The Academy

After shifting of the National Police Academy from Mt Abu to Hyderabad during Feb 1975, the Internal Security Academy of CRPF was established in the same premises- once housing the Lawrence Public School. Thirty four of us 15th Batch of Directly Appointed Officers converged at Mount Abu during fourth week of Aug 1975 for one year's basic training. We had Sh H Veerbhadraiah IGP the Director of the Academy, Sh C Pal Singh Commandant, Sh AM Tiwari Dy Comdt Sh JP Dubey Dy Comdt and Sh AS Chahal Asstt Comdt - our course in charge. Other officers at the Academy were Sh RS Gill Asstt Comdt, Sh NS Broca Asstt Comdt, Sh RM Khan Asstt Comdt and Sh AN Roy (law

instructor of NPA who chose to stay back at Mt Abu after it was shifted to Hyderabad).

The Arrival Welcome

The transformation of our personality from civilian to that of a paramilitary officer started immediately upon our arrival at the Academy with a close hair cut. The haircut on which scriptures (read manuals) are silent, is a great unifier. All of us coming from diverse back-grounds, emerged out of barber's shop after five-minutes of hurried & almost forced Operation Haircut, looking just similar, wearing similar grin on our faces. With hindsight now we realize that it was the beginning of loosening, if not disabling, our affections for our parents,

elder & younger kins in the close and extended families whose various life & death ceremonies we couldn't attend for various emergent engagements of the Force, entangling us for next thirty-six years or more.

The Town of Mt Abu

Mount Abu of seventies used to receive an average rainfall of 100 inches and used to wear a thick lush green cover. Now Abuites are very happy and contended if Nakki receives an average rainfall of about 50 inches, which assures them of regular water supply through-out the year, the green cover being neither expected nor missed.

The Honeymoon

We can admit and share the excruciating painfulness of the first four days of our honeymoon period with the Force in the hill-station of Mount Abu. PTI HC Ram Pat and his associates made us run around the town covering almost 10 kms every morning for first four days. Our legs had too stiffened to climb the stairs of RHE officers' mess for meals. Testimony of this suddenly befallen rigors is borne by the fact that at the end of first four days, four trainees from south thought it prudent to call it a day with the CRPF and quit, probably quit with vengeance, as one of them later made it to IPS. Hopefully NPA treated him kindly in the morning PT. Though another course mate of ours' AK Chib who had already appeared for IMA, left the Academy on his selection.

Life At The Academy

Despite of the Academy evenly leveling us mentally & physically, most of us were able to keep our individual idiosyncrasies intact and

form idiosyncrous sub-groups. First sub-group was of those, who were undergoing training during & after the training time. They had neither time nor the inclination for other allied pursuits. Leading among them were JS Sandhu, SA Jabbar, KR Brahmo, MS Balakesavan, MK Doss, DP Mukherjee, Late Amar Singh and Late AK Duggal. There was a second sub-group of those who were sincere on the ground & class-room, but could keep their spirits alive off the parade times. These were KV Madhusudanan, KK Shiva Prasad, HR Singh, Ranjit Singh, AA Khan, Joginder Singh, SAM Kazmi, Vijay Kumar, Lakshminarayanan, Muralidharan, S Jagdish and I. This sub-group was sizable. Then came the third sub-group of chivalrous guys who were equally good in training as well as in various allied activities. They were MS Raghava, Vinod Vir Singh, Suresh Kumar Sharma, Vinod Kumar Sharma, Rajinder Singh Cheema, Amarjit Singh Brar and Raghuvir-Singh-Hari-Singh Sahota. Last but not the least there came a concise undetectable fourth sub-group of those whose interest or dis-interest in the training as in other allied activities remained incomprehensible for all of us, until they started performing excellently well in the field. They were Krishnamurthy Iyer and DK Mohapatra. It would be gross injustice if no mention is made of that one-man sub-group which lived on Carbon-di-Oxide and performed all private or public odd-jobs, with sole-membership of Sh AM Mohammed. These sub-groups were impenetrable out of the Academy premises, though permeable within; eg- JS Sandhu & Vinod Kumar Sharma in breaking into sudden sprint towards RHE mess after parade for meals, Brar & Cheema in quiet chicken-pickle eating, Madan & Cheema in reverse walking- taking backside road to reach Connaught place of Mt Abu- Nakki Market; Madan, VV Singh

& Chib in joking & fancy dressing, Lakshmi & Murali in dosa eating at a particular Nakki restaurant, S Jagdish (Nick named Chingari- for his favorite Hindi number for all occasions 'Chingari koi bharhke...') Lakshmi ('Tareef Karoo kya teri...' fame) HR Singh (for Haryanwi Ragini) Cheema (for Punjabi numbers) in singing; and lone Ranjit Singh in whistling. One situation in which all of us used to be together, was after long hours of outdoor training, driving us to the ends of human- endurance, sparing just enough energy to reach RHE stairs to break together into Hindi number "Le kar hum Diwana dil, firte hain Manjil Manjil..." the song which towards the end of training assumed the status of theme-song of the batch.

