James’ story
• Wanted to travel on the bus to school• Felt the taxi made him different• Was 19 before he was allowed to do travel training• Transformed his life!

Why are we making changes?….
What is a Personal Budget (PB)?
9.95 A Personal Budget is an amount of money identified by the local authority to deliver provision set out in an EHC plan where the parent or young person is involved in securing that provision
This means……
• Offered to young person who needs additional support and is eligible for an Education and Health Care (EHC)Plan
• Needs to be used to deliver specific outcomes for the young person
A Local Authority will….
• Be upfront about what money can be used as a Personal Budget
• Support families to decide if they want to have a Personal Budget
• Use the indication of amount of funding as a tool for planning with you
Families need to be able to make informed decisions
To do this they need to understand what provision is possibly available to support their son or daughter
This means being able to provide an indicative allocation of funding which they could then request as a personal budget

• A PB offers the chance to think differently and try out new things
• Planning process important part of this• The final budget allocation will be decided after
the planning has happened
Managing a Personal Budget
• Managed by the local authority ‘an organised service’
• Managed by a provider from the voluntary sector on the family’s behalf ‘an individual service fund’
• Managed by the family as a ‘direct payment’
• A mix of these three options
