Remembering PVNarsimharao

Prime Minister in his Man-ki-Baaton 28.06.2020 remembered formerPrime Minister PV Narsimhra oncommencement of birth-cenetarycelebrations of veteran Congressleader who was insulted even onhis death by his own party whenhis dead body was not allowed toenter party-headquarters and hisfuneral in capital city of New Delhiwas not permitted while thosefrom Nehru-Gandhi family occu-pied big land across Ring Roadeven though some ones were noteven entiteled for the same. BJPgovernment at the centre has hon-oured Congress veterans likeSardar Vallabhbhai Patel, PranabMukerji for their unique contribu-tion to the country but were delib-erately overlooked by their ownCongress party running like a polit-ical industry of Gandhi-Nehru fam-ily. PV Narsimharao developed anew pathway for changed eco-nomic system in the country, andwas the only capable one who rana minority government for full five-year term. PV Narsimharao will beremembered for his gracefully ac-knowledging ability of the then op-position leader Atal BihariVajpayee by entrusting him to oncelead an India delegation at a cru-cial international summit ratherthan his own Foreign Minister.

O n the drive to the mouthof the cave, clad in a

damp wetsuit, it became clearthat “glow-worm cave tubing”in New Zealand was not what Ihad expected; less a sparkly lazyriver float, more a challenginghike through a rocky, floodedcave with a huge rubber innertube. As we got off the bus atthe mouth of the cave, ourguide stopped me before Istepped into the frigid water.“Your rings,” she said, pointingto my left hand. “You shouldn’twear them into the cave.” Wewere a 20-minute drive fromwhere we had left all of our be-longings in lockers. Wetsuitslack pockets. I asked what sherecommended since I couldn’tthink of a good alternativeplace for my wedding and en-gagement rings to go. “Givethem to the bus driver, she’lltake them back to your locker.”

Hand my wedding ring overto a person I’ve barely met? Andif you’re the bus driver, wouldyou want that kind of responsi-bility? The suggestion seemedwild to me (perhaps even moreso because I had watched TheLord of the Rings trilogy filmson the flight over) but fazed nei-ther the guide nor the sweetyoung woman who graciouslytook my rings. “I’m locker four, the purple jacket, I guess justput it in the pocket?” After ourtrek ended, sure enough, thereinside my jacket was a baggiewith both rings and a note: “Tellyour hubby he has great taste!”

I am certain there are tons ofkindhearted Americans whowould have done the same hadthis happened in Wisconsinrather than Waitomo. What sur-prised me more was the casualnormalcy of it, the way thingslike this happened throughoutthe trip, the sense that in NewZealand, of course you’d trustsomeone to help you out. “Sure, you can hand a stranger your

valuables, why wouldn’t you!”This memory has kept comingback to me over the last fewweeks as New Zealand has beenin the news for beating COVID-19. While some countries rapid-ly shot from a handful of casesto thousands, New Zealand’s ini-tial cases stopped quickly intheir tracks. It didn’t just flattenthe curve, it crushed it.

There are plenty of thingsNew Zealand has going for itwhen it comes to tackling a pan-demic: large swathes of coun-tryside where people are spreadout, remote island geographywith an easy-to-seal border.American progressives point toPrime Minister Jacinda Ardernas a model leader. But a key fac-tor that makes New Zealanduniquely suited to tackle thepandemic is something it hasbuilt for decades: its deep reser-voirs of social trust.

The data confirms what I feltanecdotally during my briefvisit, that Kiwis are significant-ly more likely than Americans, and those in most other free na-tions around the world, to be-lieve that “most people can betrusted.” The Organization forEconomic Cooperation andDevelopment rankings of socialcapital consistently ranks NewZealand near the top of the liston social capital. This is, in part, due to the approach NewZealand has taken regarding itslegacy of Maori and Pakeha(those of European descent) re-lations. New Zealand’s versionof a constitution is the Treaty ofWaitangi, the compact betweenthe Crown and the Maori, un-derscoring the importance ofthat cooperation to NewZealand’s national identity.

While racism and disparitiesdo exist, Kiwis have created aninclusive society by confrontingthe past head-on, proving a di-verse nation can have high lev-els of social trust if there are

good faith efforts to redressgrievances, and if there is lead-ership eager to foster social har-mony. It isn’t hard to imaginehow high levels of social trustcan lead to greater adherence toguidelines and norms in pur-suit of social good. “If I believethat others are doing the rightthing, I will be more inclined toalso sacrifice so that we can suc-ceed together.” New Zealandclamped down early andclamped down hard on the coro-navirus, and widespread com-pliance with guidelines meantit was easy to stop the virus inits tracks early on.

