Highest Quality Standards

Early Learning Indiana supports the highest standards of early care and education

by adhering to NAEYC accreditation standards* and the State of Indiana’s Paths to

Quality (PTQ) Level 4 standards.*

NAEYC NAEYC is the National Association for Education of Young Children. NAEYC’s national ac-

creditation system has set professional standards for early childhood education programs. It is

a policy of Day Early Learning centers to adhere to NAEYC accreditation standards. Currently

there are less than 30% of NAEYC accredited programs in the Indianapolis area.

Paths to Quality (PTQ)* As a Level 4 provider, you are assured that your child is in the care of a provider that has met

the following requirements:

Demonstrated a commitment to the highest level of professionalism in early education and

care.

Voluntarily asked to be measured by nationally recognized accrediting organization against

tough to achieve national standards.

Values the importance of high educational levels of caregivers, teachers and management.

Why choose a NAEYC accredited program? NAEYC accredited programs have demonstrated a commitment to providing a high quality

program for young children and their families. While the NAEYC accreditation process ex-

amines the total program, greatest emphasis is placed on the quality of interactions among

staff and children and the developmental appropriateness of the curriculum. Health and safety,

staffing, staff qualifications, physical environment, and administration are all reviewed during

the accreditation process, but primary consideration is given to the nature of the child’s experi-

ence.

*While adhering to these standards, our newest Day Early Learning Center at Eastern Star Church and

Pre-K Charter School site at Phalen Academy are not yet accredited and are Level 3 PTQ. (A center or

classroom must be in operation for one year to apply for NAEYC accreditation—both centers are in the

process.)

Day Early Learning provides:

ana Family and Social Services and meets all

Indiana Board of Health and Fire Marshall re-

quirements;

uses Creative Curriculum® as a foundation for

its programming. Creative Curriculum® is

inspired by NAEYC guidelines and addresses

To ensure that the Day Early Learning program

maintains the highest quality standards, the manage-

ment staff conduct internal assessments of each

classroom on a regular basis. Based on the infor-

mation obtained from these assessments, changes are

made, supplies and equipment are purchased and/or

training and technical assistance is offered.

CENTER PROGRAMS AND ACTIVITIES

Your child’s happiness and growth are important.

Day Early Learning takes every step to ensure that

our staff - your child’s teachers - are qualified and

committed to enhancing your child’s development.

Day Early Learning provides a curriculum that is

developmentally appropriate and allows each child to

grow and develop emotionally, socially, physically,

and intellectually. Creative expression, cognitive

experience, and self-help skills are integral to our

programs for all ages.

Day Early Learning Staff

Because providing quality care is not only important

for your child but also for your peace of mind, each

staff member is carefully chosen. Day Early Learn-

ing consider the following when interviewing poten-

tial candidates:

• Training, Education and Experience—Lead

teachers must have an AA Degree. Assistant teach-

ers must have a CDA (Child Development Associ-

ates credential).

• Background—Day Early Learning carefully re-

views each candidate’s qualifications and back-

ground. A criminal history as well as a child protec-

tion services check is completed on each potential

staff member.

• Professional Development—Day Early Learning

is committed to the education and development of

each staff member. Teachers attend New Employee

Early Education Orientation before assuming their

duties in their assigned classroom. This orientation

is conducted by the HR Department to ensure famili-

arity with Day Early Learning policies, procedures

and programs. They also attend seminars and work-

shops presented by early childhood educators. All

teachers are trained in Universal Precautions, First-

Aid and CPR. Teacher training and education re-

mains a top priority for Day Early Learning staff.

Currently, all staff are required to obtain a minimum

of 20 hours of training annually which includes train-

ing on curriculum and conducting child assessments.

Volunteers/Practicum Students

Volunteers and practicum students that work in the cen-

ter with children are required to have a criminal history

background check and negative results from TB skin

tests.

An orientation covering health and hygiene, safety, pre-

vention of child abuse, developmentally appropriate

practices and confidentiality will be conducted by Day

Early Learning’s Human Resource Department as need-

ed.

Volunteers and practicum students are never left alone

with a group of children and are not counted in child/

staff ratios.

We at Day Early Learning encourage volunteers and

practicum students in our programs because of the bene-

fit our children derive from exposure to diverse commu-

nity resources.

Continuity of Care

In order to provide the best experience for your child,

Day Early Learning makes every effort to reduce the

transition of children.

• Infants will be cared for in a room that serves only

infants. Transitions occur at or near the time the infant is

developmentally ready to move to the toddler room.

• During this first year, infants will remain in the same

room for the purpose of continuity. When transitions to

toddler occur, we will make every effort to move chil-

dren in groups of at least 2 children. Transitions will

occur as appropriate.

• Toddlers (1 year olds) and 2s may be served in mixed-

age rooms. Transitions will occur as appropriate. We

will make every effort to move children in groups of at

least 2 children.

