CHAPTER – I

EXCUTIVE SUMMARY

1.1 Present Status

This is Category ‘A’ Project. MoEF & CC issued a Notification in respect of

dealing with violation cases. The mine produced – 38342.00 T in the year 1991-

1992. This production level is higher than level of production – 54472.98 T in the

year 2008-2009. As per provision of Circular No. -20012/11/98-I.II(M) dated

28/10/2014, the mines falls the category of “Violation Case”.

Accordingly to revised Form – I & PFR is being uploaded for grant of EC.

1.2 Proponent

The project proponent, Jharkhand State Mineral Development Corporation Ltd. is

a state Govt. enterprise. It operates a number of mining projects including Coal,

Limestone, Kyanite, Granite, Graphite mining projects.

1.3 Need for Environment Clearance

Project under consideration is a working mine, which was started in 1976

by the predecessor M/s Bihar State Mineral Development Corporation Ltd. Its

lease has expired on 2.04.1996. Application for renewal of lease was filed on

2.04.95. So far it has not been renewed. This has to be renewed. Limestone

being a major mineral a new mining scheme has been prepared and submitted

to Indian Bureau of Mines for approval. Renewal of lease requires

Environmental clearance. The project is a category ‘A’ mine that requires EC

from Ministry of Env. & Forest (MoEF), Govt. of India.

1.4 Location

The project is located in village Semra & Salatua in the district of Palamu,

Jharkhand. The geographical co-ordinates are given below:-

Lat – 230 59’ 5.04” to 240 00’ 40.10”N

Long – 830 56’ 21.17” to 830 58’ 38.94”E

It falls on survey of India Toposheet (RF 1:50000) 63 P/16 & 64 M/13.

The lease area measures 1043.41 Ha. The new mining scheme proposes to

reduce lease area to 621.21 Ha. 2 Surrender the balance area.

The lease area has undulating topography with Reduced Level varying from 255

m. to 320m above mean sea level (amsl).

The area is located at a distance of 15 Km. west of Medininagar (Daltonganj).

The area is connected with Medninagar by an all weather pucca road. The

nearest town is Medininagar. Daltonganj is the nearest Railway station from the

mine and is situated on Gomo-Barkakana Dehri-on-sone loop line of the East

Central Railway. Semra and Salatua villages are located under Chainpur block

and Chainpur police station. A location plan showing these details is attached

herewith. The post office at Chainpur is about 8 k.m from the mine.

1.6 Land

As per old lease deed the total Lease hold area is 1043.41 Ha. As per the Mining

Scheme prepared for the Period 14-15 to 18-19 proposed lease area has been

reduced to 621.21Ha. Balance 422.20 Ha. of land is to be surrendered. Details

on proposed lease area and area to be surrendered are given below:

1.7 Size of Project

The Mine has been planned for avg. production of 93058 Te/yr and Peak

Production 114276 Te/yr. of lime stone.

1.8 Mining Method

This is an existing semi mechanized mine. While formulating the present mining

scheme for period of 14-15 to 18-19 alternative mining systems have been

considered, keeping in view the techno-economic viability of each system.

Various guiding factor for selection of technology are based on geological

condition, mining system that was followed in past, availability of equipments &

level of skill of manpower. Following mining system have been adopted in the

mining scheme.

2. The dolomitic crystalline limestone occur as irregular isolated lenses generally

rising above ground level in the form of small hillocks. It has been worked in

horizontal slices. Each slices would be 6m wide along the length of the hill.

The height of the bench will be limited to 6m.

3. Drill machine in conjunction with air compressor would be used for making

blast holes. Blasting will be carried out using emulsive explosive.

4. Run-of-mine limestone after blasting would be loaded into 15tonne capacity

trucks manually and transported by road to consumers.

1.9 The lime stone mined from this mine will be sold to different consumer like steel

plants, cement plants etc.

CHAPTER – II

PROJECT DESCRIPTION

2.1 Introduction to Project

The project under consideration is for mining of Dolomitic Limestone by opencast

method of mining. The lease area of the mine that has expired is 1043.41 Ha.

