RDM required to facilitate best research
Slide 2
By managing data, our goals are that researchers can:
Ensure research integrity and replication
Ensure research data and records are accurate, complete, authentic and
reliable
Increase research efficiency
Save time and resources in the long run
Enhance data security and minimise the risk of data loss
Prevent duplication of effort by enabling others to use data
Comply with practices conducted in industry and commerce
Views supported by DaMaRO survey of researchers (cf JAJW)

Development of RDM Programme
Slide 3
Develop Oxford RDM Programme to provide essential components of an
RDM infrastructure
Leading universities are developing suites of RDM services, following similar
processes and investing – often collaboration between Library, IT and others
Some of the universities are almost as devolved as Oxford with considerable
RDM done locally based on central services (cf Big Data Centre)
Start from output of Workshop 2

Visual representation of stages in the Research Lifecycle – with data ‘issues’
Project plan (or internal proposal)
Conducting the Research
Publication Data Curation &
Accessibility
Pre-proposal
• Scoping data support services • Collaboration/collective working
Stage in Research Lifecycle
RDM issues a researcher may think about
RDM issues: •Collection • Management • Storage/Retrieval • Back-up • Collaborative environments - Emails/lab notebooks
• Online RDM prep tools • Tailored face-to-face advice • Online advice
Publisher may require details re data or deposition of data: • Data deposit • Metadata deposit • Metadata defines t&c for access
DPhil thesis • Link /integrate with existing policy requirements (ORA)
•Non-digital data – making it shareable if requested • Ensuring long-term access to data
Award/Offer
Research data issues may at this stage be influenced by: •Collaborative agreements • Sub-contracts • MTAs

Approach to Developing RDM Programme
Slide 9
Split research lifecycle into four quadrants, developed priorities; and service
business cases
Prioritized and consolidated components within RDM infrastructure
Identified what we consider to be essential services only
Set priorities, but all essential …
Created Business Cases
From Business Cases, chose least expensive option
Recognised that central services designed to complement local services
Proposed 2 year RDM Programme ending at end of AY 2014/15
Capital injection over 2 year period to progress services
After break-point, decision point for University – recurrent services?
Very difficult to estimate capital injection for individual services at this stage
Overall request envelope realistic, funds may need to be vired

Tools to allow the researcher to: Service name and provider Funding model
Create data management plans (DMPs)
with Oxford-specific metadata and
automated deposit of DMPs into a
dedicated repository
Oxford DMPOnline, hosted at
Edinburgh’s Digital Curation
Centre
Free storage in DataBank instance at Bodleian Libraries
Work with a high-quality networking
and backup infrastructure
Network, HFS and Advanced
Research Computing (IT
Services)
Centrally funded
Manage data whilst research is active DataStage as user interface,
linking to underpinning active
storage
Software managed by research groups and departments;
storage provided centrally, charged to research grants
above a base level
Manage and publish relational databases
online
Online Relational Database
Service (IT Services)
Chargeable service, based on storage provided centrally
Store and preserve data after completion
of research
DataBank (Bodleian Libraries) Free at point of use, but funded research projects will be
charged an ingest and cataloguing fee
Describe and catalogue datasets for
finding by other researchers
DataFinder (Bodleian Libraries) Centrally funded
Access information, advice, services and
training
RDM web site (RSO); help and
training from: RSO, Bodleian
Libraries and IT Services
Centrally funded
Identified researcher needs and services

Business cases – modular approach
Different models for different components
Maintained by external service (Oxford DMPOnline)
Lightweight open source software (DataStage)
Cost-recovery (ORDS)
Embedded in existing channels (some training and advice)
University supported (DataFinder, Central Coordination, Training Coordination, DataBank?)
DIRECTOR OF IT RISK MANAGEMENT

Business cases - content
Short & digestible – 4 sides or less
Loosely standardized
Description of service
Rationale, benefits & evidence of demand
Maturity
Interdependencies
Sustainability costs and options
Additional project costs included for subject-specific customizations

Total capital required over 2 year period: c.£2m
Request made to University’s Research Committee
If agreed, will be run as a project
Then decision will be made, based on experience and further analysis,
whether to fund services recurrently
Form Group, chaired by PVC to oversee the Programme
We may just have a sustainable model under development ….