The Classroom

Consistency is important for young children. Your

child will be with the same teacher and peers for the

majority of each day. Sometimes classrooms are

combined for short periods of time early in the morn-

ing and/or late in the afternoon.

Staff/Child Ratio

To ensure that each child receives sufficient individu-

al attention, and in accordance with Indiana licensing

requirements, Day Early Learning’s teacher-to-child

ratios are:

children are positively affected when they have

nurturing, stable relationships that encourage dis-

covery.

Day Early Learning found that the Creative Cur-

riculum® for infants and toddlers provides a com-

prehensive framework that emphasizes the rela-

tionships between teacher and children and their

families. Day Early Learning found that the Cre-

ative Curriculum® for preschool describes and

demonstrates how to plan a developmentally ap-

propriate program focusing on interest areas. Its

underlying philosophy draws from Jean Piaget’s

work on cognitive development, Erik Erikson’s

states of social-emotional development and other

accepted theories of how children learn best. Day

Early Learning embraces this approach as practi-

cal, easy to understand and immediately applica-

ble in the Day Early Learning settings. In addi-

tion, Day Early Learning utilizes the Foundations

to the Academic Standards for Young Children.

Each day the curriculum will provide activities

Curriculum and Philosophy

Our staff utilizes the Creative Curriculum® and fol-

lows the Foundations to the Indiana Academic Stand-

ards for Young Children. Day Early Learning has

chosen the Creative Curriculum® as our curriculum

resource for both our Infant/Toddler and Preschool/

Pre-K programs. After reviewing several early child-

hood curriculums, Day Early Learning found that the

Creative Curriculum® best fits Day Early Learning’s

philosophy of early education, which is based on the

research of Piaget, Maslow and Erikson. Day Early

Learning believes that play is a child’s work. Play is

an active, child-initiated process that encourages and

supports a child’s learning through many domains.

Special Programs/Activities

It is through play that children begin to make sense

of the world around them. Additionally, where

possible, Day Early Learning’s program is enriched

by special programs/activities provided by volun-

teers from Day Nursery Auxiliary and other profes-

sional enrichment programs.

Guidance and Discipline Policy

At Day Early Learning we use a positive approach

that helps children exercise self-discipline to solve

behavior problems. Physical punishment of any

type is prohibited.

Caregivers shall communicate to children using

positive statements. Children will be encouraged to

use and develop their words so that they can find

solutions to resolve interpersonal conflicts. Day

Early Learning staff are also trained to use redirec-

tion, make classroom adjustments, and offer indi-

vidual support through role modeling and positive

reinforcement.

If a child’s behavioral problem persists, Day Early

Learning calls upon the parents to help. The Center

Director will ask for a parent conference to discuss

the situation. Day Early Learning will also (when

necessary) call upon outside resources such as CCA

specialists, First-Step and school programs when

necessary for guidance and support.

It is our goal to maintain a safe environment for all

children and staff. If a child’s behavior poses a

danger to themselves or others, that child may be

suspended and/or disenrolled.

Biting

Biting is a very common behavior among toddlers.

As noted by Zero to Three©, National Center for

Infants, Toddlers and Families, “Children often bite

in order to cope with a challenge or to fulfill a need.

For example, a child may be biting to express a

strong feeling (like frustration) to communicate a

need for personal space (maybe another child is

standing too close) or to satisfy a need for oral stim-

ulation.“

Day Early Learning staff will use a variety of tech-

niques to reduce and/or ultimately eliminate this

behavior. Through observation, staff will get an

understanding of why a child is biting and then use a

variety of techniques to help the child express him

or her self differently.

Family Service Plans/Individual Education Plans

Day Early Learning will work with families that

have an Individual Family Service Plan (IFSP) or

Individualized Education Plan (IEP) and any other

individualized plan that addresses specific disabili-

ties or special learning needs. Day Early Learning

staff will work with the resource team, including

therapists, to ensure that the program is meeting a

child’s specific need.

Day Early Learning’s teaching staff observes chil-

dren daily and documents these observations. This

information is used to create lesson plans and to

share the child’s progress and development with

parents. When special concerns arise, teachers dis-

cuss them confidentially with parents in a private

area and provide the family with resources and re-

ferrals when necessary.

PARENTAL INVOLVEMENT

Open Door Policy

Day Early Learning hopes you will be fully involved

in activities at the center. As your child’s most im-

portant teacher, your active interest is an investment

in your child’s future. Our doors are always open.

Feel free to visit the center to have lunch with your

child, volunteer your time, and participate in special

programs/activities. Your participation is a valuable

addition to your child’s success. In addition to seeing

and talking with you daily, Day Early Learning has

lots of information to share.

