Tank Design Compliance Assessment Compliance reports for each applicable Standard must be submitted using the templates found on the OEH website.

Evidence of Other Approvals or Standards For example, in the case of an LPG Tanker, documentation showing the vessel is compliant with AS1210-SAA Unfired Pressure Vessels Code and certificate of design registration issued by WorkCover.

Technical Drawings Please submit a copy of all drawings of tank and vehicle showing the means by which the tank is to form part of, or be attached to the vehicle (note: photographs are also acceptable).

GENERAL GUIDANCE FOR SUBMITTING YOUR APPLICATION This guidance sheet has been produced to assist an applicant to successfully complete an application for approval for a dangerous goods road tank vehicle design. BACKGROUND INFORMATION The 7th edition of the Australian Dangerous Goods Code (ADG7) states that the design of a tank that forms part of, or is used on a tank vehicle must be approved by the Competent Authority before it can be used for the transport of dangerous goods. The Competent Authority in NSW is the EPA. The Office of Environment and Heritage (OEH) exercises statutory functions and powers in the name of the EPA. In order to obtain a design approval, an applicant must demonstrate that the vehicle complies with the relevant parts of Australian Standards (see table below) by completing the appropriate compliance report templates. Part 1 applies to all road tank vehicles, in addition to the requirements of the applicable Part 2 – 6 according to the type of goods.

In addition, any pressure vessel that forms part of the tank vehicle design must comply with AS1210 and must have a pressure vessel design registration number.

SUBMITTING AN APPLICATION In applying for approval the applicant must: • Complete and submit all sections of the design application form attached to this guidance

sheet; • Submit all supporting required documentation (for example, for pressure vessels, the design

registration issued by WorkCover); • Submit separate compliance report statements for each applicable part of AS2809 (or other

Standards) using the templates located on the OEH website; • Ensure application form has been signed off by a 1Professional Engineer; • Submit overall layout plans/ drawings of the vehicle with the vessel attached, along with any

relevant photographs. Drawings must outline the required measurements for compliance to the applicable standards (for example: road and cabin to tank clearances, stability angle etc); and

APPROVALS Once a design is approved a dangerous goods vehicle design approval number will be issued. This approval number must be included in a compliance plate fixed to a road tank vehicle in accordance with section 6.9.2.2 of ADG7. It is acknowledged that multiple units of the exact design may be manufactured; however, when any change is proposed to an approved design, it must be submitted for a new design approval. Note: The approval number should not be confused with a pressure vessel design registration number that is issued by WorkCover NSW (or relevant authority in other jurisdictions). For more information on pressure vessel registration see the WorkCover website (www.workcover.nsw.gov.au). A design approval for a vehicle that may be used in other jurisdictions will be referred to the Competent Authorities Panel for national recognition.
