Our club is recognized throughout Central Virginia as a club who supports community activities through cruise-ins, parades, hospital visits, veterans organizations, churches, senior citizen organizations, etc., etc., etc. For the last ten years we have received the coveted Presidents Award from the Mustang Club of America which recognizes clubs for outstanding achievement and devotion to the Mustang hobby and service to the community. This just doesn’t happen- it takes hard work and commitment.
We will be electing a President, Vice President, Treasurer, Secretary, National Director, Membership Director and six Board of Directors. These positions are two year appointments. For a complete description of the duties of each position, please refer to the CVMC website and look up our By - laws.

The meeting was called to order at
7:30 pm by Kathy McWilliams, President, with 46 in attendance.
I. New Members: Ben with a 99
Cobra, Elliott with an 09 GT, and Robert with a 65.
II. Old Member News: Ray Louth bought a new 2016 GT, Dave Lythgoe added a 2017 California Special to his collection, Dwight Vivas bought a 1942 military Jeep, and Brian Armstrong added a 99 Cobra race car to his collection.
III. Treasurer’s Report: Ron Martin presented the
September financial information.
IV. Membership Report: 144 active members including 10 from last month, 8 of which came from the Fall show. Time to renew for 2018.
V. MCA Report: Please see Dave Dickey’s report in the monthly newsletter for details on MCA. The 2019 MCA shows have been announced. NCRMC will look to CVMC to partner on their National show.
VI. Elections: Judi Dickey is heading the Election Committee. Half of the board and all of the office positions are up for reelection. The club needs help from volunteers. Positions of Treasurer and Membership Director have been vacated. Please call or email Judi if you are interested in a position.
VII. Past Events: Glen Allen parade, 11 cars. Powhatan parade, 10 cars. Mission BBQ saw about 25 cars. Had a large crowd for the goodie bag stuffing night at Ron’s. McGuire VA show, 4 cars. Tanglewood Ordinary Restaurant cruise, 20 cars.

XI. Fall Show: 155 registered, 7 no shows. Show was sold out, but we were able to find spots for everyone on the waiting list. Presented 4 best of show, 81 firsts, 18 seconds, 8 thirds, and 3 PV. Thanks to the HUGE number of volunteers that came out

I. Club Enthusiasm: Need to get membership enthused about events and increase participation. All BOD members should encourage participation and recruitment of new members.

IV. Fall Show Update: Trophy plates will start going out to winners in the next few weeks. Ron Martin pricing new tents to replace existing…easier storage, easier up and down. Will move number of PV awards to 5 due to increase in new models attending. Need new location for Spring show.

Mustang Club of America news: • I have received confirmation CVMC
again qualified for the 11th straight year MCA’s Presidents Award which will be mailed to me after the October 13 to 15 Regional Directors Summit and Board of Directors weekend meetings in Irving Texas.
• For long range planning purposes the dates and locations for the 2019 MCA National and Grand National shows have been awarded to the following clubs:
• March 29 to 31 in Houston, Texas • June 28-30 in Minneapolis,
Minnesota • August 29 to September 1 in
Fredericksburg, Virginia, host will be National Capital Region Mustang Club (NCRMC), which I am a 40

year member. As of this date the MCA approved location, as seen from I 95, West and is just South of the small Airport will be in the new conference/shopping center. The present plans call for it to be an indoor show. Since this will be Mustangs 55th year of continuous production MCA, at this point in time, does not know what Ford Motor Company is going to do. If Ford decides to have a big anniversary celebration then the show will be a National show, if not then it will becomes an MCA Grand National show. The show chairman, Dana Valec, contacted Kathy to discuss the show and indicated CVMC would like to partner with NCRMC for this show. I have known Dana for more than 20 years and may have introduced Dana to NCRMC. Dana sent the following email:
Hi Dave, Just want to fill you in on the latest news regarding our 2019 MCA show over the Labor Day weekend. We're in the midst of setting up the show committee leads and also looking for volunteers to work on the committee's. I posted a request for volunteers on our website which I hope you can still access and read. If not, let me know and I'll provide you with details so you can add them to your November newsletter. We have not yet set up any official show meetings yet since 31 Oct is the deadline for our club members to respond to volunteer for a committee. I'll contact Kathy McWilliams the first week of November in order to discuss CVMC partnering with us for this show. As you know there will be a ton of work and planning over the next 22 months to put on this show and our club looks forward to partnering with
CVMC as we move forward to putting on this show. Talk to you later Dana Malec All MCA show registrations for