Individual Children Assessments

At Day Early Learning we believe that ongoing as-

sessments of the children enrolled in our program are

the key to planning appropriate learning experiences

that respond to the child’s interest, learning styles

and abilities. Day Early Learning uses ISTAR-KR to

document your child’s progress. (Refer to pages 22-

24 for additional information) This documentation

tool allows teachers to use the Foundation to the In-

diana Academic Standards for Young Children to

develop appropriate experiences that align with the

State Standards for Kindergarten. Thus, ensuring

your child is prepared for success in Indiana’s

schools. Having a solid picture of the individual

child’s progress makes it easier to focus the observa-

tion and consider the whole child. The information

obtained through this assessment process is formally

shared with parents three times per year, twice dur-

ing the scheduled parent/teacher conferences and one

in a written report.

Parent-Teacher Conferences (2 times/year)

Parent-teacher conferences are scheduled so that you

and your child’s teacher can discuss your child’s

progress, including development of physical, social,

emotional and intellectual skills. These conferences

are usually scheduled in the fall and spring. Please

check with your center director for specific dates.

Additional conferences may be arranged as needed.

Day Early Learning management and staff respects

the confidentiality of assessments and all forms of

communication. We will always strive to be sensi-

tive to each family’s value, culture, identity and

home language.

Monthly Newsletter and Calendar

A monthly newsletter and calendar will highlight

special events and classroom activities, important

news about center procedures, and provide child de-

velopment information. A copy of this newsletter

will be sent to you through email or LifeCubby. If

You wish, a hard copy is available at your center.

Parents’ Bulletin Board and Resource Area

Special announcements about center activities, nurse vis-

its, calendars, informative articles and more are posted on

the bulletin board and through email alerts. Check it often

to stay on top of center and community happenings. You

are welcome to take pamphlets on a variety of important

subjects and reference materials displayed in our center

lobby.

Parent Communication

Day Early Learning has chosen to use LifeCubby as a tool

to communicate with parents daily. This award winning

parent-engagement and communication tool provides a

friendly platform for parent and teachers to communicate

about the child’s daily activities and progress. Routine

communication to all parents by staff will occur through

the LifeCubby system (e-mail, mail and center postings

will also be used). LifeCubby is a web based program

that is safe and secure that utilizes state of the art encryp-

tion.

In addition to the child’s daily activities, this tool will be

used to post lesson plans, menus, newsletters, calendars,

upcoming events and significant occurrences such as pink

eye, and other infectious diseases.

Parent Workshops, Informal Meetings Day Early Learning holds child development and parent-

ing workshops periodically, and Day Early Learning

hopes you will take advantage of the valuable information

provided. Day Early Learning schedules informal meet-

ings from time to time to provide an opportunity to share

ideas. Each center offers an opportunity for parents to

become a part of a parent involvement group. Please see

center administration staff if you are interested in partici-

pating.

Parent Survey

Annually, Day Early Learning asks you to complete a

short, confidential survey telling Day Early Learning how

we are doing in caring for your child. Results are com-

piled, shared and used to enhance our program and ser-

vices.

Parent Concerns and Procedure

If something occurs that makes you feel your child has

not received appropriate care, your first step is to discuss

the matter with your child’s teacher. The next step is to

discuss it with the Center Director. If these individuals

cannot resolve the issue, please contact the Vice Presi-

dent of Program Operations of Day Early Learning in

writing. The staff (listed below) will respond within

two (2) business days.

Day Early Learning

Staff may not be alone with children they meet through

Day Early Learning outside of Day Early Learning. This

includes babysitting, sleepovers and inviting children to

staff member’s homes unless one of the following condi-

tions exists:

1. Staff and child’s family or guardian has a relation-

ship that predates the commencement of the staff

member’s employment or volunteering at Day Early

Learning.

2. Staff and the child’s family or guardian has a

relationship that predates the child’s enrollment

with Day Early Learning.

3. Staff and the child, the child’s family or the

child’s guardian are related.

HEALTH, NUTRITION AND SAFETY

Your child’s good health, a well-balanced diet and

overall safety are integral to Day Early Learning’s

program. Feeling well and safe contribute to a

child’s intellectual and physical growth, positive

behavior, and development of social skills.

HEALTH

Preventive Care

When arriving at the center, we do ask that parents

and children wash and sanitize their hands upon

entering the classroom. Our infant rooms are

“shoeless” environments so please cover your street

shoes with the covers provided. All of these

measures are taken to ensure the healthiest of envi-

ronments for our children. Each morning center

staff will give your child a “spot health check” to

ensure readiness for a day at the center. When you

sign your child in, please be sure to mention any

concerns you may have about your child’s health.

Day Early Learning encourages you to use you own

pediatrician, family doctor, or regular clinic for

your child’s health care; however, Day Early

Learning does have a certified pediatric nurse prac-

titioner available. She provides clinics as needed

for routine physical examinations and immuniza-

tions for those who qualify. She can evaluate your

child’s health problem(s) if you request this service.

