GLOSSARY Art is works designed and created from many different materials and forms, which may include
(but not limited to): paintings, sculpture, mosaic, stained glass, textiles, ceramics, photography,
prints and mixed media.
Community Art is artistic works involving the active participation of community members in its
design or creation and often facilitated by an artist/s or community arts worker.
Community Engagement is an intense form of public participation, where citizens are actively
involved in joint decision-making and planning process. It is a two-way flow of information and
ideas where decision-makers and community members work together to mutually formulate
policies, plans and actions.
Consultation includes workshops, forums, surveys and conversations with community
members regarding their cultural needs, values and visions.
Culture can be anything that contributes to a community's quality of life, sense of place or
local identity.
Cultural Development can be an exchange of skills between artist and community,
development of work by an artist which deals with the issues or concerns of a community,
active participation of a community in artistic practice or social change through collaborative
arts and cultural development activity.
Cultural Planning is the process of working with a community to create a strategic plan for its
future Cultural Development.
Place-making is creating a sense of place by making changes to the natural or built
environment.
Public Art is artistic works designed or created by an artist/s and situated in an accessible
place for the public.

INTRODUCTION AND SCOPE "Culture in its widest sense defines what matters to people and communities. It is a way of
connecting the present, past and future into a recognisable identity." Department of Local Government NSW, Cultural Planning Guidelines
In 2007 the Council adopted its first Cultural Plan for the City. The Cultural Plan was a result of
extensive consultation and research to identify cultural aspects that the community values and
identifies as unique to the local area. The Cultural Plan was the foundation for ongoing
preservation and development of the City's unique culture and was ultimately a success,
guiding and promoting arts and cultural development in the City through various actions such
as community events, programs, public art and cultural policy implementation.
In 2012 the City began the process of engaging and consulting with the community on how it
now defines culture since the first Cultural Plan. The second Cultural Plan assumes a holistic
view of culture that includes values and cultural identity; the results of creative processes such
as visual and performing arts; and opportunities for participation in cultural processes. It
includes traditional concepts of the 'arts' such as: literature, visual arts, drama, dance and
music, as well as heritage, traditions, values, cultural spaces, expression and identity.
It should be noted that 'sporting culture', 'community safety' and 'historical heritage
management' within the City of Gosnells are excluded from this Cultural Plan, as these
aspects of the City's culture are addressed elsewhere within the City's Leisure Strategy,
Community Safety and Crime Prevention Plan and History & Heritage Strategy.
The development of a second Cultural Plan will enable a strategic and coordinated approach
to the City’s cultural development and facilitate involvement of the community in this process.
The Cultural Plan is based on four principles, namely:
1. To align the City's cultural assets, resources and services with its overall direction and
priorities.
2. To capture and reflect the history, tradition and diversity of the local community.
3. To develop and support the arts and cultural practitioners and industries in the community.
4. To provide a cultural framework that will support and encourage culture in the City.
The development of a Cultural Plan for the City of Gosnells assists to fulfil the City's 10 Year
Community Plan - Objective 3.2, which states:
"The community is able to enjoy active and passive recreational and leisure opportunities as
well as cultural and artistic pursuits because of the City's provision of suitable facilities and
activities."

HOW THIS CULTURAL PLAN WAS DEVELOPED A number of key tasks were undertaken to assist with the development of this Cultural Plan to
ensure as many aspects of local culture were addressed. These key tasks included:
• Cultural audit - was undertaken reviewing the cultural resources available through the City,
local businesses and arts/cultural organisations in order to map the City’s cultural profile
and determine possible gaps in cultural services and provisions.
• Community consultation - was completed to gauge how City of Gosnells residents feel
about their culture and how they would build on this cultural capital.
• Cultural workshops - on 19 February 2013 a workshop was facilitated with Councillors to
discuss the development of a new Cultural Plan for the City. On 25 March 2013 the City
also facilitated a Cultural Plan workshop with the newly-established Performing Arts
Advisory Group. On 6 August 2013 the City facilitated a second workshop with Councillors
to invite feedback on the draft Cultural Plan.
• Cultural analysis - of arts and cultural participation trends, arts & cultural policy (national,
state & local) and cultural service delivery by other local governments.
The above processes led to the development of a list of objectives and actions that capture
and reflect the history, tradition, diversity and unique identity of the City, and are based on the
priorities/recommendations from residents, arts and culture volunteers and workers, City staff
and Councillors.
WHY PLAN CULTURE?
Cultural planning is a strategic process which highlights the values of culture in a community in
a way which informs a City’s thinking, policies and programs.
In 2012 the Community Arts Network of Western Australia compiled a publication entitled
'Growing Communities, Arts & Culture in Local Government'. The publication is a celebration
of the work currently taking place in arts and cultural development in West Australian local
governments. Jon Hawkes, one of Australia's leading commentators on cultural policy said
there's plenty of evidence to demonstrate that arts and culture can be useful in governance for
the following reasons:

