Welcome to CUBOREE 2016 Rumble in the Jungle
Maryborough Showgrounds & Equestrian Centre
Sunday 18th to Friday 23rd September 2016
Scouts Queensland is delighted to once again to provide a CUBOREE in Queensland for our Cub Scouts, aged nine and over, their Cub Scout Leaders and Supporters. Everyone is eagerly awaiting Sunday 18th September 2016, when the buses will arrive at the gates of the Maryborough Showgrounds and Equestrian Centre which hosted the 23rd Australian Jamboree in 2013 and Cuboree 2014.
I am Tim Gibbings (KAA), Queensland Branch Commissioner Cub Scout and CUBOREE Chief Director. I proudly head up the CUBOREE 2016 Executive Team, all very hard working volunteers, consisting of Camping, Activities, Support Services (Administration, Finance, Transport, Security, etc), Logistics, and Marketing and Communications Directors and other support personnel such as Welfare. This team works tirelessly to ensure this event will be one for all participants to remember fondly. We hope this booklet provides some helpful tips for parents to assist their Cub Scouts in preparation for CUBOREE 2016.
In 2016, the World celebrates 100 Years of Cub Scouting and so CUBOREE 2016 is themed to celebrate this great mile stone with Rumble in the Jungle to acknowledge the 100 years that the Jungle Books, by Rudyard Kipling, have been an underlying theme for Cub Scouting. In Cub Scouts we utilise themes to appeal to their imagination, which in turn enhances their understanding and development. This camp provides a great opportunity to enjoy a journey of self-‐discovery as well as more about the world around them; we invite all to take full opportunity of this activity.
As with any large scale Scouting activity there are many hours of planning, discussions and interactions that transpire over the years leading up to the event. CUBOREE 2016 has been an interesting, often challenging, but always exciting venture for us and we thank the many supporters from the Queensland Branch, Region and District teams, the Queensland CUBOREE Executive, Support Services, Activities, Sub Camps, Logistic, Catering and Welfare teams. But most importantly we thank the Cub Scouts and their Leaders, for without their enthusiasm and belief this journey would not come to fruition.
Parents, we congratulate you on your belief in your Cub Scout, their Leaders and the Scouting philosophies and know you will have a Youth Member return enriched with this experience -‐ perhaps a little grubby and tired too!
Good Hunting and we look forward to a fantastic CUBOREE 2016.

THE CUBOREE EXPERIENCE CUBOREE 2016 is a camp for Cub Scouts aged nine and above. It will be held for six (6) days and five (5) nights during the first week of the Queensland September school holidays; Sunday 18th until Friday 23rd September 2016.
The theme is Rumble in the Jungle and activities and challenges will relate to this theme and be based on some of the Silver and Gold Boomerang Challenges.
It is through the Cuboree that our Cub Scouts can extend their knowledge of themselves by their involvement in a range of challenging activities.
GENERAL INFORMATION The Cuboree Site: Maryborough Showgrounds and Equestrian Centre – Bruce Highway, Maryborough
Maryborough is located on the Mary River in the Fraser Coast Region, approximately 255 km North of Brisbane, and is closely tied to its neighbour City of Hervey Bay, approximately 30 km to the Northeast. The venue is purposed built and has all the facilities that we could want or need. Scattered throughout the site are a numerous buildings, structures and ‘bush areas’ that will be utilised for the Cuboree.
Climatic Conditions
Maryborough’s climate is classified as warm and temperate. The Bureau of Meteorology statics, for September, show an average Temperature range of 28 OC to 12 OC; with an average Rainfall of 43mm over an average of 4 days of rain. Although temperatures are unlikely to drop to significant lows, the change from the heat of the day can make the evenings feel cooler than they often are. It is advisable therefore to ensure you have adequate clothing to accommodate warm days and colder nights and mornings.
All Cuboree participants must remember to Slip, Slop and Slap by wearing a high protection sunscreen with a sun safe hat.
Scouts Queensland and the Cuboree team would like to thank the Fraser Coast Regional Council for their support of CUBOREE 2016 Rumble in the Jungle
Sub Camps
Cub Scouts will remain with the other Cub Scouts from their ‘Home Pack’ but will be combined with other Home Packs to form Cuboree Packs of approximately 25 Cub Scouts with 4 Leaders. Each Cuboree Pack will be allocated to
Cuboree Parents Handbook 4
one of four ‘Villages’ (A Village will consist of 7 Cuboree Packs -‐ approximately 175 Cub Scouts + Leaders). The intent is to advise the allocation of Home Packs to Cuboree Packs and Villages in late June or July 2016. The Village names enhance the theme and the four Cub Scout Villages spell out CUBS and have a theme Colour based on the Cub Scout Six Colours. Rosters for activities, meals and other bases will be allocated on Villages. Camping will be in tents and will be erected by Cub Scouts and their Leaders upon arrival.
