    1.0 SCOPE OF SPECIFICATION 1.1 Introduction 1.1.1 This specification details the minimum requirements for mechanical design, materials, fabrication,

    inspection, testing, documentation and preparation for shipping of steel sump tanks. It is applicable to steel tanks rectangular or circular in plan, installed below ground with the roof nominally above grade, to avoid vehicular traffic loading.

    1.1.2 Reinforced concrete sump tanks are an alternative not covered by this specification, reference is made

    for their design to GES Q.04. 1.1.3 This specification applies to onshore oil and gas installations, processing facilities and refineries. 1.1.4 The Vendor/Contractor shall comply fully with the provisions laid down in this specification. Any

    exception must be authorised in writing by the Owner. 1.1.5 In the event of any conflict between this specification and any of the applicable codes and standards,

    the Vendor/Contractor shall inform the Owner in writing and receive written clarification before proceeding with the work.

    1.1.6 This General Engineering Specification will form part of the Purchase Order/Contract. 1.2 Other NOC Specifications The following NOC Specifications form an integral part of this specification and any exception shall

    1.3 Data Sheets The technical data supplied by the Owner for the equipment is given on the Data Sheets which are

    included at the end of this specification. The Vendor/Contractor shall complete the Data Sheets with the remaining information and submit them with his proposal. Prior to shipment, the Vendor/Contractor shall submit a complete set of 'as-built' Data Sheets.

    2.0 DEFINITIONS 2.1 Technical The technical terms used in this specification are defined as follows: Substitutions The Vendor/Contractor shall submit in writing to the Owner, for approval, any proposals for

    substitutions due to non-availability of materials or changes to the proposed design, prior to the commencement of work.

    Yield Strength Fy Is the minimum yield strength for the plate material, deposited weld metal and weldments, as

    guaranteed by the steel mill or steel supplier. 2.2 Contractual The commercial terms used in this specification are defined as follows: Owner The oil or gas company, an associate or subsidiary, who is the end user of the equipment and facilities. Vendor The company supplying the equipment and material. Contractor The main contractor for a defined piece of work. Sub-Contractor A company awarded a contract by a contractor to do part of the work awarded to the Contractor. Inspection Authority The organisation representing the Owner or Contractor that verifies that the equipment and facilities

    have been designed, constructed, inspected and tested in accordance with the requirements of this specification and the Purchase Order/Contract.

    Inspector A qualified individual representing the Owner, Vendor/Contractor or the assigned Inspection

    Authority, who verifies that the equipment and facilities have been designed, constructed, inspected and tested in accordance with the requirements of this specification and the Purchase Order/Contract.

    3.0 DESIGN 3.1 Codes and Standards 3.1.1 The design and fabrication of sump tanks shall comply with this specification as well as with codes,

    standards and provisions indicated elsewhere in the contract documentation. 3.1.2 The following codes and standards, together with the references therein, shall be deemed to form part

    of this specification. All recommendations shall apply unless specifically modified herein. ASME - American Society of Mechanical Engineers ASME Boiler and Pressure Vessel Code Section II Materials Section V Nondestructive Examination Section VIII Pressure Vessels, Division 1 Section IX Welding and Brazing Qualifications ASME B16.5 Pipe Flanges and Flanged Fittings ASME B16.9 Factory-Made Wrought-Steel Buttwelding Fittings ASME B16.11 Forged Fittings, Socket-Welding and Threaded ASME B31.3 Process Piping API - American Petroleum Institute API 650 Welded Steel Tanks for Oil Storage API 2000 Venting Atmospheric and Low Pressure Storage Tanks 3.1.3 Unless specified otherwise in the Purchase Order/Contract, the latest edition of codes and

    specifications at the date of order shall be used.

    3.2 Installation This installation description provides only the necessary interface data to facilitate design by the sump

    tank Vendor/Contractor. The installation on site does not necessarily form part of the tank supply which shall be as defined in the Purchase Order/Contract.

    It shall be assumed that the sump tank is to be installed in an open excavation containing a concrete

    base slab or blinding and then backfilled. The possibility of uplift/flotation of the empty tank due to the hydrostatic pressure of ground water

    shall be considered. The calculated uplift shall be countered to comply with GES Q.03, Section 3.4.3 by either of the

    following methods: (a) Anchor bolting the tank to a structural reinforced concrete base slab designed in

    accordance with GES Q.03, Section 7.3. (b) Placing the tank onto concrete blinding in accordance with GES Q.03, Section 5.3 and

    then weight coating the exterior of the tank walls with cast-in-place lean mix concrete to GES Q.03, Section 4.2.2. The concrete coating shall be vibrated to ensure bonding to the tank clips or keys provided as part of the tank fabrication.

