CTQS Past Performance In this section our company, The International Center for Training and Quality of Services
“CTQS” wishes to provide the evaluation team with more details about our capacity and expertise in
relation to organizing training workshops, events, symposium and conferences. Integration and added
value to the project is the main aim of our company, as CTQS is highly professional in organizing training
workshops, events, symposia and conferences in the field of service sectors in general and education
sector in partiular. Moreover, CTQS considered as one of the professional companies specialized in
establishing quality assurance systems for companies and educational organizations namely schools and
Universities.
CTQS is ready for implementation of all the assignments as indicated in the project TOR.
CTQS Profile and its Role in the Project: The International Center for Training and Quality of Services (CTQS) is one of the leading companies
for support and development of institutions, in the areas of training, consultancy, establishing quality
management systems, and qualification for accreditation, according to the most updated standards of
excellence and global certification.
CTQS was established in 2009 as an academic center that recruits a selection of the most prominent
experts specialized in providing technical and administrative support, necessary to empower the
educational, and industrial institutions, as well as other service institutions to ensure effective
implementation of management and operating systems to enable them to provide services of the highest
quality, according to the integrated systems of Quality Management. CTQS is an ISO Certified Center
since 2010.
CTQS services focuses on the qualification of, through technical support, educational services and
other productive institutions, to achieve accreditation according to local, regional and global standards.
CTQS also collaborates with a number of international bodies to make benefit from their expertise in this
area.
In addition, CTQS provides training programs for the development of human resources, and
developing educational, health and industrial institutions, in order to enhance and upgrade their
capabilities and to provide them with a competitive edge in their respective fields.
Our mission is the effective and distinguished participation in building institutional capacity and
developing human resources for educational, health, industrial and service institutions in general, and
supporting institutions operating in these respective fields on setting and executing quality management
systems in accordance with local, regional and International accreditation standards.
Our objective is to provide our clients with services which "Exceeds his Expectations" in order to
retain the clients as permanent client by providing "Value Added" services to meet & exceed their needs.

CTQS services and key expertise includes:
Implementation of training, development and consultation projects for the educational, industrial
public and private sectors.
Provision of technical, industrial, managerial, administrative, quality assurance, health, IT services
Organization of both local and international conferences, seminar, symposia and workshops. These
services are available to all sectors, in Egypt and abroad.
Providing technical assistance to organizations, to establish Quality Management Systems, both
locally, Nationally, and regionally to obtain the highest local and international certification in
collaboration with various international bodies.
CTQS Key expertise in relation to organizing training programs/workshops, conference
and establishing quality assurance systems for educational institutions:
Consultancy services for schools and Universities to establish quality assurance system in order to
qualify schools and Universities for accreditation according to NAQAAE standards. This service
takes place with a focus on advisory services for establishment of quality assurance units,
establishment of training units, strategic planning, capacity building (including training), quality
documentation system, and monitoring and evaluation.
Training, CTQS organizes and implements training programs for school teachers and school non-
academic staff. CTQS also involved in preparation of training needs assessments (TNA) for
schools as part of capacity building for teachers, senior teachers and top management staff
members. In the field of human resource management, CTQS organizes, designs, implements,
manages and coordinates tailor-made training programmes for specific clients and projects in
different sectors e.g. industrial, educational and other services. The training programmes
implemented vary in size and scope, including, train-the-trainers (TOT) programmes, training on-
site, on selected locations in country as well as training abroad. Besides design and implementation
CTQS is responsible for preparation and design of the training manuals (instructor’s manual and
participant’s manual), delivery of training materials, preparation of training venues, all local
logistics, assessments, quality control, and monitoring and evaluation of the training process.
Organizing conferences focusing on education development and technical and vocational
education development (TVET) development as well, with participation of international experts
form well known countries in quality education in general and TVET in particular. These include
Finland, Japan, Italy, Germany, China and Netherlands (Holand).
Project management of large scale or turn-key projects including project planning and monitoring
of activities, backstopping and preparations for field missions, ensuring that delivery of services is
based on the client expectations, quality control and reporting.
For implementation of our projects, CTQS works with a large network of independent experts. The
majority of these experts work in teacher training in general and TVET teacher training in particular,
capacity building, human resource development, and institutional development.

Internally, CTQS is operating and performing those managerial solutions through its Business units
that are continuously leading the team towards the Company’s overall Vision and Mission. The
professional work is led by Prof. Dr. Kamal Emam, Chairman of the Board, and is run by or group of
personnel who have a specialization in the field of training, technical consultation, quality assurance and
human resources development.
The permanent personnel working at CTQS are more than 15 full time professionals and 10 part
times, in cooperation with professional training experts’ network exceeding 500 experts (freelancers).
Internationally, CTQS has international relations with the European Bank for Reconstruction and
Development (EBRD) through which CTQS provides consultation services to small and medium
enterprises (SMEs) funded by EBRD. CTQS also considered as Senior Advisor to Finnish Government for
Finnpartnership Matchgmaking Service, through which CTQS play a crucial role in enhancing the mutual
cooperation between Egyptian and Finnish companies. CTQS is organizing an MBA program in
cooperation with JAMK University, Finlans. Recently, CTQS developed a cooperation with Cadena
international development project company, Netherlands (HOland). This company is specialized in TVET
development programs in different parts of the world. Moreover, CTQS also developed good relation with
Edinburgh College, Scotland, UK in the field of training and capacity building in TVET sector.
Locally, CTQS is recognized by the National Quality Institute (NQI), Ministry of Industry and the
Central Authority for Organization and Administration (CAOA). CTQS is also accredited by Professional
Academy for Teachers (PAT) to conduct training programs for teachers as part of teachers’ capacity
building process. Very recently CTQS has signed a memorandum of understanding (MOU) with Faculty
of Engineering, Banha University to enforce CTQS strategy to play a crucial role in the development and
capacity building of TVET graduates in Egypt. This will be done through organizing and implementing
training workshops in Faculty of Engineering workshops and laboratories to enhance the skills of TVET
graduates and to prepare them for the labor market locally and regionally.