• The insights and experience participants gain through arts and culture make it easier for
them to become better and more effective citizens.
• Utilizing arts and culture in programs, such as: community education, community
building, health promotion and cross-cultural understanding will enhance organisational
responsiveness, delivery and flexibility.
• Embedding arts and culture in the everyday processes of governance has the capacity to
improve community engagement, communications, decision-making, policy development,
expression of goals and evaluation.
In 2013 the Australian Bureau of Statistics commissioned The Smith Family to undertake a
research project entitled ‘Sport, Culture and the Internet: Are Australian children participating?’
This study found that participating in cultural activities can challenge children’s perceptions
about their world and themselves and enhance their belief in what they can achieve. Cultural
venues such as museums, art galleries and libraries are places of exploration and discovery.
They offer opportunities for informal and self-directed learning in a range of areas, including
maths, science, art, music, history and social science (Henderson and Atencio, 2007).
Culture is the interaction with other people as well as the engagement with and participation in
intellectual and artistic production, that exposes us to new information and ideas which enable
the cultural values to be challenged and reconsidered, leading to personal growth, lifelong
learning and cultural change. Cultural planning is a catalyst for social, environmental and
economic development. It is about building vital, safer and prosperous communities. This is
why planning culture is important.
CULTURAL AUDIT (IN SUMMARY) CULTURAL POPULATION STATISTICS The population of the City at the 2011 national census was 106,585. Over the three-year
lifespan of this Cultural Plan, the City's population is expected to grow to 120,584 people,
which equates to an increase of 13.1%.
During this period, the top five most populous age groups are expected to be:
1. 30-34 year olds with 9,143 persons (7.5%)
2. 35-39 year olds with 9,026 persons (7.4%)
3. 25-29 year olds with 8,943 persons (7.3%)
4. 0-4 year olds with 8,751 persons (7.2%)
5. 40-44 year olds with 8,723 persons (7.1%)

The majority of City of Gosnells residents are Australian born (62%). Of these residents, 2,407
people identify as being Indigenous and 38% of residents have migrated from more than 34
different countries, including: United Kingdom (9.8%), New Zealand (3.4%), India (3%),
Malaysia (2.6%), South Africa (1.6%), and China (1.5%).
21.6% of the City's population come from non-English speaking backgrounds.
CULTURAL INDUSTRY WORKERS & ARTISTS: According to the 'Australian Bureau of
Statistics, Census of Population and Housing 2011' there are 167 City of Gosnells residents
working in the Arts and Recreation Industry. In 2013 the City of Gosnells received 86 local
resident entries for the Community Art Exhibition and Awards.

EXISTING CITY OF GOSNELLS FACILITATED CULTURAL INITIATIVES
EVENTS
The City is committed to providing cultural experiences through events and programs and as
such has over time developed a range of community initiatives which focus on and allow many
sections of the community to access those cultural experiences.
Australia Day Celebrations: this event is held annually to commemorate Australia Day and it
showcases the scenic Centennial Pioneer Park Amphitheatre and surrounding parkland. This
family-friendly event comprises a big 'Aussie' breakfast by the Rotary Club of Gosnells; free
entertainment and activities; and presentation of the annual Active Citizenship Awards and
Safe City Awards.

Community Art Exhibit: This competition attracts the work of artists from all over the Perth
metropolitan area. $10,000 worth of prizes is awarded through the City of Gosnells Public Art
Committee with the overall prize winning artwork acquired for the City's Art Collection.
Gozzy Rock: WA's longest running battle of the bands competition. Over the past 26 years
many well-known bands have started their music careers as Gozzy Rock entrants.
Homegrown Festival: Established in 2012, the aim of the Homegrown Festival is to celebrate
life in the City of Gosnells. The Festival is held annually over a four week period during
summer; and the festival brings to life the Gosnells town centre and includes many free
cultural events, such as: music concerts, art workshops, outdoor movie screenings, comedy
gigs and much more.
Multicultural Food Fair: An iconic City of Gosnells event which draws thousands of people
together to celebrate the City’s diversity and provide opportunities for many cultures to come
together and showcase the richness of their heritage through music, dance, costume and food.

