4. Professional Experience With Specific Key Areas of Engagement

4.1 December 2002- Nov.2003, Technical Advisor to the then Deputy Prime Minster and

Minster, Ministry of Rural Development

Assist the office to back the technical aspect of designing, and implementing agricultural and rural development strategies; food security program, including Productive Safety Net Program (PSNP); Capacity building activities covering those aspects of gap assessment on institutional and organizational and staffing, prominently good governance-leadership- development of strategic planning; service delivery System and performances, performance measurement; training plan; funding proposal etc. encompassing of those institutions entrusted to the Ministry in a way to address the capacity requirements of the Country’s agricultural and rural development strategies. Ten institutions that are involved in agricultural and rural development were accountable to the Ministry.

4.2 December 2000- October 2001, Assistant to the Minister, Ministry of Agriculture

Assist the Minister in the provision of technical assistance, specifically to produce an assessment report on the yearly performance of agricultural sectors of the country basing on triangulating information and data on agricultural activities & performance being generated by government organization; international organization; research center, publications etc & produce report for official communication by the Minster during public meetings, and workshop etc).

4.3 May 1998- 2002- Representation of the MOA to the Advisory Group of the Welfare

Monitoring Unit, MoFED

Coordinated by the then Ministry of Economic Development & Cooperation (MEDaC), represented the Ministry of Agriculture (MoA) to the Welfare Unit comprising different public institutions (Agriculture, Education, Health, Water, etc.) with the aim to assess Society’s welfare gained from the implementation of public program. As a member, I involved reviewing household baseline survey- planning and execution, & also finding; where in it was being assumed to reuse the findings for program consolidation and renovation.

4.4 Jan.1999- December 2002 Member in the National Research Team, National Committee

Assess & Identify research topics for further research investigation by researchers at national & regional levels; Prepare & review research proposals; Assess the required capacity for research undertakings; participate in the organizations of capacity building

programs and workshop with the aim to make two way communications for feedback.

4.5 June 1995 – June 1997 National Project Coordinator, IFAD Special Country Program/IDA-

OPECF Ethiopian Small-Scale Irrigation & Soil Conservation Project

A full time Coordinator to the project a co-financed by The World Bank (WB), International Fund for Agricultural Development (IFAD), Oil & Petroleum Export Countries (OPEC). Its objective was to increasing of agricultural production in the drought prone areas in the Eastern & South-Eastern Highlands of the country through Six prolonged components - Construction & Development of Small-Scale Irrigations Schemes; & Watershed Management components (Agricultural Support Services; Agricultural Extension, Soil Conservation through structural & biological conservation based agronomic methods; women income generating micro projects through credit provisions & institutional capacity building. A total cost of USD 33.7 million allotted to Oromiya; Southern Ethiopia and Dire-Dawa Regional States for their implementation by Bureau of Water, Mining & Energy and Bureau of Agriculture. As coordinator responsible to ensure the preparation of Work program & budget; & periodical

reports submitted to the Bank & GoE, daily follow-up; monitoring; &evaluation, coupled by participated in Bank’s supervision mission paid to the Country for implementation verification on the ground. The World Bank issued letter of accreditation to the Ministry of Agriculture for the successful preparation of Project

Completion Report (PCR).

4.6 August.1994- June 1995 Project Coordinator, FAO/TCP/ETH 2358 (F)

Agricultural Organization of the United Nations, a capacity building program initiated and implemented. A total of

40 professionals were received a training on various issues such as food security, calculation of trend including terms

of trade in the agricultural sector, measurement of economic growth; structural changes, and sector's productivity.

Within which, I facilitated the trainees in the application of computer software for managing agricultural related data

and information on the growth of agriculture and rural development.

As a research officer, reporting to, and working together in a collaborative manner with the Director of the Research

Development Department of the Center, I am responsible to respond the market by developing Technical and

Financial Proposal that would be submitted for bid competition through:

Collecting the literature reviews, Works in Progress (WiPs), abstracts presentations and other information

and/or updates for Research Council;

Scheduling periodical meetings with the Research Council, and Project Implementation Department

Supporting and providing all necessary information to the research teams throughout the development of the

projects;

Working in close partnership with external research consultants, other government analysts, and policy

colleagues during the course of the research; and

Searching and proposing for recruitment consultant that achieve high professional competency and higher

educational attainment, mostly PHD and MA holder;

Performing any other duties/activities at the direction of the Director or the research council.

aspects of the different program/projects funded by different donor- UNHCR; Danish Embassy; US-Embassy;

COOPI/EU; DIAKKIONIE; MISSORI and BftW, mainly in the area of Livelihoods, HIV/AIDS; Emergency;

Agricultural Development; Environment, Energy (Fuel Saving Stove). More specifically responsible to

Support and guide filed level offices in the preparation of operational plan and budgeting; Ensure activities implementation at ground level periodically every three months; discussed and agreed on the

implementation process and results with the concerned government office at filed level ARRA, UNHCR, and other IPS working mainly in the two Refugee Camps,

Prepare progress reports in accordance with the reporting requirements of the government and the donor (UNHCR); and participate in the task force meeting at UNHCR. ); and

Participate in the task force meeting at UNHCR (Environment); and also WASH ETF meeting at Ministry of Water and Energy as co-chaired by the Ministry and UNICEF for report updating and discussion on other issues of concern.

5.4 October 2009 - July 2010: National Project Coordinator ( Consortium Based Management)

Responsible for the overall management of EU funded Project-(FOOD/2006/124-363) entitle: "Support to Reducing Vulnerability and Improving Livelihood in Pastoral and Agro-pastoral areas of Southern Oromia and Somali National Regional States” as it executed by a Consortium of Four NGO’s led by COOPI, and members of LVIA; Islamic Relief- UK; Pastoral Community Association, which was aimed at providing supportive actions in reducing vulnerability and improving livelihoods of the communities targeted 13 woredas of Borena, Guiji, Linen and Afdhere zones of Oromiya & Somali Regional States trough by addressing three key strategic objectives: a) Improve Access and Management of Natural Resources (soil conservation and a forestation; Small scale irrigation on riverbank, GIS Mapping (Resources); b) Increase Local Economy and Pastoral Business access to finance, mainly with livestock sector; and c) Capacity Building of Stakeholders to Enhance Pastoral Management Systems. In this responsible to

As per the agreement of The Ethiopian Government and African Development Bank(AfDB) towards to execute the Koga Irrigation &Watershed Management Project (KIWMP) in Amhara Regional State, at a cost of ETB 405 Million aiming at improving food security & sustainable Rural Livelihoods through Irrigation Development (Dam Reservoir to irrigate 7,000 ha); Watershed Management (soil & water conservation & a forestation), Provision of Agricultural Support Services (Extension, Crop (Horticulture) , Livestock, Cooperative Development (Water Use Association),Micro Finance; & Health (Rural Water Supply & Sanitation; Malaria, Schistomysis; HIV/AIDS & Gender Support Program); Capacity Building; & Project Coordination & Management Koga River Valley of the Amhara Region. Implementation arrangement attributed to the Ministry of Water Resources under the established Project Coordination Office (PCO) & Project Management Unit (PMU) entrusted to the Water Resource Bureau of the Amhara Region, complemented by engagement of Regional Bureaus (Agriculture; Health; Cooperative Promotion; Women Affairs & Environmental Protection, Land Administration & Use Authority). As a coordinator, based on EU regulation & the signed MoU, responsible to