Budget/EDF) through Grants, Innovation and Technology Transfer Center, Alexandria University.
The contract title is “Training Program on Entrepreneurship”, in underdeveloped areas in Cairo and
Giza Governorates, Egypt (2014/2015).
Implementation of a contract with a budget of EGP 3345000 financed from the EU through Support
to the Technical and Vocational Education and Training Reform Programme in Egypt, Phase II
(TVET II), Ref. TVETII/04/SER/EG. The contract title is “Organizing training sessions, workshops,
events and meetings for TVET institutions staff” in 27 Governorates in Egypt (2016/2017).
Capabiity of providing financial support in adavnce during project implementation. CTQS is currently
provide financial support for amout of EGP 18000000 in advance during the implementation of
TVET II project financed by EU as shown above (Ref. TVETII/04/SER/EG).
Experience in conducting and implementing many training programs/workshops for well known
companies/institutions, in Egypt and the Arab countries in the following fields: TVET Development,
teachers/leaders capacity building.
Experience in conducting conferences in the field of education development during the last three
years in cooperation International Universities from Finland, Japan, China, Germany, and Malysia
Availability of at least 10 permenant staff are working for CTQS in the field of training coordination,
logistics, events organization.
Availability to provide well qualified and certified trainers experienced in triaing in underdeveloped
areas (e.g. Gazirat AlDahab, Ain Shams, ElWarak, Matria, ElBasateen, Ezbet ElNasr...etc.).
Availability to provide experienced trainers specialized in training for handicapped people

CTQS Activities in Relation to Education Development:
Organizing Conferences in the field of Education Development:
EduCairo’15 Conference
In March, 2015 CTQS organized The First International Conference and Exhibition for Pre-University
Education, Edu-Cairo’15 titled “International Experiences in Developing Pre-University Education. CTQS
invited experts from Japan, Finland, and Malysia to review their experiences over the three-day conference (29-31
March, 2015). The conference was held in Ramsis Hilton Hotel, Tahrir, Cairo.

Edu-TechCairo’15 Conference
In December, 2015 CTQS organized The First International Conference and Exhibition for Developing
Technical and Vocational Education and Training (TVET), Edu-TechCairo’15 titled “International, Regional
and Local Experiences in Developing Technical Education and Training”. CTQS invited experts from China,
Finland, Germany, Italy and Netherlands to review their experiences over the three-day conference (5-7 Dec.,
2015) . The conference recommendations were sent to the Ministry of Education and Vocational Training for
further action to enhance the TVET development strategy in Egypt based on the international prospective.

Investing in Education Quality Conference
In October, 2016 CTQS organized a conference titled “Investing in Education Quality”. CTQS
invited local experts from Egypt to review their experiences over a one-day conference (19 October,
2016). The conference was held in Grand Nile Tower Hotel, Garden City, Cairo.

Project Implemented by CTQS
1. Training for Emplyment Projects
The Grants, Innovation and Technology Transfer (GITTC) Project:
During 2014 and 2015, CTQS, in collaboration with Alexandria University, The Grants, Innovation
and Technology Transfer (GITTC), CTQS organized and implemented 2 training projects: 1) Employment
Based Training (1000 trainee), 2) Enrepreunership (1200 Trainee).
These programs were conducted in Governorates of Greater Cairo and funded by GIZ-EU. The main
objective of these training programs is to qualify trainees to join labor market based on labor market needs
analysis. The total no. of trainees is 2200 located in Al-Warak, Ezbet ElNasr, Ain Shams regon, Gaziret
ElDahab. The training programs focused on Project Management, Entrepreneurship, Marketing,
Communication skills, Customer Service, Safety and Professional Hygiene in addition other soft skill
courses. Out of 1000 trainee, 900 were employed in different companies.

2. TOT Projects
The Arab Council for Child Hood and Development, Cairo In terms of training of trainers (TOT) workshops, in 2012, CTQS has organized and implemented TOT
workshops for the Arab Council for Child Hood and Development, Cairo, to train 130 trainees and qualify
them to be trainers. All the trainees are from about 15 Arab Countries. CTQS was responsible for
preparation of the trainer’s guide and the trainee’s manual, delivery of training, nominating instructors,
preparation of training venues and all other logistics (break, lunch, transportation, accommodation,
…etc.).

3. TVET II Capacity Building Projects
TVET II Project Co-Funded by the European Union (EU) and the Egyptiaon
Governoment:
Very recently, in November, 2016, CTQS won a tender organized by TVET II project and funded by the
European Union and the Egytptian Govenoment (EURO 176000). The title of the project is “Organizing
training sessions, workshops, events and meetings for TVET institutions staff”. The expected results of the
project includes: Result 1: The efficient and timely preparation, organization and implementation of up to
64 training sessions, workshops, events and meetings ranging from 2 to 3 days in 27 governorates and
Result 2: The organization and implementation of up to 36 training sessions in computer lab with internet
ranging from 2 to 5 days in all governorates (27).
Based on the data mentioned above, the expected no. of participants to be trained will be ranged from 2250-
2300 partcipant for capacity building workshops and 720-750 participant for IT training (Total no. is 2970 –
3050 participant).
