1. BackgroundIn June 2006 CODATU was contacted by the Lyon City Planning Agency, through Mr. Gilles Godard, the General Director of SYTRAL and Mr Marc Berthod, the Adviser to the President of SYTRAL, asking its support to organize a training course to City Transport Engineers and Officials in Addis Ababa, Ethiopia as part of the Ethio-French Cooperation. As training of transport professionals in the developing countries is one of the major activities of CODATU which is performed through CODATU Training Programme (CODATU-TP) launched in 2000, this venture was welcomed by the Association Board. CODATU Executive Manager Mrs. Laurence Lafon started the negotiations and she raised the matter to Prof. Ali S. Huzayyin, 1st Vice President of CODATU and the initiator and organizer of CODATU-TP who in turn welcomed the new venture.

In July 2006 during Lyon, CODATU XII conference, Mr. Patrice Berger, the Head Manager of the Department of International Business of the Lyon City Planning Agency met with Prof. Ali Huzayyin to discuss the matter. Initially it was proposed to arrange the training on Bus Rapid transit (BRT) technology and operation as Addis Ababa has been seriously opting for the construction of a new BRT system in the forthcoming years. However, Prof. Huzayyin suggested that it would be more appropriate to plan the training over two stages, the first is to be devoted to introduce the field of transport planning and engineering to Addis Ababa Transport Professionals and in the second more details have to be considered based on the real needs of the city and the outcome of the first training. Mr. Berger took the new proposal to the Ethiopian Delegation who were attending CODATU conference and they showed interest and agreement.

After a series of exchange of mail between Mrs. Lafon, Mr. Berger, the Ethiopian Officials and Prof. Huzayyin, and a second meeting held in Lyon on 5 October 2006, between Prof Huzayyin, Mr. Berger and Mrs. Lafon, it was decided to sign an agreement between Lyon City Planning Agency and CODATU to organize the training course. The course was to be held under the umbrella of CODATU-TP and was coded as "CODATU-TP C3-07". Based on the training subjects proposed by Prof Ali Huzayyin under the general title "Introduction to Transport Planning and Engineering", the agreement was signed on 11 January 2007. The agreed date was 5 to 15 February 2007 as explained below.

2. Course General Features2.1 Course Code:CODATU-TPC3-07 (CODATU Training Programme, Course 3, 2007).

2.3 Training Course Scope:The course is designed to introduce the filed of "Transport Planning and Engineering" to urban transport professionals working in Addis Ababa, Ethiopia, with particular reference to the developing countries context and applications and with appropriate reference to the previous transport study of Addis Ababa; namely the Urban Transport Study and Priority Pilot Projects for Addis Ababa (UTSPPPAA).

2.4 Training Course ObjectivesAccordingly the main objectives of the CODATU TP C3-07 training course are as given below.

To introduce the field of "Transport Planning and Engineering" as one of the important fields of Civil Engineering and to briefly describe its main elements.

To increase awareness of the importance of the field of "Transport Planning and Engineering".

To draw the attention of urban transport professionals to the multiplicity and diversity of the topics and issues of concern in urban transportation and the many supporting and interacting subjects and fields that are involved, indicating the different players in the transport profession.

To draw the attention to the need to encourage the staff involved in urban transport planning, operation, management and policy making to increase their knowledge and competence through continuous learning and education, irrespective of the relevant education background and discipline (e.g., civil engineering, mechanical engineering, electrical engineering, economics, financing, logistics, social sciences, urban geography, etc) and years of experience.

The training course also aims at:Drawing the attention of participants to different international experience and

applications particularly in cities of the developing countries.Referring during the lectures to the appropriate page(s) locations (chapters,

sections, figures and/or tables) in the Final Report of UTSPPPAA that correspond to the subjects explained in the course.

2.5 Course Duration, Number of Lectures and Sessions:Number of days: 5 days.Number of lectures: 14 Lectures; L1 to L14Number of sessions: 20 Sessions; S1 to S20Duration of each session: Each Session extends to 90 minutes.Total duration of course teaching: 1800 Minutes = 30 Hours.

2.7 Attendant's Kit:Each attendant received a simple elegant File to keep the Handouts of all the Lectures and a pencil that were carried by Prof. Ali Huzayyin from Cairo. In addition, Addis Ababa Transport Authority provided each attendant with an elegant bag, a pad note and four colors ball pens.