    The remainder of the excavation shall be backfilled with an approved granular material in accordance

    with GES Q.01. 3.3 Equipment Design 3.3.1 (a) Design Loads Tanks shall be designed for the worst combination of the following loadings as

    applicable: - internal pressure; - external pressure (earth pressure); - static head; - external hydrostatic pressure (ground water); - roof loads; - support loads; - wind loads (above ground); - nozzle loads. (b) The internal static head to be considered shall be the liquid hydrostatic loading on the

    tank when completely full, plus 3.28 ft (1000 mm) liquid head overpressure. For design purposes, the liquid specific gravity shall be the actual liquid value or 1.0, whichever is greater.

    (c) The external hydrostatic head, due to ground water, shall be as defined elsewhere in the

    contract documents, but need in no case be greater than the buried depth of the tank. (d) Unless defined elsewhere in the contract documentation, the earth pressure on the sides of

    the tank shall be taken as a hydrostatic pressure due to a fluid of density of 32 lb/ft3 (500 kg/m3) above, and 20 lb/ft3 (300 kg/m3) below the ground water table level. Earth pressures shall be additive to ground water pressure in (c) above.

    (e) The design wind pressure shall be as stated elsewhere in the contract documentation, and

    applied to the projected area of the tank and supports above ground. In lieu of a precise calculation, the Vendor/Contractor may use a conservative wind pressure of 25 lb/ft2 (2 kN/m2) for design.

    (f) Tank roofs shall be designed for the worst of the following conditions: - a distributed force of 25 lb/ft2 (2 kN/m2) over the entire roof; - a point force of 225 lbf (1 kN) at any point; - equipment loads. 3.3.2 Allowable Stresses and Deflections (a) Vessel design for internal and external loads shall be in accordance with GES V.06. (b) Allowable stress limits shall be: Direct = 0.66 Fy Combined (direct and bending) = 0.66 Fy Shear = 0.40 Fy Bearing = 0.75 Fy Bending = 0.66 Fy where Fy is the minimum yield strength of materials at design temperature. (c) Compressive loads likely to cause buckling (e.g. due to supports or lifting) shall be

    subject to special consideration. (d) The minimum internal and external corrosion allowance on all carbon steel parts shall be

    _" (3.0 mm) combined. (e) The minimum tank thickness shall be 3/16" (5 mm) plus corrosion allowance. (f) The minimum thickness of nozzles and manway necks shall be the thickness of "standard

    weight" pipe or the shell thickness, whichever is smaller. (g) The deflection of flat sides and roof of rectangular tanks shall not exceed 1/300 of the span

    under design conditions. (h) Tank hold-down method proposals shall be submitted to the Owner for approval. The

    overall shear force and bending moment at the support position shall be based upon the worst case loading on the tank in the empty or full condition. Sizing of welds/bolts shall be based upon the following:

    Bolting minimum size = 0.75" diameter (M20) Allowable stress = 14,500 psi (100 N/mm2) Fillet Welds (Leg) = 0.375" (9.5 mm) min (i) The design lift weight for positioning the tank shall be twice the tank weight. Each tank

    shall have a minimum of two lifting lugs.

    3.3.3 Appurtenances (a) The following shall apply to nozzles fitted to the tank: - nozzle necks shall be made from seamless pipe, except that nozzle necks over

    NPS 16 may be fabricated from rolled plate with a full penetration, longitudinal butt welded joint which shall be subject to the inspection requirements of butt welds;

    - nozzles NPS 2 and above shall be flanged; - connections smaller than NPS 2 shall be threaded; - 6,000 lb couplings shall be used for threaded connections; - all nozzle flanges shall be raised face, conforming with ASME B16.5; - ratings of flanges shall be in accordance with the design drawings, but shall have

    Class 150 rating as a minimum; - NPS 1 and smaller nozzles shall be provided with two stiffening gussets at

    90; - connections shall be flush with the inside surface of the tank; - reinforcing plates shall be provided for each nozzle greater than NPS 2 and shall

    be designed on the basis of full material replacement; - all reinforcing pads shall be provided with a test hole tapped in NPT (6 mm); - reinforcing pads shall not cover through thickness welds in the shell. (b) At least one 20" minimum square manhole opening shall be provided. Hinges shall be

    provided for handling manhole covers which shall also be furnished with two 3" x 6" (75 x 150 mm) handles located on the outside.