Cumorah -‐ Tawney Uluberia -‐ White Buldeo -‐ Brown Sameena -‐ Grey The Caves (Support Leaders) – Red Cold Lairs (Scouts & Venturers) -‐ Black
General Program • Bump In Sunday at pre-‐allocated time; complete by approximately lunchtime • Opening Ceremony Sunday evening • Activities Monday (rostered basis) • Evening Entertainment Monday night • Activities Tuesday (rostered basis) • Evening Entertainment Tuesday night • Activities Wednesday (rostered basis) • Evening Entertainment Wednesday • Activities Thursday (rostered basis) • Closing Ceremony Thursday evening
• Bump Out Commences Thursday evening, after Closing Ceremony, for some regions, but majority Friday morning at pre-‐allocated times.
Transport Arrangements
Transport arrangements will be advised in due course, once plans are made based on who is attending and from where; we ask that you please be patient. Strict restriction will be placed on the arrival and departure of any Cub Scout coming to or going from Cuboree under individual arrangements; these are strongly discouraged, but if required for good reason need to be notified to the Cuboree Team without delay.
Activities Activity Bases have been coordinated to highlight the Cub Scout Award Scheme but also to be a little different to regular Pack Holidays. The challenge is to inspire and manage the numbers of Cub Scouts moving through the activities.
Cub Scout Leaders will be expected to assist their Cub Scouts on each activity base but there will also be other Leaders explaining and assisting on the bases.
Cub Scout Magic Offers the Cubs the chance to engage in the fun and magic that is a part of Cub Scouting and to learn new things.
Urban Jungle A chance to remind us that we live in a world that relied on others to ‘path the way’ to the cities and the exciting future we can have, but we must remember our connection to nature. They may even get to see some magnificent creatures when
Cuboree Parents Handbook 5
Contact with Parents/Guardians in an Emergency Situation In the event of an emergency, the Cuboree Chief Director will be the only person to contact parents/guardians or families, if this should be necessary.
The Cuboree Chief Director is responsible for making calls in these circumstances because he will decide when sufficient detail and facts are known to be able to justify the contact.
Our aim is not to scare or mislead parents/guardians or families, but to provide accurate details to the health management and condition of those involved.
This is Scout Qld policy; as you can imagine with a camp this size it is important that the CORRECT and FACTUAL information is provided and only the Cuboree Chief Director, as the person in charge of the Camp, has the authority to contact individuals. Please help support us by not contacting your Cub Scout Leaders and putting them in awkward positions. A contact number will be provided as soon as the Bump In team is on site via the website, as well as in later communication, this number will be manned 24 hours/7 days during the event.
Emergency Messages
As you can appreciate, it will be difficult for messages from home to be given to Cub Scouts and Leaders at the Cuboree. Parents/guardians and families should understand that all emergency messages from home should be directed to the Cuboree Camp Headquarters. The Cuboree emergency telephone number will be published on the Cuboree website when available.
Every effort will be made to communicate emergency messages to Cub Scouts and Leaders. It will be of great assistance if anyone, likely to want to contact a Cub Scout or Leader in an emergency, is aware of the appropriate Village (Sub Camp) in which the Cub Scout is allocated.
The Cuboree Headquarters staff cannot handle messages of a general nature, a Facebook and blog site at previous Cuborees have proved valuable for information sharing from and to home. This will also be utilised again for this Cuboree.
Absences from Cuboree and Court Orders Cub Scouts may need to leave the camp during the Cuboree for a number of personal reasons. In these special circumstances, Cub Scouts must have approval from the Cuboree Chief Director.
This approval will only be given with prior written request and authority from the Cub Scouts’ parents/guardians. These arrangements must be made before the Cuboree.
Where Custodial Orders have been issued by the Courts, a copy of the Custodial Order must accompany the written authority from the Cub Scouts’ parent/guardian. If there is an AVO in existence, the conditions pertaining to the Cub Scout need to be known.
An ‘Authority to Leave Camp’ will be issued by Cuboree Headquarters at the scheduled time to leave the site and will require the identified adult to supply proof of identity. This authority form will need to be presented at the front gate upon exiting the site. Upon return, the Cub Scout must attend Cuboree Headquarters to check in before returning to their Cuboree Pack and Village.
they go on board our very own Whale Watching adventure with the Spirit of Hervey Bay – every Cuboree participant will have access to this offsite activity
B.P. Mafeking Is themed on Lord Baden Powell's (BP) Army Scout experience and his role at Makefing, Africa. Before Lord Baden Powell foundered the Scouting Movement he was a military man. This experience is led by Scouts and Venturer Scouts, so Be Prepared for a challenge.