3. Attendants ProfileThe 35 attendants came from 10 different agencies as listed below. On-Site FacilitiesAddis Ababa City Government and Addis Ababa Transport Authority offered the following on site facilities, which were very appropriate and convincement for the Professor and the attendants.Location: Hotel Axum, Addis Ababa, EthiopiaTraining Aid Facilities: Data Show Beemer, Screen and 2 White BoardsNo of Attendees: 35Training Room: Hall Adapted to seat 35 attendantsProfessor Room: A Professor Room was provided very close to the

training room, fitted with a disk, a PC and printer, a table and a comfortable arm chair

Video Camera Man: A skilled computer and video camera man was available all the time

Coffee and Lunch Breaks: Two coffee breaks and one luxury open Buffet Lunch Break were offered everyday and very nicely organized in the training venue

Transport of the Professor: The Addis Ababa Transport Authority put a car and a driver under the full disposal of Prof. Ali Huzayyin during the whole period of the visit and the training. In addition one of the Assistant Managers of the Transport Authority was all the time accompanying the Professor and was very helpful and efficient.

5. Lectures Handouts: Attendants received Handouts for each Lecture. The Handouts were

distributed at the beginning of each session. The total number of pages of the Handouts for the 14 Lectures reached 150

pages and were prepared by Prof. Ali Huzayyin in advance and printed at DRTPC (Development Research and Technological Planning Center), Cairo University.

The total weight of the Handouts reached 36 kg. These were carried by Prof. Huzayyin on the plane from Cairo as excess luggage.

6. Course and Lecturing Organizational Points : Lectures are designed to explain the basic concepts and methods of Transport

Planning and Engineering. So, attendants were kindly reminded to be specific during the course to make sure that those concepts and methods are well explained.

However , the Handouts always refer to the UTSPPPAA in “Boxes” in appropriate locations as mentioned earlier.

Interaction was ensured by asking the attendants to write after the Professor from the board during Lectures in given spaces in the Handouts.

Attendants were kindly reminded to put mobile phones on silent mode Attendants were kindly requested to immediately intervene if any point is not

clear before the Lecturer starts to explain the next point.

7 Certificate of Attendance:7.1 The Certificate:CODATU Authorized Certificate of Attendance was handed to each participant in the end of the course. The certificate was signed by Prof. Christian Philip (CODATU President), Prof. Ali S Huzayyin (CODATU 1st Vice President and CODATU Training Programme Organizer) and Prof. Jean Claude Ziv (CODATU Secretary General). The certificate bears the Logo of CODATU. Appendix D shows an example Certificate.

7.2 Condition of Handing the Certificate:As per CODATU Rules receiving the CODATU Certificate of Attendance of the Course was conditioned by attending a minimum of 90% of the Course which is 18 Sessions out of the 20 Sessions of the Course. Accordingly, a list of attendance record was signed by each of the present attendants in each Session.

7.3 Attendants Turn Out:It is very encouraging to notice that all the attendants satisfied the above condition of handing the certificate, which shows the seriousness of the attendants in Addis Ababa and the success of the Course to attract the attention of all.

9. The Visit Programme:Part of the agreement between Lyon City Planning Agency and CODATU included a comprehensive visit programme for Prof. Ali S. Huzayyin, the Training Course organizer. This included meetings with the City Manager, the Transport Authority Director and managers and the Ethio-French Cooperation Project Director as well as a city tour and visit. The visit programme is given in the following Table.

M4: Meeting with Mr. Feleke Yimer, General Manager, Addis Ababa Transport Authority and the Transport Authority Managers.Venue: Office of the Transport Authority.Purpose: Presentation by Professor on ways of managing the operations of informal transport and formal bus transport in view of the future BRT system and Discussion on possible solutions for proper integration of the different modes of transport in Addis Ababa before and after BRT operation. The Professor also explained the importance of the choice of public transport systems that match the travel demand in order to achieve cost effectiveness and successful operation. He also presented the international practice and hierarchy of modes from bus with traffic (passing by intermediate system of Bus lanes, BRT and LRT, etc.) to Rail Mass Transit with the varying demand and cost in each case.