This is an operational mine. Lease has expired on 2.04.96. It is proposed to

renew lease only for 621.21 ha. & surrender balance 422.20 ha. of land. The

details of land covered under renewal application to be surrendered is given

below in Table 2.1. Application for renewal of mining lease has been filed on 02-

04-1995. So far lease has not been renewed. A new mining plan for period of

14-15 to 18-19 has been prepared & submitted to IBM for approval. As per

stipulations of EIA Notification 2006, this is a category “A” project listed at Sn 1 of

the Notification. This project requires obtaining Env. Clearance from MoEF as per

procedure laid down in the Notification. MoEF has already determined term of

Reference for Env. Studies vide letter. J-11015/195/2009 -1A.II (M) as per

notification of MOEF, the validity of TOR is for a max 3 yrs. Since, the TOR

issued for the project is more than 3 years old, and hence, its validity has

expired. Thus, fresh application is being submitted for determination of TOR for

env. studies.

2.2. Project Proponent

M/s Jharkhand State Mineral Development Corp. Ltd., (JSMDC Ltd.) a Govt. of

Jharkhand enterprise is the leaseholder. The Regd. Office of M/s JSMDC Ltd. is

located at Khaniji Nigam Bhavan, Doranda, Ranchi (Jharkhand). This is a Regd.

Company under company Act. A Board of Director headed by chairman runs the

corporation. Managing Direction is the CEO of the company. The Corporation

operates a number of mines exploiting Coal, Kyanite, Lime Stone, Graphite,

Granite, Stone etc. All the mines are located in Jharkhand State.

2.3. Brief Description of Project

The Project under consideration is an opencast mining project for mining

Limestone. It is proposed to continue to mine lime stone by opencast method of

mining.

The mine has how been planned to produce a peak of 114276 T per annum of lime

stone.

2.4 Need for the Project & Importance to Region

JSMDC Ltd. a Govt. of Jharkhand enterprise, held mining lease over an area of

1043.41 Ha in the villages Semra & Salatua, for mining of dolomitic limestone.

These deposits have been mined since 1976 & the product is being used by

various consumers for different purposes. Major share of the limestone was

earlier dispatched to Bokaro Steel Ltd. for its use as Blast Furnace grade

limestone. Other use of the mineral is in cement industries and also in form of

limestone dust for neutralizing the acidic soil by Agriculture deptt and for dusting

the underground coal mines with a view to neutralize danger from coal dust. The

material is also used in minor quantities for preparation of mosaic chips and also

for neutralizing chlorine which comes out as a byproduct from Bihar caustic &

chemicals Ltd., located at Garhwa Road, dist, Palamu. Some mineral is also being

converted to Slack Lime.

The mine site is located near Medininagar (Daltonganj). The area falls in rain

shadow range. The area experiences dry spell & it is a water scarce area.

Agriculture is usually affected by spell of droughts, and there is few other source

of sustainable employment in the area. In such situation a project that exploits

natural resources gives alternate source for employment and income generation

in the area. The project also contributes to state exchequer by way of Cess,

Royalty & Sales Tax. It supports cement & steel industries in this region.

2.5 Importance to country

The limestone produced from the mine serves as raw material for cement

Industry, and as flux in Iron & Steel Industry. Besides above, it is being used in

manufacture of caustic Soda, Soda ash & Calcium Carbide. Limestone is

contributing to growth in different industrial sectors in the country.

Dolomitic limestone produced from the mine is being used by Bokaro Steel Plant.

This product is also being used for manufacture of mosaic chips for construction

industry.

2.6 Production Stock & Prices

The production of limestone in India is about 228.9 million tonnes. It increased by

3% from that of the previous year. Increase in demand in the market, led some

principal producers of limestone to increase production during the year. There

were 557 reported mines in 2009-10 as against 601 during the previous year.