Day Early Learning also provides, when available,

free vision, dental and lead screenings.

Immunization Records

While your child is enrolled at Day Early Learning,

you must provide current immunization records for

our files. Immunizations must be kept up to date

by your own doctor or clinic, or through Day Early

Learning’s services. Indiana State Board of Health

regulations require Day Early Learning to keep up

to date immunizations records on all children en-

rolled. These records are frequently reviewed by

the center management team and nurse practitioner

in order to determine health needs. Please help Day

Early Learning stay in compliance by supplying

these records after every well-child visit to your

medical provider. See your center management

Physical Examination

A physical examination must be performed, signed and

dated by a physician or nurse practitioner within 12

months prior to enrollment or within 30 days after enroll-

ment. If your child is under 24 months of age, an annual

physical is required.

Illness

Please call the center if your child is ill and unable to come

to the center. If your child becomes ill during the day, Day

Early Learning will call you promptly so you may make

arrangements to pick up your child. Please have a contin-

gency plan for your child’s care should you be unable to

pick him/her up when notified. Should the illness be a

communicable disease, your child will be supervised in a

place away from others until your arrival.

Authorization to Return to Child Care If your child has any of the following symptoms, you will

need to wait 24 hours after the symptoms have subsid-

ed without the aid of medication before returning him/her

to the center:

A fever above 101 degrees or higher taken orally (not

used for children under 4 years of age), above 102

degrees taken rectally or 100 degrees or higher taken

axillary (armpit). In keeping with current medical

practice, when the temperature is taken axillary

(armpit) one degree is added to insure that the device

is registering internal body temperature and not exter-

nal temperature.

Diarrhea, vomiting or rash of unknown origin.

Cold or other illness causing breathing difficulties or

other limiting symptoms which prevents the child

from participating comfortably in activities.

Positive reaction to tuberculin skin test (a further eval-

uation will be required).

Ringworm - treatment and doctor’s statement required

to return.

Conjunctivitis (pink eye) - treatment and doctor’s

statement required to return.

After a serious infection, illness or surgery, you need to

provide a note from your doctor stating that your child is

in good health and can return to the center. Any re-

strictions must be included on this note.

Outdoors/Illness

Children will go outside daily per Indiana State Licensing

requirements, unless the wind chill temperature is below

25 degrees, the temperature is above 90 degrees or the

severity of the weather poses a safety hazard. Please dress

your child for the weather. Your child will participate in

scheduled outdoor activities unless you provide a doctor’s

note for a specific period of time. Blanket notes are not

accepted.

In order to keep immunization records cur-

rent, Day Early Learning suggests that you

request a copy of your child’s immunization

record each time you go to the doctor for a

well child visit. It is your responsibility to

supply the center’s office with a copy of this

record after each visit.

MEDICATION

Per Indiana State Licensing regulations, Day Early

Learning staff may not administer medicine unless

you present a doctor’s prescription bearing your

child’s name and current date. Staff—trained by

our nurse practitioners—will administer medica-

tions once the doctor’s prescription is provided.

Please bring all medications to the office so that

they are logged and administered in accordance to

all rules and guidelines. All medications are stored

in a locked cabinet or refrigerator when required.

Prescription medication must be brought to the cen-

ter in the original container. Over the counter medi-

cine must have a doctor’s order indicating dosage

and times. All individual non prescription medicine

orders must be renewed annually for children under

2 years of age and every 2 years for children over

the age of 2. Preventive products such as sun-

screens, insect repellant, non-medicated powder,

petroleum jelly and A&D ointment can be adminis-

tered with the parent’s written approval.

Medication Administration Policy

In an attempt to provide the best possible care for

your child(ren), Day Early Learning has developed

the following medication policy: Prescribed and

nonprescription (over the counter) medications

recommended by a health care provider for a spe-

cific child will be given between the hours of 11:00

am– Noon and/or 2:00 pm -3:00 pm.

This policy is designed to ensure that medication is

given at appropriate times. Parents are strongly en-

couraged to give medication at home whenever

possible.

Medication prescribed to be given once a day

should be given by the parents.

If medication is prescribed to be given twice a

day, the recommendation is to administer the

medication every 12 hours (e.g., 6 am and 6

pm). In this case, both doses can be given at

home.

If medication is prescribed to be given three

times a day, the recommendation is to adminis-

ter the medication every 8 hours (e.g., 6 am,

2 pm and 10 pm). In this case, Day Early

Learning staff could administer the dose

at 2 pm.

When medication is prescribed four times a

day, the recommendation is to administer the

medication every 6 hours (e.g., 6 am, 12 noon,

6 pm, 12 midnight). In this case, Day Early

Learning staff could give the medication at

12 noon.

Day Early Learning will honor exceptions to this

policy for children on asthma treatments and other

specific medication as prescribed by the health care

professionals. Please feel free to talk with your cen-

ter director as issues arise.