12.1 CODATU Historical Background and Conferences :CODATU was established after the organization of a pioneer international conference on urban transport in Dakar, Senegal in 1980. Ever since, CODATU organized a unique series of successful international conferences on "Urban Transport Planning and Management" in the following major cities of the developing world:Caracas, Venezuela (1982)Cairo, Egypt (1986)Jakarta, Indonesia (1988)Sao Paolo, Brazil, (1990)Tunis, Tunisia (1992)New Delhi, India (1995)Cape Town, South Africa (1998)

This location marked the widening of CODATU interests to cover transition economies in addition to developing countries.Lyon, France (2006). This is the only exception in which the conference was held in a city of a developed country because CODATU wanted to celebrate its 25th anniversary in France where CODATU idea was originally initiated and in the city where CODATU Head Office is located.The next conference is planned for Ho Chi Minh City, Vietnam (2008).

12.2 CODATU M ission :CODATU is an association with international vocation whose objective is to promote the actions of animation and scientific exchanges, technical, economic and social concerning the systems of urban transport; it is based on experience sharing between the developing countries and the industrialized countries.

12.3 CODATU Main Objectives:Promotion of exchanges of information between its members. Organization and sponsorship of regular meetings and in particular of

international conferences. Organization of training courses through its Training Programme in the

developing countries and the transition economies to raise the technical competence of the transport professionals in those countries.

Coordination of research and studies.

15.2 Comments on the Replies- It is clear that the attendants were very pleased of the training course. This

appears from the replies on questions Q1 to Q6 as summarized below. On "Q1" the contents 100% of the respondents agreed the contents were

"Excellent + Very Good". On "Q2" 71% indicated the duration of the course was short and wanted it

to be prolonged. On "Q3" 83 % of the attendants say the Handouts were "Excellent + Very

Good". On "Q4" 100 % of the participants indicted the benefit of the course was

"Excellent + Very Good".

On "Q5" and "Q6" all the attendants say they would like to attend future CODATU training courses and to receive information about CODATU training programme.

- It is important to note that only on "Q3" about the Handouts varied views are observed (21 % said the handouts are excellent, 62 % said they are very good and 17 % said they are insufficient). The reason of this difference in points of view is mainly because the Handouts were deliberately designed in a way to oblige the attendant to heavily interact with the Professor during the lectures by copying from his hand writings and drawings on the White Board and not only to act as merely a "listener". In other words, in each Handout some points are typed in full and in some places spaces are given for the attendant to write or to draw sketches or flow charts from the Board after the Professor. As an education tool this method is very important so as to ensure interaction, heavy concentration and continuous follow up of the attendants, compared to if all the material is given in the Handouts. In all CODATU Training we adopt this approach. Therefore, some attendants who are accustomed to traditional Handouts may have been surprised with this style.

- It is interesting to note that a majority of 71 % indicate the course is very short. However, it is important to note that a longer training though possible, it needs special arrangements and considerations as, for example, time availability of the Professor and the attendants as well as the increased cost.

16. Evaluation of the Professor:It is believed that the training course was a real success.16.1 Main reasons and indications of success are:- The defined objectives of the training course served very well the local needs

in Addis Ababa.- The subject of the training course was precisely proposed to address real

technical issues needed to be introduced to local transport professionals in Addis Ababa.

- The lectures were carefully designed to achieve the course objectives.- The lectures design and delivering, and the handout design and text all, took

into consideration very carefully the need for, and the delicacy of, addressing attendants with very heterogeneous work domains, experience, University education degrees and managerial levels.

- Power point presentations were given in many sessions wherever there were felt important.

- The Handouts of the Lectures were designed with the education philosophy of achieving maximum interaction of the recipients by having to write and draw from the White Board after the Professor and in appropriately provided space in text.

- Many drawings and written text from internal references, reports and studies were included in the handouts.

- Lessons drawn from the international experience in many cities of the developed as well as the developing countries were always appropriately referred to by the Professor.

- Reference was always made in the Lectures Handouts (by writing in boxes) to the page locations (Chapters, Sections, Tables and/or Figures) in the Report of the "Urban Transport Study and Priority Pilot Projects for Addis Ababa" (UTSPPPAA) of the subjects happened to be explained in each lecture. This gave an excellent opportunity for the attendance to get more acquainted with the methodologies and tools explained in the lectures and used in their own city transport study.