The Career Performance

The service period was a long journey through unknown, uneven, rough, inhospitable territory under good & bad climes- sometimes extremely inclement. Though we lost our usual smile, shape, hairline & color, health, some even their lives, but most of us retired in one piece. If we look back and take the stock of our performance, we find that all of us gave excellent account of ourselves both in field & staff, evident by earning a rich tally of service & gallantry decorations. Four of us-Vinod, Sushil, Sahota & Sandhu- were decorated with President's Police Medal for Gallantry- first three with a bar each, one VSM- for Sushil, five Distinguished Service Medals to Madhu, KK, Aftab,, Madan & Mohammed, and ten Meritorious Service medals. On the ladder of leadership, the batch produced two Addl DGs, HR and Madan - both of them have done us proud as also to their families, eight of us Madhu, KK, Ranjit, Aftab, Joginder, Kazmi, Mohammed & I, made it to the rank of Insp Gen, and seven of us- Vinod

Kumar, Sahota, Jabbar, Krishnamurthy, Brahmo, Anil & Amar- rose to the high rank of Dy Insp Gen. It's an excellent dividend to the Force for rigorous training and inhospitable deployment but wonderful opportunities to prove our mettle.

Those of us who left the Force prematurely for personal reasons, also did exceedingly well in the civil life- Suresh on absorption in Punjab Police not only rose to the rank of Insp Gen but Punjab Police were reluctant to retire him even after the age of superannuation for indispensability of his services. Satyam headed the prestigious AP High Court Bar Association, narrowly missing nomination as High Court judge; Lakshmi is still holding a coveted position in a Communication co. In States; Murali held very high position in Tata Steel.; Vinod became renowned & sought-after corporate trainer; S Jagdish resumed his old profession of lectureship in Karnataka, MK Doss made an empire of his own in real estate in Chennai; Vijay is still Director in many PSUs; Amarjit became leading transporter in Punjab, and Cheema a wholesaler near Chandigarh; to name a few.

On the family-front (ladies may excuse me for calling families also a front), the children of all of us are doing well in their careers. Some of us have been generous enough to bestow the honour of grand-parenthood on other batch mates. We gratefully acknowledge the honor and owe to repay them in our own time. With this exemplary report card, we are happy to be together again.

Long Race

We all had heard that the time passes very fast but how fast, we hadn't realized until we retired in recent years. Service in CRPF was a long race where we didn't get to breathe awhile.

With hind-sight we find we lost our parents in our absence, couldn't attend the marriages of youngsters, couldn't supervise education of our own kids, relationships with near & drear were maintained at lowest ebb due to our perennial absence and most close links with childhood friends got severed and forgotten. We might have gained materially but lost greatly on those finer sweet diamensions of life which once used to sooth our souls.

Winding tunnel

We entered the Force as boys. Passing through long winding-blind curves of service life, we intermittently lost either the past view or the scenario ahead. Thus, most of our life & time in service passed in connecting the past with the future scenarios, missing the panoramic larger picture of life. At long last when we emerged out of the winding tunnel, we find the outside view fully changed and alien to us. From the

lot we knew before entering the service, the old have passed away and the young have grown-up, and forgotten us. We end up being alien to all those around us, too. The Force whom we took as our second mother, has also moved away from us. Thus we are all left to ourselves, our families and our batch mates.

Adieu

On 30th Aug '14, when we assembled at Southern Zone HQ Hyderabad, while the youngest hence last among us, Sh MS Raghava Addl Dir Gen, having reached the zenith of the promotional ladder in the Force, doing great honour to his parents, family and all of us batch mates, retires, after 39 years of illustrious & distinguished services, while wishing the flag of the Force to fly always high, we find ourselves saying in unison 'Adieu CRPF, long live 15th DAGOs'.