Emergency

Day Early Learning staff members are trained in

first aid, including pediatric CPR, and can respond

on site in the event of an emergency. In the event of

a life threatening emergency, an ambulance staffed

by emergency medical personnel will be summoned.

Day Early Learning staff will accompany your child

to the hospital. Day Early Learning’s center man-

agement team will also take to the hospital your

child’s medical records so that medical personnel

will have the most current immunization records.

You or your emergency contact person will be noti-

fied promptly as well. A required Release of Liabil-

ity Statement and Consent Form is provided to all

parents. Copies are included in the Handbook.

Insurance

If your child has an accident while under Day Early

Learning’s supervision, accident insurance cover-

age, which is provided as part of your enrollment

with Day Early Learning, is in effect. Day Early

Learning shall supply accident insurance forms to be

completed by the attending physician and filed with

the insurance company by you. This accident insur-

ance is supplemental to your personal insurance

policy and will pay expenses not covered by your

insurance.

NUTRITION

Your child will be served a nutritious breakfast (if

desired), lunch, and snacks daily. All meals are

freshly prepared and meet state and federal guide-

lines. Weekly menus are posted on the parents’ bul-

letin board. See sample menus on pages 32-33.

Infants: Day Ear ly Learning provides baby food

and a standard iron fortified formula for infants. If a

parent chooses a different formula, they must pro-

vide it. If provided, State guidelines require ready to

feed formula unless accompanied by a doctor’s note.

In addition to providing nourishment, Day Early

Learning uses mealtime for learning. Teachers eat

with the children, inviting conversation and encour-

aging good manners. Self-help skills are fostered by

encouraging toddlers to use a cup and a spoon and

preschoolers to help serve the meal and clear dishes.

Mealtime is organized so that the children enjoy

their food and the time they spend with friends.

Parents can provide sack lunches for their child as

long as it meets the same nutritional requirements

that we must follow per State Licensing and

CACFP. Day Early Learning can accommodate

some special food issues as outlined below.

You will be asked to fill out a family information

form to register your child in the Federal Food Pro-

gram. Day Early Learning receives reimbursement

from the Department of Education Child and Adult

Care Food Program for all meals served, regardless

of family income. Your assistance with this enroll-

ment procedure is greatly appreciated.

Special Food Issues

Due to the large number of children with nut

allergies, Day Early Learning is a “Nut Free”

environment. This means that no nut products

are to be brought into a Day Early Learning center

by either staff or parents.

If your child requires a special diet for health rea-

sons, please complete and sign the CACFP “Medical

Statement for Children with Special Dietary Needs”

form received from center management staff. If

your child has a dietary restriction due to religious

or personal reason, please see your center Office

Manager for a form that must be completed and kept

on file. Day Early Learning can provide alternate

menu items if they fall in the course of standard pur-

chasing. You need to discuss provisions of special

diet items with the Center Director.

On your child’s birthday, if you wish, you may pro-

vide cake, cookies or other special treats for the

class. Due to State regulations, food must be pur-

chased from a store and candles are not permitted.

SAFETY

Your child’s safety is paramount, and Day Early

Learning’s procedures insure his/her protection.

Day Early Learning asks that you list anyone who

has your permission to pick up your child, as well

as those who do not have your permission. Changes to

this must be made in writing. Day Early Learning will

check emergency cards and ask for ID from anyone

unknown to center staff. A copy of the court order or

divorce decree is required in cases where the non-

custodial parent is not authorized to pick up.

All staff members are trained in first aid, CPR, and uni-

versal precautions. Procedures are in place to insure the

safety of children in case of fire, severe weather or other

emergencies.

Security

Day Early Learning centers regulate entry into each

center with a security system. A key fob or card is re-

quired for entry. Speak to your office manager for the

specific arrangement at your center.

Parents may be assessed a $5.00 fee after forgetting

their key fob/card three times. Lost key fobs/cards may

be replaced for a $10.00 fee. Please understand that in

order to meet student-teacher ratios, there may be times

when staff is not immediately available to let you in if

you have forgotten your key fob or card.

Child Abuse

Indiana law requires child care center staff to report

suspected child abuse or neglect. Please ask your center

director for the brochure containing guidelines from the

Division of Family and Children Services.

In accordance with Indiana State law, if an employee of

Day Early Learning is accused of child abuse or neglect

of a child in our program, that employee will be tempo-

rarily relieved of duty pending an investigation. If the

allegations are substantiated, the employee will be ter-

minated from employment with Day Early Learning. If

the allegations cannot be substantiated with evidence,

the employee may be returned to full duty status. In

these rare cases, parents whose child(ren) are directly

effected will be notified immediately.

Emergency Response/Evacuation Plan/Weather

If an emergency arises that requires evacuating the chil-

dren, your child will be relocated as stated on the fol-

lowing pages and you will be informed where to pick

up your child.