Fifteen mines, each producing more than 3 million tons per annum contributed

about 33% of the total production of limestone in 2009-10. The share of 13

mines, each in the production range of 2 to 3 million tonnes was 14% of the total

production. About 30% of the total production was contributed by 47 mines, each

producing 1 to 2 million tonnes annually. The remaining 23% of the total

production was reported by 482 mines during the year. Twenty-two principal

producers contributed about 78% of the total production. About 8% of the

production was reported by public sector mines as against 6% in the previous

year. About 95% of the total production of limestone was of cement grade, 3% of

iron and steel grade and the rest 2% consisted of chemical and other grades.

2.7 Import Vs Indigenous

2.7.1 Export

Exports of limestone increased to 2.41 million tonnes in 2009-10 from 2.12

million tonnes in the previous year. Limestone in bulk was exported mainly to

neighbouring countries viz, Bangladesh (98%) besides other countries. The

statistics on export of limestone is given in Table - 3

2.7.2 Import

Imports of limestone increased to 3.90 million tonnes in 2009-10 from 3.60 million

tonnes in the previous year. Limestone was imported mainly from Oman(40%),

UAE (31%), Thailand (16%) and Malaysia (5%), while chalk was imported mainly

from Malaysia (80%) besides other countries. Statistics on import of limestone by

various countries are given in Table. 4.

2.8 Employment Generation

The mine has created employment opportunity in Primary, Secondary and

Tertiary sector. The approximate requirement of manpower for Semra and

Salatua section of the project is 115. On starting of mine after renewal of lease,

these include requirement for production of lime stone, removal of overburden,

rejects and supervision. The secondary sector i.e. Service sector also offer

employment & source for income generation to local people.

3.1 Type of Project

The project under consideration relates to mining of lime stone by semi-

mechanical opencast method of mining.

As per new Mining Plan proposed leasehold area is 621.21Ha. The mine has

been planned to produce 114276T/ annum (peak).

3.3 Location of the Project

The project is located in village Semra & Salatua in the district of Palamu,

Jharkhand. The geographical co-ordinates are given below:-

It falls on survey of India Toposheet (RF 1:50000) 63 P/16 & 64 M/13.

The lease area has undulating topography with Reduced Level varying from 255 m to 320m amsl.

The drainage of the area is controlled by Saunri Nala which drains to Tehla

River. Tehla River is a tributary to North Koel River. The mine has been planned

to produce 114276T/peak of limestone by opencast method of mining. Most of

the limestone produced from the mine is dispatched to steel plant. A part of the

product is transported to grinding plant at Medininagar for grinding. Powdered &

crushed limestone is sold to local consumers. These products are used in

construction industry.

3.4 Site Selection (With Alternate Site)

Proposal under consideration pertains to an existing opencast mining project,

which is essentially a site specific industry. This being so, flexibility in selection of

site for a mining project are limited. The mine has to be located at a site where

mineral of required quality occurs with mineable reserve in sufficient quantity that

will facilitate mining with techno- economic viability. Adding to this the mine has

to be located in an area which is not in a environmentally sensitive zone.

Semra-Salatua Lime Stone Opencast Mine is an operating mine. This Lime

Stone mines has sufficient quantity of mineable reserve available within the

leasehold area. Land required for operation of mine for the project is under

possession of proponent.

All other infrastructures including mining office buildings etc. have been

developed. Under the circumstances as stated, no effort has been made for

selection of alternative site for the project.

3.5 Size of Operation

Proposed lease hold area for the project is 621.21 Ha. The Project will produce a max m of 114276 Tonnes per annum of lime stone by opencast method of mining.

3.6 Project Description

3.6.1 Present Status of Mine

The lease was granted on 03.04.1976 for 20 yrs duration for mining of Dolomite

Limestone over an area of 1043.41 Ha.

Application for renewal of lease was applied on 02.04.1995. A copy of

renewal application is enclosed at Annexure II and a copy of the lease deed is

enclosed at Annexure I. Further, application has been filed to D.M.O, Palamu

vide letter no. 2305 dated 30.08.2006 for renewal of lease for 621.21 Ha and for

surrendering remaining 422.20 Ha of land.