If we always do what we always did . . . We will always get what we always got . . .The above statement largely sums up our

inability to change and comprehend even today (though efforts are on), the extraordinary qualities of the dog, his docility and watchfulness, the acuteness of certain of his senses, his speed and all those abilities that render him adaptable and suitable for anti naxal and anti terrorist operations.

What follows is a sincere and honest attempt to bring attention and praise to the extraordinary work these working service K9s teams have been doing in field formations. At a time when an operator sitting in a room hundred of kilometers away directs a drone, when crores of rupees are spent in acquiring hi-tech weapons, when we are doing all we can to induct equipments that can act as Force multipliers, the one thing that remains unsurpassed in our arsenal as the most effective force multiplier is the K9. This is said not without a reason. Those who read this are requested to honestly ponder and answer the few questions that follow:-

1) Which equipment do you consider acts as the best force multiplier today?

2) Can this equipment multi-task or effectively counter two-three strategic issues faced on the ground?

3) Please identify and pen down what are the abilities or effectiveness of this equipment that you consider the best force multiplier in our war against naxals / terrorists / insurgents.

4) How will you react if you are told that an equipment is on it’s way that will help locate IED, at the same time pre warn you if the enemy has laid an ambush, will do

a reccee for you, will provide you live pictures from the innards of a conflict zone, will help you neutralize the enemy, will help you track down the fleeing fugitives?

5) If the above point has got you excited then you are requested to compare these qualities/advantages with the one you identified in point number 1 and arrive at the conclusion.

The qualities mentioned in point 4 are the capabilities of the K9 team trained and deployed from DB&TS. True they cannot do everything but any other equipment simply cannot replicate what they bring on the battleground. They are here and they are for real. The achievement of these K9 teams in ANO is ample proof of this. Two dogs have been decorated with DG's Disc and few more are recommended for. 26 achievements have been reported from the 138 Belgian Shepherd – Malinois dogs that have been trained and deployed from DB&TS.

Today, the single biggest threat in our fight against the naxals is the IED. If we effectively and efficiently counter it we would have won majority of the battle. With this in mind lets go through a few lines on how the K9 teams are built to counter this threat.

Detection work is very complicated and as a result the training at DB&TS is very segmented and regimented. Consistency is the key to this kind of training and it’s time consuming. The

main objective is to take full advantage of the dog’s innate ability to detect odours.

Here are some key pointers that form the foundation of Detection Training at DB&TS:-

1) The odour discrimination skills of dogs considerably exceed the abilities of humans and machines.

2) Dogs clearly learn to detect IEDs using the odour of explosives and other chemicals.

3) The availability of odour to dogs varies in complex ways with the environment in which the IED is placed. Influences include soil types, soil moisture, activity of micro organisms, and climatic variables.

4) Dogs are trained and are able to discriminate extremely faint target odours against a very heavy masking odour.

5) Dogs are able to learn to discriminate up to ten odours without difficulty.

6) Learned discrimination skills are retained for 60-90 days by dogs that are not operational.

7) Emmission of molecule rates varies amongst different IEDs.

8) Generalization from learnt discrimination

odours to related but somewhat different odours is very important and is taken care of at DB&TS.

9) Dogs are made to work through many of the contamination, degradation, and other products, which occur naturally in the real world.

10) Training program for dogs includes experience with real IEDs recovered from different theaters.

We at DB&TS are also working on the points listed below which we believe would help the troops on the ground in more ways than one.

IED Range: The IED range will help us in furthering our K9s skills in detection training. This will be different from the normal IED lane.

Pan India Control Room: This will be manned 24 x 7 at DB & TS to address any issues or queries related to dogs and dog handlers from field formations.

Chopper Tower: This will enhance the capability of the K9 teams to be deployed from chopper.

Nodal Centers of DB&TS (LWE): 3 Nodal

centers one each in Raipur, Ranchi and Bhubaneswar will be set up to address the local issues of all units deployed in LWE. All dog-related activities across all units like purchase of dogs, feed, equipments, re-fresher training, capsule course, health & care etc. will be supervised and solicited by this centre.

IED: Samples of IED recovered from field formation will be provided to DB & TS for conditioning dogs.

Collapsible Kennels: Dis-mantable/ collapsible kennel design with specifications and bill of materials will be provided to all units. This will help units build their own Collapsible Kennels at a lesser cost.

