– Cllr Dorn hopes to be elected to Hart District Council (2nd May Elections), will stay with CPC at least until later this year

Neighbourhood Plan
• Most Recent Public Consultation (Reg.14)
– Completed prior to Christmas
– Comments from Public, Developers/Landowners and Advisory Bodies
– All input tabulated and responses drafted into a single document, currently with our consultant for professional review
– Advice received has led to some amendments
– Amendments designed to ensure Plan approval at Examination

Neighbourhood Plan
• Amendments for Submission Plan and documents (Reg.15)
– Phantom Motors Pankridge St., Windamoor Farm sites removed, owing to likelihood of failure at examination
– Marsh Farm promoted into the plan, owing to its positive ranking and likelihood of success at examination
– Local Gap – reduced in size to meet planning guidance
• Documents under Consultant review (Plan, Evidence, Conditions and
Consultation), SEA document is being aligned by AECOM.
• Submission of Reg. 15 targeted, post Approval at CPC April

The Planning Role of The Parish Council • The Council has a statutory right to be consulted on planning applications within
and adjacent to the Parish boundary.
• We do not have the power to grant or refuse permission. This is the role and responsibility of the Hart District Council, where our opinion is one of several.
• You have just heard about the Neighbourhood Plan which will increase our influence.
• Applications considered from February 2018 to February 2019
• 1 major application taken to Statutory Review
• The majority of applications are for extensions or alterations rather than the creation of new dwellings.
• This year there were lots of prior approval notifications seeking to change commercial premises to residential.

Applications of Interest
Broden StablesThis application, which attracted much comment in the Parish was granted at appeal. The Parish Council has taken the Inspector’s decision to Statutory Review. In the meantime the developer has submitted an almost identical application.
Marsh FarmPrior approval notices have been approved for 6 industrial units on this site. These notices establish that no change of use application is required to change the use of these buildings to residential. Any external alterations beyond creating necessary openings would still require a planning application.

High Court - early March before Justice Dove
Reserved Judgement - Decision awaited, expected around Easter
Costs: ELF pro bono, plus experienced senior and junior QCs
A loss will result in further costs – but we have Aarhus protection

Highways and Traffic
• Highway Defects – Carriageway resurfacing works on Mill Lane - Bowenhurst Lane, from the junction with A287
Farnham Road to Apricot Corner on Mill Lane, and the Crane Depot on Bowenhurst Lane.
– Farnham Road Clare Park entrance to the boundary junction at Dora’s Green Lane resurfaced. It has taken a whole year to get this work completed.
– Potholes, some successes but remains very slow. Many are from previous poor repairs, however new contractor in place.
• Through Traffic– Fast becoming a problem with major developments in Farnham starting up and more to come.
– Dora’s Green Lane the only alternative, better signage perhaps, but in the long term may need improvements to the actual route to make it a bypass.
– Currently working with Cllr Argent to bring a policy document to the Parish Council for discussion and approval.

• Speed– Almost impossible on most roads in the village due to increasing number of parked cars on:
– Pankridge Street / Green Springs area, Phantom Motors Village Stores area.
– The Borough
– Church St
– Is there really a problem !
– Farnham Road perhaps
– Dippenhall Street perhaps

• Movements 2018– TAG have recorded a new record number of aircraft movements in 2018, 32522 up 14% on 2017.
– The nearest previous record was set when the world had the financial crash in 2007 with 28399 movements
– Numbers are increasing because business aircraft are being squeezed out of Luton and Stansted. Also, Northolt continues to have irregular operations which are likely to become worse with the closure of the airport for 6 months of runway works
– The permitted movement numbers for 2018 were 49,000 total movements with 8,750 permitted on weekends and bank holidays
– The permitted movement numbers for 2019 are 50,000 total movements with 8,900 permitted on weekends and bank holidays
– The restriction on aircraft movements between 50 and 80 tons remains unchanged at 1,500 per annum

• Airspace Change Proposal– Permission has been granted for controlled aerospace
– Lasham Gliding Club have taken this to Judicial Review starting in June
– There will be no public air show days on the Saturday and Sunday
• Gulfstream Aerospace UK – have been granted planning approval to maintain, repair and overhaul Gulfstream aircraft
– it would generate 500 jobs and has the support of local authorities
– Gulfstream claim they will be working closely with local business, local authorities, business organisations and educational establishments
– It is confirmed that the aim will be to have between 10 and 15 aviation related apprenticeships and the plan is to complete the development by June 2020
– It is expected to generate 1000 movements in the first year, expanding to 2000 in 5 years’ time