Day Early Learning centers will not close for severe

weather, including snow or extreme temperatures, un-

less there is an official mandate to stay off the roads or

a “red” travel advisory issued for Marion or Hendricks

Counties. In the event of an emergency closing, the

center administration will send out email notifications

via LifeCubby. You can also check the Day Early

Learning Facebook page or your center’s page on the

CENTER HOURS AND ROUTINE

Center Hours / Routine

Day Early Learning centers are open Monday through

Friday. Check with your center for times. To receive

full benefit from the program, children should arrive no

later than 9:00 a.m. Please see sample schedule attached.

Please call if you are going to arrive after 9:30 a.m.

If breakfast is desired, please bring your child to the

center before 7:55 a.m. Check with your Center Director

for more information concerning programming and

activities.

Sign In and Out Sheets

Sign in and out sheets are used in each classroom so that

Day Early Learning knows where your child is at all

times. Please make sure you sign your child in daily at

arrival and out at departure.

Nap Time

A rest period for most children is scheduled from 12:30

to 2:30 p.m. Infant sleeping times are individualized. If

you need to pick up your child during that period, please

inform the teacher in advance of your arrival time so we

can ensure your child will be ready to leave.

Emergency Contact

For your child’s welfare, Day Early Learning must be

able to contact you, or a person designated by you, who

can assume responsibility for your child in an emergen-

cy. Please supply the center with the name, address and

telephone number of two such persons (other than a par-

ent or guardian). Day Early Learning needs three acces-

sible numbers so you can be reached at all times. We

will update our records frequently, however, if you

move, change employment or have a change of author-

ized emergency contact(s), please get that update to cen-

ter management promptly.

Daily Items Needed

You need to provide the following additional items for

your child (a sufficient supply needs to be available

daily):

Items to Bring:

Change of clothing (seasonally appropriate). On the

first day, send along one each (labeled with your

child’s name): outer shirt, pair of long pants (boy or

girl), pair of socks, under pants. Please replace

soiled items as needed so that a complete change of

clothing is always on hand at the center. Day Early

Learning will place wet or soiled clothing into a

plastic bag for you to take home and wash. Due to

contamination issues, Day Early Learning is unable

to launder clothing in the center.

A blanket (for children 12 months and older)

marked with the child’s name (take home weekly for

laundering). *See Infant Safe Practices below.

Diapers (in unopened packages) and wipes are to be

provided by the parent. Cloth diapers may also be

provided by the parent but must follow NAEYC

health guidelines/policies. (A copy of these guide-

lines/policies can be obtained from your center

director or office manager upon request.)

Children (with the exception of infants) must wear

shoes and socks at all times. For safety reasons, we

would prefer that infants wear non-slip socks; how-

ever, we will accommodate parent preferences.

Shoes must have straps or laces (no flip-flops or

slide-in shoes) to ensure your child’s safety.

Please dress your child in simple play clothes so he/

she can participate freely in all activities. Getting

dirty is acceptable and to be expected, thus the need

for a change of clothing at the Center at all times.

*Infant Safe Sleep Practices

As a NAEYC accredited center, Day Early Learning

complies with the following safe sleep practices:

As of August 2011, all cribs were replaced to meet

The Consumer Product Safety Commission’s

(CPSC) new crib safety regulations.

As of January 2013, all blankets for children under

the age of 12 months, have been removed from cribs

and replaced with sleep sacks. Swaddling of infants

over the age of 3 mos. is not recommended.

Enrollment Policy

Day Early Learning serves children 6 weeks to 6

years of age. Prior to enrolling your child, Day

Early Learning shall review with you the program,

registration and fee requirements to ensure that Day

Early Learning’s services are what you seek for

your child. To benefit fully from Day Early Learn-

ing’s program, your child:

Must meet the center’s age requirements;

Should be at a stage of growth and development

suitable for the program;

Should attend on a consistent basis and arrive

by 9:00 a.m.;

Respond to adult directions and exhibit appro-

priate behavior toward other children and staff;

At the time of enrollment, the center shall ob-

tain from the parent information about the child

to assist the center in the daily needs of the

child (i.e. Individualized Education Plan, Indi-

vidualized Family Service Plan, medical docu-

ments).

Day Early Learning considers the first three weeks

of your child’s attendance a trial period. Day Early

Learning wants to ensure your child adjusts to our

center and that you are satisfied with Day Early

Learning’s program.

REGISTRATION & FEES

Registration Procedure

You will meet with center staff and complete the

enrollment packet. This packet contains forms that

document family data, emergency contacts, and

information about your child’s background, and

medical history. Other forms, requiring your agree-

ment and signature, detail some of your specific re-

sponsibilities to Day Early Learning, its operations,

and the procedures used to safeguard your child. All

forms are confidential.