    (c) Each tank shall be provided with two earthing bosses. (d) All flat roofs shall be designed with a slope of 1 in 50 to ensure that they are

    self-draining. Stiffeners and other continuous external attachments shall have drain holes.

    (e) Vents and pressure vacuum valves sized in accordance with API Standard 2000 shall be

    provided for normal in-breathing and out-breathing of the tank due to temperature changes and liquid movement into and out of the tank. Emergency venting requirements, in case of fire, shall be subject to the approval of the Owner.

    (f) Manways are provided in a steelwork roof together with nozzles to locate vertical shaft

    sump pumps and other attachments, as required. 4.0 MATERIALS 4.1 Material Selection Materials other than carbon steel shall not be used without the approval of the Owner. All carbon steel plate shall be suitable for welding. All pipe shall be seamless, except as provided for in Section 3.3.3(a). Materials for permanent structural attachments, welded to the shell, shall be of the same nominal

    composition as the tank materials. 5.0 FABRICATION

    Fabrication shall not commence until written approval of shop drawings, calculations, weld procedures

    and welder qualification certificates has been received from the Owner. The Vendor/Contractor shall notify the Owner of the proposed starting date of the actual fabrication. 5.1 Procedures 5.1.1 Plate Cutting and Preparation for Welding Plate materials may be cut to size and bevelled by thermal or mechanical methods consistent with

    accepted practice. Care shall be taken to ensure that the weld preparations are correctly profiled. 5.1.2 Welding Procedure and Procedure Qualifications Prior to carrying out any production welding, the Vendor/Contractor shall submit to the Owner his

    proposed welding procedure. Weld procedure qualification shall meet the requirement of GES W.01. 5.1.3 Welder Performance Qualification Tests All welders and welding operators shall be qualified in accordance with the requirements of GES

    W.01. 5.1.4 Identification of Welders All welders qualified for the work shall be assigned identification numbers. A small area of the weld

    reinforcement shall be ground flat and the welder's identification mark stamped in this area. As an alternative, "as-built" drawings showing location and extent of welding, carried out by each welder, is acceptable.

    5.1.5 Production Control Test Plates Unless otherwise stated on the equipment Data Sheets, production control test plates are not required. 5.1.6 Welding All main shell joints shall be butt welds with a full penetration weld and complete fusion. Weld butt joints shall be welded from both sides where access permits. Backing strips shall not be used. Attachment welds for tank anchors, shell stiffeners, insulation supports, pipe supports and similar

    components shall be continuously fillet welded. All corner welds, including side/side and side/floor shall be continuous fillet welds on each side or a

    corner type butt weld. Minimum fillet weld shall have a leg length of 3/16" (5 mm) excluding the corrosion allowance. Any repair work shall be subject to approval. Repair welds shall be performed using the same

    procedure as for the initial weld.

    Weld undercuts and excessive weld metal build-up which creates steep angles at corners of fillet welds shall be repaired.

    6.0 TOLERANCES The following fabrication tolerances apply: Tank dimensions - " (6 mm) Nozzle positions/standouts - _" (3 mm) Angular position of nozzle - 0.5 axis, nozzle face 7.0 INSPECTION 7.1 Procedures 7.1.1 All items of plant and equipment referenced within this specification shall be subject to inspection by

    the Owner. The Vendor/Contractor shall allow free access of the Owner to inspect all aspects of the design, materials and fabrication.

    7.1.2 All inspection activities, including any special requirements, shall be agreed with the Owner and shall

    be incorporated within the agreed Quality Control Plan provided by the Vendor/Contractor. 7.1.3 All operators of NDT equipment shall have thorough knowledge of the operation of the equipment to

    be used and shall hold an appropriate certificate of competence which is to be approved by the Owner. All NDT procedures and qualifications shall be subject to approval by the Owner.

    Approval of NDT records may be subject to approval at the Owner's discretion. 7.1.4 The Vendor/Contractor shall furnish the Owner with all reasonable facilities to satisfy themselves that

    the equipment is fabricated and tested in accordance with this specification. The Vendor/Contractor shall afford the Owner the opportunity to witness all or some of the following

    quality control checks. The details shall be agreed mutually between the Owner and the Vendor/Contractor, prior to the commencement of fabrication.