Mining started working in 1976-77. Total forest land requirement for the project

during the plan period is 59.19 Ha. Forest Clearance for this land has been taken

vide letter no. 8-6/98-FC dated 10.06.1998. Copy of letter Convey approval of

Central Govt. for diversion of forest land is given at Annexure III. A new mining

scheme has been prepared for the period 14-15 to 18-19.

3.6.2 Mining Technology

This is an existing semi mechanized opencast mine. While formulating the

3.6.2 (a) Brief Mining Scheme for the Project

Mining Strategy

Since the deposit in this area is surficial in nature over selected hills, it is

proposed to carry out only opencast semi-mechanized mining during plan period.

Operations like drilling, blasting, sorting of ore and breaking at the size will be

done manually. Even for blasting small diameter (100 mm), holes will be drilled

by portable Jack Hammer Drill Overburden will also be removed by excavator-

tipper combination. Loading of limestone on tippers will be done manually.

Production Targets

Year-wise production of ore from the area has been calculated by standard cross

sectional methods (Cross sectional area × length of influence) for each bench.

The cross sectional area has been multiplied by the advancement to be worked

in each bench to get bulk volume. The value thus obtained has been multiplied

by tonnage factor and recovery percentage to get the actual production of ore in

each bench. Year-wise calculation has been made separately keeping in view of

35% of bulk volume as intercalated waste. Details of year-wise limestone

production from the mine are given in Table 3.2 Year-wise Generation of OB and

waste during plan and conceptual periods is given in Table 3.3. Limestone

production target for the first five years, along with the target for removal of OB

and waste is given in Table 3.3. The mine will be worked on the day shift only.

Average number of working days in a year would be 300.

Bench Design and Formation

Since the mine will be worked out in semi-mechanized (Other than fully mechanized)

method, bench height will be restricted to the statutory 6 m while bench width will also

be 6 m. Hill top will be extracted by slicing method of maximum 6 m slice depth and

limestone in some of the quarries located in flat area or hill slope will be extracted by

benching method after leaving 7.5 m safety zone, inside the lease boundary/mining

area/broken area.

Bench Development During Plan Period

Year-wise development will be carried out as per the Metalliferrous Mines Regulation,

1961. Proper benching as per Regulation 106 of MMR 1961, will be made during the

development of the quarries. It is proposed to continue mining operations in 6 quarries

(Q-3 and Q-6 in Zone-A, Lami Hill in Zone-B, Q-B in Zone-C, and Q-A and Q-B in Zone-

F) during the plan period of five years. The selection of these sites is based on the

criterion of systematic mining.

b) Note on Conceptual Plan for the Lease Period

While preparing conceptual mining plan, following points and precepts have been

kept in mind:

i) Ore bodies in the leasehold being continuous, extraction of limestone in a new

block would be started only after exhausting the block under operation.

ii) Removal of overburden would be done with excavator. As space become

available in the excavated area, the overburden generated during mining would

be concurrently pushed into voids as backfill.

iii) During the plan period of mining lease grasses and legumes would be planted,

followed by plantation of fast-growing shrubs and trees on inactive dumps.

During the conceptual plan period, concurrent back filling shall be done in the

area wherever possible. The level of the backfilling shall be maintained up to a

moderate height. During the conceptual plan period these reclaimed areas will be

afforested with suitable varieties of plants. The other voids so left will be filled

with rain water and shall be treated as water reservoir.

iv) After the conceptual mining period, on the basis of proposed production planning

and available reserve position, the ultimate pit area, ultimate pit depth, ultimate

generation of waste, final pits slope, afforestation programme.

Meanwhile it is proposed to drill further exploratory drill holes in Zone-F below the

quarry depth the, to get the precise information about the deposit. All the boreholes will

be carried out during this plan period to comply the rule 27(3) of MCR 1960. It is

proposed that 5 boreholes will be drilled during the plan period. Average depth of these

boreholes would be 15 m.