- Addis Ababa Transport Authority top management agreed upon the training subject right from the date it was initially proposed by the Professor through CODATU. This demonstrated the full agreement of the local top professionals on the importance and the vital need of the local transport professional to this training subject.

- The insistence of the General Manager of Addis Ababa Transport Authority to invite this huge number of attendants which reached 35 professionals from all the local agencies that are directly or indirectly involved in transportation or have some works related to transport in a way or another, indicated that the Director was very much convinced with the importance of the training subject and the need for all local transport community professionals to attend. Hence, the Transport Authority Top Management wanted each and every one to benefit from the course. This is also a very good indication of the high sprit of cooperation that the Transport Authority and its General Manager demonstrated.

- The attendants were very serious and showed great interest in the training subjects.

- The attendants listened very carefully during lectures and with big concentration. One could easily see in their eyes that they really wanted to learn more and more about the subject and its applications.

- The turn up was 100% in almost all the sessions, except in two or three sessions out of the 20 sessions when one to three attendants were excused for absence due to sudden work obligations.

- The General Manager of Addis Ababa Transport Authority attended all the sessions of the training course. This gave an example to all participants to regularly attend the sessions and demonstrated to all the importance of the training course and encouraged them to closely follow up of the lectures.

- The raised questions during sessions were very much to the point and absolutely objective. This confirmed two important observations: (a) the high level of concentration of the attendants and (b) the interest they showed in the taught subjects.

- The training venue was very convenient.- The offered facilities in the training room and the Professor room were very

appropriate.

- The computer and visual aid technician provided by the Transport Authority was very efficient.

- The attendants arrived every session on time and nearly 80% of the session started exactly on time with the others delayed for less than 10 minutes, mostly due to the need to extend the previous sessions for 5 to 10 minutes in order to complete a subject or to answer a last minute question. In the latter cases the delays were compensated without compromising on the taught subjects.

- The Transport Authority was always ready with back ups to any needed facility in case this occurs. Example is extra Data Show Beemer, etc.

- The provision of a comfortable car and excellent disciplined driver made the daily transportation of the Professor to/from the training venue very convenient indeed.

- The Transport Authority kindly assigned one of its very efficient Assistant Managers to accompany the Professor all the time during the whole visit. This was very convenient and made the visit very successful too.

16.2 Confirmation of Success from Addis:- What confirms that the objectives of the training course were successfully

attained are the very sincere words received from Mr. Feleke Yimer, General Manager, Addis Ababa Transport Authority in his e-mail to Professor Ali Huzayyin dated 10 March 2007 in which he emphasized some points as summarized below:The training course has been the talk of the intuitions from which the

participants came.The training course was an eye opener to participants from other sectors.People started to talk the same language on urban transport.People became interested to take up the challenge.I arranged a brainstorming session after the course on immediate

improvement plan on critical traffic management issues in certain locations in Addis Ababa and the plan will be submitted to the City Government.

The plan includes innovative traffic management solutions.Etc,

16.3 Final Note on an Important Success Motive:- Finally, it is clear that the training course was a great success not only for the

above mentioned reasons, impressions and statements but also because we insisted from the early stages of planning the training that it should never be taken as externally imposed on Addis Ababa; but rather indeed to be a "recipient country acceptable" one and a welcomed gesture that stems form local needs and realities. Thus, success was inevitable.

17. Impressions of the Professor:It is clearly noticed that in addition to the success of the training, the visit in general was very successful. The Professor took a very positive impression during his 10 days stay in Addis Ababa. Above all, the City Manager, the Addis Ababa Transport Authority General Manager and the Transport Authority Managers he met are incredibly bright and appear to be very keen on four main issues:First, they are eager to provide the best opportunities for an improved transportation in the city.Second, they look very determined to benefit from transfer of experience of other cities of the world.Third, they look very open to adopt new ideas not only on transport supply and infrastructure, but also on institutional development, regulations' reform and human recourse development issues.Fourth, they welcome further training in the future.

It was also clear that there is a very good room for improving urban transport in the city because of the very high spirit of the transport officials and their eagerness and readiness to improve skills and to help the cause of modern and proper transport in the city. This is the general impression the Professor got from the meetings and the visit. What made him more positive is that the institutional structure is available as exemplified in the Addis Ababa Transport Authority. Such institutional structure is lacking in many cities of the developing countries that are doing big effort, or even striving to establish such entities. So, Addis Ababa should build on this very positive opportunity. Nevertheless, what is necessary needed is giving the Addis Ababa Transport Authority self autonomy as it focuses only on city transport and is not taking duties of national transport. Hence, it deals with a different domain of action than national transport. This self autonomy will speed up decisions on immediate low cost actions and solutions and also on short term schemes and measures which do not need to be debated at the national level.

