DHCD Plan for QCI
• QCI implementation will require 1 of 3 basic options to be utilized:
• Auditor and QCI are separate people on each job. The level of state monitoring will remain at 5% of total jobs.
• The auditor and QCI are the same person on each job. The level of state monitoring will be increased to 10% of total jobs.
• Grantee developed plan which consists of a mix of the options listed above.
• DHCD will be using the 3rd option due to the size and diversity of our network and the varied technical aptitudes of our subgrantees.
DHCD Plan for QCI
• Each agency will “declare” their QCI plan at the beginning of the contract year. This will determine whether they will be monitored at the 5% or 10% amount.
• Should an agency have to change their status during the contract period, only movement from the 5% to the 10% category will allowed.
This serves 2 purposes: • To promote the use of independent QCI for the
duration of the contract period (less scrutiny on monitoring visits ~ 5% and meets the intent of DOE by encouraging independent analysis by separate inspector).
• To allow for unforeseen staff changes that would effect how subgrantee utilizes QCI.
DHCD Needs for Hancock
• A QCI checklist. This would mimic the QCI final inspection form that is still being refined.
• State’s monthly (?) job total monitoring requirement. Right now we are discussing how often this will need to be calculated. Would this be based on a per-invoice basis? This analysis would compare auditor and QCI personnel and the total amount of monitoring needed for that time period (or invoice period).
• We need a way to track the Inspector’s designation in Hancock.
• Maybe a new Wx role can be created for this tracking? This will be how we determine what monitoring category the subgrantee will fall under.

• State Monitor Job or Overview Summary Report? When selecting jobs for the monitoring, it would be helpful to separate jobs by measure details. -Job ID, location, auditor, QCI (Agency or Company), % of monitoring, cost, funding, BD (pre & post), building type, foundation, heating system, fuel source, replacement?, etc.
• It would also be nice to have the breakdown of measures installed (ECMs and H&S items).
• Right now we use the Paid Invoice Statistical Report to cull numbers and then enter each job # to examine details of each job. This is a timely process and works okay when we’re only looking at 2-3 jobs. Its much more intensive when we need to select 10-20 jobs for monitoring.

• What level of detail will need to be in the Hancock QCI inspection form?
• Would the tracking sheet be able to break out the percentages in each category – 5% and 10%? Would this allow us to break down the monitoring requirements even further? Should we? We may need DOE guidance on time constraints.
• How can the job designation role in Hancock be broken down in a way that would not be confusing? (i.e. a person who is both an auditor and a QCI but performs different functions with multiple subgrantees?)
• Could the proposed Monitoring Summary Report include what category of monitoring percentage each job would fall under?