C) Method of Mining

It is a semi-mechanized opencast mine. Soil and OB will be removed by

excavator, and loaded onto tippers and transported to dumping sites. Limestone

will be loosened by drilling and blasting. Limestone will be picked up manually

using chisel and hammer. Limestone will be loaded onto tippers manually. Face

in OB will always be kept in advance of the ore face. Benching will be developed

such a way that no bench shall be more than 6 m height and bench width will be

minimum of 6 m.

3.6.3 Disposal of Waste

A. Total Generation of Waste and OB during Mine Life

During plan period entire top soil and overburden will be dumped at the separate

dumping yards earmarked. During conceptual planning period limestone will be

exploited in mineralized zones by the lateral as well as depth wise extension of

proposed quarries. The reclamation process will be concurrent with the working

started from first year itself in the void created during the past working and it will

be rehabilitated. During this plan period reclamation of worked out area will be

done. Similarly, entire soil of soil dump will be spread over the reclaimed area in

conceptual period. Year-wise generation of waste during life of the mine is given

in Table 3.4.

B. Management of Dump

Top Soil Management: Top soil (wherever available) shall be stacked

separately with proper slope and adequate safeguards, and shall be utilized for

biological reclamation and rehabilitation of mined out area in the later stage. A

stone wall shall be constructed around the soil dump to control erosion and grass

plants (Bamboo and Kashi grasses) shall be seeded in the inactive side of soil

dump.

Waste Material Management: Waste rock shall be stacked at earmarked dump

site only. Total dump height shall not exceed 10 m (2 lifts of 5 m height each and

a bench width of 5 m between 2 lifts). Overall slope of dumps shall not exceed

28°. Small stone pieces from the mine shall be used for construction of gabion

around the toe of dump slope. A garland drain shall be constructed around the

waste dump and same shall be connected with a settling tank for controlling

surface run-off.

Stock Yard: Limestone rock shall be directly send to users located far away from

the mine, hence there will not be any stock yard in the mine.

3.6.4 Blasting

Considering the time frame of mining and total requirement of material, the daily

mineral production target comes to 2333 m3. The above target will be utilized to

frame the pattern and size of a blast. The associated blasting parameters are

described below.

Bench Height = 6m

Hole depth = 6.8m

Hole diameter = 100 mm

Charged Weight = 8kg/m

Burden = 3 m

Explosive Efficiency = 3.5 m

Spacing

Charge factor = 0.6 kg/m3

Volume per hole = 63 m3

3.6.5 Utilization of Limestone of Mine

As regard to dolomitic limestone of Semra and Salatua is concerned, its use can

be considered primarily in iron and steel industry. Dolomitic limestone produced

from Semra-Salatua mine is being supplied to the local crushing and grinding

units for production of mosaic chips and limestone dust. With intensive marketing

efforts, the quantum of sale to industries and agriculture sector can be pushed.

Necessary arrangement has already been established at its own grinding unit at

Sudna at Medininagar 15 km for Semra mine and 18 km for Salatua mine. Two

Raymond mills of 20 tones capacity per day are producing limestone dust of 100

and 200 mesh in three shifts working. In view of the above, there appears to be

enough scope for sale of dolomitic limestone to the tune of around 93085

tonnes/annum on a consistent basis. In the event of having established a

consistent demand, it would be more economic for JSMDC Ltd. to start large

scale mining at Semra-Salatua. Quality of dolomitic limestone bands of Semra-

Salatua area is given in Table 3.5.

Dolomitic limestone with 40 to 44% CaO and 8 to 9% MgO may be utilized for sponge

iron making. Hence, beneficiation is needed for limestone available at Semra section.

Limestone is grinded into 100 mesh power in Raymond Grinding Mill and used by

Department of Agriculture for neutralizing the acidic soil as well as for dusting in

underground coal mines. Some quantity of limestone which is white in colour is utilized

for manufacture of mosaic chips and carving of the statues. Some quantity of the

limestone shows higher MgO content to the tune of 12% and these needs to be blended

with low MgO limestone before it is used by iron and steel industry. Limestone does not

require strict control on MgO and CaO contents, provided free silica is less than 5%. As

stated in earlier chapter, a regular quality control has been done both in pre- and post-

mining stages. In respect of stones to be used for mosaic chips and status carving,

selective mining has to be done to avoid extraction of material containing frequent

lamination and patches of Mafic mineral.