Unfortunately, here in theUnited States, our levels of so-cial trust are lower. Decadeshave eroded many of the institu-tions that would bind us togeth-er or generate social capital. Our initial national coming-to-gether moment at the start ofthe coronavirus crisis was soonreplaced by our usual divisions, divisions that will make it hard-er to beat the virus until a vac-cine arrives. For instance,mask-wearing — an act that re-quires little sacrifice and isdone to protect others in orderto facilitate safer reopening andavoidance of further lockdowns— has turned into a proxy forpolitical views, with polls gener-ally showing Republicans lesslikely to wear masks thanDemocrats. The hard work ofbuilding a more closely knit so-ciety is not something that canbe done overnight. It takesdecades of work, of construct-ing resilient institutions, ofdeep listening and learning, ofaddressing injustices, and heal-ing divides. But when people in-herently trust one another, itmakes it much easier to con-front big challenges together.New Zealand is an example ofwhat happens when you weavetogether a social fabric that fos-ters mutual trust.

The simple reason New Zealand beat COVID-19

T he Chinese, whose hegemonic designs are becoming in-creasingly clear to much of the world may well have bit-

ten more than they can conceivably chew. US Secretary ofState Mike Pompeo’s statement on Thursday that the Chinesethreat to India in eastern Ladakh’s Galway Valley and toSoutheast Asian nations in the South China Sea as part of theChinese plan to control the seas to establish dominance overtrade is reason enough for America to reduce its troop presencein Europe and deploy them to other places. When asked whythe US had reduced the number of troops in Germany, Pompeosaid in a video interview that there were threats to India, toVietnam, to Malaysia, Indonesia (from China) and “we aregoing to make sure the US military is postured appropriately tomeet the challenges.” He described the ruling CommunistParty of China (CPC) as a “rogue actor”. Evidently, the Trumpadministration will not sit tight as the Chinese try to assert theirpresence as a new super power. Indeed, China’s covetous eyeson other lands and seas are being increasingly noticed and re-sented. It stands to reason that sea lanes around the worldmust remain free for navigation for all countries. It is with thatin mind that security cooperation between the US, Japan, India, and Australia is on the rise and it is China that is seen as thecountry to watch out for. Since 2014, Japan has invested inIndia’s strategic road project in the North-East region with long-term goals. While China works on Bangladesh to draw thatcountry into its fold, Bangladesh has already chosen Japan’sMartabali port project instead of China’s Sonadia port project. If the Trincomalee port project — involving Japanese assistance— in Sri Lanka succeeds, then the importance of China’sHambantota port will decline. Similarly, the Chabahar port proj-ect in Iran can mitigate the importance of the Chinese Gwadarport in Pakistan. The Asia-Africa Growth Corridor (AAGC), a re-sult of Indo-Japanese cooperation, will also counter China’sgrowing influence in Africa. Besides, Japan, India, the US andAustralia can collaborate to support South-East Asian countriesin the South China Sea. Clearly, if China persists in needlingIndia, New Delhi can depend on the powerful bloc that has de-veloped around it with shared interests and a strong desire tocounter the Chinese who are pushing their expansionist agendawith great gusto. On China’s part, it is slated to have the world’slargest naval and submarine fleets by the end of this year.Nearly two-thirds of the world’s major 50 ports are eitherowned by China or have received some Chinese investment.Indeed, China is continuing its base-buying spree to reinforceits offshore capabilities for commercial and strategic purposes, posting private security guards, non-combatant troops and pro-viding arms to strategically located countries along sea lanesand maritime chokepoints. The Chinese were assiduously work-ing to establish a stranglehold over India’s small and mediumscale sector, having driven the local manufacturers virtually outof business. For the first time in years, the Central governmentis realising the blunder of letting the Chinese manufacturersrule the roost. Steps are being taken to protect Indian small andmedium industry from the onslaught of unscrupulous Chinesetraders supported by a Chinese establishment that lays a lot ofstore on building a long-term base in India. The time is indeedpropitious for India to take measured steps to meet the Chinesechallenge to indigenous industry. Along with protecting India’sterritorial integrity, the Chinese economic imperialism needs tobe defeated squarely. That is a mission that India must set outto achieve.