In addition, although it is very promising that the Transport Authority is computerizing its licensing works impressively with more than 40 PCs, yet more hard and soft facilities as well as skilled human resources are needed if the Authority is to increase its activities to practicing modern professional transport and traffic planning and engineering designs and works.

Provision of these facilities under carefully designed plan of institutional and human resource development will allow the Transport Authority of Addis Ababa to perform further professional duties other than only licensing of drivers and vehicles. It can gradually start to act as the mother authority for public transport in the city; maybe also it can play a leading technical and regulatory role for the organization of car parking in the city, inter-modality for urban freight transport and general policy setting in the longer term of its development. These works need skills, competence, facilities and autonomy and shall not be achieved over

night. However, the potential of success in Addis Ababa is extremely high and this is very encouraging both in terms of the highly efficient Mangers and the existing institutional structure that can serve as an excellent base for improvement.

Those are the impressions that the Professor acquired from the visit, conducting the training, meeting the City and the Transport Authority General Manager and Managers and talking with the attendants of the training.

18. Possible Topics for Further Training:18.1 Rational and Types of Required Training:Based on the visit of Professor Ali Huzayyin to Addis Ababa and the outcome of the first training course "CODATU-TP C3-07", the "five meetings" held with city top officials (M1 to M5 in Section 10) and the "points raised during the sessions of training"; it is clear that city Transport Professionals are in need for additional training effort.

After the successful introduction to the field of transport planning and engineering given explicitly in the first training course "CODATU-TP C3-07", it clearly appears that the future training should be more focused on introducing certain topics of concern that are believed to be needed for Addis Ababa. Furthermore, the number of attendants should be limited to the professionals who are working or are likely to be working on the topic(s) that will be addressed.

From a comprehensive pragmatic perspective, the future training should go on three main streams arranged below in the order of the time duration of each course.- Short Training Courses (5-10 days) in Addis Ababa; these can be organized

directly by CODATU similarly as the first course.- Long Training Courses (4-8 weeks) abroad; this can be organized by Cairo

University through its DRTPC -TP (Development Research and Technological Planning Center - Transport Programme) and jointly with CODATU .

- Formal Post Graduate Education for Diploma of Transport and Traffic Engineering and Planning, (normally 18 months but with special arrangements can be organized in 10 months with the same content and quality) at a University. This for example can be organized by Cairo University through the Faculty of Engineering which offers this type of a Post Graduate Degree.

18.2 Highlights on Topics for Training:18.2.1 Topics for the Short Training Courses: which can be arranged in the foreseeable future and can be organized by CODATU and delivered by Professor Ali Huzayyin; a number of important topics are believed to be needed for the Addis Ababa Transport Authority Officials. These include, but not limited to, topics such as those given in the following provisional list:- Introduction to institutional d evelopment for City Transport Entities, with

focus on the importance, international experience, the duties, the structure, the needed facilities, the needed human resources (their skills, experience, job description, etc.), the need to grant powers of authority and self autonomy, etc.

- Introduction to Parking Policies; with focus on parking problems and side effects, demand and supply surveys, need for policies, policy options, application constrains and remedies, institutional aspects, etc.

- Some of the basic design principles of urban transport systems design such as for example, bus systems (lines, routes and services), transport terminals (for public transport buses and shared taxies (stops and stations) and for private cars (on street and off street parking facilities) and introduction to simple principles of traffic signal design, and the main principles of the overall design of traffic management schemes for districts or corridors, etc.

- Urban p ublic t ransport f are p olic ies including fare systems (fare principles, fare structure and fare values), integrated multi mode/multi system ticketing, on and off system/mode ticketing, marketing the fare policy, financial performance analysis of fare policies (cost and revenues analysis), public transport subsidy management, etc.

- Sustainable urban t ransport systems in view of sustainable urban development. Focus is to be given to origins of the concept and the definition when they immerged in the 1980s and different related views that were later developed in the 1990s/2000s. These will consider views of international experts, reports and organizations (e.g., UN, UNCHS and WB). Simple practical considerations to achieve sustainable transport systems with focus on developing countries are to be explained and constraints and barriers of application are to be presented showing the difference between the two, etc.