I will need your MCA number because your membership counts toward CVMC’s Presidents award which is awarded each year to any MCA club that qualifies. As a member you receive “Mustang Times” magazine included with your membership and NOT available on newsstands or anywhere else.
In the September issue is a fine article about some the required functions that I perform as your Regional Director on page 11. For you Steve Saleen fans a great “Anniversary Tribute” editorial of Steve’s 1987 race teams SCCA championships and an introduction of a pair of limited edition Saleen Mustangs, pages 42 to 49. Also are some very useful information on the advantages and disadvantages on buying a two or four post lift, page 62. There is an advertising section that lists many Mustangs for sale or wanted, and parts listing. As a member of MCA you can advertise your Mustang or Mustang parts at no charge on pages 76 to 79.
There is another online Mustang club on face book with over 1200 members in 18 countries around the world. This club is devoted to just 6 cylinder Mustangs of all years. The club has no dues and the newsletter is online at M6A.

We’re back from a long planned vacation to the Great Smokey
mountains, leaf viewing & visiting with Gene & Diane who volunteered to take
1 & 1/2 months out of their lives to take care of me after my Heart
attack. The drive up the mountain to the top of the Tennessee/N. Caroline
boarder park (Newfound Gap @ 5,000 + feet), then back down was similar to
the Dragon Trail with 1 turn a 360 degree & another figure 8 turn. The drive straight back was around 10 +
hours or so driving time from Knoxville, Tennessee via I 40, I 81, I 77, US 19 across the New River Gorge (WOW is that beautiful & deep), I 79,
all thru the mountains viewing the leaves (color was not that great),
then I 68 to Uniontown, Pa. I drove Judi's 2015 Toyota Mobility van,
getting better @ driving that thing. Next day taking I 68, I 70, I 81, I 66 to US 17 to Fredericksburg (the leaf color was better on this route then
from Tennessee up, then I 95 home & very tired.

tanglEwood ordinary CruisE & lunChEon
On Sunday, October 1, 2017,
there were 15 awesome Mustangs ready to depart from the McDonalds meeting place at 11280 Patterson Avenue for our destination in Maidens, Virginia. The day was perfect with plenty of sunshine and seasonably warm temperatures.
The origins of the land that eventually became the site of the restaurant known as Tanglewood Ordinary dates back to 1858. As the land passed through the family generations, the original home site on the property was sold in 1908. The two-room log cabin structure was then built on an adjacent parcel in 1928 at a cost of $80.00, serving both as a filling station and sandwich shop.
Throughout the years,
Tanglewood has maintained its character, one that only a building made of hand stripped logs with little written plans can have. It is unique in Goochland County and Virginia, and is believed to be one of the largest commercially used log structures in America, being recognized on the National Register of Historic Places.
There were several other CVMC members, who drove directly from home, meeting us there for a total of 31 very hungry people! We dined “family style” on delicious country

cooking, just having a relaxing time of being together.
This day was also very special for me since it was the first time I drove my 1970 Mach1 with the group!

