2.2 The tournament consists of 2 leagues: LEVEL 3 (M. 1 – M. 3) and LEVEL 4 (M. 4 – M. 6)

2.3 For all levels, the debate will be conducted on an elimination basis. The winners of each round will go through to the next round. The losing teams will not proceed to the following rounds.

2.5 The match up for each round will be random and positions of each team will be assigned to all teams by the Tournament Tabulation Committee.

3. MOTIONS, PREPARATION, AND NOTES. 3.1 A list of themes and motions will be sent to the competing schools

three weeks before the competition begins. 3.2 The actual motion for each round will be announced 5 minutes after

the match-up announcement and 30 minutes before the round starts. 3.3 Once the motion is announced, teams must prepare on their own.

They are allowed to work as a team of four but not with their coach. During the 30 minute-preparation, debaters should walk to their debate room; the Government can take the room and the Opposition shall prepare outside the debate room. If any team is spotted having any assistance from their coach, the team will forfeit that round.

When the debate starts, only handwritten materials are allowed to be used. Judges must inspect the materials to be used by both teams to ensure that they do not have printed materials before starting the debate.

Adjudicators should decide on the winner of the debate based on the 3 M’s: Matter, Manner and Method. 4.3 At the end of each debate, the judges will complete the debate ballot, write brief constructive comments about the debate and explain why they voted for one side over the other. They should double check the score which should reflect their decision then provide suggestions for improvement and be encouraging

in all of the comments. Once the ballot is given to the Chair, no change can be made. The judges should then provide discuss their results and the chair will announce the winner and provide oral adjudication. Then each adjudicator will give a short oral critique of the debate. No team or speaker scores will be announced. 4.4 All ballots are to be returned to the Tabulation Room.
