Sheffield City Council: ‘Somewhere Else to Assess’ model

NHS Sheffield CCG and Sheffield City Council have been working in partnership with Sheffield Teaching Hospitals NHSFT to:

• Help reduce emergency admissions to hospital

• Support timely hospital discharge, and;

• Wherever possible, discharge people to their own home or normal place of residence.

‘Somewhere Else to Assess’ is a model that supports individuals who are medically fit to be discharged from hospital but would benefit from a period of assessment in a care home setting while their long-term care and support needs are identified.

This model is a key element of the Health and Social Care vision to:

- Develop services that keep people well at home - Reduce unnecessary hospital admissions - Reduce the time people have to stay in hospital when they are well enough to leave and; - Only utilise hospital care when clinically necessary and only for as much time as is needed to

resolve the acute need.

NIHR: Global Health Policy and Systems Research Programme: Development Awards

This programme aims to support research in global health policy and systems research which is directly and primarily of benefit to people in low and middle-income countries. This will be driven by effective equitable partnerships between LMIC and UK researchers, who together will:

• engage stakeholders

• identify and address priorities for research in health policy and health systems, and

• develop plans for capacity strengthening and knowledge sharing

A series of three complementary research funding opportunities are planned. These have been informed by stakeholder engagement, including the development of a global HPSR community of interest.

Development Awards: to allow development of equitable partnerships between ODA-eligible LMIC researchers and UK institutions to: identify and engage relevant stakeholders (policy makers and LMIC communities); undertake a needs-assessment and identify local priorities for research, with the aim that Development Awards will support an application for future research funding.

NIHR: 19/24 Efficacy and Mechanism Evaluation Programme – researcher-led

Applications are sought for research into interventions that are based or used by the NHS and its

partners. This document provides the detailed call specification for applications to the EME

researcher-led workstream.

Applications are expected to set out programmes of work which may contain distinct stages. It is

expected that the early stages of the study will, if successful, lead onto a full evaluative clinical study

or trial, which is in the remit of the EME Programme. This study must also be included and clearly

specified within the application. Clinical trials embedded within the programme of work must be large

enough to detect a meaningful effect.

Applications to this call may also include initial stages such as:

• The limited steps needed to progress the development of an intervention to a stage suitable for

use in an accredited clinical service

• Prospective clinical work or retrospective research utilising existing big data or clinical samples to

inform the main study

• Pilot or feasibility studies.

NIHR: 19/49 Call for ambitious data-enabled trials, health services and public

health research studies

The HTA, HS&DR and PHR programmes are interested in funding studies using innovative data-

enabled designs to answer pressing knowledge gaps for health, public health and, or social care

evidence users, NHS patients, people with lived experience and, or policymakers.

Applicants need to demonstrate first and foremost that the proposed work addresses an identified

and important health-related research question which, if answered will make a difference to practice

and health, improve the lives of populations or service users, and, or support evidence-informed

decision-making. In their proposal applicants will need to demonstrate to the programmes that simply

exploring how routine data can be used is not the primary purpose of a proposed piece of work.

The programmes are particularly interested in ambitious studies that use data-enabled approaches at

scale. Applicants should note the programmes are also interested in proposals that include

participants or populations who would not normally be engaged with research due to their location

or socio-demographic characteristics; the programmes wish to contribute to addressing health

inequalities through engagement in research and bring research to areas of the country of most

patient or population need. However, the programmes are looking for scale first and foremost.

INNOVATE UK & SBRI

Innovate UK: Digital technology for adult social care

This is a SBRI competition with funding provided by the GovTech Catalyst for Torfaen County borough council. Organisations can apply for a share of up to £1.25 million to develop technology that creates more efficient and effective adult social care systems.

Adult social care can help keep older and more vulnerable adults independent for longer. This competition aims to use technology to make adult social care provision more effective and efficient and reduce demand on social care services.

We are looking for proposals for technology that can track data in real-time and use it to inform how resources are deployed and prioritised to the best effect. This could include:

• using technology to improve the point of entry into adult social care

Innovate UK: Artificial intelligence-supported early fracture diagnosis: SBRI competition

This is a Small Business Research Initiative (SBRI) competition funded by Opportunity North East and NHS Scotland. Successful applicants will receive 100% funding and have access to advice from NHS Grampian, NHS Greater Glasgow and Clyde (NHSGGC), the University of Aberdeen, the Canon Medical Research Europe and the funders.

The overall programme will be delivered in 2 phases. A decision to proceed with phase 2 will depend on the outcomes from phase 1. Only successful applicants from phase 1 will be able to apply to take part in phase 2.

NHS Scotland and Opportunity North East (ONE) are investing up to £240,000, including VAT, in innovative data analytics technology. The aim is to improve front-line clinical decision making and patient management in unscheduled care facilities.

The solution will improve clinical workflow and safety by optimising clinical decision making and management pathways. It must use artificial intelligence (AI) or machine learning algorithms to interpret data from upper limb (wrist or hand) and lower limb (ankle or foot) radiographs and linked text-based reports. Accurate determination of the presence or absence of a fracture in these areas has the potential to significantly improve patient care.

Phase 1 research and development contracts will be focused on feasibility studies. Phase 2 contracts will be prototype development and testing.