China’s challenges

F uel prices in the last fourteen days have risen across India, with prices varying across states based on different VAT

rates, charged by different States. Petrol as on June 20, 2020,rose to Rs 78.88 a litre in the national capital, while dieselclimbed to Rs 77.67 per litre. In Mumbai, petrol is priced at Rs85.72 per litre and diesel at Rs 75.54 per litre. Is the fuel pricehike justified and, why have prices domestically, risen? Yes, thehike is justified, as Brent crude oil price, the benchmark thatIndia primarily uses, has risen by about 162% from a low of $16per barrel in April 2020, to close at roughly $42, on June 19,2020. Since domestic fuel prices are largely market-driven, ledby demand and supply forces, domestic fuel prices rising byabout 10-11%, is par for the course, notwithstanding the "fuelpolitics", being played out by a clueless opposition, on thisissue. So gasoline and diesel cracks also play a role and it is notnecessary that lower global crude oil prices will lead to a fall inlocal prices, in the same ratio. Needless to mention here that, the oil economy of India under Prime Minister Narendra Modi, has become far more resilient than it has ever been and, India'sdependence on oil imports is slated to fall drastically due to thesharp thrust on gasification and converting India from a dollarguzzling oil economy, to a more planet-friendly, gas economy.India, under Modi, is planning to increase natural gas consump-tion by 2.5x, as part of the energy mix, to 15% by 2030, from thecurrent level of 6.2%. Estimates suggest that daily gas con-sumption should increase to 600 million metric standard cubicmeters per day (mmscmd) from the current levels of around160 mmscmd. In the next decade, investments of over $60 bil-lion are expected in the country’s gas infrastructure. The Modigovernment’s plan to come up with a gas hub is likely to happenafter the bifurcation of GAIL. The government is looking into aplan to unbundle the gas transmission and marketing businessof GAIL. Various measures in the last 6 years like, linking do-mestic gas prices to international markets, developing Indiangas exchange (IGX), slated to start operations from next weekand, implementation of the "Pradhan Mantri Ujjwala Yojana",among others, are steps that are transforming the country’s en-ergy ecosystem. Currently, the number of CNG stations acrossthe country is 1,470 (slated to go up to over 10,000 CNG stationsby 2030), and work for city gas distribution (CGD)is in progressacross 174 districts. The number of households with piped nat-ural gas (PNG) connections is expected to cross two croresafter the successful completion of the 10th CGD round. Thisround aims to extend CGD coverage to 70% of the populationacross 53% of the country’s geography.Undoubtedly, frombeing an oil economy to a gas economy, it fits in brilliantly withPrime Minister Narendra Modi's clarion call of sustaining thefine balance between "people, planet, and profit".

Transport woes of com-muters compounded onMonday with a large num-ber of private buses re-maining off the roads inthe city, demanding a farehike in the wake of risingfuel prices and COVID-19restrictions on the num-ber of passengers allowedto board.

Travellers complainedof inordinate delays ingetting to their destina-tions as fewer privatebuses are in operation inthe metropolis and itssuburbs compared to lastweek.

Commuters have beenfacing hardships owing tolack of public transportsince the beginning ofUnlock-1 on June 8, whenmost government and pri-vate offices and establish-ments reopened.

Joint Council of BusSyndicates, one of thelargest associations of

private bus operators inthe city and the districts, said the current farestructure is not viable.

“High diesel prices, cou-pled with the state govern-ment’s directive to allow

only sitting capacity pas-sengers, have crippledservices. Ticket sales arenot enough to even pay forthe fuel cost, leave aloneother expenses,” its gener-al secretary Tapan

Banerjee said. Fuel priceswere hiked for the 22ndtime on Monday in justover three weeks.According to All BengalBus Minibus SammanoySamity (coordination

committee) general secre-tary Rahul Chatterjee, there are around 27,000private buses in the state.

Around 25 per cent ofthe total number were inoperation last week, offi-cials said.

“The state governmentoffering to pay a monthlydole of Rs 15,000 each for6,000 private buses forthree months will createconfusion and divisionamong the owners,”Chatterjee said, adding, afare hike is the only solu-tion to the current im-broglio. He said the coor-dination committee hasnot called for any stop-page of services, butgiven the losses being in-curred daily, owners arewithdrawing vehiclesfrom the routes.

State transport under-taking, WBTC, however, isrunning buses at fullstrength, its managing di-rector Rajanvir SinghKapur said.