There is no doubt that we are living and serving in very difficult and hostile environment. Hence we should be open to new ideas and embrace change if we have to effectively counter our enemy. Those on the forefront know how our senses come alive when faced with the enemy. How our sight, sense of smell, hearing and even

touch are amplified. The dog experiences the same. This is the animal that has stood by us since earliest recorded history when humans used to fight over territory or property using rocks and sticks. It is for us to learn and see for ourselves by deploying the K9 teams how they work. If we do this only then we will be able to further strategize around

them. If not then we will only be working against them and will never be able to utilize their full potential. In our failure to do so we ultimately will land up blaming the K9 team.

Ignorance remains ignorance when we refuse to learn from it…….

Ignorance becomes knowledge when we learn from it…….

Let’s make the change…

Institute of IED Management (IIM), Central Reserve Police Force

Improvised Explosive Devices (IED) remains the most potent weapon in the hands of terrorists. The IED menace is now rapidly increasing as a single largest abstract enemy of the security forces, cutting across geographical dimensions. Terrorists, today, are more educated, trained, technically sound and innovative. Easy availability of IED components and improved knowledge of fabrication has made it their favorite instrument. The IED threat has even challenged the mightiest armies of the World including that of USA and NATO in Iraq and Afghanistan. Hence countering IED threat has become top priority of every nation so as to reduce the losses due to IEDs/bomb blast. Therefore security apparatus across the globe needs improved counter IED techniques, training facilities and infrastructure to meet this challenge.

India has, simultaneously, suffered deeply by IED menace chiefly exercised by Maoists all across the Red Corridor Zone encompassing many States. The casualty figure on account of attacks by IEDs have progressively increased and is adversely affecting the morale of the Security Forces. Existing training facilities in India for countering IED menace are inadequate to meet the challenge. Central Reserve Police Force (CRPF) being leading force in combating Naxalism in India is simultaneously facing the brunt of IED threat, resulting into colossal loss of men and material.

CRPF evolved a mechanism for setting up a separate, dedicated institute for countering IED menace catering to needs and requirement

of CRPF and other Police Forces of India and friendly countries. The mission of IIM,CRPF is to provide wide spectrum of specialized and technical training that involves all aspects of IED management including search, detection, identification and disposal through realistic, relevant and functional training with attention to details with a view to earn the reputation for excellence and high standards of knowledge and skills

Institute of IED Management was formally inaugurated by Hon’ble Union Home Minister, Govt of India Sh. P. Chidambaram. Hon’ble Union Home Minister applauded the efforts made by CRPF for starting the IIM with international infrastructure and facilities.

The salient features of IIM are-

High-tech Class Rooms

State of the art Model Room : With models of all major IED incidents across India and even abroad

IED training Lab: For hands on training on detecting, deactivating/neutralising and destroying IEDs of various types.

Sand Model Room : To help students training on planning counter IED operations.

Counter IED range (Urban and Rural): With counter IED exercises, involving security forces, terrorists and by-standers.Use of RF wireless based IEDs which can be shifted from anywhere to anywhere to set new exercises every time.

programme for the common masses in cities The Institute believes that the society can play a key role in detecting, identifying and alerting the specialized security agencies in countering the IED threat.

IIM, Pune assisted National Investigation Agency (NIA) in the investigation of Hyderabad twin Blast (21/02/2013) & Bangalore Blast (17/04/2013).

Officers of the Institute participated in various National and International conferences/seminars and did value addition by sharing their rich experiences.

IIM, CRPF, Pune is the only Institute of its own kind which has made its outreach to the remote areas of Maoist affected states. The Institute sends its trainers/instructors to various training centres of CRPF and other remote places where CRPF is deployed to sensitize the troops regarding IEDs.

IIM, CRPF, Pune conducted three days' capsule courses on IED awareness for commanders at Jagdalpur and Bijapur. The course was attended by officers of various units of CRPF deployed in Bastar region.

India’s quest for peace can only be realized once our country is free from all kinds of threats posed by different anti national forces. Here comes the role of CRPF and IIM. By our professionalism, vision and training we shall be able to defeat the dark forces which are acting against the very ‘idea of India’. The Institute believes that the quality of training needs to be constantly revised with the changing pattern of IED threat. The Institute looks ahead to convert and transform Red Corridor Zone into No Fear Zone by eliminating IED menace and terrorism.

We believe in words “COMING TOGETHER IS A BEGINNING,KEEPING TOGETHER IS PROGRESS,WORKING TOGETHER IS SUCCESS”