Deadline: 24 July 2019, 12.00pm

Research Networking

The Research Networking Scheme is intended to support forums for the discussion and exchange of

ideas on a specified thematic area, issue or problem. The intention is to facilitate interactions

between researchers and stakeholders through, for example, a short-term series of workshops,

seminars, networking activities or other events. The aim of these activities is to stimulate new

debate across boundaries, for example, disciplinary, conceptual, theoretical, methodological, and/or

international. Proposals should explore new areas, be multi-institutional and can include creative or

innovative approaches or entrepreneurship. Proposals must justify the approach taken and clearly

explain the novelty or added value for bringing the network participants together.

Proposals for full economic costs up to £30,000 for a period of up to two years may be submitted.

The exact mechanism for networking and the duration is up to the applicants to decide but must be

fully justified in the proposal. An additional threshold of up to £15,000 full economic cost may be

sought to cover the costs of any international participants or activities in addition to the £30,000 fEC

scheme limit. Proposals will need to be submitted by an eligible Research Organisation but must

involve collaboration with at least one other organisation, as well as having significant relevance to

beneficiaries in the UK.

MRC: Public Health Intervention Development Scheme

The scheme supports projects that will develop innovative new interventions that address an important UK or global public health issue, and seeks to encourage a novel, high risk approach to intervention development. Complex, population level interventions, with a focus on non-health care settings (such as: transport, education, employment, leisure and the built environment), are considered particularly suitable. Health care settings are not excluded, but projects should demonstrate potential for improved health of general, high risk or vulnerable populations. In addition, proposals that align with the NIHR Public Health Research Programme or for MRC Global Health schemes are particularly welcomed.

Proposals should address the early stage of development of new interventions including qualitative and quantitative primary research, developing theory and designing the intervention.

Examples of the types of research within scope are:

▪ defining the intervention ▪ specifying content ▪ developing theory ▪ modelling process and outcomes such as developing logic models ▪ identifying components and their inter-relationships ▪ developing procedures and protocols ▪ creation of new interventions where active components of existing interventions are recombined

to create a new intervention

MND Association: Healthcare Research Grants

The MND Association is a leading authority in commissioning and funding healthcare research. Our goal is that healthcare research we fund will lead to better symptom management and support for people with MND, their families and carers and help strengthen the case for public funding of high-quality MND care.

Our recent funding has focused on improving understanding of Nutritional and Respiratory Management. We continue to invest in research that fills knowledge gaps in clinical management of MND, adding to the evidence base and driving improvements in care.

Our current priority is the creation of a population-based MND register to obtain better information on the demographics and natural history of MND, and help to assess the impact of co-ordinated care provision through our Care Centre network. Work on the register commenced in summer 2014. Initial data from the study will be reviewed in combination with information from other sources, including the Priority Setting Partnership on Palliative and End of Life Care to inform future healthcare research themes.

We will issue a themed funding call when this review is complete. In the meantime, we will be pleased to discuss new and relevant research ideas with interested parties. Please contact the Research Grants Team at [email protected]

FURTHER INFORMATION

What Works Centre for Wellbeing

Guy’s and St Thomas’ Charity lead some of the UK’s largest place-based programmes – focusing on the complex urban health issues like childhood obesity and multiple long-term conditions.

Four things we've learnt from their current programmes:

1. The importance of getting underneath the surface of the issues 2. The value of bringing together data, evidence and lived experience 3. The benefit of ‘thinking like a system, acting like an entrepreneur’ 4. The need to work on issues at different scales.

We’ve also started to consider what place-based approaches like ours can bring to health today and in the future, and what the implications are for practice and policy.

NICE impact: new report on stroke

In her blog in the National Health Executive (NHE) Gillian Leng, Deputy Chief Executive of NICE, asks ‘How are we improving outcomes for those affected by stroke?’ Stroke is one of the greatest health challenges of our time; there are a reported 38,000 deaths occurring every year in the UK, from more than 100,000 strokes. Bringing together NICE’s suite of guidance, we have published a new impact report on stroke that looks at how our recommendations are making a difference. The report looks at improvements in health and social care and identifies areas where more work is needed.

NIHR Dissemination Centre: Financial incentives for patients

Whether attending screening appointments, taking medication correctly, quitting smoking, or increasing physical activity, there are many situations where changing behaviour is important for health. However, it is often not clear how best to help people make healthy changes. In the case of tobacco or alcohol consumption, there is good evidence that financial disincentives, such as increasing sales taxes, do deter these harmful behaviours. But these approaches are not suitable in many situations. There is increasing interest in the use of financial incentives, such as small cash rewards, to promote particular desirable behaviours.

Evidence to date about the effectiveness of financial incentives is mixed. The NIHR has funded a range of studies exploring the use of incentives in different circumstances, and how people feel about them. This Highlight explores this evidence and considers how incentives can be helpful in healthcare, for who and in what circumstances.

New WHO guidelines promote healthy lifestyle to reduce risk of dementia

New WHO guidelines released on 14 May 2019 advocate physical activity and a healthy lifestyle as important strategies to prevent dementia. “Unfortunately, many people with dementia are diagnosed too late, and treatment options are then less effective. Since dementia remains a condition without a cure, early detection, treatment, care and support are key in terms of an effective public health response. Risk reduction strategies, such as pursuing a healthy lifestyle through regular exercise and by not smoking, are also very important,” comments Bente Mikkelsen, Director of the Division of Noncommunicable Diseases and Promoting Health through the Life-course, WHO/Europe.