Seeonee Hills The name given to where the Wolves' lived, in the Jungle book, it is where the Wolf Cubs learnt about how to be good Jungle Citizens, Tradition and the Laws of the Jungle. "For the strength of the pack is the wolf, and the strength of the wolf is the pack."
Cuboree Parents Handbook 6
NO Visitors Day Unlike previous Cuborees, there will be NO VISITORS DAY, during CUBOREE 2016, for the parents to visit their Cub Scout in camp. The overwhelming experience from previous Cuborees is that it is far too disruptive and unsettling for the Cub Scouts (visited or not visited) and the Leaders having to deal with the ‘fall-‐out’ after the visits.
Birthdays If your Cub Scout has a birthday at the Cuboree we will try to make their day a little extra special. A cake will be provided and with a bit of fuss, hopefully, we can make up for some of the separation from family.
Personal Medications and Management
It is HIGHLY RECOMMENDED that for ease of use and control that parents arrange with their pharmacist a ‘Webster Pack’.
Note that Leaders will not administer analgesics of any kind unless the medication is accompanied by Doctors instructions with the Cub Scouts name on the label and they remain in the original packaging.
Asthma medication can be carried by the Cub Scout with the above conditions applying. Please make sure an asthma plan is provided.
The Cuboree Pack Leader will make a list of all Cub Scouts in the Pack on medication and the frequency those medications need to be taken. One copy will stay with the Pack and a second copy goes to the Village (Sub Camp) Welfare Leader.
On the buses to and from the Cuboree the Pack Leader/Leader travelling with the home Pack will take all medications and pass them onto the relevant Leaders as required at Cuboree.
Those Cub Scouts travelling without Leaders, in discussion with the Cuboree Welfare and Transport Coordinators, Camp Chief Director and parents a Leader on the bus will take care of these Cub Scouts medications as necessary.
It is imperative that both parents and the home Group Pack Leaders take the responsibility of checking medication details and notifying any changes, new medication and providing all medical and emergency plans to the relevant Cuboree personnel.
Your Child’s Equipment and ‘Luggage’
A detailed Packing List will be provided on the website prior to the Cuboree. It is vital that Cub Scouts have the right gear, e.g. air bed (one that they can use themselves) or self-‐inflating sleeping mat, a sleeping bag with a winter rating NOT one from K-‐mart with a picture on it. If it has a picture on it is not warm enough.
Please note that STRETCHERS AND DOUBLE AIRBEDS ARE NOT ACCEPTABLE for the type of tent that the Cub Scouts are using.
Cub Scouts must pack their own bag or be there when you do it. This is very important so that Cub Scouts know what they have and where it is. On too many occasions Cub Scouts will tell you they have not got a jumper or socks or even a pair of shoes. This is because they cannot see them in their bag and do not know that the bag may have more pockets on the side.
Why not sit on the bed with the list and ask your Cub Scout to collect the items and place beside you, you can check they are labelled and mark as necessary. Get your Cub Scout then to pack them into their bag, helping and encouraging them verbally.
All items and luggage MUST be labelled, including sleeping bags and mats; please ensure any Luggage labels are durable and will not easily be ‘torn off’ in transit and during baggage handling. All Luggage labels should include the Cub Scout’s allocated Village. You should also label all clothes. Due to the large number of
Cuboree Parents Handbook 7
participants, any clothes or equipment that is left over and not clearly labelled will be donated to charity. All items provided by Cuboree (participant pack) will have appropriate labels areas on them to ensure that your Cub Scout can name the items.
Hints on Independence Skills -‐ living out of a suitcase Involve your Cub Scout in the packing process, don’t leave it to the last minute or make too big an issue out of it but make sure that they know what has been packed and where to find it.
! Don’t over pack your Cub Scouts bag. Make sure there is plenty of free space. Even the most organised Cub Scout will struggle to fit it all back in – allow extra space for their new treasures they will bring home.
! Give them the opportunity to pack the sleeping bag away independently well before the event, many Cub Scouts can struggle with this task.
! Ensure that everything is clearly labelled if you want it to come home. Clothes and bags need to be clearly marked with the child’s name
! Mess is Stress! Help your Cub Scout avoid this by thoughtful packing. Pack clothing in ‘sets’ and seal them in large clip seal bags. This makes it easy for them to sort through and grab when off to the Showers. It has the added advantage of ensuring the contents of the bag stays dry if it is left in the elements during transport.
