ProjectBackground:

TheIndianaDepartmentofEducation,underthedirectionofPhyllisLewis,commissionedtheNationalAssociationofPeerPrograms(NAPP),formerlyknownastheNationalPeerHelpersAssociation,nowknownastheNationalAssociationofPeerProgramProfessionals(NAPPP)andtheauthorslistedabovetodeveloparubricforpeerhelpingprograms.FundingfromtheCentersforDiseaseControlandPreventionawardedtotheIndianaDepartmentofEducationsponsoredtheproject.Additionalfinancialsupportwasreceivedthroughamulti-projectcollaborationwiththePartnersinActiveLearningSupport(PALS)programoftheNationalFutureFarmersofAmericaOrganization.

RubricDevelopment:

DevelopmentoftherubricbeganwithareviewoftheNAPPPProgrammaticStandardsandEthics .TheStandards wereeitherstateddirectlyintherubricortheessencesummarized.Inafewinstances,theStandards weremodifiedtoreflectrecentdevelopmentsormoreinformedorpreferredpractices.

Benchmarksforassessmentweredeveloped.Numericvalueswereassignedtothesebenchmarksandadjectivestoestimatethedegreetowhichaprogramcomplieswithacomponentwithinastandard.Aprofilecanbedevelopedbyratingeachcomponent.

InJuly,2009,NAPPbecameincorporatedastheNationalAssociationofPeerProgramProfessionals(NAPPP)toclarifythatitservesthepeerprogramprofessionaladultswhotrain,supervise,andprovideprogrammingforpeersofallageswhowanttohelpothers.

InJuly,2014,andJanuary,2018,theNAPPPStandards,Ethics, andRubric weremodifiedtoreflectcurrentterminologyandindicatorsofeffectivenessdeterminedbyongoingmeta-analysesofpeerprograms.Anappendixalsowasaddedwithspecificindicatorstobeincludedwhendesigningorevaluatingtrainingforpreventioneducationorinterventionprogramsincommontopicalareas.

Scoring:

Overview :TheStandardsarenumberedfrom1–11intherubric.UndereachStandardareseveralcomponents.Eachcomponentisratedbyplacingan“X”intheboxundertheadjectivethatbestdescribestheparticularpeer-helpingprogrambeingevaluated.Inotherwords,eachcomponentisratedaseither“advanced,”“proficient,”“basic,”or“belowbasicstandardsordoesnotmeetstandard.”Insomecases,acomponentwillnotapply,anditwillberatedasnon-applicable(“NA”).Nonumericvalueisassignedinthisinstance.Noticethatnumericvaluesareassignedtothefouradjectivesmentionedpreviouslyandthevaluesassignedarefrom3–0,respectively.

CriterionReferenceScoring :Theacceptablescoreis2(“proficient”)andabove.Ascoreof1or0(“basicandbelow”)equatestoneedsimprovement.Inactuality,anycomponentratedlessthan3or“advanced”needsimprovement.Theattachedgraphiccanbeusedtodevelopaprofiletomoreeasilyidentifystrengthsandareasofimprovement.

PersonalProgramScoring :Anotherwaytoassessaprogramistosumallthevaluesforallitemswithanumericscoretoderiveatotalscore.Again,“NA”itemswillnotbeincludedinthesum.Dividebythetotalnumberofcomponentsreceivinganumericvaluetoderiveamean.Thencomputethestandarddeviation(SD ).Anyvalueequaltoorgreaterthan1SD abovethemeanisastrength,andanyvalueequaltoorbelow1SD belowthemeanisacomponentthatneedsimprovement.