Regular programs and activities are used as a vehicle to promote and deliver cultural
experiences, ranging from music programs through to celebrations of Indigenous culture.

FACILITIES The City of Gosnells manages various cultural facilities on behalf of the local community for
community use. The following is a list of facilities the City of Gosnells currently manages,
which are available to the community for arts and cultural purposes.
Amherst Village Community Centre: Amherst Village Community Centre has a state of the
art digital sound recording studio and is managed by the City's Youth Services. The studio is
available for use by schools, community organisations, young people and individuals. The
centre also includes an art nook that facilitates artwork displays.
Centennial Pioneer Park: Scenic parkland that is located in the Gosnells town centre
adjacent to the Canning River. In 1988 this park was redeveloped as part of a Bicentennial
project and then further redeveloped as part of the Gosnells town centre revitalisation project.
A mixed orchard surrounding the park reflects the importance of agriculture to the early
settlers. It also offers an amphitheatre, a playground, tree top walk and several significant
pieces of public art.
Don Russell Performing Arts Centre: This multi-purpose facility provides a unique and
affordable theatre and studio for local performing arts groups, community cultural groups and
professional performing arts companies to perform and rehearse. Each year the Centre hosts
weekly performing arts classes and has more than 90 performances and events that attract
approximately 14,000 patrons annually.
Liddelow Homestead: The Historical Homestead built in 1850 consisted of 7 rooms. In 1982
the building was restored and reopened as the home to an arts and crafts club. The
Homestead is managed by the Liddelow Homestead Arts & Crafts Club Inc which still operates
today and offers classes in Spinning, Quilt Making, Pottery, Mosaics, Patchwork & Painting,
Woodturning as well as Children's classes in Art & Pottery.
Libraries: The City provides library services to enhance the community's well-being socially,
economically, intellectually and creatively, and to keep them informed and in touch with the
world they live in. The City's four public libraries are located in Gosnells, Thornlie, Kenwick and
Southern River.
Orange Room: The Orange Room is an exhibition space dedicated to the City's history and
heritage. It is located in the Gosnells Knowledge Centre.
Skate Parks: The City has four skate parks located in Thornlie, Maddington, Gosnells and
Beckenham. The skate parks offer a variety of different obstacles and ramps. The City's Youth

Services facilitates community skating programs from these facilities. The skate parks are
considered cultural facilities as they also provide a venue for urban art projects.
Wilkinson Homestead Museum: Located on the beautiful banks of the Canning River, the
museum collection is housed in the State Heritage listed Wilkinson Homestead on Homestead
Road in Gosnells. The site has an interesting history that includes early European settlement,
Aboriginal heritage, and the district's agricultural development. The museum also runs
educational programs for school groups.
COLLECTIONS
The City holds significant collections of heritage and art as a way of recording the City’s
cultural history. These collections are available for public viewing in the Wilkinson Homestead
Museum, Knowledge Centre, Civic Centre and Don Russell Performing Arts Centre.
Art Collection: The City of Gosnells Art Collection includes 148 pieces of artwork in a range
of mediums. The City has an ongoing commitment to develop a cohesive and important West
Australian Collection. Currently, most of the artworks can be viewed on display inside the
Civic Centre and on City information brochures.
Community/Public Art Murals: The City of Gosnells has long supported community and
public art murals projects as a way of celebrating the City’s local culture and deterring
damaging graffiti. These murals can be seen throughout the City in various locations including
Leisure World, Thornlie Community Centre, Centennial Pioneer Park and the Gosnells Town
Centre.
Heritage Inventory: The Heritage Inventory is the City’s record of places considered to have
significance in the history of the City. This Inventory is not just about old houses; it records all
sorts of places that have been significant in the history of the local community from commercial
buildings, churches and bridges to monuments, parks and even trees. The places are
significant because of their architecture and social history.
Local History Collection: Records about the City of Gosnells dating back to the 1800s are
available for research at the Local History Collection, which is housed in the Knowledge
Centre. The contents of this collection are primarily associated with the area now covered by
the Gosnells municipality, and the people who have lived here. The collection is also available
online through the City of Gosnells website.
Public Art Walk: In 2008, the City developed an Art Walk brochure, guiding tourists and
residents through the public artworks in the Gosnells Town Centre. The public artworks range