Day Early Learning shall also determine the fee that

you will pay weekly for your child’s care. Scholar-

ship assistance may be available, based on family

income and availability of funds.

Fees

At registration you will pay the fee for your first

week of child care. Scholarship funds are derived

from the contributions Day Early Learning receives

from generous supporters: United Way, corpora-

tions, foundations, and many individuals. Some

businesses make donations on behalf of their em-

ployees, which also allows employees to receive

discounts.

1. Full time in the Day Early Learning Centers is

defined as 10 hours/day or 50 hours per week.

An additional hourly charge will be assessed if a

family surpasses 50 hours.

2. A limited number of part time fee packages are

available at some centers.

3. Any applicable fee changes will occur on the

child’s birthday. Parents will be notified of any

changes in writing.

Fee Policies and Procedures

At registration, you will pay a non-refundable enroll-

ment fee. You will also pay the fee for your first

week of child care.

A sibling discount is available for families paying

full fee, receiving a Day Early Learning scholarship,

or receiving any partner discount. Third party

voucher clients (i.e., CCDF, NACCRRA, etc.) must

pay the co-pay as detailed on their voucher—no ad-

ditional discount/credit is available.

Your child care fee is due each Friday for the coming

week. Payment may be made by check, money

order, Visa, MasterCard, discover, automatic with-

drawal from checking or savings accounts or “click

to pay.” Cash is not accepted.

A $10.00 “past due” charge will be assessed to

your outstanding balance at the close of business

Tuesday. Exclusion of the child is effective

Wednesday if payment is not received.

If you pick up your child after the center closes, you

will be charged an additional fee. Please notify the

center if you expect to be late. The fee (per child) is

$10.00 for the first 5 minutes and an additional $2.00

per minute after, based on the center’s clock. If no

one on the child’s contact list can be reached within

one hour after closing, Day Early Learning reserves

the right to contact Child Protective Services. If the

center hours are habitually abused, your child(ren)

may be disenrolled.

NSF Checks

Checks returned for non-sufficient funds will be

charged a $25.00 fee. After the second NSF check,

you will be asked to pay by money order or certified

check. CASH IS NOT ACCEPTED AT ANY CEN-

TER LOCATION.

Use of State Vouchers—(See page 20 “Parent

Check List”)

Absence

Because the cost of operating the center is on-going,

your regular weekly fee is due even if your child is

absent due to illness or other cause, or if a holiday

falls during the week. Your child’s place in the

classroom is held, even during absence.

Vacation Time

Day Early Learning allows parents two weeks vaca-

tion each year. Your child must be enrolled for three

months before vacation credit is available. After this

period, you will have two weeks of vacation credit

to use annually, based on the anniversary of your

child’s enrollment.

Vacation leave must consist of five consecutive busi-

ness days and the center must receive advance

notice of the vacation. If you are a full fee, sliding

scale fee or partner discount client, you will receive a

50% vacation credit (you will need to pay 50% of

your fee in advance). If your child care is paid with a

voucher (including Title XX), no co-pay discount is

available to you. Personal days must be used as

available when your child is in attendance for less

than the CCDF required 25 hours minimum.

Cleaning Days —Scheduled Closures In order to maintain a clean, fresh environment,

Day Early Learning reserves the right to close the

center one week per year. Fees will not be

assessed during the closed week and a three-

month notice will be given. Alternative care at

another Day Early Learning center may be an

option dependent on availability. Carpet cleaning

and floor care maintenance are performed by a

cleaning contractor. These cleanings are done

frequently and are scheduled when children are

not in the building. This schedule is available for

review in the center’s management office upon

request.

Hoosier Works for Child Care

Parent Check List

● It is your responsibility to keep your card in a safe place and remember

your PIN number.

● You must also have your card number written down in a safe place for

manual entry if you lose your card. This information is specific to you and

should not be shared with anyone, including Day Early Learning staff.

● Day Early Learning will be monitoring all inputs, but it is still your respon-

sibility to ensure the proper swipe in/out of your child(ren).

● If your child does not attend the minimum 25 hours per week, you are re-

sponsible for any payment differences, which are generally half of your

weekly voucher amount. You will be billed by the center and required to

make these payments in the week following the assessment of the fees.

You will also be subject to late charges and disenrollment from the center if

the payments are not made in a timely manner.

● You are responsible for using your personal days for any day your child is

absent from the center. This is limited to 20 days per year. This infor-

mation must be recorded in the swipe card system the day your child re-

turns to the center following the absence.

If for any reason your access is denied by the Hoosier Works system or

you do not have your access card or PIN number, Day Early Learning

will not allow you to leave your child in our care until the issue is re-

solved.

GENERAL POLICY INFORMATION

Day Early Learning does not discriminate on the

basis of age, race, sex, color, creed, national origin,

religion or disability in any of its activities. Day

Early Learning will take reasonable steps to ensure

meaningful access to our program and activities by

persons with Limited English Proficiency (LEP)

through written communication or by interpreters as

needed. This includes center admissions, access to

the program and Day Early Learning employment.