CHAPTER - IV

SITE ANALYSIS

4.1 Accessibility

The area is located at a distance of 15 Km. west of Medininagar (Daltonganj).

The area is connected with Medninagar by an all weather pukka road. The

nearest town is Medininagar. Daltonganj is the nearest Railway station from the

mines and is situated on Gomo-Barkakana Dehri-on-sone loop line of the East

Central Railway. Semra and Salatua villages are located under Chainpur block

and Chainpur police station. A location plan showing these details is attached

herewith at Plate I & Plate II. The post office at Chainpur is about 8 k.m from the

mine.

4.2 Topography & Drainage

This area is represented by hilly terrain having undulating topography. The small

isolated hillocks rise above ground level by 40 to 60 m. The maximum height

above AMSL is 320 m. the drainage of the area is controlled by Saunri Nadi

which joins Tehla River, a tributary of North Koel River.

4.3 Exploration already done

The Directorate of Geology, Govt. of Jharkhand (Erstwhile Bihar) had carried out

geological exploration for Limestone & Dolomite in the area under reference

intermittently since field season 1977-78 to 1989-90.

4.4 Land

The mine was started in 1976. In course of mining and allied activities land has

been degraded on account of quarrying operation & external dumping of mine

waste. Besides it, land has been used for developing mine infrastructure. Table

4.5 Existing Infrastructure & Study of site area.

Plate-II shows the study area comprising of core zone (mine lease area) & buffer zone. Following emerges from examination of study area:-

Within the study area several PFs /RFs are located. They are listed below:

There is no national park/wildlife sanctuary, Biosphere Reserve, Tiger or

Elephant reserve within the study area.

(iii) Water Body

Koel (N) River which is a perennial river flows through the study area.

However, there are several seasonal water streams that are inland.

Source of water for these streams is rainfall in their catchment. Flow in

these steams is lean in dry season. Drainage channels within the study

(iv) Human settlements

There is no major urban centre within the study area. There are a number

of rural settlements spread over the study area. All of them are small

settlements.

(V) Land use Pattern in Buffer Zone

In study area, there are several patches of agricultural land. All these

agricultural land are mono cropped. Agriculture in the area are dependent

on rains. Generally they are limited to low lying area. There is no existing

facility for irrigation in the area.

Workshop

Major repairs will be carried out in private work shop at Daltonganj. Urgent repair

will be attended to at the face itself.

Soil

Soil characteristics, erosion aspects, soil fertility etc., have direct bearing on the

environment. Knowledge of soil parameters is essential for the planning and

implementation of forestation. Further, major mining activities affect the soil regime

of the surrounding areas directly or indirectly. Hence, it becomes important to study

the soil characteristics.

On visual inspection, the soil quality in the project area appears to be good and

would support vegetation after suitable reclamation measures.

4.6 Climate Condition

The climate of Palamu district is mainly dry. The year can be divided in to three

main seasons. The cold seasons from November to March, the hot season from

March to May and the monsoon season from June to September, October is a

transitional month between monsoon and winter seasons. Climatically, the district

comes under sub-tropical zone. In the District, the only observatory station of

Indian Meteorological Department (IMD) is located at Daltonganj. Meteorological

data of this station can be taken as representative for the mining area (Table

4.2).

Temperature: The cold season starts from November and continues till as out the

middle of February December and January are the coolest month. In association with

cold waves which occasionally pass over the area in the wake of western disturbances.

In the southern part of the district in the high Plateau, frost occurs in December of

January by March temperature begins to rise steadily. In May and early point of June

the maximum temperature can be as high as 47 °C on individual days (Table 4.3). The

effect of the extreme summer heat is somewhat alleviated by dryness of air and strong

breezes that blow in afternoons. In general daily range of temperature is of the order of

4 to 23 °C during the winter season.