Late last November the EPA
decided to continue to allow people to purchase ethanol-free gasoline. Gasoline blends are determined on a yearly basis and we will keep checking to see if the EPA does anything different this year. With a new administration and a new head of the EPA I believe most car hobbyists are hopeful that ethanol-free gasoline remains for sale (you've just got to find it). We can also hope that winter and summer blends of gasoline may change and that could mean better gas mileage for our vehicles. I had someone contact me who was in the process of getting a title using the abandoned vehicle process. The problem this person was having was that DMV had decided to set a value on the vehicle and collect the Motor Vehicle Sales and Use Tax. Let's review this. If someone abandons a vehicle on your property - such as a renter leaves a non-running car when the renter leaves for parts unknown - you can't just take the vehicle and sell it because it is against Virginia law to sell a vehicle unless you have title to that vehicle. State law is clear that in order to sell a vehicle in Virginia you must have a title. Virginia is a title state. If someone wants to sell you a vehicle and it doesn't have a title my advice is to tell the seller to get a title before you buy. If the person cannot get a title or refuses to get one then

don't buy the vehicle. You will avoid a lot of trouble. I'm sure there are some people who have vehicles without titles who decided to go with the abandoned vehicle process in order to get a title. Well DMV has added a twist. If you do use the abandoned vehicle process then DMV will determine the value of the vehicle and charge you the Motor Vehicle Sales and Use Tax (SUT tax). DMV can use an approved guide to set the vehicle value and then charge you the 4.15% tax on the "purchase". Apparently DMV doesn't want you to have the good fortune of finding an abandoned vehicle on your property and then get to own it cheap - they are going to assign a value and tax you on that value. From the DMV website: Calculating the SUT Tax For a transaction between private individuals, the minimum Motor Vehicle Sales and Use Tax is calculated based on the trade-in value given in the NADA Official Used Car Guide. You must present either an Affidavit for Procurement of Title (SUT-1A) if the vehicle is 5 years old or newer (based on the model year) or a Bill of Sale if the vehicle is more than 5 years old. (The sale price placed on a title certificate by the seller is the equivalent of a bill of sale.) A bill of sale must be signed by both the seller and the buyer to include the full vehicle description, vehicle identification number and date of sale. Here is the state law: https://law.lis.virginia.gov/vacode/58.1-2402 You need to keep this in mind if you use the abandoned vehicle process to obtain a title. DMV will tax you on the NADA trade-in value. Although there is no state law that says you must have a bill of sale in addition to a signed by seller title of a vehicle - you need to get a bill of sale if you buy from a private person. A dealership will take care of the paperwork and
obtain a title for you. I know of several people who have been stung by the SUT tax. This is because some DMV customer service centers will look up the value of a vehicle in the NADA and then assign that value instead of the value written as the sale price on the title. Again, apparently DMV is trying to stop people from dodging payment of the full tax. If a person buys a vehicle for $30,000 the SUT tax would be $1245. Now if that person writes on the title that the purchase price was $20,000 then the SUT tax drops to $830 and they've just saved over $400. This is enough incentive for some people to break the law and put in a lower sales price. You can see how easy this would be with older vehicles because the price varies by condition - and that allows DMV to catch some people it shouldn't. This really happened to someone I know. This guy spots a car on the side of the road with a for sale sign. He stops, looks over the car and talks to the woman who owns it. The car hasn't run for some time and it is clearly apparent the car needs a lot of work. The guy buys it for a parts car because he owns a driver that is the same make and model. He follows the law exactly and takes the title to DMV to be transferred into his name. He writes the exact amount he paid for the car on the title. DMV calls him a liar and ups the price to the NADA trade-in value. He has no bill of sale so he ends up paying more tax then he legally should have paid. So how to you prevent this from happening to you? Every time you buy a vehicle from a private person get a signed bill of sale along with the title. Make sure everything from VIN to price to make, model, year match on both documents. Take both to DMV to obtain the title in your name. You will now have proof that you actually paid the price stated and you will be charged the correct amount of tax.

Here is the section from the code mentioned above if you are considering putting a low sale price on the title and bill of sale: "Any person who with intent to evade or to aid another person to evade the tax provided for herein, falsely states the selling price of a vehicle on a bill of sale, assignment of title, application for title, or any other document or paper submitted to the Commissioner pursuant to any provisions of this title or Title 46.2, shall be guilty of a Class 3 misdemeanor."