- Road S afety Programmes , international experience, multiplicity/diversity of related factors, multiplicities of involved institutions, basic elements for design of safety programmes, pragmatic considerations for implementation and implementation warrants, sustainability considerations, etc.

- Other courses can also be offered upon request of the Transport Authority of Addis Ababa and after discussion with CODATU if needed. These can include

courses focusing on public transport particularly; bus planning and operation and BRT systems features and technology.

The number and duration of the courses can range between 5 and 10 days according to the needed level of detail and the number of topics to be addressed from the above mentioned provisional list. We can of course discuss the list with Addis Ababa Transport Authority and to give any needed clarification so as to ensure the training steams really from the needs of the city.

18.2.2 Topics for the Long Training Courses: that can be organized by Cairo University through its DRTPC-TP and jointly with CODATU; these should focus on detailing one or more of the following topics according to the requirements of Addis Ababa Transport Authority needs and after discussion with the General Manger of the Authority:- Urban public transport systems design.- Traffic Management and Engineering.- Urban transport demand modelling.- Urban transport systems operation and environmental evaluation.- Etc.

In any of the above topics: worked examples and on the job training will be given. A number of field visits to transport projects of interest and relevance to the training subjects will be organized. The ideal number of attendants should be limited to 2 to 5 professionals who are working on the subject of the training or going to do so after finalizing the training. However, acceptable maximum can reach 10 participants. Course duration is between 4 to 8 weeks according to the content and details of the course. The course is to be held in Cairo within the premises of DRTPC in Cairo University main Campus.

18.2.3 Formal Post Graduate Education for Diploma of "Higher Studies in Transport and Traffic Engineering and Planning":

This can be organized by Cairo University through the Faculty of Engineering; the attendants must be Civil Engineers. However, we can also accommodate Mechanical and Electrical Engineers. The Diploma entails full time attendance and studying 17 subject courses all focus on transport and traffic planning and engineering. A formal Certificate from Cairo University will be granted to attendants who will successfully pass the exams. If the attendant is not a Civil Engineer and has a degree in Mechanical or Electrical Engineering, additional subject courses may be assigned based on his/her University background.

The course of the Diploma lasts normally for a period of 18 months (with a break of 2 months in between two academic years). However, according to special arrangements with the Faculty of Engineering, Cairo University the course of the Diploma can be delivered in 10 months (with the same content and quality) if required by Addis Ababa Transport Authority Management.

19. Possibility for Organizing a CODATU Regional East Africa SeminarCODATU with its international long experience can arrange a Regional Seminar on any urban transport topic of interest to the countries of East Africa. The seminar can be held in Addis Ababa and last for 2 or 4 days according to the addressed subject and content.

In this type of seminar usually two or three international speakers with vast experience would be asked by CODATU to address the participants on the topic of the seminar. In addition, two to three speakers from Addis Ababa would be asked to talk about own country relevant experience. Of course speakers from Ethiopia are very much welcomed and expected to address the seminar on the selected topic of concern if they wish to do so.

The presentations should occupy most of the time duration of the Seminar. Then in the last part of the Seminar duration, conclusions particularly on learned lessons and transferable experience would be drawn by the CODATU Coordinator of the Seminar, who will later write a summary report on the event that will include all the presentations as well as the discussions from the floor.

Traffic Management is the process used by transport engineers to make traffic on urban streets more manageable in order to improve mobility of street users and to make desired locations more accessible at a reasonable cost without adding new infrastructure. Accordingly traffic management should achieve the overall “best use” of the existing transport system subject to constraints of public acceptability and environmental preservation

Objectives of Traffic ManagementThe objectives of traffic management are:

To provide and improve safety on the urban street network. To enhance accessibility to/from relevant land use activity centers. To improve traffic mobility and reduce traffic delays for all road

users. To optimize (make full use of) the existing transport system. To bring about environmental improvement. To reduce energy consumption of vehicular traffic. To bring about economic benefits to the road user and the city at

large. To eventually lead to sustainable city transport.

Traffic Management as a Dynamic ProcessTraffic management is dynamic in nature and cannot be fixed or done once and for all like static structures.