Rainfall: Average annual rainfall is 1104 mm covering 43 rainy days (Table 4.4). Major

rainfall occurs during south-west monsoon during June to September (Table 4.5). The

rainy season is from June to September when the district gets 85% of the annual

rainfall. From the onset of the monsoon by about the middle of June, rainfall rapidly

increases reaching the peak value in August. Monthly and annual rainfall for some of

the rainfall monitoring stations distributed in Palamu district during 10 years monitoring

period is summarized in Table 4.6.

Humidity: Relative humidity is generally lower in the afternoons than in the mornings,

except in the monsoon months when there are little differences. The summer months

are the driest with humidity as low as 20 to 25% in the afternoon (Table 4.3).

Cloudiness: During summer and winter month’s sky is generally clear or slightly

clouded. In April and May, cloudiness increases particularly in the afternoon. During

monsoon months sky is heavily clouded to overcast.

Winds: Winds are light to moderate during the winter and summer months, the speed

being higher in the afternoons. In association with thunder storms during March to May

and during the monsoon season when depressions pass west word across the central

parts of the country, the area experiences strong gusty winds. The directions from which

winds blow are variable especially during the monsoon season. Predominant wind

direction was from south-west.

4.7 Social Infrastructure

Road

The project has developed all weather road that connects mine site to

Medininagar. This road provides connectivity to villages in the area to Medininagar.

Banking facilities and post office has been set up Medininagar to serve the project

& surrounding area. There exists a Primary School near the mining project area.

Middle School & High School has been opened in Medininagar.

Educational Infrastructures in the study area of the mine are well developed.

CHAPTER – V

PLANING BRIEF

5.1 Planning Concept

The project under consideration is a working mine. This is an opencast mine to

mine Lime Stone. Method of mining has been selected on consideration of geo-

mining characteristics of the deposit. Other mine infrastructure have been

planned & constructed on assessment of need for the project and consideration

of existing land use pattern.

5.2 Population Projection

As stated earlier, this is a working mine and all employees/ workmen are in

place. No new manpower is required. As such there would be no new influx of

population on account of this mine.

5.3 Land use Plan:-

This aspect of has already been dealt in chapter IV earlier.

5.4 Assessment of Infrastructure:-

All physical and social infrastructures needed for the project are available.

No new infrastructures are needed.

5.5 Amenities/ Facilities

All amenities/ facilities required for the project have already been developed. No

new amenities or facilities are required to be developed.

CHAPTER – VI

PROPOSED INFRASTRUCTURE

6.1 Processing Area.

A crushing and grinding unit has already been established by JSMDC Ltd. at

Sudna, Medininagar 15 Km from Semra mine and 18 km from Salatua mine. Part

of the production from Salatua Mine goes to this gridding unit. Rest of the product

goes to different consumers directly.

6.2 Residential Area

There is no separate residential area for project. Employees working in the mine

use facilities existing in vicinity of the project. There is no proposal to create

additional residential facilities for the project.

6.3 Green Belt

It is proposed to raise green belt along the periphery of the active mining area.

Green Belt will consist of 5 rows of plants @ 2m c/c. Distance between two rows

will be 2m. Fast growing native species of evergreen type would be used for

raising green belt. Green belt will cover 7.60 Ha of land. This would be limited to

active mining area only.

6.4 Social Infrastructure

The social infrastructure existing in vicinity of project are sufficient to serve the

project. No additional social infrastructure is proposed.

6.5 Connectivity

Project is well connected in term of road & railway. No additional communication

facility is proposed.

6.6 Drinking Water

(a) Domestic Demand

All the workers employed in this project are residents of villages in the

periphery of the Project. There is no separate township for this project. As

such, there is no demand for domestic water for the project.

However Portable Water demand for mine site has been assessed as 5

KLD. This demand is met through one 150mm deep tube well.

(b) Industrial Demand

Industrial Demand for the project has been assessed as 32.00 KLD Break-

up of this assessed demand is given below :

Dust suppression - 30.0 KLD

Green belt maintenance - 2.0 KLD

Industrial Water demand is also met through 150 mm deep tube well.