If the safety and best interest of children and families

may be compromised, Day Early Learning reserves

the right to deny admission or disenroll a family at

any time.

Day Early Learning ensures a safe, healthful and

peaceful environment for the children in our care.

Should a child’s family member or other responsible

adult exhibit behavior disruptive to Day Early Learn-

Waiver, Release of Liability and Indemnification

and Consent to Medical Treatment

In exchange for my child being allowed to enroll in the child care program(s) offered by

Early Learning Indiana, (aka Day Early Learning centers), I agree to be bound by the fol-

lowing:

1. Voluntary Participation. My child's participation in Day Early Learning's

programs, including educational and recreational field trips, is voluntary, and my signature

on this form is voluntary. I am familiar with the Day Early Learning activities and pro-

grams in which my child will be participating.

2. Identification of Risks, Release and Waiver. Though Day Early Learning

makes every effort to create a safe environment and to minimize the risk of any type of inju-

ry, I understand that Day Early Learning cannot eliminate all risks and that accidents, in-

cluding serious or fatal accidents, may occur during my child's participation in Day Early

Learning's programs, including during participation in off-site fieldtrips and the travel asso-

ciated with these trips. I release Early Learning Indiana (aka Day Early Learning), its direc-

tors, trustees, officers, employees, agents, and volunteers, from any and all liability for, and

waive any and all claims for, injury, loss, damage or expense, including attorneys' fees, in

any way connected with my child's participation in Day Early Learning's programs, includ-

ing off-site fieldtrips and the travel to and from those trips. This document does not release

Early Learning Indiana (aka Day Early Learning) or any above named individuals from re-

sponsibility for gross negligence or criminal conduct by Early Learning Indiana (aka Day

Early Learning).

3. Limited Power of Attorney: Consent to Medical Treatment. By my signa-

ture, I give Early Learning Indiana and its employees, agents and volunteers the power to

consent on my behalf to any and all emergency treatment and/or medical care of (child’s

name)________________________________________ determined to be necessary or de-

sirable by the attending physician, dentist or health care provider. In an emergency, Early

Learning Indiana (aka Day Early Learning) will attempt to honor your preference for hospi-

tal or dentist, but reserves the right to substitute another hospital or dentist if, in Early

Learning Indiana's (aka Day Early Learning) sole discretion, such a substitution is in the

child's best interest.

4. Non-Emergency Medical Services. From time to time, Early Learning Indiana (aka

Day Early Learning) may make available certain medical services, including screenings

and vaccinations. I understand that these services are offered as a convenience and that my

decision to allow my child to receive any service is voluntary. I understand that Early

Learning Indiana (aka Day Early Learning) is not liable in any way for the quality or nature

of the of the medical services provided and I agree that if I allow my child to receive any

such service, I will not attempt to hold Early Learning Indiana (aka Day Early Learning)

responsible for any alleged deficiencies of care.

5. Governing Law. This agreement will be enforced in accordance with the law

of the State of Indiana.

DAY EARLY LEARNING

Parent Agreement

1. Your fees are due each Friday for care the following week. Payments must be by check,

money order, via automatic charge to a Visa or MasterCard, or automatic withdrawal from

a checking or savings account.

Cash is not accepted.

2. You are responsible for picking up your child(ren) by center closing time each day. Late

fees will be assessed after stated closing time.

3. Children will be released only to a parent or a person named by the parent who has proper

identification. Parent or persons named by the parent must make sure that a staff member

is aware of the child’s arrival and departure by making your presence known and signing

the child(ren) in and out by noting their arrival and departure times by their names.

4. You have received a copy of the Parent Handbook and policy sheet, which contains other

conditions and limitations.

5. You agree to cooperate with the Day Early Learning staff in all matters concerning the

care of your child(ren) during the time they are enrolled in Day Early Learning.

6. Day Early Learning agrees to keep all family and child(ren) records confidential. Only

administrative staff and teaching staff in direct contact with your child will be allowed

access to your confidential information.

7. Should you choose to withdraw your child(ren) from Day Early Learning, you

must submit a two week written notice of withdrawal to the Center Director or

Office Manager.

Child Care Answers (CCA) is the child care training and

referral program operated by Early Learning Indiana.

CCA serves parents, child care providers and corpora-

tions as it works to enhance access to, and the quality of,

child care services in central Indiana. Child Care An-

swers is part of the Indiana child Care Resource and

Referral Network that provides services in Marion,

Johnson, Hamilton, Hendricks, Bartholomew and Brown

Counties. CCA also provides: Referrals, training, and

technical assistance to parents seeking child care; Train-

ing, mentoring, and licensing assistance to child care

providers; and Specialized child care-related services to

the business community.
