ISBE Waiver – December 5, 2014 Allows high school students the opportunity to take up to 40% of their coursework online without a loss of General State Aid (GSA) to the school district

[Waiver for SY 2015-2016 and SY 2016-2017] __________________________________________________________________________________________________________

Two types of students completing online courses: - Those wanting initial credit - Those needing credit recovery

Currently, SD308 offers online learning to 156 high school students for initial credit.

Online Learning Joint Committee

• Memorandum of Understanding (MOU) with SD308 Teachers’ Association (OEA) o Provide collaborative oversight on the development and expansion of online learning offerings as part of cohesive instructional programming

o Composed of building and district administration along with OEA leadership, teachers, and student support personnel

SD308 Online Learning Model Evolution Summer 2013 – Pilot of online learning courses using instructors from Edgenuity.

2013-2014 SY - SD308 Online Learning Committee established to design approaches and recommendations. Interested teachers trained in Edgenuity to use as a blended learning platform (20 teachers, 21 classes, 1,110 students). BOE approves 4 online courses for high school students offered during the 2014-2015 SY. Summer 2014 - 127 students engage in online summer course for initial credit taught by SD308 teachers (75% success rate; 94% pass rate).

2014-2015 SY – Four online courses taught by SD308 teachers with 81 students enrolled. ISBE waiver application submitted to IL General Assembly Education Subcommittees November 2014; Formation of Online Learning Joint Committee as part of MOU with OEA; Waiver approved December 5, 2014. Summer 2015 - Over 640 students enrolled in 23 online offerings taught by SD308 staff. Follow-up analysis on how to provide supports for credit recovery vs. initial credit students completed.

Recommendations of Online Learning Joint Committee

Recommendation #1: Make late start and early dismissal a viable option to all students who are completing a course for initial credit. Recommendation #2: Require all credit recovery students attend summer school onsite using hybrid model, which is online with teacher support onsite. Those taking credit recovery will be limited to one credit recovery class per summer unless they receive special permission from the Summer School Director.

Recommendations - Continued Recommendation #3: Collect student feedback via an online class evaluation and provide program improvements based upon the data collected. This may provide other course options for the subsequent year. Recommendation #4: Establish data collection protocols for comparative analyses between initial and credit recovery students enrolled in OSL classes. Recommendation #5: Develop and implement a plan for notification and publication of online courses to high school students. Multiples modes of communication are to be used: classroom teachers, counselors, parent notification, social media, etc…

SD308 Online Learning Next Steps • “Chapter Zero,” orientation course to online learning, integrated

with course selection

• Development of Individualized Student Learning Plan for Online Learners

• Online PE course alignment to the new ISBE PE standards to include potential ISBE waiver application

• Expanding online dual credit course offerings pending review with local community colleges

• Increase technology access for online learning via Technology Plan review with the SD308 BOE (November 2015)