The nearest open well located on the periphery of the project area was

selected for ground water monitoring.

The S.R.L. of the well was observed to be 472 m. The depth of water in

well was 5m below the surface.

R.L. of ground water is 467m.

6.7 Sewerage System

There is no proposal to develop new township for project. For mine site, a septic

tank & cess pool has been provided to take care of sewage generated.

6.8 Industrial Waste Management

As discussed earlier, project is not to generate industrial or domestic effluent.

Similarly Project is not to generate industrial waste water. As such, there would

not be any impact on quality of surface or ground water.

Other source for water pollution may be:

Mine drainage

The water that will be pumped out of the quarry may affect the quality of

surface water. But, analysis of quality of surface water shows that there

has not been effect on surface water quality so far. Presently, the pits are

full of water & the overflow from the abandoned pits flow to the natural

drains. The quality of water in this drain complies to standards prescribed

in BIS2296.

Surface Run-Off

Surface run-off produced during the monsoon, flows through the external

dumps and area disturbed by mining. These surface run-off collects the

pollutant & affect the surface water quality through the surface run-off that

flows through dumps & disturbed area. In actual condition, insignificant

pollution of surface water has been observed. This is clear form

monitoring of surface water flowing through the lease hold area.

It is proposed to provide following water quality mitigation & conservation

measures within the leasehold area to conserve water resource & charge

the ground water through rainwater & mine drainage.

(a) Garland Drain

It is proposed to provide garland drains around the mine quarry to

intercept surface run-off flowing into the quarry & divert it to natural

drain. It is proposed to provide check dams across garland drains at

an interval of 100m. This will facilitate ground water recharging.

(b) Sedimentation pond

It is proposed to provide a sedimentation pond on low lying area

above the natural drain that flows through the leasehold. Mine water

will be pumped into the pond for separation of suspended solid.

Fresh water will flow into the natural drain. Moreover, this pond will

recharge the ground water as the pond has been located on outcrop

of aquifer.

(c) It is suggested to provide a series of check dams across 1st order

that are recharge zones. This will augment the ground water

resource.

(d) Provide check dams across check dams a cross the stream that

flows through the leasehold & other drains.

(e) Rain water harvesting

It is proposed to use rainwater to recharge ground water in the area.

Rainwater harvesting scheme is proposed for the project includes:

6.9 Solid Waste Management

In course of Mining of limestone from Semra and Salatua section in 5 years,

overburden material & soil will be removed. Estimated quantity of O.B & soil are

given in Para – 3.6.2

The overburden on their completion, will be reclaimed physically & biologically.

Plantation using native species will be raised on these overburden dumps.

CHAPTER – VII

REHABILITATION & RESETTLEMENT PLAN

7.1 Policy Framework

1. Govt. of India has enacted “Right to Fair Compensation, Transparency, and

Resettlement & Rehabilitation Act 2013”. The Act is effective from Jan 2014. All

the states are required to frame Rules in their state. So far Jharkhand state has

not framed Rule. The acts provided for categorization of Project Affected

Families, norms for working out compensation package. Packages for different

categories of affected families, Mode and methodologies for implementation of R

& R scheme has been given.

2. Jharkhand State Govt. has also formulated its policy on R & R in 2008. This

Policy also provides norms for categorization of affected families, working out

compensation packages for each category of affected families & mode and

mechanism for implementation scheme.

7.2 R & R Provision

The Project proponent is bound to pay compensation as per provision of the Act

& the Policy.

However in the present case the private land has been taken on lease &

compensation has already been paid as per the conditions prescribed in the

lease agreement. There is no house oustee or land oustee to be compensated

on account of taking land on lease.

CHAPTER – VIII

PROJECT SCHEDULE & COST ESTIMATES

8.1 Introduction

This is a working Project. The E.C is required for lease renewal. All equipments,

land & infrastructures required for the project are in the place. The mew mining

scheme has been submitted to IBM for approval. Forest land has been diverted.

Once the EC is granted, lease will be renewed and mining operation will start.