from large eye catching structures, such as the iconic water carrier, to the smaller bronzed
creatures peeping through footpaths.
NATURAL ENVIRONMENT
The natural environment is part of the City’s local culture. In the past the City has played a
pivotal role in developing and improving accessibility to the City’s natural areas to allow the
community to enjoy these places of cultural significance.
Brixton Street Wetlands: A place of major environmental significance for Perth, the Wetlands
contains over 320 plant species, comprising some 20% of the flora species of the Perth area.
Since November 2000 these wetlands have been on the Register of the National Estate of the
Australian Heritage Commission. Located on a very flat waterlogged Pinjarra Plain that lies at
the base of the Darling Range, the wetlands are habitat for the Quenda (Southern Brown
Bandicoot), waterbirds and many native terrestrial and aquatic animals.
Ellis Brook Valley Reserve: Ellis Brook Valley is part of the Banyowla Regional Park. The
name Banyowla recognises Banyowla, a Nyoongar elder at the time of colonial settlement.
Ellis Brook Valley is renowned for the richness of its flora and fauna. There are four walk trails
of varying degrees of difficulty, ranging from the 'Easy Walk Trail', which provides wheelchair
access to the bushland, to the more difficult 'Sixty Foot Falls Circuit', which takes in sweeping
views across Perth from the top of the waterfall. Ellis Brook Valley is a rich breeding site and
home for many native and visiting birds, including cockatoos, parrots, pardalotes, splendid
and wedge-tailed eagles. It is also home to kangaroos, possums, bats and other native wildlife.
Heritage Trails: A walk trail and a drive trail outlining some of the significant heritage places
in Maddington and Kenwick, including Liddelow Homestead, Kenwick Pioneer Cemetery, the
site of Canning River Conflicts and the Wilkinson Homestead Museum.
Mary Carroll Lake: Mary Carroll Lake was named in 1971 in honour of Mrs Mary Carroll, a
well-known teacher at the nearby Gosnells Primary School. Mary Carroll Lake is a major
breeding wetland. It supports large numbers of water birds, songbirds, reptiles, turtles and a
reservoir of wetland flora. Mary Carroll Lake is a ‘Bush Forever’ Site and is internationally
recognised.
COMMUNITY CONSULTATION
Over recent years, the City of Gosnells has conducted community consultations with residents,
art groups, cultural groups, local business owners, City staff and agencies. These
consultations were aimed at gauging how locals feel and experience their community and what

they would change about it. Underpinning many of the community comments was a strong
desire for community events and cultural facilities, as well as a concern for personal safety and
an urgent need to revitalise the City’s town centre.
There was also a strong sense of community pride and a concern for the City’s natural
environment. Inspired by these responses, the City has developed this Cultural Plan to
address the cultural needs of the community. The intention of this Cultural Plan is to provide
strategic direction on the provision of arts and cultural priorities within the City and to provide
opportunities and remove obstacles to the community's cultural expression, creativity and
sense of place.
1. Events and Festivals
In the City's Leisure Strategy Survey, 2010, 74% of respondents said they wanted 'Celebratory
Events' and 54% said they wanted more 'Cultural Events'. Residents were also asked to
identify any events they would like to see happen in Gosnells. The top responses included: art
exhibitions, fireworks, craft shows, outdoor movies, carols by candlelight and fun runs. The
following is a snapshot of responses received at the 2012 Community Event consultations
reflecting the community’s desire for events and festivals:
• "I love the community events that are run throughout the year"
• "We really like being able to express the City’s culture by playing music in Gozzy Rock"
• "I love all the community family events held by the City of Gosnells. They are free and
have a great atmosphere"
• "This is a fabulously multicultural area; I love when we celebrate this"
• "My impressions are of a very peaceful and homely atmosphere. What I love is all the
different nationalities"
• "More community activities to reduce hostility in Gosnells. Get pride back to Gosnells"
2. Arts and Cultural Facilities
The 2010 Leisure Strategy survey indicated that 3% of residents participated in Painting/
drawing/ crafts but 19% would like to try it, 2% participated in live music however 13% would
like to try it and 2% participated in theatre, whilst 8% would like to try it. This consultation
showed for every person currently involved in Arts & Cultural activities, another seven people
are interested in participating. The following is a snapshot of responses received at the 2012
Community Event consultations which reflect the community desire for arts and cultural
facilities and spaces:

