Ricerca scientifica
Ha svolto ricerca in due settori disciplinari:
i) economia e politica della scienza, tecnologia e innovazione;
ii) teoria politica delle relazioni internazionali.
In entrambi i settori, ha estensivamente pubblicato monografie, volumi collettanei e articoli
scientifici su riviste accademiche. Le sue pubblicazioni sono frequentemente citate nella letteratura
accademica ed è il dipendente del CNR più frequentemente citato nelle scienze sociali. Alcuni suoi
temi di ricerca, quali ad esempio la “tassonomia sulla globalizzazione della tecnologia”, la
“specializzazione tecnologica”, la “diversificazione innovativa”, la “democrazia cosmopolitica”, il
“dividendo democratico” e le “categorie dell’auto-determinazione dei popoli” sono entrati nella
letteratura e riportati in manuali ed enciclopedie. Nell’ambito dell’economia e politica della scienza,
tecnologia e innovazione, ha contribuito a creare nuovi metodi di indagine delle innovazioni, in
particolare basati sulle statistiche brevettuali e sulle indagini dirette dell’innovazione nelle imprese.
E’ frequentemente invitato come key-note speaker e per lezioni magistrali presso Università
straniere, Congressi e Conferenze.
Formazione di ricercatori e docenze
Ha contribuito a formare numerosi ricercatori, presso il CNR e altre istituzioni universitarie. I suoi
collaboratori hanno ottenuto molte borse di studio di istituzioni prestigiose (Marie Curie Grants,
Fulbright Grants, e borse di Fondazioni bancarie). La maggior parte di loro lavora con posizioni di
responsabilità presso Università estere e italiane, organizzazioni internazionali e amministrazioni
pubbliche. Ha insegnato numerosi corsi presso Università straniere e italiane. La valutazione degli
studenti è sempre stata estremamente positiva.
Management della ricerca
Ha diretto numerosi progetti di ricerca e conseguito finanziamenti nelle aree di economia e politica
della scienza, tecnologia e innovazione e nelle relazioni da: Commissione Europea, EUROSTAT,
Consiglio d’Europa, Organizzazione per lo Sviluppo e la Cooperazione Economica e altre.
Collabora frequentemente con agenzie specializzate delle Nazioni Unite (UNIDO, UNCTAD,
UNDP, WIPO, ILO, World Bank). Ha presieduto un Gruppo di Lavoro di alto livello dell’European
Research Area (ERA) e partecipato a numerosi gruppi di esperti comunitari. E’ frequentemente
consulente di governi nazionali, della Commissione Europea e delle Nazioni Unite.
Dal Novembre 1997 al febbraio 2002, è stato Commissario dell’istituenda Autorità per i servizi
pubblici locali del Comune di Roma, eletto a larga maggioranza dal Consiglio Comunale capitolino.
L’Autorità ha un bilancio di circa quattro miliardi di lire l’anno, e vigilanza sulle aziende esercenti
servizi nel Comune, per un totale di circa 40 mila dipendenti.