    (a) Welding procedure and operator qualification work; (b) examination of rolled and welded shells; (c) identification of materials against Mill Test Certificates and impact tests, if required; (d) welding examination; (e) examination of radiographic film; (f) internal and external examination of tanks; (g) pressure tests; (h) final dimensional check; (i) examination after cleaning; (j) examination after painting, if specified;

    (k) verification of code nameplate details; (l) review and signature of Vendor/Contractor's dossiers. 7.1.5 Any approvals by the Owner shall not relieve the Vendor/Contractor of any responsibility regarding

    guarantees and compliance with this specification, or his duty to deliver the equipment complete in accordance with specification, drawings and programme.

    7.2 Methods 7.2.1 Visual Inspection Final inspection shall be carried out after the removal of all mill scale, dirt, grit, weld spatter, paint, oil

    or other foreign matter from the tank. It is the Vendor/Contractor's responsibility to offer the tank in suitable condition for the Owner's examination.

    All welds shall be 100% visually inspected. 7.2.2 Magnetic Particle and Liquid Penetrant Examination Magnetic particle examination shall be used to examine welding to carbon steel. Liquid penetrant

    testing shall be used to examine welding to non-magnetic steels. The magnetic particle method and acceptance standards shall be in accordance with API Standard 650,

    Section 6.2. The liquid penetrant method and acceptance standards shall be in accordance with API Standard 650,

    Section 6.4. The extent of MPI/DPI testing of welds, is as follows: - 10% on all full penetration welds including nozzles; - 100% on lifting lugs welds; - 100% on repair welds. All non-destructive examination shall be carried out prior to hydrotesting. 8.0 TESTING 8.1 Statutory Testing 8.1.1 The Vendor/Contractor shall conduct the hydraulic test on the tank, in accordance with API 650 and

    this specification. 8.1.2 All tanks shall be hydrostatically tested to a test pressure equivalent to 1.25 times the pressure the tank

    is designated for taking into account the total static head. 8.1.3 The Vendor/Contractor shall submit his test procedure in writing to the Owner for approval. 8.1.4 The tests shall be carried out in the presence of the Owner's Inspector. 8.2 Test Procedures 8.2.1 No type of preservative or paint shall be allowed to cover any joint, mechanical or welded before the

    test is complete.

    8.2.2 Reinforcing pads shall be given an air/spray water test at a pressure of 7 psig (0.5 bar g) prior to the

    hydrotest. 8.2.3 The Vendor/Contractor shall be responsible for: (a) Hydrostically testing the tank, including filling and emptying. If saline water is used for testing

    and will remain in the tank for more than 30 days, an oxygen scavenger and a corrosion inhibitor at 50 volume ppm (0.05 ml/l) each, shall be added. After testing, the tank shall be drained and thoroughly rinsed with clean fresh water.

    (b) Furnish, lay and remove all lines required for testing from the water supply point to the water

    disposal point. (c) Clean out any standing water, silt or other dirt, left in a tank after hydrostatic testing so that the

    tank interior is clean and ready for painting or internal treatment specified. 8.2.4 On completion of testing, the tank shall be cleaned to remove any dirt, sludge, etc. 8.2.5 The specified paint system, internal lining/coating or treatment is to be added after the hydrostatic

    testing is completed. 8.3 Nameplates 8.3.1 Nameplates to be _" (3 mm) thick stainless steel, stamped with 5/32" (4 mm) high capitals, permanently

    attached to the tank via a pad or bracket. 8.3.2 Bracket shall clear any insulation by 1.0" (25 mm). 8.3.3 The following information shall be provided on the nameplate: - purchaser's order number; - item number; - date of order; - manufacturer's name; - design parameters; - test pressure; - empty weight.

    9.0 DOCUMENTATION 9.1 Schedules/Reports 9.1.1 For each tank, the Vendor/Contractor shall supply with his proposal, a schedule showing submission

    of all documents for review and approval, proposed Sub-Contractors and material procurement and a production/erection programme.

    9.1.2 The Vendor/Contractor shall submit with the proposal a Quality Control Plan for the contract. 9.1.3 After the Purchase Order/Contract award, monthly reports on design, material procurement and

    production progress shall be submitted to the Owner. 9.2 Data and Calculations 9.2.1 For each tank, the manufacturer shall supply with his proposal completed Data Sheets containing all

    the relevant information necessary for appraisal of the mechanical design by the Owner. Also included shall be any additional drawings, specifications, etc and a list of any proposed Sub-Contractors.

