,waited bar and served customersin the dining room during her timeat the local roadhouse.“There was a lot more people inWoomera and Pimba back then,”Mrs Ridley told The Monitor lastweek.

WMC joins communityin Fun Day celebrations

ROXBY DOWNS…WMC Re-sources (Olympic Dam) hosted itsannual Family Fun Day on December4, 2004, at Roxby Downs.“We had a fantastic day, perfectweather, great venue and really goodsupport from the community,” WMCspokeswoman Amanda Whiteheadtold The Monitor last week.“As organisers of the day, WMC wasreally pleased to see so many peoplecome out to celebrate our year withus.“It’s hard to say how many peoplecame because the gates were openfrom 10am to 4pm and people cameand went as they pleased, but the poolarea was pretty ‘chockers’ for most ofthe day with people everywhere!“Santa’s visit at midday was a high-light, of course - he was mobbed bykids everywhere he went!

“He even went for a ride around theoval on the Roxby Rocket and sungChristmas carols the whole way.”Families also enjoyed performances bystreet entertainers, juggling, balloon-animals and face-painting.“Another highlight was the ‘Fun Fac-tory’ which we brought up from Ad-elaide for the day - it folded out off abig semi trailer and had lots of activi-ties to keep the kids busy“We also had a barbecue lunch whichwent well and gave out WMC ‘good-ies’ to all who attended.“I’d like to highlight the fantastic sup-port we had from WMC staff - we hada large group of WMC volunteers whohelped out on the day and we couldn’thave done it without them.“Special mention goes to the Mineteam who cooked the barbecue and fedthe hordes.”

Tariffs are set in ac-cordance with Section18(16) and 18(17) ofthe Roxby Downs (In-denture Ratification)Act 1982 whichbenchmarks Roxby’spower prices with ref-erence to metropolitanAdelaide plus 10 percent.

Following a major re-organisation last yearonly nominal changesin line with Adelaidetariff movements havebeen applied. Overallmost tariffs are gener-

ally less than those de-fault rates as approvedby the Essential Serv-ices Commission ofSouth Australia that ap-ply elsewhere in SouthAustralia.

Various static chargeshave also been reviewedto bring them into linewith those that currentlyapply elsewhere inSouth Australia.

SEWERAGE

Sewerage charges haveincreased from the cur-rent $77 per propertyunit to $85. For residen-tial premises this is lessthan charges that areapplied by SA Water inCountry South Aus-tralia.

WATERIncreased tariffs are re-quired to ensure that asa commercial businessthere are adequate re-turns on investment tothe “municipal” share-holders.

No change in the current$35 supply charge peraccess unit.

Retention of the current2 step pricing structureper access unit whichencourages “responsi-ble” consumer behav-iour. Review identifiedthe need to retain thecurrent 34kl first stepbut reduce the secondstep from 150kl to120kl. For a three per-son family this nowequates to around thecurrent average waterconsumption per personwithin the town.

Rationalisation of tariffstructure to ensure thatall properties weretreated the same. As aresult all properties willnow have their accessunits determined purelyaccording to the size ofthe water meter. Thiscontrasts to some whichhad had their accessunits determined ac-cording to the numberof residential units perproperty. In additionBusiness tariffs are nowthe same in every re-spect as Residential tar-iffs.

Game eight was a very pleasant evening for bowls.Unfortunately two teams did not turn up and so theymissed out on a great night. Again we had some closegames and then there were some games that were notso close.The big winners for the night were Carefactor de-feating No Names 87 to 33.They each walked away with a glass. Next week isthe last week before we break for Christmas and ithas become a three-way battle for the top spot honors.The Norms are in top spot with 123 points and theyplay third spot holders Enterprise on 111 points. Ei-ther team can take the top spot by winning.The dark horse in the race is second place Carefactoron 111 points who can possibly grab top spot if theyhave a big win and Enterprise defeats the Norms in aclose game.