! Some children find the zip slide bags easier to use than traditional clip seals.
! Make sure that your Cub Scout can carry the bag unassisted when it is packed.
Mobile Phones
Mobile phones ARE NOT to be brought to the Cuboree by or for Cub Scouts, for a number of reasons. Camera phones create serious privacy issues around the campsite and in particular around ablution blocks etc. There will be no access to power for charging of mobile phones for Cub Scouts as most pack sites do not have power. The potential risk of losing or damaging such an item is high.
Electronic equipment like computers, DS etc. are also to be left at home for safety and enjoyment when the Cub Scout returns home. Storage, charging and safety of these items cannot be ensured.
If you believe that your Cub Scout will not cope with a six day ‘holiday’ from home...without you...without their phone...without their computer and consoles, now is the time to start to work with your Pack Leader so that your Cub Scout is prepared; encourage them to make responsible decisions about the exclusion of these items.
Sleeping Arrangements Cuboree’s policy regarding sleeping accommodation reflects the Scouts Qld policies and is:
! Separate tents will be provided for and used by Cub Scouts and adults.
! All members of a six will be accommodated within a designated area although separate male and female tents will be provided for each mixed gender six.
! Mixed gender accommodation is not allowed.
Washing and Showers Cub Scouts will require supervision to get into a regular washing routine at the Cuboree. Yes, showers are required every day! To prepare your Cub Scout for the Cuboree ensure they are confident and capable to independently shower and change clothing when necessary.
A checklist ‘tag’ fashioned out of something as simple as a portion of ice-‐cream container lid, written on with permanent marker to help them remember what they need to take to the shower. The tag is attached to a bag large enough to take the required clean change of clothes or PJs, toiletries and towel (and carry soiled clothes back to tent).
Cuboree Parents Handbook 8
Ensure that anything that goes to the shower can be hung up – or it will get wet. Consider sewing a ribbon-‐hanging loop to the corner of their towel(s) and show your Cub Scout how to use it.
Eating Sensibly at Cuboree There will be sufficient food provided at Cuboree. Cuboree food will be prepared by a commercial operator and has been carefully selected to give a proper nutritional balance. A full range of dietary needs are being met in the menu, as you can imagine personal tastes are not really considered a special diet, so unless there are medical, cultural or other reasons, we will encourage the Cub Scouts to eat as per the menu.
Food Related Allergies
Your Cuboree Pack Leader needs to know if your Cub Scout has a food allergy. This information is on the application form; and is provided to the Admin, Welfare, Caterer, Village Welfare Leader and Cuboree Pack Leader. The caterer is a commercial operator and is preparing a menu to ensure, as much as is possible, allergy items are removed.
First Aid and Medical Services
The Cuboree will have a full time First Aid Post and Medical Centre staffed by qualified St Johns personnel. Any illness, incident or emergency situation will be referred to the medical staff. Minor injuries should be treated in the Pack.
Personal First Aid Kit Cub Scouts are to bring a small personal first aid kit. The first aid kit does not need to be anything bigger than what is expected in the Bronze Boomerang test.
Spiritual Observation
This starts with the Scout Promise and is reinforced by various spiritual reflections throughout the program. Cub Scout Leaders will ensure that dignity is maintained at these times. Those who wish to take part in specific observances of their own religious beliefs should identify this to their leaders and every effort will be made to meet this request. Care is taken to ensure that Cub Scouts are given the opportunity to attend appropriate services, if they wish and we are advised.
Dress Code
All Cub Scouts travelling to and from the Cuboree will be required to wear their Cuboree shirt, scarf and woggle; these will be distributed before Cuboree. Normal Cub Scout Uniform is NOT required.
When we visit off-‐site activities, we go as Cuboree Ambassadors – Cuboree hat, shirt, scarf & woggle.
At all other times we dress Sun Smart … hat, sunscreen, etc, but otherwise it’s up to you. Please note –NO baseball style caps to be worn, nor skimpy shirts, shorts or shirts with offensive messages on them. Your Cub Scout may be asked to get changed if they do choose to ignore these recommendations and miss out on activity time.
Cuboree Issued Gear
All Cuboree participants attending the Cuboree will receive the following items:
! Hat ! Shirt ! Scarf ! woggle ! sub camp Badge x 6
Forbidden Items
! Pocket Knives: Under no circumstances are Cub Scouts allowed a pocket knife of any description at the Cuboree
! Mobile phone ! Electronic equipment e.g. I-‐pods and MP3
players, PSP or DS ! Lollies ! Soft drinks/Energy drink
