At the December 3, 2019 Board of County Commissioners (Board) meeting, Board members adopted Ordinance No. 19-122 approving the Miami Dade Aviation Department (MDAD) Capital Improvements Acceleration Ordinance (Acceleration Ordinance), which expedites the process for the award and administration of contracts for the design and construction of capital facilities such as: terminals, concourses, ramps, parking facilities and hotels at Miami International Airport (MIA) and the General Aviation Airports (GAA).

The Acceleration Ordinance requires placement of a monthly report known as the “Aviation Capital Program Report” on the Board agenda every 30 days with information related to: (1) procurement activities advertised or placed for public notice under the authority of Ordinance No. 19-122 including upcoming advertisements for contracts, their estimated contract value,qualifications for award beyond requisite licensing, the proposed contract measures, includingSmall Business Enterprise goals and Community Enterprise goals or Disadvantaged BusinessEnterprise goals, and (2) active capital projects by number, title, phase, estimated completiondate, adopted budget amount, current budget amount, previous month-to-date expenditures,current month-to-date expenditures, cumulative total expenditures, including indicators informingBoard members when capital project expenditures reach 30 percent, 60 percent and 90 percent ofthe approved budget amount with a comment section to explain variances.

The Department has placed its third “Aviation Capital Program Report” on today’s agenda, as attached, which has been prepared to promote transparency and accountability by providing residents and Board members open and easy access to key information regarding the procurement and financial status of MDAD’s capital projects. This report can be viewed on MDAD’s webpage each month at: http://www.miami-airport.com/transparency_report.asp. Each monthly report will be posted simultaneously with the placement of the Aviation Capital Program Report on a Board committee agenda.

Exhibit A of the Aviation Capital Program Report provides the status of MDAD’s capital projects procured under the seal of the Acceleration Ordinance, from the first phase of the County’s procurement process to the time contracts are awarded under the authority of the Ordinance. Additionally, as required by the Acceleration Ordinance, Exhibit A provides the estimated contract value, the project qualifications for award and the proposed contract measures. Prior to advertising capital projects, project solicitations are posted on the Internal Services Department’s webpage at: http://www.miamidade.gov/procurement/solicitations.asp and on the Small Business Development Division’s webpage at: http://www.miamidade.gov/smallbusiness/certification-programs.asp for industry review and comment for a minimum of two weeks.

Exhibit B of the Aviation Capital Program Report provides the financial status of MDAD’s capital projects implemented under the stamp of the Acceleration Ordinance including project budget information, project expenditures from the time a contract is awarded through project completion, and indicators that flag when project expenditures reach 30 percent, 60 percent and 90 percent of the approved budget amount.

In addition to Exhibits A and B, the Aviation Capital Program Report’s opening page consists of a Summary of Changes, which shows the differences between the previous month’s report (November 2020) and the current month’s report (December 2020) facilitating review of the most recent actions.

Pursuant to Ordinance No. 14-65, this memorandum will be placed on a Board agenda for review within 30 days.