    The documents shall be submitted for approval/review to the Owner within the periods agreed between

    the Owner and Vendor/Contractor. It shall be the responsibility of the Vendor/Contractor to ensure that the production schedule of the tank takes into account documentation submission periods, plus a three week approval review period by the Owner.

    The Vendor/Contractor shall be responsible for obtaining approvals from the Owner. 9.2.2 All calculations shall be carried out in a clear and logical manner. Where conditions involve the use of

    formulae or methods not specified in the design code, the source of these formulae or methods shall be clearly referenced.

    Computer calculations will only be accepted if all input is shown, together with calculated values of

    intermediate terms and factors and options chosen, as well as final calculated dimensions, stresses or other values. The computer program shall be validated to the satisfaction of the Owner.

    9.3 Drawings 9.3.1 The following drawings listed in paragraph 9.3.2 to 9.3.5 shall be sent by the Vendor/Contractor to the

    Owner for review and approval. 9.3.2 The plating drawings, shall as a minimum, show the position of all through thickness welds, together

    with material thicknesses and specifications. In addition, it shall clearly indicate the welding procedure specification which is applicable to each weld. The plating drawing may be combined with the general arrangement drawing, provided that this drawing clearly indicates the same information.

    9.3.3 General arrangement drawings shall show the relative location and main dimensions of all components

    including elevations and orientations of nozzles. In addition, the following information shall be included on the assembly drawings: - nozzle schedule; - list of related drawings and procedures; - operating conditions; - design conditions; - corrosion allowance; - hydrotest; - NDT requirements; - design code and main standards/specifications;

    - weight, empty, operating, full of water; - painting requirements; - general notes covering specified requirements; - mechanical loading conditions (e.g. nozzle loads, seismic, pressures, etc). 9.3.4 Detail drawings which may be included on the general arrangement shall include thicknesses and

    dimensions of all components, weld details, machining and surface finish requirements, gasket and nameplate details.

    9.3.5 As-built drawings may be the general arrangement drawings marked-up with the actual as-built

    dimensions. 9.4 Other Documents 9.4.1 Previously qualified weld procedures may be proposed by the Vendor/Contractor, provided all welding

    and testing was witnessed by an independent third party and are supported by evidence of successful previous application. Evidence shall be in the form of quality records of previous applications.

    9.4.2 NDT procedures shall include the general procedure to be utilised for each type of NDT employed,

    together with detailed technique sheets for each applicable joint configuration proposed for each tank. 9.4.3 All concessions requests from the Vendor/Contractor for all substitutions and deviations from the

    requirements of the Owner's specification, shall include full technical justification for request, together with detailed explanation of the necessity and the reasons for the requests. The Vendor/Contractor shall not assume that the Owner will approve deviation requests. Consequences of the rejection by the Owner, of a concession request, shall be the responsibility of the Vendor/Contractor.

    9.4.4 Drawing sizes shall conform to ISO Standard A1 to A4. All drawings shall be suitable for

    microfilming on 35 mm film mounted in aperture cards. Copies of electronically produced documents shall be supplied on a disc in a format acceptable to the Owner,

    9.5 Manuals 9.5.1 Data Book On completion of fabrication, the Vendor/Contractor shall submit to the Owner, a Tank Data Book. It

    shall contain the following: - all drawings, including `as-built' drawings; - all calculations; - NDT procedures and records; - hydrotest procedure and certificates; - welding procedure/welder qualification certificates; - inspection certificates; - nameplate rubbing or photograph; - heat treatment procedure and records; - tank Data Sheets (as-built); - certificate of compliance. 9.5.2 The Vendor/Contractor shall supply the Owner with one set of full sized mylar reproducible original

    preparation coating or a weldable prefabrication primer. 10.2 Spares The Vendor/Contractor shall submit with his proposal a priced list of recommended spares for start-up

    and two years normal operation. 10.3 Warranty 10.3.1 The Vendor/Contractor shall warrant all materials and services supplied against any defect for a

    minimum of 12 months after commissioning or 24 months from the date of delivery to site, whichever is the shorter period, or for the period stipulated in the Purchase Order/Contract.

    10.3.2 Should any item be found defective, the Vendor/Contractor shall be responsible for all costs associated

    with restoring the equipment to the standard specified by the Purchase Order/Contract.