• "We need more sculptures and art to celebrate who we are. There is a sense of
community but little to celebrate this"
• "Have a cultural centre, you can display art work and put on shows, find out about places
to see and get tea & coffee"
• "Need a cappuccino strip or similar light entertainment/dining area"
• "It would awesome as part of your Cultural planning for the future to include a cultural
centre that could be used to teach language, dance, educate and train people"
• "There is a lovely area beside Pioneer Park which would be ideal for a speaker's forum.
Where you could listen to poetry, politics or anything"
3. Revitalise the Gosnells Town Centre In January 2011 City of Gosnells developed an action plan entitled 'Re-activating Gosnells
Town Centre', realised through extensive community consultations with residents and business
owners regarding their aspirations for the Gosnells community. The result was a vision of
Gosnells as a place that is bustling, energetic and thriving, whilst grounded in its natural
beauty and tranquil setting that is uniquely Gosnells. Six actions were detailed in the report
including ideas for a growers market, the revival and beautification of Lissiman Street and the
programming of events and programs in the town centre. The following is a snapshot of
responses received at the 2012 Community Event consultations which also reflect the
community’s desire to revive the Gosnells town centre:
• "There's a lovely park here in Gosnells, running along the river, with big shady trees and
even a tree walk. But Lissiman Street by the shopping centre is really rather depressing
in appearance - empty spaces and in need of a face-lift. Perhaps some bright shops and
landscaping would help"
• "Need to get more businesses occupying vacant buildings"
• "Lissiman St is an absolute disgrace with empty shops in poor condition"
• "The river frontage and Pioneer Park along with the tree top walkway are fantastic. Public
trains excellent, railway markets and heritage Gosnells hotel wonderful public library
overlooking ampithitheatre eye catching. An improvement on old boarded up shops
opposite railway station needed"
• "I love the public spaces and parks with BBQ's. I would like more cafes and a public,
pedestrianised shopping area"
• "I love the well kept open spaces but would like to see more art e.g. sculptures and
murals around near walking tracks"

CULTURAL PLAN GOALS
In order to ensure its relevance and compatibility with the City's 10 Year Community Plan,
each objective within this Cultural Plan is aimed to contribute towards the achievement of the
following vision for the City, as identified in the Community Plan:
"The City’s vision for 2021 is to be a vibrant City with a strong community identity; a great place to live, work, raise children, visit and invest; a place that encourages a range of lifestyles and opportunities; and where the natural environment, cultural diversity and heritage of the City is respected and protected for the enjoyment of current and future generations". The City’s role in achieving this vision is to provide leadership by integrating planning and
service delivery and by developing sustainable partnerships with the community, local
business, government and non-government agencies and the broader corporate sector.
This Cultural Plan reflects collaboration between the City and the above stakeholders to
promote and facilitate appropriate, accessible arts and cultural initiatives that will enhance life
in the City of Gosnells.
The City has identified seven strategy areas for the provision of cultural opportunities to local
residents, namely:
1. Community
2. Natural Environment
3. Heritage
4. Built Environment
5. Partnerships
6. Economic Development
7. Planning

Within these strategy areas are goals and actions which have been identified to achieve these
strategy areas. Any financial requirements for implementing the Cultural Plan will generally be
required through the annual operating budget, with external funding to be pursued. For each
action, the City of Gosnells involvement and its potential involvement will be identified. The
following categories are used:
• Partner - The City will partner with organisations that share a similar goal allowing for a
pooling of resources. These partnerships will be on an informal or formal service
agreement as required.
• Provider - The City manages one of its own facilities or is solely responsible for the
delivery of a service. Income and expenditure is determined by the City's annual budget
process.
• Planner - The City identifies community requirements for services and infrastructure and
ensures mechanisms are in place to meet these requirements.
• Supporter - The City provides support for community organisations and clubs. This
support is delivered through a number of methods including the use of community owned
facilities, the provision of sponsorship funds and providing easy access to information
resources.
• Coordinator - The City brings together stakeholders to plan and develop the joint
provision of services and infrastructure.
